This article examines attempts made by the Commons in the parliaments of April 1414 and 1512 to address the corruption, neglect and poor administrative standards deemed endemic in the nation's hospitals and almshouses, and to remedy a perceived lack of facilities for the care of sick paupers. Despite early (but short‐lived) support from the crown, the first initiative failed, partly because of its association with heretical demands for the disestablishment of the English Church. Although the underlying reasons for institutional decline were often more complex than the reformers cared to suggest, their campaign did inspire a number of hospitals and their patrons to rectify abuses. At the same time, individuals and organisations throughout society invested in new foundations, generally under lay management, for the residential accommodation of the elderly and reputable poor. These measures sufficed until the arrival of endemic pox, along with mounting concerns about vagrancy and disorder, prompted another parliamentary petition for the investigation and reform of charitable institutions. Notable for its emphasis upon the sanitary imperative for removing diseased beggars from the streets, and thus eliminating infection, the bill of 1512 also attacked the proliferation of fraudulent indulgences, which raised money under false pretences for houses that were hospitals in name only. This undertaking also failed, almost certainly because the lords spiritual had, again, drawn the line at the prospect of lay intervention in overwhelmingly ecclesiastical foundations. This essay is a methodological evaluation of the procedures and presuppositions informing the social and cultural history of gender, as exemplified in recent scholarship about the transformations of sex and gender in Britain from the early modern period through the long eighteenth century. It suggests answers to two questions: how can we write the cultural history of gender while maintaining both rigour in the enterprise and an awareness of its limits? And where might we go when these limits suddenly appear to undermine the very foundational presuppositions on which the whole cultural‐historical project is built?  相似文献

This paper calls attention to a previously neglected element of the broad repertoire of monumental megalithic structures that characterize the later third and second millennia BC across the British Isles – extremely small standing stones. Despite their frequency and the complex arrangements and associations they embody, these miniliths are rarely recorded in detail and frequently marginalized to a generic background. As a result, they are largely absent from interpretative accounts. Drawing upon recent debates regarding materiality and monument form, alongside the results of excavations explicitly targeting tiny stone settings, the discussion argues that the phenomenon of raising and fixing small uprights was not only widespread and persistent, but sheds important light upon the beliefs and ideas driving monument construction during the later Neolithic and Bronze Ages.  相似文献

This article argues that the relationship between the religious and the secular in Australia is complex and that there has been no simple transition from a religious society to a secular one. It argues that the emergence of apparently secular moral orders in the second half of the nineteenth century involved what Steven D. Smith has termed the “smuggling in” of ideas and beliefs which are religious in nature. This can be seen clearly in the economic debates of the second half of the nineteenth century in Australia in which a Free Trade based on an optimistic natural theology battled with a faith in Protection which had powerful roots in a secular form of Calvinism espoused by David Syme. The article concludes with an analysis of twentieth‐century historian W. K. Hancock's comparison of the medieval commonwealth and Machiavelli, concluding that Hancock found both the Free Trade and the Protectionist visions of moral order to be inadequate.  相似文献

This article examines a critical question that fraught contemporaries throughout the Atlantic system in the early nineteenth century: could slavery be ameliorated and, thus, by implication, could slaves be ‘improved’? Despite strong eighteenth‐century connections through trade and as provincial outposts of the British Empire, South Carolina and the British Caribbean differed markedly on this issue by the early 1800s. But the reasons for this divergence cannot be adequately explained by the effects of the American Revolution. South Carolina slaveholders believed that slavery could be ameliorated through the adoption of evangelicalism. West Indian proprietors, however, believed that the introduction of evangelical religion among their slaves would only incite them to rebel. Thus, evangelical missionaries were often crucial figures in defining the character of slaveholding societies in South Carolina and the West Indies. These missionaries illustrated South Carolinians' paternalistic, benevolent sense of a permanent slave society, while itinerants in the West Indies described a violent, lawless, and temporary society beyond the pale of British standards of civility and humanitarianism.  相似文献

Abstract: Families, the state and employers all have a broad if differentiated interest in securing the daily and generational reproduction of society. Whereas in Western countries, the past two decades have witnessed a progressive displacement of responsibility for social reproduction from the state to families, in southern Africa, day‐to‐day social reproduction has always remained overwhelmingly the preserve of families. Today, however, the AIDS pandemic is radically transforming family life for many children, and prompting concerns (arguably a moral panic) about the potential breakdown of social reproduction. Even in Africa, schools have long supplemented families in delivering generational reproduction, albeit geared around the transfer of “factual” knowledge and with a narrow focus on preparing new generations of workers. In light of the AIDS pandemic, a number of commentators have suggested ways in which schools could further substitute for the diminishing capacities of families. Based on interviews with decision‐makers and analysis of policy documents, I explore a number of interventions being enacted in Lesotho's schools. I argue that such initiatives remain small in scale and often justified in relation to retaining children in school. In practice both government and employers remain more interested in the generational reproduction of workers than in daily reproduction. If the welfare needs of AIDS‐affected children are to be met through schooling, there is a need for the education sector's role to be understood in relation to an ethics of care, rather than the functionalist production of a future workforce.  相似文献

According to early modern European medical theory, men could menstruate vicariously through various bodily orifices. Although some medical men thought that the flow was pathological, others believed it brought significant health benefits. However, as the ability to control one's body and mind became central to eighteenth‐century definitions of manhood, leaky male bodies became increasingly problematic. The understanding of male bodily flows was complicated by age and class. As such, it is important to examine ‘male menstruation’ within the broader context of masculinity and other flows. Looking at medical literature alongside experiences of sufferers, this article considers the extent to which male bleeding (particularly haemorrhoids) was considered desirable in the eighteenth century. A comparison of England and France also reveals regional differences, with male menstruation being seen more positively in France than in England.  相似文献

What if we “renovated” race as a concept to reflect new configurations, possibilities and disruptions? In this essay, I consider how we might “do” race differently in our theorizing and praxis by interrogating the framings and the language we use to understand and engage race in all its permutations. I encourage us to see “informal moments of intervention” in the public sphere as resilience central to informing our theory. By engaging multiple sites of production and placing our intellectual and creative selves at the center of those relationships, we can potentially uncover/discover/recover race as an emergent concept that more accurately depicts and articulates where and who we are in the present.  相似文献

In perhaps unexpected ways Britain has become quite closely linked to key aspects of EU migration and asylum policy. This could be a rather surprising outcome given that the UK is outside Schengen, opted out of the free movement, asylum and migration provisions of the Amsterdam Treaty and remains fixed on the maintenance of border controls at ports of entry to the UK. However, the differential and conditional engagement that has developed with EU migration and asylum policy has been described by Tony Blair as ‘getting the best of both worlds’. What could it mean to get the best of both worlds? Can the ‘two worlds’ of Britain and Europe be so neatly distinguished? To answer these questions the article surveys the extent of British engagement with EU migration and asylum policy and explains when, how and why the UK has opted into key aspects of it, particularly the more coercive components concerned with asylum and border controls.  相似文献

The Social Exclusion Unit (SEU) of the British Government is a recent and innovative response to social problems in the UK. Through an examination of selected publications of the SEU, the article highlights some of the representations of family, work and gender which provide the discursive context in which the SEU operates and to which it, in turn, contributes. The article suggests that perspectives found in the post-1945 welfare state continue to influence approaches to problems of exclusion. Whilst there are areas in which current political thinking shows evidence of sensitivity to the social recomposition that has attended economic restructuring since 1970, it is argued that there remain tendencies within SEU discussions which reinforce a more nostalgic constitution of work, family and gender relations. Consequently, the article concludes that the potential of the social exclusion debate to grasp fundamental issues is yet to be fully realised.  相似文献

This paper critically analyses the construction of eco‐cities as technological fixes to concerns over climate change, Peak Oil, and other scenarios in the transition towards “green capitalism”. It argues for a critical engagement with new‐build eco‐city projects, first by highlighting the inequalities which mean that eco‐cities will not benefit those who will be most impacted by climate change: the citizens of the world's least wealthy states. Second, the paper investigates the foundation of eco‐city projects on notions of crisis and scarcity. Third, there is a need to critically interrogate the mechanisms through which new eco‐cities are built, including the land market, reclamation, dispossession and “green grabbing”. Lastly, a sustained focus is needed on the multiplication of workers’ geographies in and around these “emerald cities”, especially the ordinary urban spaces and lives of the temporary settlements housing the millions of workers who move from one new project to another.  相似文献
