Taking Jason Hackworth and Neil Smith’s seminal paper on the ‘changing state of gentrification’ as a starting point, this paper argues for a reconceptualization of state‐led gentrification to further our understanding of urban transformation. Rather than seeing the State as an extension of capital interests, we contend that class‐state relations may produce urban spaces through representative politics and State hegemonies. To illustrate, we present a brief historical and geographical overview of the transformation of Amsterdam from 1982 to 2015, based on policy documents, media reports, archival research, interviews and secondary literature, as well as social and electoral data at the neighbourhood level. As the gentrification frontier advanced and working class voting blocs diminished, new electoral politics took hold, which permitted a new middle class hegemony to institute policy and institutional changes to further push gentrification and capital interests, leading to subsequent waves of urban change. 相似文献

The commons is increasingly invoked as a way to envision new worlds. One strand of commons research focuses at the local scale, on small groups in “traditional”, mostly rural societies; this research asks how commons are maintained over time. Another strand focuses on the commons at a global scale; this is political research that asks how commons can be reclaimed from a capitalist landscape. Here, I bridge these two approaches by theorizing the commons as reclaimed and maintained in the context of the city, through examining the experiences of limited‐equity housing cooperatives in Washington, DC. I argue that the urban commons is marked by two distinct traits: it emerges in space that is saturated with people, competing uses, and financial investment; and it is constituted by the collective work of strangers. The challenges of reclaiming and maintaining an urban commons are substantial, but the need for them is urgent. 相似文献

In recent years, “urban greening” has become a new keyword in urban policy and practice, used to describe a proliferation of urban quality of life and environmental sustainability initiatives including street trees, public parks, greenways, farmers' markets, green roofs, and LEED certification in design. The emerging critical literature on urban greening has highlighted important ways green's social and economic added value affects the political economy of contemporary greening and produces inequalities in access to real or perceived environmental goods. However, such research has only infrequently asked why and under what conditions naturalized understandings of green as “good” make it possible for such initiatives to add value in the first place. As a result, it offers only partial explanations of why green has the effects it has—for instance, increasing property values—and only very rarely questions the fundamental “good” of nature itself. I argue that integrating insights on green's naturalized social and economic value from a growing body of social‐theoretical work across geography and the social sciences can complement political economic explanations for greening and provide new vantage points for critique. 相似文献

The city of Landskrona in the South of Sweden has never fully recovered from a phase of heavy deindustrialization during the 1970s and 1980s. After years of socially inspired plans and projects, the local authorities have now decided to shift gear and tackle problems of criminality, unemployment and social exclusion through a renovation and eviction plan of the inner city. The basic thought behind the plan is to radically alter the social fabric of the inner city through major alterations of the housing market. The Crossroads Centre/East plan proposes that the municipal authorities, together with five real estate companies, form a new company to renovate houses, convert rental apartments to condominiums, demolish and rebuild. One hundred million Swedish kronor are invested in the company – 95 million will come from municipal funds. The proposal in the City Council, led by the Liberal Party, was supported by 49 out of 51 Councillors, including the Social Democrats and the extreme right‐wing Sweden Democrats. The aim is not hidden: welfare recipients should be actively steered away from the city centre and make place for a (imaginary) wealthy middle class. The overall objective of the company is ‘to improve both the physical and socio‐economic status in Landskrona's central and eastern parts’. To understand this urban renewal proposal, we would like to present Landskrona as an example of a watershed in Swedish housing politics that forces us to consider: (1) the nature of gentrification processes in Scandinavia – from gentle to brutal; (2) the shift in viewing affordable housing as a problem, rather than a solution; and (3) the possible introduction of “renoviction” in Sweden. 相似文献

Since the 1980s, the urban restructuration process has had important effects on cities. One of these is the transformation of urban residential space, which includes processes such as urban renewal and gentrification. The aim of this paper is to briefly examine three urban residential transformation processes in Turkey. Two of these are examples of gentrification of two different neighbourhoods in Istanbul, and the third is an example of urban renewal in a neighbourhood in Ankara. The transformation processes in each of these examples have different structures. Related to the characteristics of the processes, their impacts on the cities are different. These differences are evaluated with respect to their impact on the social and spatial structure in these neighbourhoods. 相似文献

In the past decade, the Chinese state seems to have moved away from its previously dominant urban development characterized by dispossession and displacement. It now appears less unscrupulous in exploiting rent gaps and seemingly attaches greater importance to extra-growth goals in urban development such as de-commodification, use value creation and equality. This article examines two such state-led interventions: micro-regeneration practices that renovate dilapidated neighbourhoods while avoiding displacement en masse and initiatives to minimize education-based gentrification. Using examples from Nanjing, the article shows how both were limited and partial. Although local governments were enthusiastic about micro-regeneration, their practices largely depended on public subsidies. Efforts to counter education-led gentrification, on the other hand, were undermined by a lack of political will to unsettle vested power structures and contradictory policies. Housing struggles are key to disrupting gentrification capital flows and dispossessions. Based on life histories, key informant interviews, and six years of engaged ethnography with slum activists in the Philippine capital, this paper explicates political geographies of insurgent housing practices, including community barricades and housing occupations, and marks a history of militant subaltern struggles for the right to the city. I contend that these highly-organised insurgent practices disrupt real estate capital pathways and nurture political subjectification where emancipatory spaces and socialities of care can be founded. Moreover, I intervene in the lack of attendance to the co-constitution of barricades and occupations to less visible forms of insurgent housing practices. As these are emplaced to other subaltern times and spaces, political knowledges and subjectivities developed against forced evictions and demolitions enhance anti-gentrification struggles. In tracing this militant urban history, I mark the incremental advance of subaltern housing struggles in a Southern economy highly reliant on real estate capital investments. 相似文献

Long before embarking on the academic life of a geographer, I made films about cities. In the following essay, I reflect on a series of my short films, shot in the magical aesthetic of super8 film, which meditate on themes that continue to preoccupy and interest many urban geographers, in particular, the dialectic between social life and the built landscape of contemporary urban space. A central argument suggested by these cinematic excursions is that the margins of urban space share an immediate homology with the margins of the social self and that experiencing difference in spatial life is a political and social good analogous to regular encounter with difference in the lives of strangers. Such experiences of difference, these films suggest, are under threat in the neoliberal city in which gentrification, privatisation, labour deregulation and urban policing increasingly homogenise and politically neutralise the social landscape. ABSTRACT This paper analyses the ambiguities of post-Apartheid public cultural policies in South Africa by focusing on the case of the Red Location Museum and Cultural precinct (RLMCP), a multisectoral project for socio-economic development, based on tourism, art, culture, heritagisation and urban regeneration, implemented in Red Location, one of the oldest townships of Port Elizabeth. In the post-Apartheid period, cultural policies have been employed as catch-all policies that could lead to urban renewal, desegregation and development. The case of the RLMCP drives home how efforts to use art and culture as leverages to transform townships into the core of the creative city and into the prototype of a new form of neighbourhood led to exclusionary representations and patterns; moreover, it is an example of how cultural policies enforce gentrification dynamics at the local level, in the name of restructuring urban governance and rescaling the city to the global dimension. 相似文献

This article engages recent debates over gentrification and urban displacement in the global South. While researchers increasingly suggest that gentrification is becoming widespread in “Southern” cities, others argue that such analyses overlook important differences in empirical context and privilege EuroAmerican theoretical frameworks. To respond to this debate, in this article, we outline the concept of higienização (hygienisation), arguing that it captures important contextual factors missed by gentrification. Hygienisation is a Brazilian term that describes a particular form of urban displacement, and is directly informed by legacies of colonialism, racial and class stigma, informality, and state violence. Our objective is to show how “Southern” concepts like hygienisation help urban researchers gain better insight into processes of urban displacement, while also responding to recent calls to decentre and provincialise urban theory. 相似文献

Abstract: The “mobility turn” claims that conceding analytical priority to the study of mobility is the best way to overcome methodological approaches based on fixed and stable categories argued to be unviable in a world that is increasingly mobile. In this paper I argue that the mobility approach, far from reaching this goal, in fact reifies the cleavage between mobility and immobility, relegating immobility to a passive, undertheorized position, and collapsing the complex workings of power, thus foreclosing a dialectical understanding of the contradictory albeit co‐produced processes of mobilization and immobilization. Drawing on an ethnographic analysis of the impacts of changing patterns of accumulation of the tourist industry on the urban space of Palma (Majorca, Spain), I suggest a relational approach attentive to the dialectics of mobility and stability, continuity and change. 相似文献

This study investigates the relationship between arts-themed development and the strategies used by neighborhood stakeholders, including artists and other marginalized populations, to maintain their place in gentrifying arts and cultural districts. Using a case study of a state-sanctioned Arts & Entertainment District in Baltimore, MD (U.S.A.), I find that the organizations that are ‘thoughtful’ in their development actively seek to maintain the production of arts and the residency of artists in the neighborhood into perpetuity. At the same time, the influx of arts-themed development helps raise property values and spurs re-colonization of the neighborhood’s large industrial buildings, making it difficult for artists to find legal, affordable live/work spaces in the district. As illegal DIY artists’ spaces are increasingly scrutinized by city inspectors, artists and other marginalized populations lose territory in the district and feel that they are being used for capital interests. This paper evaluates arts-themed development and public–private partnerships as a strategy for maintaining artists in revitalizing neighborhoods and considers the possibilities for a more inclusive arts district through political and community engagement. 相似文献

Independent creative subcultures, in their various hybrids of music, theatre, art, and new and old media, are the primordial soup of cultural evolution. They have the capacity for a highly definitive influence on their participants – catalysing the transition from consumer to producer for instance – often conferring much broader cultural and social benefit. Creative subcultures make continuing, well-documented, contributions to established city cultures for relatively low outlay. Indie creative activities in particular do not make much money and they do not cost much to set-up. They tend to cluster in areas characterised by low rents and non-residential uses such as retail and industrial areas, but as third wave gentrification reaches into the dark pockets of many cities, cheap rental properties are becoming scarce. This article uses time-series maps of inner Melbourne to show a pattern of tighter and tighter clustering of indie cultural activities as alternative spaces disappear. It looks at where they are going and why, considers the implications of this pattern for the ‘creative city’, and suggests some policy initiatives to help maintain and nurture independent creative scenes. As Melbourne’s live music scene is particularly vulnerable to displacement from increasingly dense and contested inner-urban space, the article focuses on interventions relating to music venues. 相似文献

In Detroit, pockets of gentrification can be found amid larger processes of neighbourhood decline. Emerging gentrification is rapidly shifting the city’s dominant narrative from one of urban failure, to a comeback city. Both these interpretations, however, are problematic. In Detroit, race is central to understanding these narratives and the different meanings of gentrification. In this paper, I draw on in-depth interviews with key visionaries and community leaders, all of whom share a broad concern for social justice. Two narratives that both challenge the dominant perspectives on Detroit become clear. The first sees gentrification is a necessary evil whose negative effects need to be carefully managed. The second is the perspective from many African American activists that gentrification is part of a continuum of racial discrimination. An analysis of these narratives helps to expose injustices, propose socially-just solutions and politicise gentrification and its consequences, key elements of critical urban planning. 相似文献

This paper examines health differences between two distinct samples within an African American skeletal population by investigating variation in osteoarthritis (OA) patterns, the presence of enthesopathies, fractures and cause of death. Surveys and statistical treatments tested the hypothesis that two samples within a population that have different socioeconomic contexts will present associated differences in health. Binomial statistics were used to examine differences in OA patterns and prevalence within and between groups, and according to age and sex. These data were paired with information on the presence of enthesopathies at select muscle attachment and insertion sites to add another dimension to the assessment of mechanical strain. Finally causes of death, when available, were recorded to compare leading causes within and between samples, as well as with the larger population. Data reveal significant differences in the prevalence of OA between groups. Significant differences also presented when comparing the prevalence of unilateral and bilateral affect. Although a number of differences in health status observed can be attributed to age, relationships between the presence of OA and enthesopathies in a portion of the sample indicates that degenerative change and hypertrophy in the samples reflect both systemic and non‐systemic change. The presence and pattern of fractures and causes of death are also suggestive of differences in social context between the two samples. Copyright © 2010 John Wiley & Sons, Ltd. 相似文献

The article exposes attacks on infrastructures of social reproduction as a prime gentrification strategy, but also as an effective focal point for community resistance. We exemplify this through the conflict over Ancoats Dispensary, a Victorian hospital at the heart of one of the UK's most deprived communities in East Manchester, which faced demolition following the 2000 New Islington Regeneration Plan. Using ethnographic and archival data we show how 200 years of community struggles for healthcare became catalytic for establishing Ancoats’ working class identity and how Ancoats Dispensary became the spatial/material and symbolic infrastructure for community continuity. The building's socially embedded history became key for articulating anti‐gentrification struggles as its planned demolition was seen as a symbolic demolition of the community itself. Local citizens formed the Ancoats Dispensary Trust and utilised tactics from historical struggles and entrepreneurial strategies to envision an alternative future in the defence of social reproduction infrastructures. 相似文献
