This paper explores the increasingly important role of ‘social mix’ in the management practices of the NSW Department of Housing. Social mix is a policy response to the many perceived social, cultural and economic problems related to the concentration of public tenants within larger housing estates. Social mix involves the integration and assimilation of public housing tenants into areas dominated by private home ownership and private rental. Such policies are based upon the belief that social mix has the ability to alter many of these problems simply through the presence of a ‘community’. However, this paper questions the normative construction of homeowners as possessing a ‘community’ which, by implication, will be passed on to public tenants. Through an in‐depth case‐study, it is shown that ‘community’, as constructed by social mix policy rhetoric, may in fact further disadvantage public tenants through processes of othering, stigmatisation and oppression, which operate outside these traditional understandings of community. In addition, this research shows that, rather than increased community integration, it is the physical function of neighbourhood and its direct role in service provision which is the most advantageous constituent of social mix for public housing tenants.  相似文献

From 1860 to the 1920s, Muslim merchants and workers from across British India and Afghanistan travelled to Australian shores to work in the extensive camel transportation network that underpinned the growth of capitalism in the Australian interior. Through marriage, South Asian women in addition to white women and Aboriginal women became part of families spanning the Indian Ocean. Yet, the life‐worlds of these women are absent from Australian historiography and the field of Indian Ocean studies alike. When women do appear in Australian histories of Muslim communities, the orientalist accounts work to condemn Muslim men rather than shed light on women's lives. Leading scholars of Indian Ocean mobilities on the other hand, have tended to equate masculinity with motion and femininity with stasis, omitting analyses of women's life‐trajectories across the Indian Ocean arena. In this article, I rethink the definitions of ‘motion’ that underpin Indian Ocean histories by reading marriage records as an archive of women's motion. Using family archives spanning from Australia to South Asia, this article examines five women's marriages to South Asian men in Australia. Challenging the racist accounts of gender relations that currently structure histories of Muslims in Australia, I turn to the intellectual traditions of colonised peoples in search of alternatives to orientalist narratives. Redeploying the Muslim narrative tradition of Kitab al‐Nikah (Book of Marriage) to write feminist history, this article proposes a new framework to house histories of Muslim women.  相似文献

Abstract

This article tracks discursive and political use of gender and sexual equality in nationalist and popular accounts of feminism, focusing on the ways in which such discourses produce a particular linking of time and space in the articulation of ‘the Modern’ in both colonial and postcolonial contexts. It further explores the increasing popularity of feminism in some media and celebrity contexts that have historically been so hostile to it, asking for care in tracking how and under what conditions feminism is cited as ‘universally desirable’ in light of this history. I suggest that feminism is partly reframed in this way insofar as it is newly sutured to femininity rather than masculinity, but also to singular rather than multiple or intersectional understandings of women’s oppression. A related claim of this article is that this shift of affective association with feminism is only possible when that singular cause of gender oppression is firmly understood as sexual oppression. I will be suggesting that if feminism is understood primarily or even only a fight against sexual oppression by men then the oppositional gendered roles that allow for its tethering to nationalism remain intact yet simultaneously obscured. In conclusion the article calls for an appreciation of feminism as a minority pursuit attentive to multiple power relations and histories.  相似文献

This paper examines women's place in sportsmen's magazines and their role in the creation of sport hunting's image in the post‐war United States. It argues that sport‐hunting women were not challenging post‐war constructions of femininity or domesticity. Nevertheless, sportsmen attacked women's attempts to construe hunting as heterosocial recreation, fearing that they would undermine hunting's cultural significance. Instead, the dominant, male‐authored discourse connected authentic hunting to a new post‐war formulation of masculinity that revolved around militarism and the emotional bonds between men developed through battlefield experiences. This analysis takes seriously both men's and women's interpretations of a cultural practice historically associated with one sex, in order to reveal how gender identities are constructed and contested.  相似文献

Sweeping changes in national policy aim to radically transform public housing in the United States. The goal is to reduce social isolation and increase opportunities for low income tenants by demolishing ‘worst case’ housing, most of which is modern, high‐rise buildings with high vacancy and crime rates, and replacing it with ‘mixed‐income’ developments and tenant based assistance to disperse current public housing families. Transformation relies on the national government devolving more decision‐making power to local government and public housing authorities. The assumption here is that decentralizing the responsibility for public housing will yield more effective results and be more efficient. This paper explores the problematic nature of decentralization as it has been conceptualized in policy discourse, focusing on the underlying assumptions about the benefits of increasing local control in the implementation of national policy. As this paper describes, this conceived space of local control does not take into account the spatial features that have historically shaped where and how low income families live in the US, including racism and classism and a general aversion by the market to produce affordable rental units and mixed‐income developments. As a result, this conceived space of local control places the burden on low income residents to make transformation a success. To make this case, Wittgenstein's (1958) post‐structural view of language is combined with Lefebvre's view of space to provide a framework in which to examine US housing policy discourse as a ‘space producing’ activity. The Chicago Housing Authority's Plan for Transformation is used to illustrate how local efforts to transform public housing reproduce a functional space for local control that is incapable of generating many of the proposed benefits of decentralization for public housing tenants.  相似文献

This article examines the gender undertone of China's nationalist discourses, especially in familial metaphors of nationalism, and how such an undertone shapes people's understandings of state authority and state-citizen relations. Conventional nationalist discourse of the ‘motherland’ evokes the image of an insulted and raped mother as the symbol of national humiliation and calls for actions from patriots (masculinised in the discourse). In recent years, however, we have seen the emergence of a new discourse that depicts the nation-state as a rich, powerful and masculine ‘daddy’. Using discourse analysis and Foucauldian genealogical methods, this article argues that the discursive development has to be analysed against China's historical backgrounds, especially considering new standards of masculinity and femininity in the era of economic reform. Capital is equated to masculinity and righteousness, whereas femininity is shaped by the middle-class values of consumerism and political disengagement. The ‘daddy state’ discourse conjures strong paternalistic power from China's economic capacity that can be projected onto challengers of state authority, while also constructing the nationalist public as feminised consumers whose consumerist enjoyment relies on patriarchal state protection.  相似文献

Despite increasing attention to Palestinian territorial dispossession, there is inadequate attention paid to how this dispossession is gendered in its legitimising discourses and practices. Inattention to gender results in a failure to understand the power relations at play in the processes through which Palestinians are dispossessed of their land, the discourses that serve to support that dispossession and the impacts of that dispossession. This article examines the roles of Israeli hegemonic militarised masculinity as deployed in discourses and practices of “security” as well as idealised Zionist femininity and idealised Zionist masculinity as deployed in discourses and practices of “God‐given Righteousness”. It finds that both are effective means of dispossessing Palestinians of their land, and that in settlements in the West Bank, the hegemonic militarised masculinity is often subsumed under idealised Zionist femininity and masculinity when it comes to settlement expansion and the violent dispossession of Palestinian land.  相似文献

Conventional feminist political analysis has considered male interests as historically institutionalized by the state, thereby claiming that women are largely ‘edged out’ in state programmes. By studying a state programme of granting ancestral domain tenurial rights to the Kalanguya in the northern Philippines, this article argues instead that women also edge themselves out. Kalanguya village women have linked with markets and are less interested in tenurial struggles with the state since such struggles underscore their indigeneity and their special role as resource managers, an identity they wish to discard. Men, for their part, attach themselves to the past and identify themselves as being ‘indigenous’ to make claims on land in the present, strategically aligning themselves with the state agenda on sustainable resource management. This article explores perspectives that provide more nuanced understandings of the different ways in which women and men may position and identify themselves as ‘indigenous’ as they engage with state programmes and markets, and argues that, under certain conditions, women through their agency may not be the natural constituency for natural resource management‐related programmes that they are often assumed to be.  相似文献

This article examines the visual and material culture of sixteenth-century elite ceremonial armours and the paradoxes inherent in using images of women to decorate them between 1525 and 1550. It argues that foreign invading forces and their allies exploited or inverted traditional gender binaries associated with the classical and humanist iconography of the Italian Renaissance, particularly its female allegorical forms, to visually signify power relationships between combatants during the Italian Wars. Rather than simply embodying masculinity, elaborate ceremonial armours with images of women are revealing of both ideals of masculinity and femininity during times of war. These portrayals were part of wider conversations about gender and power, about the strength and weaknesses of women, and, ultimately, women's inferior status to men, which were utilised in allegorical forms to make claims to authority on these elite forms of male dress.  相似文献

This article discusses how Swedish Salvationists wrote about femininity and masculinity in conversion narratives during the period 1887–1918; the “breakthrough” of modern Sweden. Through their religious conversion female Salvationists adopted a femininity that demanded the same right to participate in religious life as men. In a similar manner, men in the Salvation Army achieved a changed masculinity through conversion, which allowed them to express feelings and cry in public. Doing so, these Salvationists expressed an unconscious or conscious criticism towards the prevailing values about gender in society.  相似文献

This article examines the gendering of the human mind by nineteenth-century Unitarians and Transcendentalists or, more specifically, the employment of the doctrine of “self-culture” to encourage girls and young women to cultivate traits that would lead themselves and others to gender their intellect “masculine,” even while many proponents of self-culture maintained a traditional understanding of woman's role: as wife and mother and the keeper of house and home. Beholden to nineteenth-century categories of masculinity and femininity, many Unitarian and Transcendentalist men — and women — were ambivalent about the practical results of self-culture for women. How could the people who promoted self-culture and self-reliance as the primary religious duties of the spiritually engaged person show only lukewarm support and occasionally outright opposition for the women who followed such advice? To answer this question, this article examines the early lives and educational experiences of Margaret Fuller and Caroline Dall, in their own words and through primary and secondary sources that highlight self-culture as a source of both empowerment and enervation. In doing so it tracks how both the process and effects of cultivating the “masculine mind” shaped these women and their respective understandings of what it meant to be whole in their own bodies.  相似文献

In 2010 the Australian Labor Party selected Julia Gillard as leader, making her Australia’s first female Prime Minister. Between 2010 and 2015 there was a renewed focus on issues of gender inequality in the way that women politicians have been treated in Parliament and in the media. Specifically, women in positions of political and institutional power such as Julia Gillard, Julie Bishop, and Quentin Bryce, were critiqued on their clothing choices in the Australian media. In this article, I argue that the Australian media’s attention to the fashion choices of women in politics is problematically gendered, because it subordinates aesthetic features that do not conform to hegemonic masculinity. I argue that in response to the dominant masculine aesthetic norm in politics, women politicians are using their sartorial choices to challenge this marginalisation of femininity in the political sphere.  相似文献

This study examines performative social relations, specifically the role of hegemonic masculinity in shaping gendered space. First, by drawing on personal experiences and qualitative data from my research in São Paulo, Brazil, I examine the most salient aspects of hegemonic masculinity in the lives of female recyclers. Second, I suggest that masculine domination is not simply something established by men which aims to oppress women, but hegemonic masculinities can be (re)produced by women. I affirm this notion by exploring the ways in which hegemonic masculinity and common perceptions of social roles, abilities, and inabilities are discursively (re)produced by female recyclers. In particular, I argue that exploring the subordinate position of women is a productive means to gain a deeper understanding of hegemonic masculinity, while also, the concept of hegemonic masculinity is an effective tool for understanding the subordinate role of women. My experiences with the recyclers provide a context through which the fluid, complex, and dynamic nature of hegemonic masculinity can be further revealed.  相似文献

Earlier studies of Canadian inner-city gentrification, especially in Toronto, project an image of the process as being emancipatory: a middle-class reaction to the oppressive conformity of suburbia, modernist planning and market principles. This paper, a case study of gentrification in South Parkdale, Toronto, questions this image by illustrating the role of local context in theory and policy and the consequences of gentrification for vulnerable inner-city populations. Once a desirable residential neighbourhood, South Parkdale experienced disinvestment following the construction of the Gardiner Expressway in the 1960s and also experienced further problems in the 1970s and 1980s following the deinstitution-alisation of psychiatric patients from adjacent hospitals. Discharged patients suffered from a shortage of affordable housing options, and many ended up in substandard rooming houses and bachelorettes, of which South Parkdale has a disproportionate share in Toronto. The neighbourhood's sporadic gentrification since the mid-1980s has intensified in recent years, as the City of Toronto is regularising and licensing the neighbourhood's low-income housing—a major concern for tenants who fear that landlords will use recent provincial legislation on tenancy to attract wealthier residents into their improved buildings. This paper examines this situation with qualitative evidence and argues that gentrification in South Parkdale, driven and managed by neoliberal policy, is far from an emancipatory process and argues for an interpretation of gentrification that looks beyond the experiences of the middle classes.  相似文献

Drawing upon the 'Farmlife' pages of Farmers' Weekly, the most significant farming publication in the UK, this article assesses the ways in which gender identities in farming are represented in text and images. Lead articles from 1976 and 1996 issues of 'Farmlife' are taken as the research focus to determine how representations have altered in line with restructuring of the agricultural industry. Reference is made to Connell's notions of hegemonic masculinity and emphasised femininity to inform the analysis about the ways in which these gender identities are (re)produced through the British farming media. A simple typology is derived from the articles, which assists in revealing a remarkable degree of consistency in the portrayal of gender identities over time. Case studies reveal that hegemonic masculinity and emphasised femininity are perpetuated through the farming media, but in increasingly subtle and fragmented ways. The limitations of Connell's conceptualisation are revealed, particularly in its ability to accommodate multiple constructions of femininity. Suggestions are made for research that investigates the consumers of these media products.  相似文献

This article develops three themes. First, we have shown that,whilst local housing policy was channelled by government initiatives,funding patterns and local expert opinion, local political andcivic values gave rise to a policy orientation that had a significantinfluence on the lives and perceptions of public sector tenants.Secondly, we demonstrate that the tenacious hold of civic andpolitical values contributed to the Labour Party’s politicaldifficulties by making it resistant to change in the 1960s and1970s, when a shift in approach was necessary to manage changingcircumstances. Finally, by exploring the impact of a constantlyreformulated local discursive and cultural tradition, we illustratethe explanatory value of a developing but still largely suggestiveconceptual approach. ABSTRACT This article deals with how, in the urban setting of Madang, Papua New Guinea, Marian devotion is deployed in response to domestic and gender‐based violence. While providing insight into the lived religious experiences of Catholic women living in Madang, this article shows how Mary empowers her followers to resist violence, yet, at the same time, paradoxically, is instrumental in sanctioning women to tolerate violence. Josephine's ‘journey of violence’ reveals not only Josephine's turning to Mary, but more so, her negotiations with values belonging to different cultural logics. Caught between ‘tradition’, Christianity and ‘modernity’, Josephine and other Catholic women engage in painful processes of self‐analysis and self‐transformation to adapt to and change their situation. This article examines the recent involvement of Emberá indigenous women from eastern Panama in the production and commercialization of handicrafts for national and international markets, using life stories collected in two Emberá communities. Emberá women's increased participation in market economies provides a critical medium through which dominant norms of gender roles are partly reworked and new subjectivities are forged, providing them temporary spaces of authority from within to negotiate relationships with men in domestic spaces. The study does not look for obvious shifts of power inside the household. Instead, it conceptualizes handicraft activities and the conflicts they spark as discursive sites, thus focusing on how women (through their work and purchases) understand themselves and their roles, and how power operates through competing discursive constructions of ‘women’, ‘men’, or ‘work’ in everyday practices. This approach produces a nuanced understanding of the complex reconfiguration of gender relations, and the particular shapes that changing social interactions and meanings of femininity/masculinity take, and it challenges dominant representations of indigenous societies as static and inexorably harmed by capitalist transformation. Findings demonstrate that indigenous women's experiences and realities are multifaceted and dynamic, and that the outcomes of market economies in indigenous communities are complex and ambiguous, rather than uniform and necessarily oppressive.  相似文献

The Great Strike of 1890 in Australia and New Zealand symbolized the rise of class, influenced nationalist discourse, and shaped labour politics. It also signified a crisis in gender relations. Conservatives and unionists openly contested the meaning of masculinity, mobilizing concepts of manhood in ways specific to class, community, ethnicity and age. Both groups were alarmed by the role women played in the dispute; attacks on scabs and special constables and the occupation of public, ‘male’ spaces challenged ascribed boundaries, customs and locales, and revived a rich tradition of pre-industrial protest.  相似文献
