16、1 7世纪前期 ,英国出现了严重的流民问题。为解决长期困扰政府的这一问题 ,英国颁布了一系列法令、法规。流民问题不仅是社会问题 ,也是经济问题和政治问题。在 1 0 0年的时间里 ,英国政府处理这个问题的态度发生了一些变化。在“家长”式管理思想的指导下 ,枢密院发挥了特殊作用。地方政府在解决流民问题上亦发挥了重要的“实验”作用。

Abstract

As the Roman Catholic Church's hierarchy ventures more frequently into the sphere of environmental ethics and makes pronouncements on large-scale environmental problems, its effectiveness will consistently be undercut by its commitment to what is traditionally called "Catholic act analysis," which when used to evaluate a host of commonplace actions leads Catholics to believe that they are morally unproblematic. Yet when these same actions are performed day after day and year after year, they contribute to many large-scale environmental problems that are unquestionably harmful—and are often viewed negatively by the Catholic hierarchy. At some point, this pattern of approving morally of certain actions the cumulative, corporate side effects of which cause pernicious environmental problems will strain the Catholic Church's credibility on environmental matters—and until the hierarchy reexamines its commitment to Catholic act analysis, this dilemma will be unavoidable.

Formation of the Oil-Gas-Power-Chemical Complex of the Kuybyshev Industrial Node

An analysis of some of the developmental problems inherent in the conversion of the Kuybyshev industrial node into a producer of petrochemicals based on the local oil and gas industry. The problems include the need for desulfurization of the high-sulfur crudes, fuller utilization of casing-head gases through the installation of separators and stabilizers, and the promotion of the manufacture of finished chemical products.

黑水城元代汉文法律文书校勘

中国藏黑水城汉文文献中有一批元代法律文书,因其具有真实性、通俗性、丰富性等特点,故是研究语言文字、法律制度、历史文化等的宝贵资料。又因为此批文书存在内容残缺不全、字迹漫漶不清、文字讹脱衍倒、字形草俗并呈及词语疑难不解等方面的问题,所以整理本在释录方面难免会存在一些可资商榷的地方。今从中选取十八则释录可商的例子,通过复核图版,综合运用语言学、文字学、文献学等学科的方法,对它们进行仔细辨正,以期还原此批文书的真实面貌,促进学界对此批文书的深入研究。     

故宫古建筑结构可靠性问题研究

为保护故宫古建筑,采用归类汇总与理论分析相结合的方法,研究了故宫古建筑木结构的典型残损问题。基于大量现场勘查及理论分析结果,对故宫古建筑存在的典型可靠性问题进行了分类汇总,分析了产生这些问题的原因,提出了可行性加固建议。通过典型算例,对古建筑木结构加固方法进行了深入论证。结果表明:故宫古建筑木结构的柱子、斗栱、榫卯节点、梁架、屋顶、墙体等各部位都容易产生开裂、糟朽、变形、拔榫等可靠性问题并影响结构整体的稳定性能,而这些问题的产生原因主要与木结构的构造特征、木材材料性质及施工保养等因素有关;针对不同的可靠性问题,采取合理有效的加固方法,可提高古建筑结构整体的稳定性能。     

Principles of Organization of a College Course in the use of Mathematical Methods in Physical-Geographic Research

The fundamentals underlying a proposed course on the use of mathematical techniques in physical geography are discussed. Four basic sections are: (1) a grouping of geographical problems from the point of view of systems theory, the various forms of cause-and-effect relationships in complex geographical systems, and the choice of appropriate mathematical apparatus for solving related problems; (2) the theory of models and the modeling of geographical research; (3) methods of mathematical formulation of geographical problems, and the potentialities and limitations of particular mathematical techniques; (4) problems relating to the data base required for the use of mathematical methods. Illustrative examples should be taken both from mathematics, to familiarize students with the applicability of particular techniques to geographical problems, and from geography, to analyze the prospects of solving a particular problem with different methods.     

Environmental Health Policy in Ukraine After the Chernobyl Accident

The 1986 accident at the Chernobyl nuclear power plant in Ukraine produced severe environmental health problems. This paper reports on the environmental health conditions in Ukraine after the accident and the health policy approaches employed to respond to the environmental conditions and health problems. Crisis conditions and a period of rapid change in Ukraine contributed to the difficulties of developing and implementing policy to address serious environmental health problems. Despite these difficulties, Ukraine is taking effective action. The paper describes the primary environmental health problem areas and the efforts taken to solve them. The effect of intense public fear of radiation on policymaking is described. The paper discusses the ability of public fear to distort health policy towards certain problems, leaving problems of greater importance with fewer resources.
