Recent applications of Foucauldian categories in geography, spatial history and the history of town planning have opened up interesting new perspectives, with respect to both the evolution of spatial knowledge and the genealogy of territorial techniques and their relation to larger socio-political projects, that would be enriched if combined with other discursive traditions. This article proposes to conceptualise English parliamentary enclosure–a favourite episode for Marxist historiography, frequently read in a strictly materialist fashion–as a precedent of a new form of sociospatial governmentality, a political technology that inaugurates a strategic manipulation of territory for social change on the threshold between feudal and capitalist spatial rationalities. I analyse the sociospatial dimensions of parliamentary enclosure’s technical and legal innovations and compare them to the forms of communal self-regulation of land use customs and everyday regionalisations that preceded it. Through a systematic, replicable mechanism of reterritorialisation, enclosure acts normalised spatial regulations, blurred regional differences in the social organisation of agriculture and erased the modes of autonomous social reproduction linked to common land. Their exercise of dispossession of material resources, social capital and community representations is interpreted therefore as an inaugural logic that would pervade the emergent spatial rationality later known as planning.  相似文献

Gender is largely under‐theorized in the now well‐developed literature on dispossession; this paper contributes to the analysis of the gender dimensions of dispossession by bringing the literature on dispossession into conversation with the feminist literature on social reproduction, specifically, depletion of social reproduction. Drawing on qualitative field research, the paper provides a gendered analysis of the multiple vectors of dispossession affecting the Miyana, a Muslim community living in the Little Rann of Kutch, an estuarine zone in central Gujarat within which prawn harvesting and salt production are their symbiotic seasonal livelihood activities. Using the concept of depletion as a diagnostic tool, I argue that the assessment of depletion due to dispossession requires investigation of the levels of mitigation, replenishment or transformation available to individuals, households and communities within the circuits of production and social reproduction.  相似文献

This article examines popular politics under precarious conditions in the rapidly expanding port‐city of Buenaventura on Colombia's Pacific coast. It begins by identifying the intersecting economic, ecological, and political forces contributing to the precarity of life in Buenaventura's intertidal zone. Focusing on conflicts over land in the waterfront settlements of Bajamar (meaning “low‐tide”), it then describes the efforts of Afro‐Colombian settlers and activists to defend their territories against threats of violence and displacement. In doing so, they must navigate historical legacies of ethno‐racial politics as well as formations of liberal governance and their multicultural and biopolitical logics of vulnerability and protection. The socio‐material conditions of the intertidal zone, and in particular the figure of submergence, are used to illuminate forms of political life in Colombia's future port‐city. The struggles of Afro‐Colombians to contest violent dispossession in Buenaventura reflect the racialized politics of precarity under late liberalism.  相似文献

This article presents a study of the micropolitics of dispossession for a proposed medium‐sized irrigation project in an Adivasi region of Central India. The article explores the complex micropolitics of dispossession and collective action in the project planning stage, long before the formal processes of land acquisition actually begin. It highlights the importance of training the researchers’ gaze on the functioning of the local state in the pre‐acquisition phase. It shows how the local state uses various powers of exclusion to fracture emerging cross‐class, multi‐caste alliances, while maintaining formal compliance with a range of social safeguard policies aimed at protecting vulnerable groups and fragile landscapes. The ‘everyday’ decisions of local state actors during the project planning stage produce site‐specific, differentiated and shifting matrices of risks and opportunities for the local people, who are already divided along class and caste lines. This, in turn, is likely to inform their political responses at the actual moment of enclosure. Thus the durability and success of anti‐dispossession collective action is likely to vary depending on the dynamic interactions of local state and non‐state actors, mediated by regional electoral politics and the overall safeguard policy regime governing land acquisition.  相似文献

Fieldwork involving survey, detailed topographic mapping, and excavations in Pinhal da Serra, Rio Grande do Sul, Brazil, has revealed a highly-structured landscape revolving around funerary/ceremonial structures that began around A.D. 1000. This paper focuses on the results of detailed topographic survey of mound and enclosure complexes and their interpretation in light of southern Jê ethnohistorical and ethnographic data. We compare the architectural patterns of mortuary architecture from this study with fundamental spatial features of historic Kaingang’s social organisation, mortuary rituals and cosmogony myth. Our results suggest historical continuity in the organisation of space in cardinal directions (E–W), topography (low and high places), and in circular/concentric spatiality revealed in the southern proto-Jê mound and enclosure complexes. It is argued that small paired mound and enclosure complexes are associated with the material representation of a dual ranked opposition materialised in proto-Jê moiety cemeteries where important persona were buried.  相似文献

This paper examines the gendered politics of national and international networking amongst peasant farmers' movements in South Asia. In particular the paper provides an ethnographic account, based upon the author's critical engagement with the Bangladesh Krishok (farmer) Federation and the Bangladesh Kishani Sabha (Women Farmers' Association), of the Climate Change, Gender and Food Sovereignty Caravan that was organised in Bangladesh in 2011. The paper draws upon Antonio Gramsci's theory of the philosophy of praxis and feminist research on social reproduction, dispossession and materiality to interrogate the spaces of encounter and solidarity‐building practices of the Caravan between different communities in the country and between different social movement actors. The paper examines how processes of political organisation and consciousness‐raising within and between social movements are problematised by gendered power relations. The paper concludes with suggestions concerning how the philosophy of praxis in Bangladesh might be “engendered” to incorporate a politics of social reproduction.  相似文献

Resisting the temptation to view the neoliberalization of urban policy as unidirectional, pure and hegemonic, this article sets out to make sense of the biography of the process in one city in particular, Glasgow. It attempts to organize, marshall and discipline existing literature on the city's local economic, planning and welfare policies, so as to offer a longitudinal reading of Glasgow's encounter with neoliberal reform across the period 1977 to the present. The article questions whether Glasgow's new political‐economic dispensation is capable of stabilizing local capitalist social relations and securing a new local growth trajectory. Space emerges as a critical part of the story. Neoliberalism has interlaced with historical structures, ideologies and policies to produce a range of new hybrid and mutant socio‐spatial formations and because it does not amount to a pure and coordinated project these socio‐spatial formations contradict and collide as often as they reinforce. Precisely because of the contingent and complicated spatialities it deposits, neoliberalism will continue to struggle to secure a regulatory framework capable of stabilizing local accumulation indefinitely.  相似文献

The industrialization of New York and its rise to economic dominance brought about a major restructuring of street life and unleashed an array of contradictory everyday urban cultures. In a still under-regulated environment, the commoning of public space became a key sociospatial capital that helped the working classes resolve their reproduction in a way the elite found disturbing and far removed from the civic order they were trying to instil. This article draws on recent theorizations of the commons/enclosure dialectic to develop a comparative analysis of the cultures of public space use vis-à-vis the practices prescribed by Central Park in its attempt to reform everyday spatialities. The park is understood here as an early episode in the project of imposing new social relations through the enclosure of public conduct—a first effort to tame the urban commons and prevent the subaltern appropriation of public space. Following a preliminary discussion of the economic and social determinants and configuration of the material cultures of public space use in Manhattan, the article studies the park's strategies as a special type of enclosure, consisting not of the usurping of common land for private profit but of the mobilization of public space to shift behaviors from one regime of publicity to another.  相似文献

Gurgaon, India's “millennium city”, is today synonymous with India's embrace of global real estate capital and private sector‐led urban development. This paper asserts that Gurgaon's spectacular urbanisation has been fundamentally underpinned by an uneven process of land acquisition, exemption and agrarian transformation. Shifting away from dispossession‐centred analyses of contemporary urbanisation in India, this paper explores Gurgaon's “urban villages” to consider the uneven integration of agrarian classes into emerging urban real estate markets. Through an examination of differential experiences of land acquisition and agrarian social change among Gurgaon's landowning classes, the paper seeks to trace complex and nonlinear processes of agrarian transformation which make possible landscapes of global accumulation.  相似文献

During the last decade, debates about the livelihood impacts of large‐scale biofuel projects have focused mainly on either employment creation or on land dispossession. The mediating role of social institutions and communal reciprocity in resource‐access manoeuvring processes have rarely been considered. This comparative study of two biofuel projects in Ghana shows that households affected by land dispossession quickly obtained new productive land areas by switching to fallow farmland or through long‐term reciprocal social networks. The livelihoods of households with members employed by the projects improved in terms of increased income and access to cultivation on project land. Not everyone, however, had the resources and ability to use social networks for job‐seeking and land access negotiation, particularly those considered to be migrants. The authors argue that a context‐specific focus on, and processual examination of, the abilities of individuals and groups to utilize social institutions to sustain their livelihoods during a project's lifetime, are crucial in analysing the impacts of biofuels land deals. Such an approach explores the various forms and uses of livelihood capitals, and shows how new configurations of social and economic relations emerging from land commercialization can reinforce local inequalities.  相似文献

This article engages with the feminist concept of ‘social reproduction’ to arrive at a richer understanding of the gendered processes and outcomes of contemporary large‐scale land acquisitions, or the ‘new enclosures’. It focuses on the case of a recent land deal for industrial sugarcane production in the Coast Region of Tanzania and the resultant process of involuntary resettlement. It critically analyses people's struggles for land in the face of imminent displacement, and the gendered ways they experience the erosion of their pre‐existing modes of social reproduction. It argues that enclosure of rural landscapes does more than immediately strip peasants and pastoralists of their means of production and turn them into wage labourers. It gradually uproots them from their socio‐ecological knowledges, cultural practices and historical memories, which are rooted on the land and articulated through gender. The highly uncertain processes of enclosure and displacement also force rural women and men to renegotiate their livelihood strategies and intra‐household gender relations.  相似文献

We explore the interrelationships between the concepts of fictitious commodities, fictitious capital and accumulation by dispossession. We do so through a detailed examination of the dynamics of land reclamation in the Kingdom of Bahrain during the years 2001–2014. Particularly, we dissect in‐depth the ensemble of social relations and chain of events involved in two specific real estate projects, Norana and Bahrain Financial Harbour, that have come to symbolize Bahrain's neoliberal era. Reclamation was a unique process in which land was explicitly produced as a commodity for market purposes. Primary material of land deeds, company registration documents, and news articles were used to map out the social relations across the state–finance–real estate nexus. We emphasize that our understanding of accumulation by dispossession involving land is greatly enhanced if we view it as a process of reconfiguring the ensemble of social relations using fictitious commodification and fictitious capital formation.  相似文献

Abstract: This paper poses theoretical and empirical questions to the resurgent litera‐ture on primitive accumulation in critical political economy. The first section outlines the different understandings of capitalism, and of its relationship to primitive accumulation, in the literature, and argues that they complicate efforts to identify instances of primitive accumulation. The second section examines the history of frontier agricultural expansion in Southeast Asia to critique the literature's assumptions about who carries out, and who resists, primitive accumulation. The third section draws on work on Southeast Asian political economy to show that the literature pays insufficient attention to the institutions that govern capitalist social relations. The paper argues that these questions of agency, governance, and the nature of capitalism need to be answered in order to make effective use of the concept of primitive accumulation and to distinguish it from cognate concepts like enclosure and commodification.  相似文献

In recent years cities around the world have undergone mass slum clearances for redevelopment. This study of Mumbai offers an alternative interpretation of urban capital accumulation by investigating the differentiated political subjectivities of displaced slum residents. I argue that Mumbai's redevelopment entails not uniform class‐based dispossessions but a process of accumulation by differentiated displacement whereby uneven displacement politics are central to the social production of land markets. Two ethnographic cases reveal that groups negotiate redevelopment in contradictory ways, supporting or contesting projects in varying moments. Redevelopmental subjectivities are influenced at key conjunctures by market‐oriented resettlement, ideologies of belonging, desires for improved housing, and participation in non‐governmental groups. This articulated assemblage of power‐laden practices reflects and reworks class, gender, and ethno‐religious relations, profoundly shaping evictees' experience and political engagement. The paper concludes that focusing on differentiated subjectivities may usefully guide both analysis and social justice practice aimed at countering dispossession.  相似文献

This paper explores the entanglement of ideology and materiality in the production of the spaces of 21st century socialism. “Millennium Cities” are currently being constructed for indigenous communities throughout the Ecuadorian Amazon, with revenues derived from petroleum extracted within their territories. As iconic spatial symbols of the “Citizens’ Revolution”, the Millennium Cities would appear to embody “the original accumulation of 21st century socialism”—a utopian state ideology promising the collective appropriation of natural resources without the dispossession of the peasantry. Drawing on extensive field research, we argue that they are better understood as a simulation of urban modernity that is symptomatic of the predominance of ground rent in South American capitalism, and which conceals the violent repression of an autonomous indigenous project of petroleum‐based modernization. The original accumulation of 21st century socialism can therefore be interpreted as a “fantasy of origins”, which functions to reproduce the primitive accumulation of capital.  相似文献

Abstract: This paper examines processes of primitive accumulation and livelihood dispossession on the Bolivian Altiplano. Through empirical examination of the social and environmental effects of mining waste, the paper demonstrates that indigenous campesino community members are experiencing livelihood dispossession by way of three interrelated forms of accumulation: accumulation of toxic sediments on agricultural fields; accumulation of water and water rights by mining firms; and accumulation of territory by mining operations. In the case under examination, full proletarianization is not taking place, and processes of dispossession are not a “fix” for an overaccumulation crisis. The paper argues for greater attention to the contingent role of nature's materiality in processes of dispossession and accumulation.  相似文献

This paper explores the spatial practices of obsessive‐compulsive disorder (OCD). It begins by introducing the key elements of the disorder: obsessions and compulsions. It then concentrates on obsessions and compulsions relating to fears of bodily contamination. Such fears necessitate the formation of psycho‐social boundaries in ways that are similar to agoraphobia and other mental‐health problems. Avoiding bodily contamination also involves complex spatial orderings to prevent the illicit movement of contaminants. The vital importance, yet fragile nature, of these spatial formations means that negotiating social space and interactions can be immensely fearful, and the OCD sufferer may retreat to the relative safety of home. However, the domestic is a space of ambivalent safety. Everyday objects become saturated with fear, transforming the experience of ‘home’. Boundaries and spatial orderings are transgressed in the movement of people and objects. Thus, the OCD sufferer is driven to (re)order space constantly, and in doing so often uses everyday materials in inventive ways. We critique the depiction of OCD as irrational and excessive, and set the creative practices of OCD in relation to the ‘slippage’ of Michel de Certeau's distinction between spatial strategies of domination and the art of tactical living.  相似文献

Repossession of land by Indigenous people is commonly understood as a legal act that unfolds within the confines of state apparatuses. But for many Indigenous urbanites, legal repossession is both impossible and irrelevant due to their histories of dispossession and dislocation. Moreover, while land repossession in Australia is predominantly non‐urban, I demonstrate that land is also reclaimed within cities. Urban repossession of land, considered here as reciprocal rather than legal, challenges the model of private ownership by asserting a territorially transferable relationship to property as land. The order of property entrenches Indigenous people's dispossession by demanding immobility as precondition to ownership and rendering Indigenous urbanites all “too mobile”. Against this framing and the liquidation of their lands as capital, Indigenous people practice reciprocal forms of repossession that challenge both liberal and traditional meanings of ownership. This helps retrieve urban Indigenous subjectivities while compelling partial relinquishment of non‐Indigenous properties.  相似文献

This paper analyses a uniquely detailed data set of social integration characteristics of immigrants belonging to four non‐native ethnic groups (i.e., Turks, Moroccans, Surinamese, and Antilleans) living in Dutch neighborhoods. It is well known that an individual's level of social integration is related to the ethnic composition and economic development of an immigrant's residential locality, as well as the generation of the immigrant. Yet, what is not known is whether the social and economic characteristics of adjacent or neighboring localities also influence an individual's level of social integration. Using a multilevel hierarchical analysis with spatial interaction effects, we examine the extent to which four social integration aspects of the bridging social capital of these immigrant groups are related to their ethnicity, their generation, their immediate locality, and the effects of the neighboring localities. Our findings regarding the effects of the ethnic concentration and economic development of the immediate locality along with the immigrant's generation broadly concur with existing studies. At the same time, however, we also find that the features of neighboring localities exert an additional influence on an individual's social integration over and above those related to the immigrant's generation and immediate locality. These additional spatial spillover effects are broadly in line with those associated with the immediate locality, but they are also sensitive to particular proxies for social integration which are employed. These spatial spillover effects on social capital and social integration have not been observed before.  相似文献
