Doing Justice to Bodies? Reflections on Food Justice,Race, and Biology

Abstract: The food justice concept takes disproportionate prevalence of obesity and type 2 diabetes among people of color as evidence of injustice. Yet several measurements of obesity are based on norms derived from white bodies, which can also be a source of injustice. Part of the conceptual problem lies with reticence to discuss questions of material bodily difference as it relates to race given the legacy of racial science. Noting the distinction between racialism and racism, this article explores ways to think about biological difference in raced bodies, without reducing it to genetics. It draws on insights from Foucauldian notions of race and the new science of epigenetics to suggest that biological difference is more an effect of racism than a cause. Several pathways to obesity exist that have less to do with current day food access or genetic inheritance than with differential exposures that are somatized epigenetically.     

Justice Unbound? Globalization,States and the Transformation of the Social Bond

Conventional accounts of justice suppose the presence of a stable political society, stable identities, and a Westphalian cartography of clear lines of authority–usually a state–where justice can be realized. They also assume a stable social bond. But what if, in an age of globalization, the territorial boundaries of politics unbundle and a stable social bond deteriorates? Can there be justice in a world where that bond is constantly being disrupted or transformed by globalization? This article thus argues that we need to think about the relationship between globalization, governance and justice. It does so in three stages: first, it explains how, under conditions of globalization, assumptions made about the social bond are changing; second, it demonstrates how strains on the social bond within states give rise to a search for newer forms of global political theory and organization, and the emergence of new global (non-state actors) which contest with states over the policy agendas emanating from globalization; and third, despite the new forms of activity identified in the second stage, the article concludes that the prospects for a satisfactory synthesis of a liberal economic theory of globalization, a normative political theory of the global public domain, and a new social bond are remote.     

Does Econometric Methodology Matter? An Analysis of Public Policy Using Spatial Econometric Techniques

A popular approach to examining the effects of public policy has been to rely on a spatial data sample of border counties as in Holmes (1998)—border counties from a sample of states that are used in conjunction with least‐squares estimation techniques in an attempt to isolate the policy impact while controlling for spatial dependence that often arises from latent or unobserved variables. This technique is in the spirit of control‐group methodologies from the laboratory sciences. This paper contrasts border‐county estimation results from Holmes' (1998) approach and those from a related methodology set forth in Holcombe and Lacombe (2003), with estimates from a spatial autoregressive model explicitly accounting for within‐state and between‐state public policy effects. As an illustration, the paper examines the effects of Aid to Families with Dependent Children (AFDC) and Food Stamp payments on female‐headed households and female labor force participation using the three different methods.     

Whose Heritage? The Problem of Shobdon Arches

Abstract

The parish church of St John the Evangelist at Shobdon (Herefordshire) was built by Oliver de Merlimond around 1130, and represents the earliest appearance of the Herefordshire School of sculpture; one of the most important and dramatic schools of sculpture in 12th-century England. In 1752 the Romanesque building was pulled down and replaced with a new church in the fashionable Gothick style associated with Horace Walpole's Strawberry Hill, and the richly carved doorways and chancel arch of the old church were salvaged and incorporated into a striking folly on a nearby hill. Over the last 250 years the actions of weather and vandals have taken their toll on the folly, so that some sculpture is lost and much of it is practically unreadable. As a romantic ruin, however, it grows ever more attractive. In this paper I will introduce some of the issues involved in conserving this conflicted structure.     

What Determines Homeland Security Spending? An Econometric Analysis of the Homeland Security Grant Program

The distribution of State Homeland Security Grants has been characterized as pork barrel spending, where political considerations and not terrorism risk are determining the allocation each state receives. Using revealed preference analysis, we test this claim. From 2004 to 2006, measures of terrorism risk are found to be positive determinants of funding while measures of political influence and party affiliation of elected officials show no positive relationship with grant funding. These results are not compatible with the assertion that funding is distributed due to political factors.     

The Problem of the Epoch? Labour and Housing, 1918-51

As one of the salient political issues in twentieth-centuryBritain, housing helped define the differences between the mainpolitical parties but also gave rise to tensions and conflictingapproaches within them. This article traces some of these tensionsand anomalies as they manifested themselves in Labour's housingpolicies between the first and second world wars. While withinthe Labour movement there was a common acceptance of the needfor expanded public housing provision, the ways in which thisneed was to be met were the subject of considerable dissension.In the early inter-war period, Labour's housing policies werestrongly influenced by the building unions' notions of industrialself-government, ranging from guild socialism and the BuildingGuild to the corporatist inflexions of the Wheatley HousingAct of 1924. In the short term, there was little evidence ofthe marriage of industrial innovation, modernist aesthetics,and socialist politics that characterized responses to the housingproblem in other parts of Europe. However, by the time of theSecond World War the ascendancy of a professional modernizingdiscourse within the Labour Party, along with the emergenceof a younger generation of left-wing architects and planners,led to the marginalization of the building unions within Labour'spolicy-making apparatus. Increasingly restive at the developmentof Labour’s housing policy, union leaders continued toarticulate notions of economic citizenship rooted in guild socialism.These were largely disregarded, and have remained so in theliteratures both on housing policy and the Labour Party itself. ^* Kevin.morgan{at}manchester.ac.uk. An Analysis of the Literary Structure of the Zand ī Wahman Yasn

In this article it is maintained that the extant Zand ī Wahman Yasn is a work which was composed to be recited orally. In it mythological and historical material familiar to both storyteller and audience is woven into an integral text whose purpose is to interpret contemporary events. An analysis of each chapter shows how various rhetorical devices belonging to every level of language are used to underscore the contents and give cohesion to the text. These devices include alliteration and assonance, grammatical parallelism, and clusters of synonyms. Different types of dialogues and monologues are discussed and comparisons are made with other extant texts with apocalyptic themes.     

An Analysis of the Concept of a “Natural Infection Focus”

A review of the terminology used by various Soviet authors to designate different ranks of natural-infection areas in which zoonoses, diseases communicable from animals to man under natural conditions, may arise. A system of taxonomic units is proposed both for natural-infection areas and the morphological parts of such areas. An attempt is made to relate the hierarchy of natural-infection areas to the hierarchy of natural territorial complexes, ranging from a natural zone, for example, the steppe, to a landscape facies, for example, a hollow in a floodplain.

An unusual cluster of meningiomas?

Three cases of meningioma are described from a single site in Hertfordshire yielding a total of 83 male and 84 female burials. The lesions were present in the parietal and frontal bones, and were bilateral in one case. All presented as a defect in the inner table of the skull and were supplied by a large aberrant artery; in two instances the lesion had eroded completely through the skull but no hyperostosis was present. The unusually high prevalence of this tumour is discussed in the light of other palaeopathological findings. © 1998 John Wiley & Sons, Ltd.     

An Analysis of “Economic Relief” in the Study of Industrial Nodes

The demographic potential and the demographic energy concepts developed by John Q. Stewart, the astronomer, are applied to an analysis of urban interaction in two industrial nodes in the oil-rich Tatar ASSR—the Bugul'ma-Al'met'yevsk node and the Nizhnekamsk node. The isolines of the demographic potential are mapped and compared with other isoline maps of the area showing the density of industrial enterprises (numbers per unit area), population density of urbanized areas, and the density of industrial fixed assets (value per unit area).

An Analysis of the “Little China” Ideology of Chosŏn Korea

The Chosŏn dynasty founded by Yi Seong-gye was closely involved in the tributary system of the Ming dynasty. Chosŏn Korea called itself “Little China” due to the following two policies: mohwa (admiring China) and sadae (serving the greater). Chosŏn Korea traced its origin back to the dongyi (Eastern Barbarians) and claimed itself the only nation that had transformed itself from “Yi” (barbarian) to “Hwa” (Chinese) in the Chinese world system. References to the sage Kija (Jizi) in moral, historical, and political writings indicated the beginning of this transformation and thus the worship of Kija was consistently implemented. The ritual and cultural systems in Chosŏn Korea imitated those of China. The policy of admiring China, Confucian thought, and the worship of Confucius comprised a significant part of the “Little China” ideology. After the Ming-Qing transition, Chosŏn Korea did not acknowledge the legitimacy of the Qing dynasty and considered itself the only and true China.     

Consistent and Transparent? The Problem of Longitudinal Poverty Records

The World Bank and leading donors have emphasized the importance of evidence‐based policy making in addressing entrenched poverty. Adoption of Poverty Reduction Strategy Papers has also required establishing and updating poverty baselines, typically through Living Standards Measurement Surveys. Although the conceptual basis of these surveys has been questioned, little attention has been paid to whether frequent revisions to the longitudinal record have undermined their value. This article argues that changes to the poverty record have been sufficiently frequent and often sufficiently large to compromise the creation of a sound longitudinal poverty record. The lack of transparency also weakens national debate and ownership and undermines the construction of evidence‐based policy.
