ABSTRACT

The article focuses on temporary and improvised cultural spaces in marginalized neighbourhoods of Rio de Janeiro, Brazil. They are presented here as alternatives to current urban and cultural policies, often based on international ‘best practices’ models with exclusionary and segregating consequences. It begins with a brief overview into North American and Western European cultural planning policies. It then analyses the instability of cultural policies in Brazil, highlighting that, after a period of State recognition of bottom-up actions, administrators have turned to a contradictory planning scheme that mixes outdated and recent international trends, leading lower-income inhabitants to self-build their own cultural spaces. Unlike many products of today’s global strand of ‘tactic urbanism’, Rio’s temporary spaces are politically charged territories of resistance. An example is ‘Cine Taquara’ – an improvised cinema and debate forum that illustrates how, in an unequal city, such initiatives can do more towards social inclusion than ready-made models.  相似文献

This themed section consists of articles that explore the intricate and complicated relationship between sexuality and space. The underlying premise is that space is never a homogenous, unified, neutral and a-priori entity that precedes subjects but emerges as the outcome of an ongoing production process which involves actors and material components. Heteropatriarchal understandings of space based on masculinist premises have largely ignored women and queer subjects who may subvert or alter normative spatial practices. The latter challenge established spatial typologies and their gendered associations, such as the house with women and the war zone with men. Furthermore, the practices of marginalized subjects point to alternative understandings of space based on fluid and porous boundaries between such dualities as materiality/representation, inside/outside and private/public. The contributors to this themed section analyze non-normative spatial practices by drawing from feminist and queer theories, postcolonial studies, architectural theory and geography. They focus on specific cases from a broad geographical span ranging from South Asia to Europe. Despite their different contextual foci, the following authors speak to each other by engaging in scholarship that resists disembodiment and by addressing the materiality of space as an arena of continuous production in relation to sexed bodies and sexualized identities. They all focus on strategies that counter hegemonic spatial practices and engage with the crucial question of how to think space differently.  相似文献

As part of emerging disciplinary interests in well‐being and emotions, geographers have recently begun to pay attention to common but often neglected psychological conditions that have the potential to impact considerably upon individuals and their daily lives. Specifically extending the scope of geographical inquiry on phobias, this paper considers acrophobia (known as being scared of heights). Through interviews with ten sufferers, the spatial character and intensity of the condition is articulated. The findings tell us that underpinning acrophobia is mathematical height: the vertical elevation from the lowest possible resting point of the body to the point at which the symptoms of acrophobia occur. This point is however ‐ even for each individual ‐ highly variable, context dependant and, in terms of explanatory potential, does not convey personal experiences. Instead, the idea of ‘encounter spaces’ provides far greater elaboration. Created by sufferers ‘dysfunctional’ spatial perceptions, these are the occupied spaces of mixed emotional and physical responses (such as fear and rapid breathing) and reactionary practices that are tactical yet somewhat involuntary in nature (such as gripping tighter or getting lower). Depending on the particular circumstances, sufferers might choose to, feel forced to, or might inadvertently enter encounter spaces. Their impacts also extend beyond immediate effects to sufferers’ longer term lives and well‐being. This might be negatively impacted, for example, through cumulative encounters, worrying about potential encounters or missing out on life events. At this level, reactionary practices ‐ again which are tactical yet somewhat involuntary ‐ are often employed in order to avoid height. Ultimately, the overall impact of acrophobia on an individual depends on a number of factors including the severity of their condition, the attitudes of the people they associate with, their job, lifestyle and the environments which they have to, or would like to, frequent. Consequently, while some sufferers cope with ease, others constantly navigate the altitude of their lives.  相似文献

We adopt a novel method to deal with omitted spatial heterogeneities in hedonic house price analysis. A Gaussian variant of the conditional autoregressive (CAR) model is used to study the impact of spatial effects. In a general linear modeling framework, we include zone‐specific random effects that are allowed to interact spatially with neighboring zones. The results demonstrate that this estimator accounts for missing spatial information, producing more reliable results on estimated spatially related coefficients. The CAR model is benchmarked against a fixed effects model. Socioeconomic neighborhood characteristics are found to have only modest impact on spatial variation in housing prices.  相似文献

This article interrogates simplified culturalist explanations of gendered violence, which evoke timeless ‘tradition’ and religiosity to locate violence in racialized places and upon ‘othered’ bodies. I examine structural processes that shape women’s experiences of and vulnerability to intimate violence. My analysis complicates culturalist narratives, but engages critically with culture as one context within which violence is embedded. Drawing on field research within Muslim communities in Hyderabad, India, I discuss the complexities of interwoven experiences of structural, state, and intimate gender violence. I draw attention to how anti-violence organizations working in marginalized communities theorize these complexities, and practices of what I am calling ‘plural resistance,’ which these organizations enact through equally complex responses to such violences. Plural resistance describes community-based strategies that simultaneously reject both gender violence and other forms of systemic violence, such as poverty born of uneven development. Embodied resistance to gender violence provides a critical lens for understanding articulations between regional patriarchies, exclusionary state practices, uneven development, and Islamophobia.

This paper explores how the use of new monitoring technologies, including drones, are being incorporated into forest conservation, with emphasis on what is at stake politically for forest-based communities. This is a critical area to consider, as the cheapness and easy availability of drones has fostered their rapid proliferation in conservation practices, for activities as diverse as wildlife counting and fire prevention. Many have raised political concerns about these technological developments, and their potential to be used for the surveillance and spatial discipline of minority groups. For example, recent scholarship within political ecology, human geography and conflict studies makes clear that the regulatory frameworks of international conservation are being appropriated by states to pursue racialised agendas of social exclusion in former conflict zones – often with the support of international environmental actors. By justifying increased military presence; surveillance technologies; and stop-and-searches, conservation frameworks have facilitated the containment of “risky” populations and the production of new kinds of borders. However, few have yet explored what it will mean to incorporate drones into the production of territorial claims that can protect commons-based livelihoods and resist new forms of spatial enclosure. By examining the introduction of drones in the Maya Biosphere Reserve (MBR) in the Petén region of Guatemala, I reveal how satellite technologies and drones are also being used as part of community-led resistance to dispossession. Here, drones are used as part of everyday conservation practices, as part of a socio-legal process that I describe as the configuration of a vertical politics of contestation. Following the history of technological innovation in the MBR leads me to show how, despite their associations with military containment, such technologies can be used to rework spatial orders imposed by states, international actors, the army and the national elite.  相似文献

Recognition and respect for sexual minorities in Hong Kong is still a contested area. Public sexual identity politics in Hong Kong has been framed by traditional Chinese gender ideology and imported Christian beliefs which are profoundly negative. Focusing on the interpersonal relationships in three spheres of life, the research adopted the sociological perspective of personal life and the feminist geographers’ idea of spatialization of identity management to analyze how the sexual self of sexual minorities has been marginalized and excluded in intimate social spaces of family, church communities and schools in Hong Kong with specific spatial practices and different forms of power/knowledge. By examining overlooked intimate injustice in personal life, this study illustrates that identity conflicts between Christianity and non-heterosexuality in everyday life is constructed through misrepresentation, misrecognition, harassment and exclusion in intimate relationships. Different types of knowledge are being used to reiterate pre-existing norms and institutionalized patterns of cultural value that constitute the sexual minorities as comparatively unworthy of respect. These micro-political processes involve both conformity and resistance to gender and sexual stereotypes. Participants managed to develop spatial coping strategies such as concealment, compartmentalization, confrontation and alternative sources of support to manage their lives with dignity and self-esteem.  相似文献

In theory, security and resilience in contexts of violence and crime are improved by participatory urban upgrading. Yet, upgrading practices actually demonstrate how vulnerabilities to violence, insecurity and crime are reproduced by state–society and intra-community power hierarchies. On the one hand, the priorities and perspectives of politicians and bureaucrats continue to take precedence over the needs and demands of residents of marginalized communities, undermining participation. On the other hand, the internal socio-political structures of marginalized communities complicate the capacity and willingness of residents and external state actors to engage with each other. The result is that upgrading programmes are not particularly successful in ordering development and security or in creating resilience. Internal processes have a greater impact on residents’ choices in their daily struggles to survive and thrive, but the resilience they create is limited because power and resources tend to be centralized and sometimes linked to crime groups. This article uses the cases of Kingston (Jamaica) and São Paulo (Brazil) to highlight these power hierarchies and how they impede the resilience project of participatory urban upgrading processes in contexts of crime and violence.  相似文献

Despite attention to the body over the last two decades, there has been a lack of geographical consideration of the emotional and embodied contexts of ageing. In this article I argue that examination of the multiple ways in which the ageing body is experienced and modified offers productive insights into geographical perspectives on gender, health and technology. This article introduces cosmetic anti-ageing practices as a form of ‘management’ and ‘modification’ of the ageing body. Anti-ageing practices have become increasingly ubiquitous in the last decade and are a significant driver of growth and innovation in the cosmetic industry. Despite their prevalence, however, there has been a lack of geographical attention to the knowledges, practices and spaces associated with cosmetic modification of the ageing body. This article draws on ethnographic and interview data from extensive fieldwork conducted in a range of aesthetic clinics in South-West England, exploring the emotional, embodied and spatial encounters of anti-ageing practices and the intertwining, and explicitly gendered, discourses of health and well-being in which they are situated.  相似文献

From offshore border enforcement to detention centers on remote islands, struggles over human smuggling, detention, asylum, and associated policies play out along the geographical margins of the nation-state. In this paper, I argue that islands are part of a broader enforcement archipelago of detention, a tactic of migration control. Island enforcement practices deter, detain, and deflect migrants from the shores of sovereign territory. Islands thus function as key sites of territorial struggle where nation-states use distance, invisibility, and sub-national jurisdictional status (Baldacchino & Milne, 2006) to operationalize Ong’s (2006) ‘graduated zones of sovereignty’. In sites that introduce ambiguity into migrants’ legal status, state and non-state actors negotiate and illuminate geopolitical arrangements that structure mobility. This research traces patterns among distant and distinct locations through examination of sovereign and biopolitical powers that haunt asylum-seekers detained on islands. Offshore detention, in turn, fuels spatial strategies employed in onshore detention practices internal to sovereign territory.  相似文献

The events of September 11 2001 in New York and Washington, and of July 7 2005 in London, have ushered in a new era in protective counterterrorist planning within UK urban areas. With the mode of terrorist attack now encompassing the possibility of no‐warning suicide attacks, and target selection now often being seen as related to crowd density, a variety of public places such as sports stadiums, shopping centres, light rail systems, and nightclubs now have to consider ‘designed‐in’ counterterrorism measures. As such the UK has developed a national counterterrorist strategy (CONTEST) which is constantly revised, and one strand of which focuses on protective security measures. In the context of this ‘Protect’ strand of policy, and the increased targeting of crowded places by international terrorist groups, this article outlines the recent attempts to design‐in counterterrorism features to the urban landscape while paying attention not just to their effectiveness and robustness, but also to their acceptability to the general public and impact upon the everyday experience of the city. The article also addresses how the need to consider counterterrorism has affected the practices of built‐environment professionals such as spatial planners. Reflections upon how this aspect of counterterrorism policy might develop in the future are also offered.  相似文献

Humans are ‘fire creatures’ that have used fire for millennia to shape local environments to diverse purposes. Our capacity for combustion has also forced global climatic changes and rendered the planet increasingly flammable, creating the conditions for progressively higher impact bushfires now and into the future. Meanwhile, governments in fire-prone countries such as Australia have continued to allow settlements to be established (and re-established) in wildland–urban interfaces. Like other ‘natural hazards’, bushfire is thereby a social phenomenon bound up with human values, practices and decisions. But, while studies of the social dimensions of ‘natural hazards’ are steadily rising, this scholarship has rarely addressed natural hazard management practitioners directly, precisely those authorised and entrusted to intervene in the distribution of hazard probabilities and consequences. This paper seeks to help remediate this research gap, illustrating how cultural, ecological, economic and political factors thoroughly condition hazard management and modes of intervention. Drawing on a case study in the Northern Territory’s Greater Darwin region, this paper suggests not only that examining such sociocultural realities provides new insights into hazards and their distribution, but also that attention to such issues is crucial to understanding our flammable future in the Anthropocene.  相似文献

Predatory home mortgage lending has become a central concern for housing research, public policy and community activism in US cities. Regulatory attempts to stop abuses, however, are undermined by claims that ‘predatory’ cannot be defined or distinguished from legitimate subprime lending, and claims that the industry performs a public service by meeting the needs of low‐income, high‐risk consumers (many of them racially marginalized) who would have been denied credit in previous years. We evaluate these claims in historical‐geographical context, drawing on David Harvey's theory of class‐monopoly rent to analyse what is new (and what is not) in contemporary financial exploitation. We use a mixed‐methods approach to (1) provide econometric measures of subprime racial targeting and disparate impact that cannot be blamed on the supposed deficiencies of borrowers, (2) qualitatively assess the rationale for judging particular subprime practices and lenders as predatory, and (3) trace the connections between local practices and transnational investment networks. The fight against predatory lending cannot succeed, we argue, without a renewed analytical and strategic emphasis on the class dimensions of financial exploitation and racial‐geographical discrimination.  相似文献

Cities raise major challenges and opportunities for achieving sustainability. Much literature on urban sustainability focuses on specific aspects such as planning practices, urban policy or the diffusion of more sustainable technologies or practices. However, attempts at understanding the mechanisms of structural change towards sustainability have resulted in the emergence of an interdisciplinary field of sustainability transitions research. Transitions research has developed a phase model of transitions in which predevelopment, take-off, acceleration and stabilization phases are distinguished. However, the acceleration phase has received limited attention so far. This is a crucial gap as policy-makers are keen to accelerate transitions. This paper aims to enhance our understanding of how local actions contribute towards accelerating urban sustainability transitions. It does so by testing an acceleration mechanisms framework through exploring the collective agency of local initiatives in urban sustainability transitions. Drawing on a case study of the city of Brighton and Hove (UK), the paper finds that despite favourable local political conditions, there is a lack of evidence of acceleration apart from in individual domains such as food or mobility. Progress is found to depend on the agency of initiatives to both scale up sustainable practices and embed these practices into local governance arrangements.  相似文献

The paper explores how the management of migrant bodies by national and EU authorities reflects particular understandings of contemporary borders and how the failure to address such bodies has implications far from the frontier. The study of the management both of the dead and of the data that can serve to identify missing migrants, can benefit our understanding of the contemporary border, and has to date received only limited scholarly attention. To address this gap we draw on field research carried out on the Greek island of Lesbos, one of the key migrant entry points to the EU, that has seen repeated incidents of deadly shipwrecks. Based on interviews with families of migrants and local stakeholders the paper explores how death at the border introduces novel – and often invisible – borders and categories of inclusion and exclusion. By shedding light on the experiences of the families of the dead we aspire to introduce a critical set of actors who have been marginalized from the study of the border. In exploring the remote effects of deaths on such families in migrant countries of origin, the paper shows that bordering practices have transnational impacts at the human level, thereby broadening our conceptualization of the border.  相似文献

Many international differences can be experienced in shopping spaces on both sides of a national border. Other languages, unfamiliar goods and unknown spatial codes are only a few of the physical-functional and socio-cultural differences that could cause exciting and stimulating situations but could also be perceived as problematic and deterring. This paper analyses perceptions, motivations and practices of cross-border (non-)shoppers and provides insights into ways in which people from cross-border regions deal with differences and the extent to which they interact across borders. The aim is to both theoretically and empirically substantiate the dynamic concept of (un)familiarity by scrutinizing the impact of “push”, “pull”, “keep” and “repel” factors on shopping (im)mobility in the Dutch-German Rhine-Waal Euroregion. These factors are seen as rooted in dynamic processes of constructing, deconstructing and reconstructing differences between places on both sides of the border. In so doing, attention is paid to changing shopping practices and motivations and influencing changing perceptions of international differences. As such, the paper also discusses “familiarization processes” in cross-border regions. The concluding section provides critical reflections on the current European policy approach towards cross-border regional development. In fact, the paper ends with a plea for more instead of less borders, as borders are markers of international differences which could promote cross-border mobility.  相似文献

ABSTRACT

Research has shown the neighbourhood as an influential environment concerning children’s independent mobility and activity participation. However, its influence on the everyday experiences of children with disabilities is not well understood. This article addresses this gap by studying the accounts of ten nine-12 year olds from south-east Queensland, Australia, who have diverse mobility impairments. This phenomenological study reveals mobility is a conditional act. Conditionality is understood by the way social and spatial factors intersect to influence one’s mobility about the street – or in our case coerced immobility. The body-space practices also reveal a mismatch between children’s embodiment and the neighbourhood environment, which intensified and converged at the absent footpath, with crucial repercussions for their spatial agency and activity participation. The findings suggest the importance of understanding diverse body-space practices in mobility studies and the need to contest ableism in street design to create inclusive walkable neighbourhoods for all.  相似文献
