This article demonstrates that the Church of Scotland did not seek to undermine the Central African Federation from the moment of its foundation in 1953. This misconception derives from many of the church's missionaries in the region who demonstrated open disdain for the Federation throughout its existence. They were upset that it had been imposed by the white settlers of Central Africa and the British government over the objections of the indigenous Africans. The church, however, did not follow its missionaries. Instead, it sought to make the federal scheme work for all concerned. The Reverend George MacLeod, perhaps the most visible church leader of the twentieth century, played an important role in trying to make the Federation function between 1953 and early 1959. It was not until after the declaration of the Nyasaland Emergency in March 1959 that the church passed a deliverance demanding an autonomous, African-run Nyasaland, at the behest of MacLeod's Committee Anent Central Africa. Deliverances are resolutions presented to the commissioners of the General Assembly of the Church of Scotland. The commissioners listen to the deliverances and then choose to accept, reject, add to, or amend each of them. Deliverances accepted, or passed, by the General Assembly become law. These laws determine how the Church of Scotland operates. This divergence between the Church of Scotland and its missionaries before the Emergency resulted from the Church's sense of historical obligation to protect the indigenous peoples of Nyasaland from the possibly deleterious consequences of rapid decolonisation. Afterwards, the church focused on protecting the Africans from the federal government by setting them free from the British Empire.  相似文献

Abstract: A biopolitics of the population, when it succeeds in securing life and wellbeing, is surely worth having. It has become urgent in rural Asia, where a new round of enclosures has dispossessed large numbers of people from access to land as a way to sustain their own lives, and neoliberal policies have curtailed programs that once helped to sustain rural populations. At the same time, new jobs in manufacturing have not emerged to absorb this population. They are thus “surplus” to the needs of capital, and not plausibly described as a labour reserve. Who, then, would act to keep these people alive, and why would they act? I examine this question by contrasting a conjuncture in India, where a make live program has been assembled under the rubric of the “right to food”, and Indonesia, where the massacre of the organized left in 1965 has left dispossessed populations radically exposed.  相似文献

This article takes a global historical approach to American protectionism and the British imperial federation movement of the late nineteenth century, showing how US tariff policy was intimately intertwined with the political and economic policies of the British empire of free trade. This article argues that the 1890 McKinley Tariff's policies helped call into question Britain's liberal, free trade, global empire by drumming up support for an imperial, protectionist, preferential Greater Britain. The tariff also speeded up the demand and development of more efficient transportation and communications—technological developments that made imperial federation all the more viable—within the British Empire. This article is thus a global history of the McKinley Tariff's impact upon the British Empire, as well as a study of the tariff's effect upon the history of modern globalisation.  相似文献

Abstract

This article is premised on Heinrich Meier's dichotomy between political theology and political philosophy, the latter of which stakes its claims on “human wisdom.” I will examine one of the most famous political allegories claimed on this ground: that of the Hobbesian social contract. Then I will unpack this allegory into a set of five propositions that make up something I call the ontopolitical set. My argument is that in order to stand up as political philosophy, make rational sense, one must believe in the truth of all the five propositions of the ontopolitical set. If at least one of them is not a candidate for belief, then the whole set will collapse and the legitimacy of the modern Leviathan does not measure up to human wisdom, because it cannot be rationally justified. If this should be the case, we are left with political theology.  相似文献

Abstract

This is the last of three articles about the campaign to abate smoke in the cities of England which began early in the 19th century and culminated in the Clean Air Act 1956. It describes the third sustained wave of activity by lobbies for smoke abatement and the way the public conscience was raised to a level which made it practicable to bring in laws to control domestic as well as industrial smoke. The impediments to this evolution of public opinion were (a) social: the Englishman's sentimental attachment to an inefficient and wasteful way to heat and cook in his home; (b) technological: the practical difficulties in producing a solid smokeless fuel which could be used in an open grate; and (c) administrative: the difficulties in enforcing laws against smoke when smoke could be neither defined nor measured with the precision necessary in a court of law.  相似文献

Abstract

This is the first of three articles about the campaign to abate smoke in the cities of England. It began early in the 19th centnry and culminated in the Clean Air Act, 1956. Between 1844 and 1850 no fewer than six Bills were introduced into parliament to compel furnaces to ‘consume their own smoke’. All failed to pass into law although enough was known about the science and technology of combustion to justify legislation for furnace used to raise steam-power. In 1853 Palmerston succeeded in putting on the statute book the first really elfective clean air act for the metropolis of London. It did not cover dwelling houses; the campaign to bring the e under the law—to be described in the second essay—had to await improvements in the design of domestic grates. It was during the decade 1843–1853 that the public conscience was awakened to the need for laws to protect the environment against pollution.  相似文献

Abstract

Science dealing with the emergence and evolution of life in the Universe — on Earth and beyond appears under different names in subject literature, these names are usually either a portmanteau of biology and astronomy, or involve particular branches of natural sciences. Scientific and linguistic methodology reveals the danger of gross oversimplification when using names such as: exobiology, cosmobiology, biocosmology, bioastronomy, as- trobiology, etc. The main purpose of this article is to present and analyse the relationships of such notations and synonyms, which are often used interchangeably, and to criticize the attempts of unifying these terms, and to characterize them in a linguistic context. On such basis, it shall be argued that the origin of the existing confusion and misunderstandings might have been either scientific or non-scientific imprecision which may be eliminated for the purpose of a better scientific communication and clarification of terminology as shown in this paper.  相似文献

Abstract

The west portals of Saint-Denis are believed to have incorporated lintels which would have been engaged with the doorposts below impost level. The lintels are presumed to have been removed in 1771 when various damaging work was carried out on the doorways. Irregularities in the upper courses of the doorposts appear to confirm this theory and many scholars have speculated upon the form of the lost lintels. It can be demonstrated, however, that the narrow nineteenth-century lintels in situ above impost level follow the original twelfth-century design: substantial lintels were at no time engaged with the doorposts. The disorder of the upper doorposts can nevertheless be attributed to the 1771 campaign. At that time the doorposts were dismantled and reassembled carelessly, without leaving enough room for the reinsertion of the upper courses: those of the central portal were merely trimmed while those of the lateral portals were replaced.  相似文献

Abstract

Marine borers constitute a great danger to historical shipwreck in marine environments as they are able to decompose wood material in just a few years. Recently, there have been indications that the marine borer Teredo navalis is spreading into the brackish Baltic sea, where thousands of invaluable historical wrecks for centuries have had unique preservation conditions. The WreckProtect project was a coordination and support action funded by the European Commission within the 7th Framework Program. The main objective of the project was to develop tools for predicting the spread of marine borers into the Baltic and to evaluate methods for in situ protection of the historical wreck and submerged settlements. This paper gives a summary final report of the project and an overview of results.  相似文献

The liberty of the press became one of the main topics of public debate in the 1720s and 1730s in response to Walpole’s restrictive press policy. This debate was carried on mainly in newspapers such as the Craftsman and the London Journal. Country and Court writers did not limit their discussions to legal questions, but conducted a lively debate about what press freedom actually was, and what role the press should have in political life. Among other things, they discussed to what extent it was appropriate for the press to take on an anti-governmental role. This debate is important, not least because it is a foil for one of the ‘classical’ eighteenth-century texts on the problem of press freedom, David Hume’s essay ‘Of the Liberty of the Press’. The debate reveals to what extent, and in what respects, Hume was breaking new ground in this essay.  相似文献

Abstract

The high incidence of conflict in the world today, and the overwhelming influence of religion on man and his society, have resulted in an increasing engagement of religion in conflict management. However, in spite of its high profile in managing conflict, religion can sometimes form a barrier to conflict resolution. The Nigeria–Biafra war was one of those wars in which religion, as an instrument of conflict management, played a double-edged sword. This paper examines the reaction of the parties to this conflict to the role of the Catholic Church in managing the conflict.

The involvement of the Catholic Church in the Nigeria–Biafra war has ever remained one of the highly controversial themes of this war. While the role played by the church appeared to be a welcome development on the part of the Biafran Government, the Federal Military Government of Nigeria (FMG) was against the church and its activities, particularly its relief programme in Biafra during the war. From the available evidence, the church’s relief services, just like those of the International Committee of the Red Cross, were carried out on both sides of the war. The difference was on the level of dependence on it, as well as the degree of its exploitation by the two parties. In addition to its high dependence on the Caritas airlift, the Biafran Government, in its war of propaganda hinged on religion, was out to exploit every available opportunity provided by the church’s relief programme in Biafra. It therefore made its overtures of ‘friendship’ to the church in Biafra and beyond as it assumed the status of a ‘maligned child’ of the mother church. To the FMG that was out to crush a rebellion, such manipulation of religion, using the platform of the church’s programme of relief in Biafra was more than a frustration of its war effort. Its anger was thus directed against the church both locally and internationally such that the latter, among other things, could achieve little or nothing in terms of conflict resolution, although the relief programme of the church in general saved the Biafran population from a war in which starvation was obviously an instrument.  相似文献
