Signing the North American Free Trade Agreement (NAFTA) liberalized trade policy and reduced tariffs between Mexico, the United States, and Canada, but activists opposed to the treaty predicted an environmental disaster. This article seeks to analyze the dynamics of environmental spending and changes in companies' profiles following NAFTA. Our results suggest that these predictions have not come true. Through an econometric model, we explore how 2,438 industries in the 1994–2002 period made environmental decisions and how much they spent on cleanup. Estimates were made with a dynamic panel model using the generalized method of moments (GMM) method. Our results suggest that environmental investment decisions depended on business size, their technological capabilities, sales performance, and the need to comply with the standards required by customers in the international market. The last section explores policies to improve compliance with Mexico's environmental regulations and to develop sustainable, eco‐friendly manufacturing.  相似文献

American evangelicals have long maintained a tense and paradoxical relationship to mainstream American culture. This article explores the effect of the 1962 and 1963 United States Supreme Court school decisions on that perennial tension. Unlike many conservatives, conservative evangelicals greeted the court's 1962 Engel decision to ban state‐written prayer in public schools with cautious approval; however, evangelicals saw the 1963 Schempp decision to ban Bible reading and the Lord's Prayer from those schools as an affront. The unique relationship between evangelical belief and America's public school system forced evangelicals to reconsider their special place in both schools and society as a whole. They concluded with surprising unanimity that those school decisions had done more than forced evangelical belief out of America's public schools; the decisions had pushed evangelicals themselves out of America's mainstream culture.  相似文献

The spectre of American decline is once again animating both observers and practitioners of US foreign policy. The global financial crisis, a faltering American economy and continued costly and controversial military engagements overseas have been presented as conclusive proof that American foreign policy will soon lack the resources needed to sustain its previous international hegemony. Arguments of domestic weakness have been linked to analyses of the economic vitality of America's competitors to demonstrate a seemingly watertight case for relative decline. The inexorable rise of China has been presented from various quarters as evidence that the American era will soon be drawing to a close. Yet, such declinist arguments continue to suffer from fundamental weaknesses, overestimating the likely future strength of America's rivals while concurrently downplaying the capacity of the US to rejuvenate its economy and thus revivify its liberal universalist creed. The most interesting development in this regard has been the sudden resurgence of the US energy sector. Written off less than a decade ago as being in terminal decline, the American oil and gas industry has staged a remarkable recovery. Vast reserves of shale gas and accompanying tight oil offer the potential to aid the revival of the American economy, with some forecasts pointing to US energy self‐sufficiency within two decades. Notions of US relative decline may yet prove premature. The geopolitical impact of American energy self‐sufficiency is likely to be very significant, making an important contribution to a reversal of the US trade deficit, a revival of America's industrial base, and the possibility of a corresponding relative decline in power for conventional fossil fuel exporters.  相似文献

Prior to Mexico's entry to the North American Free Trade Agreement (NAFTA), predictions of the consequent impact on the environment in that country ranged from the dire to very optimistic. This article investigates NAFTA's outcomes in terms of energy use and the emission of atmospheric pollutants. Specifically, has entry into NAFTA led to a convergence or divergence in indicators of emissions, environmental efficiency, and emissions‐specific technology in Mexico, the United States, and Canada? A battery of tests is applied to these indicators for energy use and carbon, sulfur, and NOx emissions in the three countries. The results show that the extreme predictions of the outcomes of NAFTA have not materialized. Rather, trends that were already present before the introduction of NAFTA continue and, in some cases, improve post‐NAFTA, but not yet in a dramatic way. There is strong evidence of convergence across the three countries toward a lower intensity of energy use and emissions per unit of GDP. Although intensity is rising initially for some variables in Mexico, it eventually begins to fall post‐NAFTA. Per capita emissions of sulfur and NOx also show convergence, but this is not the case for energy and carbon, and the latter variables also drift moderately upwards. The state of technology in energy efficiency and sulfur abatement is improving in all countries, although there is little, if any, sign of convergence and NAFTA has no effect on the rate of technology diffusion. However, total energy use and carbon emissions increase both pre‐ and post‐NAFTA and total NOx emissions increase in Mexico. Only total sulfur emissions are stable and falling in all three NAFTA partners.  相似文献

The clash between unilateralists and multilateralists dominates contemporary debate, with many assuming that American foreign policy must result from nothing more or less than a tug of war between the two. The practicalities of diplomacy at a juncture of competing viewpoints on American power reveal, however, that this old dichotomy simply has lost steam as a policy–making engine. Springing straight from today's front pages and centred in the transatlantic conversation over America's role in the world, this article throws into question how America and its allies grapple for international initiative. Managing American power demands a new concept—anchored as much in the social arena of consensus formation described by Jürgen Habermas as in the experience of corporate officers leading a large business. The article argues that the real world challenges facing America as unrivalled superpower have strained the old approach, and asks if managing American influence has to continue as an either/or choice between ‘going it alone’ or waiting for others to recognize new threats. Or might it instead transform into a quest for integrating key constituencies behind practical action?  相似文献

This article examines NATO's transformation from the Cold War to the present and offers a framework of interpretation. Transformation has entailed a downgrading of territorial defence and an upgrading of out‐of‐area crisis management, as well as diplomatic engagement and partnership. NATO has thus become a more diversified and globalized alliance. The article traces the evolution post‐1989 of the principled policy areas for the alliance—defence, crisis management and partnership—and explains difficulties of development within each area. It also enters into the controversy of interpreting NATO. It explains NATO as an outcome of America's enduring need to engage in the management of Eurasia's rim and Europe's equally enduring need for outside assistance in organizing a concert of power inside Europe. NATO has historically been strong when Europe's and North America's power capabilities and concepts of order are in equilibrium and thus when NATO governments have defined the geography of the Atlantic peace in such a way that both pillars can contribute to it in substantial ways. The article puts this perspective in opposition to two mainstream frameworks of thinking—liberal idealism and retrenchment realism—and applies it in a critique of the diversified and globalized profile that the alliance has developed. The article finally offers a moderately positive assessment of NATO's September 2014 Wales summit as a contribution to renewed geopolitical equilibrium, and it suggests how this contribution could be further strengthened.  相似文献

The North American Free Trade Agreement (NAFTA) and its supplemental labor pact, the North American Agreement on Labor Cooperation (NAALC) reflect the uneven advances of labor rights advocacy in connection with international trade. NAFTA provides extensive rights and protections for multinational firms and investors in such areas as intellectual property rights and investment guarantees. The NAALC only partially addresses labor rights and labor conditions, but within its limits it has shown itself to be a viable tool for cross-border solidarity among key actors in the trade union, human rights, and allied movements. The NAALC's principles and complaint mechanisms create new space for advocates to build coalitions and take concrete action to articulate challenges to the status quo and advance workers' interests. Cooperation, consultation, and collaboration among social actors have brought a qualitative change to transnational labor rights networks in North America.  相似文献

Transformation of heterosexuality in the context of transnational mobility has been much neglected in the scholarly literature. In this themed issue we bring together four articles to contribute to the debates about negotiations of heterosexual sexual relations and practices between European and North American women and local men at holiday destinations. The focus is on Euro-North American women's performances of heterosexuality as bound up with gender, race, age, and nationality. Each article uses ethnographic methods to demonstrate how transformation of heterosexuality is spatially and culturally contingent and contested in relation to normative expectations of heterosexual love, sex, and romance regulating women's sexuality both in the women travellers' home countries and in the destination of the encounters. More broadly, articles in this themed issue contribute to the emerging literature aiming to re-think heterosexualities.  相似文献

At the heart of the ‘special relationship’ ideology, there is supposed to be a grand bargain. In exchange for paying the ‘blood price’ as America's ally, Britain will be rewarded with exceptional influence over American foreign policy and its strategic behaviour. Soldiers and statesman continue to articulate this idea. Since 9/11, the notion of Britain playing ‘Greece’ to America's ‘Rome’ gained new life thanks to Anglophiles on both sides of the Atlantic. One potent version of this ideology was that the more seasoned British would teach Americans how to fight ‘small wars’ in Iraq and Afghanistan, thereby bolstering their role as tutor to the superpower. Britain does derive benefits from the Anglo‐American alliance and has made momentous contributions to the wars in Afghanistan and Iraq. Yet British solidarity and sacrifices have not purchased special influence in Washington. This is partly due to Atlanticist ideology, which sets Britain unrealistic standards by which it is judged, and partly because the notion of ‘special influence’ is misleading as it loses sight of the complexities of American policy‐making. The overall result of expeditionary wars has been to strain British credibility in American eyes and to display its lack of consistent influence both over high policy and the design and execution of US military campaigns. While there may be good arguments in favour of the UK continuing its efforts in Afghanistan, the notion that the war fortifies Britain's vicarious world status is a dangerous illusion that leads to repeated overstretch and disappointment. Now that Britain is in the foothills of a strategic defence review, it is important that the British abandon this false consciousness.  相似文献

北美自由贸易协定(NAFTA)的签定是冷战结束后美墨关系发生变化的一个重要标志,是经济全球化过程中的重要发展趋势。美、加、墨通过建立经济合作关系,实行经济自由化、一体化,既有利于三国经济的互利合作,又促进墨西哥的政治经济体制改革,为墨西哥对外经济开放、发展外向型经济提供机遇。但美墨之间由于历史遗留问题以及墨西哥国内依然存在的强烈民族主义倾向,墨西哥经济对美国经济的过分依赖等,使美墨关系还存在不确定的变数。由于墨西哥积极发展与亚太地区和欧盟的经济合作关系,未来美墨关系的发展,以及建立北美自由贸易区统一货币等问题,是对NAFTA的一个严峻考验。  相似文献

Abstract

A New Bottom Line in American society should be the primary focus of America's next president. Institutions (including corporations and governments), social practices, and even personal actions should be judged rational, efficient and productive not only to the extent that they maximize money and power, but also to the extent that they maximize love and caring, ethical and ecological sensitivity and behavior, kindness and generosity, non-violence and peace, and to the extent that they enhance our capacities to respond to other human beings as embodiments of the sacred, and enhance our capacities to respond to the earth and the universe with awe, wonder and radical amazement at the grandeur of creation. Applying this focus to every aspect of American domestic and foreign policy would stimulate a spiritual revolution in American and global consciousness and open the possibility of global solidarity replacing chauvinist nationalism.  相似文献

For the past two decades relations between North Korea and the United States have become increasingly hostile. Pervasive and vociferous criticism of North Korea's dangerous and seemingly irrational behaviour has focused on Pyongyang's use of nuclear brinkmanship, violations of human rights and general disregard for the well-being of the North Korean people, as exemplified by its decision to develop a nuclear programme while the country suffered from widespread famine. However, an alternate view put forth by both American and South Korean experts on North Korea holds that Pyongyang's use of the nuclear wager primarily has been intended to demand Washington's attention in order to initiate bilateral talks and eventually normalise relations with the US. Certainly, Pyongyang's actions have been ham-fisted at times; however, its commitment to the goal of normalisation has been unwavering. The current controversy regarding North Korea's nuclear programme may serve as a necessary step to build trust between Washington and Pyongyang and might continue for sometime, given the short history of direct engagement. However, one thing is clear: neither Washington nor Pyongyang can afford to go back to the starting point.  相似文献

Starting in the late 1950s, at least fifteen separate proposals to radically alter the North American waterscape emerged. These proposals typically sought to bring water from northern regions (especially in Canada) to southern ones in the United States and Mexico through canal construction, the massive alteration of river flow, and (in some cases) nuclear excavation. This study analyzes the cartographic strategies used in support of re-engineering the continent’s water flow. The project maps promoted a specific political agenda that sought to redistribute North America's water resources by transcending political boundaries and physical barriers. Furthermore, conventions of cartographic representation, particularly the need for generalization and simplification, worked to reinforce and heighten the original modernist, engineering ethos. This led to representations that de-emphasized political communities and boundaries, that both assumed and hid nuclear technology, and that ultimately removed water from the natural environment by treating it as a purely abstract resource.  相似文献

The 1854 Ostend Manifesto has long been scorned as an expansionist treatise, a leading indicator of “Young America's” hold on the antebellum Democratic Party, and a signal of Franklin Pierce's failed presidency. Unnoticed is the genesis of the document's most famous metaphor, of Cuba representing a neighbor's “burning house” that could cause American intervention. The primary author of the Manifesto was minister to Great Britain and future president James Buchanan, and he attempted to smooth over the rough suggestion of an American takeover of the island by borrowing imagery from Edmund Burke's 1791 Reflections on the Revolution in France. Buchanan's use of Burke, the anti‐revolutionary English philosopher of prudence and critic of ideology, demonstrates the wide but underappreciated popularity of Burke with American politicians of all parties. Not just Whigs and Southern planters, but also Northern Doughface Democrats such as Buchanan, especially in the 1850s, used Burke to preach calm, moderation, and political prudence. As his use in the Manifesto makes clear, a larger study of Edmund Burke's appeal to Americans is badly needed to plot his broad influence on American politics leading up to the Civil War.  相似文献

This paper examines the discourse surrounding the release in 1955 of Miltown, America's first psychotropic wonder drug. According to many histories of psychiatry, Miltown heralded the arrival of a new paradigm in treating psychiatric patients – as a drug that operated on a neurochemical level, it was argued to replace a psychoanalytic approach with its focus on the mother‐child relation. Between 1955 and 1960, articles about pharmaceutical miracle cures for mental illnesses filled mass‐circulation news magazines and top fashion magazines. Through analysis of these representations, this article shows how the newly discovered pills came to be associated with existing concerns about conditions problematically referred to as ‘maternal conditions,’ ranging from a woman's frigidity, to a bride's uncertainty, to a wife's infidelity. Using these representations, the paper demonstrates how in American popular culture, psychoanalytic notions of motherhood prevalent in the 1950s shaped early understandings and uses of psychotropic drugs.  相似文献

Joseph Masco suggests that nuclear weapons have become the icon of American technological superiority in the post-World War II era, and that their manufacture has transformed our worldview. Insofar as this is true, the production, testing, and use of such weapons has exposed the United States of America's experiment in freedom and equality to some of its most brilliant and most tarnished moments. The five volumes considered in this review explore some of the reflections from that patina and uncover many layers of tarnish that accompanied the transformation of the United States into a nuclear super-power.  相似文献

Michel Brault's Entre la mer et l'eau douce (1967), one of the most accomplished feature films of the Quiet Revolution period, follows the journey of singer-songwriter Claude Fournier from the Charlevoix region to Montreal, where he drifts through a series of marginal jobs and love relationships before returning, disappointed, to his rural village. A portrait of “in-betweenness” in terms of identity, space and time, Brault's film tells the story of Quebec's increasing urbanization and of a people's collective entry into modernity, yet has received much less critical attention than other Quiet Revolution classics such as [Agrave] tout prendre and Le chat dans le sac. This article proposes a reading of this film that recognizes its importance as a key cinematic stepping stone in the Quebec national project, but also places it within a larger context of “coming-to-the-city” narratives. How does comparing Entre la mer et l'eau douce to English-Canadian and American classics which tackle similar themes (i.e., Goin' Down the Road, 1970; Midnight Cowboy, 1969) enable a larger discussion of the representation and appropriation of space, place and movement in the North America imaginary and Quebec's place therein?  相似文献

In more recent years, Australia's relations with the countries of Latin America have taken on more importance as the trade and investment links between the two regions have grown. Besides this recent activity, Australia has a long history of diplomatic relations with the countries of Latin America, even though the links between the two regions have at times been fairly superficial. This relationship, like many others, has tended to concentrate on mainly trade relations and, despite Latin America's often turbulent political history, has not been affected much at all by political issues. The purpose of this article is to analyse the development of foreign policy links between Australia and the countries of Latin America in their formulative stage between 1901 and 1973.  相似文献

Abstract

Responding to Samuel Huntington's argument in Who Are We? The Challenges to America's National Identity, this article explores the problematic character of American national identity. While Huntington presents himself as trying to conserve a traditional American identity based on both political creed and Anglo-Protestant culture, I contend that America's founding political theory and its philosophic sources are ambiguous on the question of culture and national identity. The Declaration of Independence and the social contract theories that helped inform it seem to invite a kind of cosmopolitan commitment to a creedal identity while at the same time leaving open the possibility of a more exclusive cultural identity. In the end, this ambiguity works to undermine a public sense that the political order should try to conserve a particular culture, a tendency that is furthered by a democratic regime's natural inclinations toward universalism and egalitarianism. It seems, then, that the problem of the preservation of American cultural identity is rooted in the very culture that Huntington wishes to preserve.  相似文献

This special issue of International Affairs seeks to stimulate more debate and interest in Britain on North Africa. This relatively neglected area of British foreign policy has largely been funneled through the European Union (EU), where the focus of policy has been on preventive security, above all policing against illegal migration and the spread of radicalism and terrorism. The main driver for regional change and potential insecurity is now demographic, evident in the high levels of youth unemployment across North Africa. In facing the challenge of leadership successions over the next decade, it is in the interest of the EU, and in turn, Britain, to engage more closely with North Africa's younger generations to ensure the region's longer term security and stability. Britain has few strong bilateral links with North African societies, however, with the exception of private sector investments in the energy sector and security cooperation. New investment opportunities and a demand for English language and other forms of training for employment could put Britain at an advantage in responding to North African demands for diversified international relationships. A greater focus is also needed on local development opportunities to assist new actors to assume their own economic and political roles, as a better means of delivering security and jobs than relying on central states to deliver both. The articles in this special issue offer new insights into developments in the region, as well as analyses of European and American policy responses to the challenges identified. A common theme is that the region has been held back by a combined lack of institutional safeguards and political participation, with negative impacts on the spread of the economic benefits of higher growth rates and investment. Authoritarian leaderships have proved reliable partners for the EU and Britain in the past, but will they continue to do so in future?  相似文献
