The historical and current demography of Africa in this discussion focuses on the context of population policy, contraceptive use, reproductive behavior, polygamy, and economic impacts. Sub-Saharan Africa countries have the highest rate of population growth in the world. 50% are aged under 20 years, and 20% are aged under five years. Urban areas are growing at the fastest rates in the world (5-6% annually). Population density remains low, except for areas where there is high soil fertility. Many African countries recognize the need for population policies. The most important donor to Africa, the World Bank, has pressured African governments to adopt family planning (FP) programs. A major World Bank study has shown that more FP services are desired by African women. Family expenditures for the 1980s for FP were estimated at $100 million annually, of which $53 million was provided by donors. Further expansion in the program is needed. The World Bank targeted contraceptive use at 25% of African married couples. Except for Egypt and North African countries, contraceptive use is around 3-4%. Another perspective on population reduction is to expand programs for child spacing and postnatal nutrition of mothers and infants. There has been a failure to turn health systems around to low-cost preventive health, particularly in rural areas. Infant mortality must be reduced before fertility will decline. Population growth can be slowed by changing the status of African women (high social status and recognition are associated with high fertility), age of marriage, child spacing, agricultural productivity, and nutrition. Demographic data on Africa have only become available during the past 25 years. African demographers are in short supply and require training abroad. Demographic data gaps and reliability problems are offset by the recent availability and quantity of survey data. Historical demography has produced conflicting results. Although some investigators, such as Ester Boserup, argue that population pressure results in agricultural innovations, Africa has yet to experience this phenomena. The youthful composition of the population guarantees continued population momentum. Fertility is enhanced by the cultural emphasis on perpetuating lineage and high fertility. Changes in reproductive behavior will depend on major social changes for women.  相似文献

Rapid population growth means the addition of a billion more people in 11 years. The International Conference on Population and Development (ICPD), scheduled for September 5-13, 1994, will address the issue of population growth and design strategies for slower growth with economic development and environmental protection. This article summarizes Dr. Nafis Sadik's special preparatory message about the conference. The ICPD will address the issues of reproductive health, affordable family planning (FP), and informed choice. There will be an emphasis on better health care, housing, education, and other poverty alleviation measures. Empowerment of women through educational and economic opportunity and increased foreign aid are also themes. Improvements in the quality of life as well as demographic and social change are required. The key to slowing population growth is to meet the need for FP services to reduce fertility. Reexamination of the life-styles of the more affluent is also required. Needs and resources must be balanced. Sustainable development and resource use will depend upon slower population growth, more rational population distribution, alleviation of poverty, environmentally safer consumption patterns, and other measures. The 1994 draft plan of action has a broad mandate which recognizes the linkages between population and development. Target dates and reproductive rights language are bracketed and will be discussed during the conference. Quantitative goals are set for education, child and maternal mortality reduction, and universal access to FP and reproductive health services. The public should be made aware of the development and population links. Developing countries are asked to devote 20% of their government budget to social development. Countries by their action or inaction will choose a world population size in 2015 ranging from 7.27 to 7.92 billion. The difference of 660 million in 20 years is equal to the current population in Africa. The high projection for 2050 is 12.5 billion people. The ICPD will be the last global opportunity before the turn of the century to address the challenges of shared responsibility for the future of life on earth.  相似文献

The upcoming International Conference on Population and Development and its draft plan of action call for international cooperation in protecting and assisting refugees and displaced persons and in assuring positive consequences in host and origin countries. The draft plan also aims to protect the elderly through enhancing self-reliance and continued work and independent living in their own communities. Social support systems for the elderly must also be strengthened. The document is also concerned with the movement of population to cities and across borders. Recommendations on migration encourage governments to evaluate the impact of economic and environmental policies on population distribution and migration, to promote development of medium-sized urban centers, to encourage rural economic development and placement of industries in rural areas, and to support access to land ownership or use and access to water resources in rural areas. Rural infrastructure and social services need to be improved. Grassroots organizations and cooperatives for establishing credit and marketing products are emphasized. Weak local area management is an obstacle to socioeconomic development, environmental protection, and population distribution. Waste, water, and land management strategies should be adopted. Prevention of the root causes of displacement is particularly important when environmental damage is the consequence or the cause. Women, children, and the elderly who are displaced need protection. Refugee numbers have swelled from 8.5 million in 1985 to 19 million in 1993. Sudden and mass refugee arrivals should be afforded temporary protection until a solution can be found. Conditions must be created for safe and dignified, voluntary repatriation. The social and economic integration of documented, longterm migrants must be assured.  相似文献

The "Environmental Perspective" of the UN outlines 6 major problem areas and suggests what should be done about them. 1) Overpopulation exceeds the carrying capacity of the environment. Specific attention should be given to the problems of cities and public works projects should be designed to provide employment and improve the environment. 2) Food shortages must be dealt with to ensure security and restore the environment. Governments must adopt policies and institute regulatory measures for land and water use. 3) The available energy resources are being consumed at vastly different rates throughout the world. Policies should be devised to more equitably meet energy demands without further increasing the costs to the environment. 4) Industrial development is damaging the environment, and government policies, especially in developing countries, must be geared to minimizing waste of resources and increasing pollution. 5) Inadequate housing and public health services are causing high morbidity and mortality in many areas. Programs must be developed to deal with tropical diseases and unsanitary conditions. 6) International economic relations often adversely affect development. Aid to developing countries must be increased and trade patterns developed to mutual advantage and to safeguard the environment.  相似文献

Most transportation agencies stipulate that an important planning goal is to provide equitable and just public transport services. However, who is to be served and the type of service that should be provided has been ambiguous. This paper develops a methodology for examining equity in the provision of public transportation services. An approach for identifying areas in need of public transport is developed based upon the use of socio-demographic and economic information. Public transport need is then related to levels of access to service. This approach makes it possible to establish the degree to which public transport services may be considered equitable in relation to need and suitable access. A detailed analysis of the southeast Queensland region of Australia illustrates how this approach may be used to inform public transport decision making.  相似文献

The Philippine government's position on aggressive population management is in conflict with the Catholic Church's opposition to artificial means of birth control, particularly sterilization. The Episcopal Commission for Family Life plans to increase its campaign against contraception at their local level. The government effort through the Department of health will provide access to contraception in a network of 600 hospitals and 1500 rural health units. Government support comes from 2 Protestant churches, the Church of Christ, which is the largest independent church in the Philippines, and the United Church of Christ. Leaders of both churches gave the Minister of Health letters of support which stated that family planning (FP) was necessary to curb population growth which was too high, and China and Thailand are countries which are economically better off with population planning. The government position is similar to former President Corazon Aquino's. The new President, Fidel Ramos, is a protestant and wants economic prosperity for the Philippines; part of the formula for achieving economic growth is slowing population growth. There is limited resources in a sluggish economy and the push for zero population growth can be accomplished through effective contraception. The birth rate fuels poverty is the position of Juan Flavier, Health Secretary. Annual population growth is 2.3% and family size is 4.8/couple while agricultural growth is only 1%. The ideal family size recommended is 2 children/family. The Philippine Commission on Population in its 6-year plan is hoping to obtain 200 million in foreign aid and involve a larger network of nongovernmental organizations. Choice is the key component. Women need to be convinced that birth spacing will reduce maternal and infant mortality. Flavier has reassured Cardinal Jaime Sin of the Catholic Church that Natural methods or the rhythm method would be taught. Health experts argue that the discipline and sacrifice necessary for effective natural methods is lacking.  相似文献

This article examines the status of a national mental health policy for children in need of mental health services. The need for systems planning and services integration involving multiple agencies is presented. The different programs of the major governmental agencies involved in the delivery of services to children are reviewed, as are the range of services provided. This article demonstrates the fragmentation and duplication that is endemic in all aspects of mental health, and that consequently makes policy implementation exceedingly difficult.  相似文献

Internet access is highly concentrated in developed countries. Developing countries are interested in Internet applications in order to enter the global market and improve development plans. A strategy to deploy the Internet in developing countries must be viewed within the comprehensive economic development perspective. It should emphasize three goals: overcoming barriers to information; overcoming barriers to economic opportunities; and overcoming barriers to participation. To achieve these goals, two sets of plans are required: first, there must be plans to activate a research environment, using the requirements of Internet access; and second, priorities of Internet applications must be decided. According to the suggested strategy, applications follow this sequence: e‐government; e‐learning; and e‐commerce.  相似文献

ABSTRACT

In the countries of East and Southeast Asia where fertility has reached ultra-low levels, there has been a flurry of developments in pro-natalist policy over the past five years or so, but its impact appears to be limited. This paper addresses the strong obstacles hindering the success of pro-natalist policies in the region, suggests key interventions that are needed, and stresses that the policies in these countries should also be considering other ways of addressing the issues. Social policy has certainly moved ahead in positive ways in South Korea, Japan, and Taiwan, as evidenced by parental leave policy and childcare reform, but workplace cultures have yet to follow suit. The slow changes in gender norms, along with the pressures of educating children and finding housing in the big cities where most people in the region live, are the continuing realities facing couples considering marriage and childbearing.  相似文献

世界各国在社会制度、土地资源禀赋、经济水平和发展历史等方面都存在着差异,土地利用规划并没有统一的模式。所以学习国外经验,了解国外模式是非常重要的。通过大量文献综述,阐述了联合国粮农组织(FAO)、俄罗斯、美国、德国、英国、日本等国家土地利用规划体系、内容概况,对这些国家土地利用规划编制和实施的新理念、技术、方法的共同特点及发展趋势进行了分析比较和归纳总结。在此基础上,指出国外土地利用规划经验对我国规划借鉴的七个方面,以期为我国新一轮土地利用规划的修编提供积极的借鉴。  相似文献

This article aims to highlight and, whenever possible, demonstrate that the urban general plan is still the instrument of the utmost importance to trigger and steer urban transformations. Within the current Italian context, the article examines the characteristics, contradictions, weaknesses and opportunities of urban planning set of rules and practices and tries to propose concrete answers to questions and issues strictly connected that affect the municipality's urban planning: how to manage and govern a contemporary metropolis or city agglomeration, the concerns associated with overlapping jurisdictions and different rules for various hierarchical administrative levels, the costs of social and common services, the need to include in the urban plan the possible use of European Union Structural Funds, the real estate market affecting new development and urban regeneration programmes and investments. All these aspects should be included in a unifying and strong planning instrument, the urban plan, which could address and steer effectively the urban planning policies and their governance.  相似文献

In the Philippines, preventing AIDS and promoting condom use means taking on the Roman Catholic Church, which asserts condom/AIDS promotion is a subterfuge for promoting the acceptability of condom use for contraception. The Catholic Bishops Conference believes the solution lies in the formation of "authentic sexual values." The Secretary of Health in the Philippines considers that all Filipinos must fight AIDS and dispassionately hands out condoms to everyone everywhere he goes. Secretary Flavier claims he is being "condomized without trial." There are 368 identified carriers of HIV infection of which 68 have AIDS. Other estimates are of 35,000 HIV-infected persons. A study commissioned by Kabalikat recently found that 30,000 men aged 18-45 years in Manila have 2 or more sexual partners and do not use condoms. Some find the controversy is really about Flavier's aggressive style. Senator Francisco Tatad considers Flavier a "moral pollutant," while Senator Ernesto Maceda sees Flavier as acting to drown out the Church's powerful voice. Meanwhile, the health secretary finds that the publicity encourages open discussion. Cardinal Jaime Sin has declared in a large public gathering that the enemies of the Filipino family must not be allowed to win. Birth control, according to Senator Tatad, is "oppressive to the moral and religious beliefs of the Catholic majority." There is a plan to include AIDS education in high schools, which the Senate is currently investigating because of the religious consequences. The health secretary's plan is to promote a higher standard of living though family planning for a small family size. The target is to reduce fertility rates from an average of 3.9/women of reproductive age to 3.2 and to increase contraceptive acceptors from 42.5% to 52%. An independent poll reports 76% practicing birth control. Family planning has been a policy for a while, but it lacked commitment and political will. The family planning campaign will be launched in rural areas where the control of the church is not as strong. The educational emphasis has been supported by local governments and private groups such as DKT which perform street plays, of which an example is given. The Church is being challenged to set up natural family planning clinics in every diocese.  相似文献

The Family Planning Programme of Indonesia is constantly being hailed as a success story for its performance in reducing fertility rates in many parts of the country. This paper examines what this apparent success has meant for women, taking women's rights to the control of their fertility as the necessary aim for all family planning programmes, and the safeguarding of their reproductive health as an obligation. In the paper, the aims and methods of the Family Planning Programme are examined separately, in order to assess on the one hand the extent and the manner in which women's interests are acknowledged in its objectives, and, on the other, whether in its implementation the programme takes into account the needs of women, both as recipients and as family planning workers. The main conclusion of the paper is that the priorities, style of implementation and service delivery of the programme do not provide women with the means of regulating their fertility autonomously through access to freely chosen contraceptives and related services. In addition, the paper concludes that the safeguard and improvement of women's reproductive health is not among the concerns of the programme, in principle or in practice.  相似文献

Abstract

It is Swedish government policy to use information and communication technologies to increase sustainability. This has implications for planning and local organization of communities. In the municipalities where most public services are provided, there are growing numbers of local contact centres (CCs) aiming to meet citizens' needs for information and coordination of public services. The CCs localize public services and combine different services into a one-stop practice focusing on needs and demands of individual citizens and their unique situations. The municipalities hereby have to plan for service provision in new ways to meet more individualized needs that are also in line with improved sustainability. CCs are both local offices and advanced services on-line, as e-governmental services. E-government could be considered fast government, but this article aims to turn that obvious first impression upside down and discuss how e-government can slow down and make services more local, personalized and sustainable. Theoretically we take off from a time-geographical modelling of slow processes that has implication for slower, more sustainable development. Based on in-depth case studies of municipal CCs we argue that they are tools towards improved sustainability and localism, and that they are “slowing up” administrative processes. In particular, we point out that e-government has a potential to plan for, and promote, sustainability and slow local development.  相似文献

Fertility transition occurred during the 1970s in Kolkata (erstwhile Calcutta), capital of the state of West Bengal, India, and has remained persistently at the low fertility level. Fertility rate in Kolkata attained its lowest-low level in the beginning of the present century. It currently has the lowest fertility rate (TFR 1.2) in India. This could be a case of second demographic transition (SDT) or pertains to changing dynamics in childbearing, childrearing, and/or aspirations for children. Using primary data of 600 couples (1200 individuals) and employing quantitative and qualitative methods, this study found that constraints in childbearing and childrearing; and aspirations for children have a strong negative and significant effect on second and higher order childbearing among couples, particularly among women. In our study there was no strong evidence of voluntary childlessness as well as decline in the importance of marriage, family and children as posited by SDT. Thus we argue that SDT might have to be redefined for a developing country context.  相似文献

This paper presents an update on some of the activities that have taken place since a World Bank report; “Guidelines for Education and Training in Environmental Information Systems in Sub-Saharan Africa: Some Key Issues” was published and provides details on the current situation. It shows how organizations such as the African Association on Remote Sensing of Environment, International Society of Photogrammetry and Remote Sensing, European Association of Remote Sensing Companies, Group on Earth Observation, and several others have helped to increase manpower resources in the region and strengthened institutional capacity in the field of geoinformatics, through capacity building, technology transfer, international cooperation and the provision of internal African resources. After reviewing what has happened in the field of geoinformatics education and training, we focused on current initiatives taken and challenges in five Sub-Saharan countries: Ethiopia, Nigeria, South Africa, Tanzania, and Zimbabwe. We reviewed GIS education and training in the private sector, government, information communications technology in higher education institutions, GIS application areas and challenges facing GIS education and training. Findings show that; change should involve education stakeholders in all levels of education and curriculum quality, regional and international cooperation through exchange programs, should be a priority for Sub-Saharan Africa countries.  相似文献

The family planning literature considers behavioural family planning methods ‘ineffective’ because their users are not motivated to control their fertility. While this is true for the initial stages of fertility transition, studies report that urban, educated, and affluent women—propelled by a reaction against the medicalisation of the female body by Western technology—mainly use behavioural family planning methods. This elite group has the skill and knowledge to use such methods effectively. The term ‘ultramodern contraception’ has been coined to describe this phenomenon. This paper critically re-examines the ‘ultramodern contraception’ theory, and argues that it has certain limitations. Analysing three rounds of National Family Health Survey data for India, we argue that reliance on such methods may be a transient phase in the reproductive cycle of women, specifically before the desired gender parity of children is attained. Moreover, it may also be a manifestation of son preference.  相似文献

Amid high hopes that the rise of international marriage will boost fertility rates in South Korea, this article assesses fertility differentials between Korean and international marriage couples. Espousing the theoretical position that fertility decisions need to be viewed from a couple perspective, we seek to build a new framework that goes beyond the traditional immigrant fertility literature. To test the formulated hypotheses, we compared fertility hazards among four couple types using the 2012 National Survey on Multicultural Families and the 2012 National Fertility Survey: couples consisting of a Korean wife and a Korean husband (Korean couples), couples consisting of a foreign wife and a Korean husband (foreign-wife couples), couples consisting of a Korean wife and a foreign husband (foreign-husband couples), and couples consisting of a foreign wife and a foreign husband (foreign couples). The results from Cox regression models revealed that the wives of Korean couples experienced the highest fertility hazards for the first birth, followed by the wives of foreign-wife couples. Furthermore, wives of Korean couples took the shortest time to give birth to the second child, followed by wives of foreign-husband and then foreign-wife couples. We discussed theoretical bearings of these findings and outlined a promising line of further research.  相似文献

Recent planning experiences in post-socialist cities indicate a growing interest in strategic spatial planning. In their search for new planning paradigms, municipalities in transition countries have embraced strategic planning as a way to involve the business community and the broader constituency in defining a vision for the future of cities. More importantly, this more proactive approach has created an opportunity for mobilization of funds and political support for urban development thus bridging the resource gap under a regime of fiscal austerity. Drawing on the recent experience of Sofia with strategic spatial planning, the paper outlines the essential characteristics of the process (plan-making) and the product (strategic plan). The research establishes clear links between the process of strategy development, its institutional framework and the hierarchical structure of goals, objectives and actions. It is argued that strategic spatial planning is an efficient tool to manage post-socialist cities.  相似文献

Through an intersectional lens, this article reflects on the dialog between planning and gender, feminist, and queer studies to analyze the lesbian, gay, bisexual, transgender, and queer (LGBTQ) youth of color (YOC) community in New York City (NYC). The community is subject to multiple disenfranchisements, given their ethno-racial status, class, age, gender, and sexual orientation. This community's limited access to safe public spaces and amenities, housing, health services, job training, and other opportunities is an urban planning challenge insufficiently understood or addressed. Our methodology includes participant observation and analysis of an LGBTQ YOC tour of West Village in NYC, interviews with LGBTQ individuals and NGO staff, life stories, observations in LGBTQ-friendly meetings and facilities, and content analysis of LGBTQ reports and media coverage. The research shows the agency of an LGBTQ youth group as a resilient community organization effectively participating in planning processes and exerting rights to public space and services. Finally, it offers recommendations to planners and policy-makers to facilitate the recognition and expansion of rights to the city for LGBTQ, particularly YOC, by committing to understanding their unique conditions and needs and expanding their access to safe housing and public spaces, poverty reduction programs and job opportunities, and health and social support services.  相似文献
