During the 2008 global financial crisis, gold‐backed reserves became a ‘safe haven’ for capital investment, causing gold prices to hit historic highs. Globally, small‐scale gold mining activities proliferated as prices climbed. Along the banks of Ghana's Offin River, abandoned, waterlogged mining pits now stretch for kilometres where agricultural and other land uses recently existed. While small‐scale mining is a right reserved for Ghanaian citizens, many mining sites are foreign‐operated and almost all go unremediated. There is thus a stark tension between Ghanaian minerals laws and environmental regulations and the ongoing transformation of rural landscapes. Based on 112 interviews and long‐term observation in Ghana since 2010, this article untangles the relationships and practices mediating ‘illegal’ foreign mining operations. Shifting subjectivities, performances and practices bring land grabbing into being as state actors weave together legal and extra‐legal domains to facilitate, and profit from, foreign mining. Other officials experience fear and frustration in the face of powerful mining interests, demonstrating the complex workings and conflicts between government actors and agencies. Detailing co‐productions between ‘legal’ and ‘illegal’ domains in official licensing procedures complicates understandings of the state and its role in foreign land grabbing, breaking down the ontological binaries — rational/irrational, official/unofficial — used to uphold an image of state legitimacy and cohesion. Finally, given the spatial extent of small‐scale mining deals and ensuing social and environmental transformations, the authors urge land‐grab scholars not to dismiss the importance of small‐scale deals alongside larger transactions.  相似文献

The authors of this article are engaged in anthropological research on the links between the growing interest in privacy and data security as a technical field and how notions of trust, security and accountability are practised in and beyond technical fields of cryptography, specifically a field called multi-party computation (MPC). They pursue the relationship between trust in different forms of cryptography – academic and activist – and notions of trust as they are articulated in relation to data security and the protection of citizens’ data. There is a tension between the concerns raised in public debates about data security and the promises of emerging cryptographic protocols. In political speeches and public debates, citizens’ trust that governments and tech companies will protect their data is framed as important and essential. In the environments of emerging cryptographic technologies, such as blockchains, bitcoin and MPC, a promise to provide ‘trustless trust’ and abandon the need for trusted intermediaries, authorities and institutions is articulated.  相似文献

This article evaluates recent literatures within International Relations on so‐called ‘private force’. It suggests that the conceptual weaknesses of much of this literature can be accounted for, in part, by a misunderstanding of the historical and sociological importance of the way power is organized and legitimated through shifts in the public—private distinction. This distinction is one of the primary mechanisms, if not the primary mechanism, for organizing political, economic and, therefore, military power. For the sake of historical accuracy and conceptual integrity scholars should abandon the terminology of ‘public’ and ‘private’ force. Tracing how public‐private distinctions shift and change as an effect of political power is a joint task for historical sociology and international political theory  相似文献

In the context of the administration of spaces assigned by municipalities for the burial of the dead, this article provides a critical analysis of the techniques for the governance of political collectives of citizens implemented by public authorities. More broadly, this article shows how funerary practices (i.e. the social practices surrounding death—the rituals, the legislation, etc.) can be used to develop a critical reading of the social relations that structure the social production of space. To this end, the authors use the conceptual tools provided by critical legal geography to explore the controversy surrounding the development of a ‘carré confessionnel’ (denominational area) within the Bois-de-Vaux Cemetery in Lausanne, Switzerland. Here, a focus on the techniques that allow ‘nomosphere’ technicians to convene a subset of the citizens within the public space reveals the administration of cemeteries as a means of governance, a method for mobilising bodies and a paradoxical means of managing flux.  相似文献

Contemporary political systems are experiencing a democratic disconnect between formal institutions of representative government, and the more informal spaces of political participation. Rather than offer an institutional remedy, this article turns to practice and considers how citizens themselves are seeking to transform dysfunctional democratic practices. The article provides an in-depth analysis of democratic events that have unfolded between 2012 and 2017 in the Australian federal electorate of Indi. The analysis explores the intertwined participatory efforts of the citizens’ group, Voices4Indi, and the local Independent federal member, MP Cathy McGowan. The Indi experience demonstrates that while citizens may be frustrated with ‘politics as usual’, they are not rejecting the system but rather instigating creative democratic reforms.  相似文献

This article explores the complicated interrelationship between economic enclaves, their associated security practices and the formation of national citizens in Mozambique. From the colonial era of company rule to the large‐scale foreign direct investments of the present day, investors have feared the destructive fires of rampant ‘mobs’, unruly workers and the potentially rebellious populace more generally. Signs of smoke point to trouble for investors, who can draw on complex security arrangements, including corporate social responsibility programmes, unions, private security companies, community leaders, state police and specialized state and rapid response units with the latest communications and transport technologies, to try to protect their investments from labour unrest and political demands. Through a variety of ethnographic materials on mega‐investments in the sugar industry over the last two decades, the article explores the centrality of complex security arrangements to strategies of governance that use such arrangements in an attempt to produce disciplined national subjects.  相似文献

This article explores questions about identity among Soviet men teachers, about the construction of masculinity in the Stalinist context and more broadly about the significance of power in structuring gender identities. By examining the personal experience, classroom practices and political perspectives of a man teacher in a ‘women's profession’, this article demonstrates how masculine identity involved the exercise of power even in the context of a repressive political system. Focusing on the multiple layers embedded in the identity of one teacher makes possible a gender analysis of the political processes, social relations, and educational practices characteristic of the Soviet Union in the 1930s. Using an interview to understand the formation of masculinity illustrates how individual agency and subjectivity shaped and were shaped by the broader patterns and processes characteristic of Stalinism.  相似文献

For most of United States’ history, the state did not intervene in violence perpetrated within the home or intimate relationships. Women experiencing intimate partner violence had little recourse from state institutions for security or legal justice. This article’s inquiry centers on two policing practices – preferred arrest and evidence-based prosecution – that emerged in the 1980s to redress the state’s long history of ignoring intimate partner violence. Drawing on two years of ethnographic fieldwork, this article examines how these two policing practices affect the experience of citizenship for intimate partner violence survivors by showing how the state creates a distinction between ‘cooperative’ victims who support the arrest and incarceration of their abusers and ‘uncooperative’ who do not. To develop this argument, I conceptualize the policing and prosecution response to intimate partner violence as a social contract of rights and responsibilities that mediates the relationship between the state and women who experience intimate partner violence. By illustrating how the state discursively constructs ‘uncooperative’ victims as irrational, this article utilizes a feminist geographic analytic to examine the everyday discursive and material technologies that the state employs to reregulate responsible citizenship in a neoliberal era.  相似文献

The new human security paradigm has reconceptualised security beyond traditional physical threats to encompass ‘lifestyle’ concerns, such as health and environmental security. This article uses national survey data collected in Australia in 2007 to examine how public opinion views this new paradigm and to evaluate its political consequences. The results show that the public makes a clear distinction between all four types of human security—health, the environment, national security and the economy. Longitudinal analysis shows that health and the environment have gained greater prominence with the public since 1990. Each dimension of human security has only limited roots in the social structure. However, each has important consequences for the ideological orientation of the public, and for party support. The authors conclude that as ‘lifestyle’ concerns become more prominent for the public, parties of the right will have to adapt to the new paradigm in order to ensure that they are not electorally disadvantaged.  相似文献

Sumit Guha's History and Collective Memory in South Asia, 1200–2000 develops important arguments about the public significance of historical knowledge and the essential role of historians in public life. All societies need collective memories to sustain their cultural identities, as Guha shows in this wide‐ranging account of how such memories have been constructed in South Asian societies since the thirteenth century. The knowledge of historical experts is increasingly challenged or derided by contemporary social groups and political activists, who circulate their own historical narratives via new networks of communication. Political uses of historical knowledge are not new, however, as Guha shows in detailed accounts of how Hindu, Muslim, and British imperial regimes all used historical narratives to justify their own power. He also explains how other social groups challenged official historical narratives with their own popular stories about the past. This book contributes to recent work in global intellectual history by comparing similarities in the historical practices of premodern Europe and South Asia, discussing the cross‐cultural exchanges in colonial‐era institutions, and describing postcolonial challenges to European ideas. Guha thus offers an insightful analysis of how social and political forces influence and respond to the cloistered institutions that produce historical knowledge and construct collective memories. He concludes that evidence‐based historical narratives must be continually defended amid current public assaults on historical knowledge in both South Asia and the United States. More generally, Guha's book suggests the need for ongoing analysis of how public events, social conflicts, and new communication systems can reshape or discredit the work of historical experts.  相似文献

Governments, namely in the global North, are fostering the deployment of large‐scale low carbon and associated energy infrastructures (EIs), such as power lines, to mitigate climate change. However, when infrastructures are to be deployed, opposition is often found. Environmental justice—involving issues of distributive and procedural justice and recognition—and associated inter‐group relations, has been identified as a key aspect for local opposition. However, research has rarely examined local perceptions of environmental justice and associated practices, such as energy colonialism, within a global perspective. Adopting an interdisciplinary approach, we examine if and how different‐level intergroup relations and collective narratives shape people's social‐psychological and geographical imaginaries and responses to EIs. Focus groups were conducted with community members affected by proposals to construct high‐voltage power lines in the UK. Analyses suggest that narratives around England's colonial history—within Britain and beyond Britain—shape responses to EIs.  相似文献

ABSTRACT

Since the signing of the Belfast Good Friday Agreement of 1998, Northern Ireland has made significant progress towards a postcolonising transformation of its political culture and its major political and social institutions, as it has shifted away from violence and the dominance of political ideologies structured by the friend–enemy distinction. These ideological formations and the practices of social and political antagonism that they prescribed have been challenged by adversary–neighbour ideological formations that construct identities and relations through more inclusive norms of recognition and that support a more complex emotional constellation. However, as this cultural transformation has been neither thoroughgoing nor universal, Northern Ireland finds itself in the somewhat counter-intuitive situation in which the shift away from the violence of the past has increased, rather than reduced, the ontological insecurity of its citizens. Moreover, as ontological security may be supported by either friend–enemy or adversary–neighbour ideological formations, two distinct ways in which ontological security may collapse or re-configure have emerged in Northern Ireland.  相似文献

Six years have passed since Arab masses in Tunisia, Egypt, Libya, Syria, Bahrain, and Yemen revolted against oppressive, corrupt, and autocratic regimes. These and lesser revolts in Morocco and Jordan — as well as muted ones in the oil producing Gulf States — shared common goals and themes: justice, dignity, economic, political, and social reforms (el‐Gingihy, 2017 ). The revolutionaries wanted to end government bloating and oppressive bureaucracies; and political and massive public corruption by the ruling classes; and instead, involve citizens in the participation in governance and policymaking. The oil‐rich countries were quick to shower their nationals with salary bonuses and more generous subsidies. The poorer Arab countries were quick to unleash their violent security forces on the masses in order to quell the uprisings using brute military force, including using poison gas in Syria, and operating mass killings of demonstrators at Rab‘a Square in Cairo, Egypt. With the exception of Tunisia, the rest of the Arab countries reverted to oppressive regimes, or civil war chaos, as was the case in Libya and Yemen. The United States, which hailed the Arab uprisings during the reign of the Obama Administration, has changed course under the isolationist Trump Administration, which looks upon all Arabs and Muslim people and nations as potential supporters of what the current administration labels as Muslim terrorism. Along with an analysis of events in the region, this article also reviews the most recent books published which deal with the Arab revolts, and which include what lies ahead for the Arab world under the new rulers who replaced old regimes. It will also analyze the Arab countries’ response to a Trump Administration that seems to adopt political isolationism, while at the same time, showing an obvious inclination for personal and national business involvement in the region, such as the recent opening of a Trump golf course in the United Arab Emirates, and the appointment of former MOBIL CEO Executive Rex Tillerson, who has strong business ties with Russia and the oil‐producing Gulf States.  相似文献

The production of archaeological knowledge is embedded in a long-standing tradition of colonial encounters. This paper asks how political-economic interests impinge on archaeological work, specifically in the event of armed conflict. To answer this question I discuss commodification of cultural heritage and analyze it as a form of structural violence. I argue that the attitude that allows treatment of archaeological artifacts as saleable items with international owners is part of a strategy of global cultural imperialism. Exemplified by the case of the US-led invasion of Iraq in 2003, this paper shows how the clash of global ‘heritage’ politics with local practices of memorializing the past results in a tension: because capitalist governments consider the locales whose glorious pasts are studied by archaeologists to be culturally inferior, the nexus between (trans-)national actors and local communities is an asymmetrical one. In order to overcome the hegemonic role of archaeology within these dynamics, I propose an ‘activist archaeology’ that enables a political activism grounded in recursivity.  相似文献

Climate instruments such as REDD+ (Reducing Emissions by Deforestation and Degradation) promise a win–win proposition as villagers in Africa are paid for their efforts to conserve forests and sequester carbon. REDD+ assembles divergent interests at different scales—from bureaucrats to individual villagers. We argue that climate assemblages are shifting the space of the political by regulating practices that previously had local and national provenance. They are producing “state‐like” effects that touch deeply on citizenship. Villagers are drawn into a shifting REDD+ assemblage and subject to new identifications as entrepreneurs and responsible environmental citizens, meant to look after a new global commons. We shift the discussion to deal seriously with questions of a “global” citizenship, not in its utopian sense, but by bringing into light the dark side of global citizenship already in practice in environmental governance. Recent practices of scientific–local knowledge interaction in Thailand surrounding rice genetic resources have led to a new phenomenon, which this article calls knowledge inclusion. This study explores several forms of knowledge inclusion —participatory science, localized science, scientized knowledge and hybridized knowledge— as new loci of political practices among government rice breeders, non‐governmental officials and farmers. Ethnographic studies are used to reveal that, through selectively incorporating elements of each other's knowledges, these scientific and local knowledge practitioners have drawn on the discourses of scientific–local knowledges to their political advantage. The ramifications of this new politics vary according to different political arenas in rice genetic resource management. Based on these findings, the article argues that recent practices of knowledge inclusion should not be obscured by the notion of situated knowledge, but should be understood as situated politics of decontextualized knowledge in genetic resource management. The argument reconceptualizes the new scientific–local politics as a synthesis between the power–knowledge relation and the power–structural context in which genetic resource management takes place.  相似文献

This article presents an analysis of impact evaluations in the case of Fairtrade International in order to track the political effects of metrics and measurement procedures in development practice today. Metrics or ‘indicators’ have long been understood to have the effect of transforming the political visions of socioeconomic change that shape development interventions into seemingly non‐contentious, technical models. The common practice among development organizations of using such metrics as evidence of apolitical, technical development outcomes has wide‐ranging implications for the field of development and for development subjects. The article explores two specific implications by detailing impact evaluations on three Fairtrade‐certified cut‐flower plantations, which Fairtrade International contracted to inform a 2014 revision of its certification standards. The authors find, first, that debates over competing visions or definitions of development became concealed in technical debates over adequate metrics and measurements; and, second, that such debates over metrics and measurement consolidated the roles of experts and expert knowledge as mediators of what development can or should be. These findings enhance prior critiques of the supposed neutrality of development metrics by illustrating empirically how the processes of defining metrics and measurement conceal and circumscribe political debates over the meaning and making of development practice.  相似文献

It is increasingly recognized that socio‐environmental justice will not be achieved through liberal and cosmopolitical forms of activism alone. Instead, more diverse and inclusive solidarities must be achieved across political ideologies for transformative change. By engaging with one constituency often overlooked by mainstream environmentalists—rural, conservative Americans—we argue for a situated solidarity that can be forged among people whose views of nature, community, and politics differ significantly. This framework rejects totalizing expressions of global ambition that erase important place‐based differences. To explore this ethic, we examine a localized anti‐fracking campaign in western North Carolina to determine how place‐based forms of environmental resistance can be brought in closer connection with the cosmopolitical movement for climate and energy justice. This requires that cosmopolitical movements make room for more customary forms of cultural politics, while conservative movements look beyond their own place‐based struggles to resist mutually experienced forms of oppression.  相似文献

This study explores the conceptual and empirical utility of studying school textbooks from a critical geopolitics perspective. School textbooks bind together various discourses, modalities and genres and can reflect the dominant knowledge in a given society. They therefore have a high potential to reveal the citational practices resonating between the domains of formal, practical and popular geopolitics. Studying school textbooks can also enrich the literature on children's and young people's (political) geographies by analyzing how the political worldviews and agency of young people are shaped by teaching materials. Empirically, the study draws on a mix of quantitative and qualitative methods to study how environment-conflict links are textually and visually portrayed in German geography and civics textbooks. The results suggest that German school textbooks significantly reflect the depictions of environment-conflict links in political, media and (popular) science discourses and thus reveal crucial citational practices. Drawing on the environmental security literature, it is further argued that these textbooks convey problematic geographical imaginations: they overemphasize the risk of environmental conflicts, reflect ideas of spill-over effects threatening the global north, and portray people from the global south as irresponsible and threatening.  相似文献

Abstract: Over Antipode's 40 years our role as academics has dramatically changed. We have been pushed to adopt the stance of experimental researchers open to what can be learned from current events and to recognize our role in bringing new realities into being. Faced with the daunting prospect of global warming and the apparent stalemate in the formal political sphere, this essay explores how human beings are transformed by, and transformative of, the world in which we find ourselves. We place the hybrid research collective at the center of transformative change. Drawing on the sociology of science we frame research as a process of learning involving a collective of human and more‐than‐human actants—a process of co‐transformation that re/constitutes the world. From this vision of how things change, the essay begins to develop an “economic ethics for the Anthropocene”, documenting ethical practices of economy that involve the being‐in‐common of humans and the more‐than‐human world. We hope to stimulate academic interest in expanding and multiplying hybrid research collectives that participate in changing worlds.  相似文献
