Rapid population growth means the addition of a billion more people in 11 years. The International Conference on Population and Development (ICPD), scheduled for September 5-13, 1994, will address the issue of population growth and design strategies for slower growth with economic development and environmental protection. This article summarizes Dr. Nafis Sadik's special preparatory message about the conference. The ICPD will address the issues of reproductive health, affordable family planning (FP), and informed choice. There will be an emphasis on better health care, housing, education, and other poverty alleviation measures. Empowerment of women through educational and economic opportunity and increased foreign aid are also themes. Improvements in the quality of life as well as demographic and social change are required. The key to slowing population growth is to meet the need for FP services to reduce fertility. Reexamination of the life-styles of the more affluent is also required. Needs and resources must be balanced. Sustainable development and resource use will depend upon slower population growth, more rational population distribution, alleviation of poverty, environmentally safer consumption patterns, and other measures. The 1994 draft plan of action has a broad mandate which recognizes the linkages between population and development. Target dates and reproductive rights language are bracketed and will be discussed during the conference. Quantitative goals are set for education, child and maternal mortality reduction, and universal access to FP and reproductive health services. The public should be made aware of the development and population links. Developing countries are asked to devote 20% of their government budget to social development. Countries by their action or inaction will choose a world population size in 2015 ranging from 7.27 to 7.92 billion. The difference of 660 million in 20 years is equal to the current population in Africa. The high projection for 2050 is 12.5 billion people. The ICPD will be the last global opportunity before the turn of the century to address the challenges of shared responsibility for the future of life on earth.  相似文献

This article reports on the UN Population Fund's (UNFPA) African regional meeting that was held in November 1997. The meeting was attended by an assortment of UNFPA representatives and program staff. This meeting followed up the 1994 Cairo International Conference on Population and Development (ICPD) and 1995 regional meetings on the 1994 Plan of Action. These prior meetings emphasized the link between population and development and the urgency of meeting the needs of individual women and men in a people-centered approach to development, rather than a target oriented one. The 1997 meeting reviewed the progress made toward achieving the goals of the 1994 plan of action by the UNFPA. UNFPA aims to decentralize operations, to play a role in emergency situations, to encourage South-to-South cooperation, to advocate for reproductive rights, and to promote gender equity and women's empowerment. The meeting discussed UNFPA's role in reproductive health, population and development strategies, and advocacy in detail. Participants agreed that there were signs of fertility decline in Africa. Countries are beginning to adopt a reproductive health and rights approach and to address female genital mutilation as a human and reproductive right's issue. Population policies are being changed to include ICPD goals. 32 countries adopted new programs in 1996 and 1997, that integrated the 1994 strategies and selectively focused on issues of concern. Partnerships confirm that population issues are becoming an agenda for all. The major challenge ahead is the mobilization of resources, while dealing with civil strife and political instability.  相似文献

The International Conference on Population Development (ICPD) Program of Action comprehensively covers a wide range of demographic and social issues by setting goals to be achieved over a period of 20 years. Since its initial implementation, population issues have been fundamentally linked with the countries' prospects for sustainable development. In the ICPD+5 review it was concluded that countries are committed to the Cairo agenda and to the idea that population and development go hand in hand. This commitment involves spending on population and related programs, which totals $17 billion by the year 2000 and $22 billion by 2015. Funding would come from countries (0.7% of gross domestic product to overall development assistance and 4% to population activities). However, the trend shows that countries have not achieved these targets and are decreasing rather than increasing spending on population issues, particularly from the developed countries. Findings of a survey indicated that the lack of resources is the greatest obstacle in attaining desired goals of developing countries. In addition, serious economic stagnation and an unfavorable international economic environment makes it difficult for many developing countries to resolve the problem of lack of resources, and technical capabilities are badly needed to achieve the goals of the ICPD.  相似文献

The Israeli–Palestinian conflict has been described as one of the most intractable in the world. This article first provides an overview of the sociopolitical events that led up to the Palestinian UN state membership bid in September 2011, and second, as a case study, it examines how the Israeli–Palestinian conflict was constructed in speeches delivered by Palestinian President Mahmoud Abbas and Israeli Prime Minister Benjamin Netanyahu regarding the state membership bid to the UN General Assembly in September 2011. Despite their opposing agendas, there are some significant discursive similarities in the two speeches. The most salient shared discourses concern that of in‐group victimhood on the one hand, and that of out‐group threat on the other. It is argued that the speeches dispel support for intergroup reconciliation between Israelis and Palestinians by aggravating grievances on both sides and accentuating intergroup suspicion. This article highlights the importance of examining political speeches in order to better understand the Israeli–Palestinian conflict.  相似文献

This 48-page supplement reports on the world popultion situation and on the International Conference on Population held in Mexico City in 1984. Included are summaries of Conference recommendations, the text of the Mexico City Declaration on Population and Development, a World Population Chart, and reports on population studies. The main task of the 1984 Population Conference was to review the 1974 World Population Plan of Action and approve steps to update some of its goals in line with new issues that have emerged in recent years. The preamble to the 1984 recommendations states that the basis for an effective solution to population problems is socioeconomic transformation. It is noted, however, that even in the absence of socioeconomic development, family planning programs can have an impact on fertility levels. This report futher describes the debate on disarmament, abortion, economic policy, and occupied territories that took place in Mexico City. Population and development, more specifically on matters relating to family planning, contraceptives and abortion, have always been key issues at the UN. These were the challenges faced by the Member States of the UN during the General Assembly held in New York from June 30 to July 2, 1999. The 1999 session covered a wide range of questions, which reflected universal consensus on concerns including adolescent reproduction and sexual health, as well as gender-related issues. The special meeting lasted for 3 days of visionary hopes and politics for the future of the world, and also took into account the crucial issue of resources and fundraising. The 1994 International Conference on Population and Development (ICPD) in Cairo was the starting point for such an international understanding and consensus. In the years following 1994, the challenge to carry out lessons learned from the Cairo Conference and ICPD has now led to a final document, which guides nations across the globe on where to concentrate key future actions.  相似文献

The newly named Commission on Population and Development, at its 1995 session in New York, stated it should have the primary responsibility for reviewing the implementation of the Program of Action of the International Conference on Population and Development, held in Cairo in September 1994. The Population Commission was renamed the Commission on Population and Development by the General Assembly. In debate, some countries reviewed their national experiences in population matters, stressing how the Program of Action would influence their policies. At mid-1994, world population stood at 5.63 billion persons, a report on world population trends and policies revealed. During the preceding 12 months, population had grown by 86 million and was expected to grow by an additional 87 million during the next 12 months. While China's representative described a near-crisis situation marked by a net increase in population of 14 million per year in her country, the representative of the Russian Federation expressed concern over the decrease in Russia's population. Between 1990 and 1994, world population had grown at 1.57% per annum. UN medium-fertility-variant projections indicated that the population growth rate would continue declining to 1.33% per annum between 2000 and 2010; 1.15% in 2010-2020; 0.95% in 2020-2030; 0.72% in 2030-2040; and 0.54% in 2040-2050. Consequently, the world population was projected to reach 7.5 billion by 2015 and 9.8 billion by 2050. Assistance for population programs had increased from $220 million in 1988 to $305 million in 1992, the bulk of which came from UNFPA. Family planning, integrated with reproductive health and carried out through a primary health care system, continued to receive the bulk of multilateral resources. Projects to improve the status of women, such as education for girls, leadership training, literacy programs, and projects designed to increase the income of women and their families were being supported by multilateral agencies. An update on global contraceptive requirements from 1994 to 2005 estimated that the total cost of contraceptive commodities would be $7.7 billion.  相似文献

The Philippine government's position on aggressive population management is in conflict with the Catholic Church's opposition to artificial means of birth control, particularly sterilization. The Episcopal Commission for Family Life plans to increase its campaign against contraception at their local level. The government effort through the Department of health will provide access to contraception in a network of 600 hospitals and 1500 rural health units. Government support comes from 2 Protestant churches, the Church of Christ, which is the largest independent church in the Philippines, and the United Church of Christ. Leaders of both churches gave the Minister of Health letters of support which stated that family planning (FP) was necessary to curb population growth which was too high, and China and Thailand are countries which are economically better off with population planning. The government position is similar to former President Corazon Aquino's. The new President, Fidel Ramos, is a protestant and wants economic prosperity for the Philippines; part of the formula for achieving economic growth is slowing population growth. There is limited resources in a sluggish economy and the push for zero population growth can be accomplished through effective contraception. The birth rate fuels poverty is the position of Juan Flavier, Health Secretary. Annual population growth is 2.3% and family size is 4.8/couple while agricultural growth is only 1%. The ideal family size recommended is 2 children/family. The Philippine Commission on Population in its 6-year plan is hoping to obtain 200 million in foreign aid and involve a larger network of nongovernmental organizations. Choice is the key component. Women need to be convinced that birth spacing will reduce maternal and infant mortality. Flavier has reassured Cardinal Jaime Sin of the Catholic Church that Natural methods or the rhythm method would be taught. Health experts argue that the discipline and sacrifice necessary for effective natural methods is lacking.  相似文献

The second part of 2015 Pulitzer Prize winning author David I. Kertzer's interview with the Italian political leader Romano Prodi covers the period from the fall of Prodi's first government in 1998. As a case study, Canadian diplomacy during the Falklands War is emblematic of the confused, and at times contradictory, components of Canadian Prime Minister Pierre Trudeau's utopic and idealistic foreign policy. Canada's diplomatic actions during the war were based on four principles. The first, and most significant, was the safeguarding of what were deemed to be Canada's economic interests: chiefly nuclear exports. The second was Trudeau's ‘Third Option’ policy and the belief of ‘the vital importance of the North-South dynamic to Canada’. Third was the desire to distance Canadian foreign policy, economics, and military commitments from those of both the United States and Great Britain. Trudeau had mixed feelings about the Commonwealth and disliked both President Ronald Reagan and Prime Minister Margaret Thatcher. Lastly, during the war Canadian politicians and diplomats took the position of an ambiguous neutrality to protect and promote what they perceived to be Canadian interests. Many of the political and economic decisions made by Canada during the Falklands War were met by harsh criticism nationally and internationally in both public and political spheres.  相似文献

The rise of think‐tanks in the United States, in Europe and around the world has generated considerable scholarly attention in recent years. Much of this interest has been fuelled by the widespread belief that these institutions have come to play an increasingly influential role in shaping both public opinion and the domestic and foreign policy preferences and choices of high‐level decision‐makers. This perception was reinforced when several think‐tanks with close ties to the administrations of President George W. Bush and Prime Minister Tony Blair advocated a far more muscular posture towards Iraq in the months and years following the events of 9/1ya. As think‐tanks on both sides of the Atlantic continue their efforts to become more entrenched in the policy‐making process, scholars are beginning to pay closer attention to how these institutions, established ostensibly to engage in policy research, have become even more adept at political advocacy. Not surprisingly, as think‐tanks have devoted more resources to affecting policy change, speculation about how much or little influence they wield has become more intense. The purpose of this article is to explore the evolution and transformation of foreign affairs think‐tanks in North America and Europe since the late nineteenth and early twentieth centuries and to highlight, by relying on specific foreign and defence policy issues, the extent to which a handful of think‐tanks have been able to become important fixtures in the policy‐making community.  相似文献

Abstract

This article attempts to bring to light a rather neglected aspect of the history of Botswana's role in the liberation struggle of southern Africa. It demonstrates that Botswana hosted a whole political party in the form of the Basutoland Congress Party (BCP). Members of this party and others from Lesotho were refugees from Prime Minister Chief Leabua Jonathan's repressive rule in Lesotho from 1974 to 1986. In 1974 the opposition BCP resorted to acts of sabotage against Jonathan's government which responded with more repression leading to members of the BCP Central Committee fleeing the country and became refugees in Botswana. The Basotho refugees were largely welcome and contributed to the educational and economic development in the country. Some of them became prosperous businessmen in Botswana. This is different from later situations where economic prosperity on the part of a refugee community breeds resentment and xenophobia by some sections of the host population. However, while some BCP leaders prospered in Botswana the party itself was later faced with serious internal power wrangling and split.  相似文献

The aim of this article is to use theories of bonded and embedded trust to explain the ‘roller-coaster’ nature of the Australia-Indonesia relationship. An examination of Prime Minister Keating and President Suharto as a case of bonded trust between leaders reveals the value such a relationship has in building trust in bilateral relations. However, it also reveals that such trust cannot survive changes in leadership if it has not become more broadly embedded in both government and society. This is particularly problematic given Australia’s tendency for rapid leadership and ministerial turnover across the past decade. While President Joko Widodo and Prime Minister Turnbull were able to develop a warm relationship which helped to reset the relationship and enabled them to navigate diplomatic incidents, Malcolm Turnbull’s recent political demise only serves to further highlight the necessity of building trust between societies. Without trust, cooperation between the two states will be limited. Building trust between societies will be required if Australia wants to develop a trusting relationship with Indonesia capable of undertaking deeper forms of cooperation on more sensitive issues – something which will be fundamental to Australia’s ability to navigate growing strategic uncertainty in the region.  相似文献

Questions about the definition, meaning and limits of marriage have become a topic of fierce political debate in advanced Western democracies over the past decade as political leaders have sought to grapple with the issue of same-sex marriage. The rhetorical choices of leaders as they have made the case for or against moving away from traditional definitions of marriage have been central to shaping the national debate within different jurisdictions. This article applies the theoretical lens of ‘discursive institutionalism’ (Schmidt) and the analytical purchase of ‘rhetorical political analysis’ (Finlayson) to compare the rhetoric of Prime Minister David Cameron in the UK, Prime Minister Tony Abbott in Australia, and President Obama in the USA. We argue that Cameron and Obama have, in different ways, each sought to discursively re-define the institution of marriage by drawing on elements already endogenous to the institution itself.  相似文献

The "Environmental Perspective to the Year 2000 and Beyond," a document which resulted from 4 years' work of the Intergovernmental Inter-Sessional Preparatory Committee of the United Nations Environment Program (UNEP), was approved by the UN General Assembly on Dec. 11, 1987. The purpose of the "Environmental Perspective" is to guide governments in achieving environmentally sound development. Major input into the document was the Report of the World Commission on Environment and Development, headed by Norwegian Prime Minister, Mrs. Gro Harlem Brundtland. The "Environmental Perspective" sets out 14 "shared perceptions" on the nature of environmental issues and recommended actions in 6 major areas -- population, food and agriculture, energy, industry, health and human settlements, and international relations. It addresses questions of pollution, peaceful uses of outer space, endangered species, and the relation of security and environment. Finally, the "Environmental Perspective" calls for the collection of information upon which unified environmental policies may be based. In other environmental actions the General Assembly proclaimed the 1990s as the International Decade for Natural Disaster Reduction, reviewed the progress of the 1977 Plan of Action to Combat Desertification, and urged member states to become parties to the 1985 Convention for Protection of the Ozone Layer and the Montreal Protocol restricting the use of substances that damage the ozone layer.  相似文献

The 29th session of the UN Commission on Population and Development (February 26 to March 1, 1996) focused on reproductive health and rights, including population IEC (information, education, and communication). Speakers relayed national responses to the Programme of Action of the 1994 International Conference on Population and Development, highlighted the critical role of nongovernmental organizations in meeting reproductive health needs through IEC and advocacy, and applauded the recent expansion of the Population Information Network. The Director of the UN's Population Division noted that in 1946, when the Commission was founded, the Division estimated that the world population would reach 6.3 billion in the year 2000. The latest estimate of 6.2 billion confirms this early estimate. Sensitive issues which the Commission expects to face in coming years are abortion, the aging of populations, HIV/AIDS, and international migration. The Executive Director of the UN Population Fund reported that guidelines are being developed on the quality of reproductive health care and that gender concerns are increasingly being included in program design and implementation. The Commission also considered the Secretary-General's January 15, 1996, report on world population monitoring, reproductive rights, and reproductive health. Finally, the Commission announced that Leticia Ramos-Shahani, an advocate from the Philippines, and Pathfinder International would share the 1996 Population Award.  相似文献

In the debate on the Report of the World Commission on Environment and Development, chaired by Mrs. Gro Harlem Brundtland, Prime Minister of Norway, delegates to the UN General Assembly asserted that problems generated by the impact of poverty on the environment could not be solved by restricting aid to developing countries unless those countries promised to cease damaging their environment. Rather, most delegates agreed, aid should include the resources which would enable those countries to achieve "sustainable development," i.e., development that does not destroy the environment and deplete natural resources. The United States countered with the opinion that what is needed is not a UN organized "sustainable development program," but rather a grassroots "sustainable development movement" in all countries. Several delegates pointed out that it was the affluent countries which played a large part in the destruction of the environment. The Present of the Maldives, Maumoon Abdul Gayoom, pointed out, for example, that the greenhouse effect, generated by the burning of fossil fuels, would raise the sea level 2 meters, virtually submerging his country. Mrs. Brundtland pointed out that it was not morally acceptable to suggest that the poor remain poor to protect the environment. Governments at all levels, she said, must include environmental concerns in their decision making in all sectors of governmental functioning, e.g., finance, industry, energy, and agriculture.  相似文献
