ABSTRACT

The vulnerability index and capacity spectrum-based methods used to assess the expected physical damage in dwellings are revisited, and their main advantages and shortcomings are analyzed and discussed. Then, a vulnerability index-based method is used to assess the expected damage in the oldest district of Barcelona, Spain. The risk analysis is performed for earthquake scenarios defined by macroseismic intensities of V, V-VI, VI, VI-VII, and VII to design seismic emergency plans. According to the Spanish Seismic Code, the basic peak ground acceleration for a 475-year return period is 0.04 g, which corresponds to an intensity of VI. Thus, the expected physical damage is quantified and its impact on population and other quantities, such as debris and economic cost, are studied. In spite of the low-to-moderate seismic hazard in Barcelona, the results show that the risk is high, due to the high exposure and vulnerability of the built environment.  相似文献

Cet article présente les caractéristiques et l'évolution de la propriété foncière, du marché foncier et des systèmes de production agricoles en Lombardie orientale au 19e siècle. L'auteur analyse les impacts sur l'exploitation de la terre de la substitution des propriétaires fonciers nobles par des bourgeois; des maladies du ver à soie et des vignobles, de l'arrivée des grains américains moins chers; de l'utilisation d'engrais chimiques et d'équipements modernes. Il montre que si la petite propriété représente toujours près d'un tiers du total et que la magnanerie et la viticulture diminuent, il est relevé une croissance des cultures céréalières et fourragères et des dépenses consacrées aux innovations technologiques. Il signale la rationalisation des cultures, l'amélioration des rendements et de la qualité des récoltes ainsi que des revenus non déclarés pour éviter les impôts et explique pourquoi les investisseurs préfèrent les petits aratori comportant des mûriers et des vignobles. Enfin, il donne à voir que l'organisation des exploitations reste liée au degré de risque pris par le propriétaire (la rente fixe garantie par le bail à ferme payé en argent ou une gestion directe de la propriété) et aux cultures (la présence des vignobles et de la magnanerie favorisant les sharecropping contracts).  相似文献

ABSTRACT

Slender masonry structures such as towers, minarets, chimneys, and Pagoda temples can be characterized by their distinguished architectural characteristics, age of construction, and original function, but their comparable geometric and structural ratios yield to the definition of an autonomous structural type. These structures constitute a part of the architectural and cultural heritage. Their protection against earthquakes is of great importance. This concern arises from the strong damage or complete loss suffered by these structures during past earthquakes. Seismic vulnerability assessment is an issue of most importance at present time and is a concept widely used in works related to the protection of buildings. However, there is few research works carried out on developing the seismic vulnerability assessment tools for such structures.

This article presents a new method for assessing the seismic vulnerability of slender masonry structures based on vulnerability index evaluation method. The calculated vulnerability index can then be used to estimate structural damage after a specified intensity of a seismic event. Here, 12 parameters are defined to evaluate the vulnerability index for slender masonry structures. Implementation of this methodology is carried out in different types of slender masonry structures to develop vulnerability curves for these structure types.  相似文献

通过问卷调查和半结构式访谈获取数据,基于社会-生态系统多体制视角,对农户系统体制及状态进行辨识,并构建农户对干旱的脆弱性指数对其进行评价;采用多元logistic模型识别农户系统体制转换影响因素,并从客观动因、主观动因和决定动因三方面,探讨农户系统体制转换的影响机制。研究表明:①研究区农户系统体制从传统农业体制,向新型农业体制和非农型体制转换。农户由于自身转化力不同,转换结果存在差异。②自然环境和社会经济发展驱动系统体制发生转换,农户期望(教育支出和家庭责任)决定转换方向,农户转变生计方式的能力(行为认知、劳动力比重和社会网络)决定转换程度,在其作用下,农户体制和状态出现差异并最终导致脆弱性分异。  相似文献

Catastrophic disasters may cause irreversible damage to cultural heritage. This study identified the risk to cultural heritage sites in Taiwan posed by large-scale debris flow disasters. The cultural heritage sites that may be affected by debris flows were identified through risk identification and by using GIS. Subsequently, an on-site field survey was conducted to confirm the cultural heritage sites that are potentially vulnerable to debris flow disasters. The research findings are as follows: (a) the top three cultural heritage sites that are most affected by debris flows are municipal, county, and city monuments, historical buildings, and historical sites; (b) the number of cultural heritage sites affected is related to environmental exploitation; (c) the cultural heritage sites at high risk of being affected by disasters were primarily located in Taitung and Chiayi Counties.  相似文献

This paper addresses how capital can refashion landscapes and patterns of risk and vulnerability. Drawing on the emblematic case of the conversion of Thailand’s Cobra Swamp into Suvarnabhumi International Airport we argue that there is a fundamental clash between the internal logic of capital accumulation and the ecology of water that occurs in places in which land is under water for much of the year. Counterintuitively investment in public infrastructure such as airports targets locations that are exposed to flood risks. While the literature on capital fixes tends to treat “land” writ large, this paper adds a dimension that has been overlooked in the theoretical work, by highlighting the significance of the ecology of the land in which such fixes occur as a means of understanding patterns of investment, land use change and vulnerability. Our analysis draws on three separate but related concepts of capital “fixes”—spatial, technological and high/low road fixes. We argue the importance of recognising the specific ecological characteristics of land that capital “fixes”. This perspective has global significance in providing critical insight into the ways in which capital creates and accommodates the kinds of vulnerabilities and risks associated with climate change.  相似文献

In recent years, an apparent increase in the frequency and severity of floods in the UK has led to growing concerns about societal exposure and vulnerability to flooding, particularly in the context of climate change, floodplain development and changing insurance practices. Despite the important link between assessments of exposure to flooding (hazard assessments) and issues of societal vulnerability, this link has rarely been explored in detail and has often been reflected in policy terms by a highly technocratic approach to flood risk management. Indeed, more comprehensive studies have usually favoured rigid and deterministic definitions of vulnerability, in keeping with the wider technocratic paradigm pervading management institutions. In an attempt to redress the balance, this paper considers the role of hazard assessment and issues of societal vulnerability as mutually informative debates and advocates a movement away from the technocratic ideals currently favoured in the UK.  相似文献

ABSTRACT

The big earthquake of August 24, 2016 and subsequent major shocks severely damaged many historic villages in Central Italy and dramatically showed the intrinsic vulnerability of the diffused architectural heritage. The St. Agostino church is one of the collapsed historical buildings, being inside the epicentre village of Amatrice. During the long seismic earthquake swarm, progressively the church was damaged and monitored. This multidisciplinary study of the damage of the church includes correlations of all the data derived from three steps geomatics surveys (3D aerial and terrestrial models): the archival drawings and images documenting previous events distressing the building, the previous strengthening intervention, and finally the seismic site response analysis (from Amatrice’s accelerometric station). Through a back analysis carried out by a finite elements model, it was possible to understand the seismic vulnerability of this historical building, in relation to the previous interventions and damage events. The proposed methodology, based on the interdisciplinary data analysis, provides useful information for the next strengthening projects of damaged historical monument.  相似文献

The negative impacts of climate change for the ski industry have been well documented. However, research has largely focused on key ski markets in North America and Continental Europe. The study presented in this paper addresses climate change perceptions and responses in the more marginal ski destination of Scotland. Using a qualitative, interpretivist methodology, this paper contributes through a local-scale, single-site study of a ski area where technical adaptations are not utilised and which therefore relies on business responses to climate change. Findings suggest that while local weather is perceived to be a large and unmanageable risk to the industry, and a downward trend is identified in terms of snow reliability, these risks are not perceived to be connected to the wider anthropogenic climate change discourse. Waiting for knowledge to increase before taking adaptive action appears to be the most popular business strategy; however, autonomous adaptation is taking place in the form of business diversification, which mitigates against risks including, but not limited to, climate change. This paper concludes that experiences and perceptions of climate change will be highly localised and as a result so too will adaptive behaviours. Marginal ski destinations such as Scotland will be facing a range of non-climatic impacts which will contribute to their contextual vulnerability to climate change and capacity to adapt.  相似文献

ABSTRACT

Seismic risk depends on three factors: seismic hazard, exposure of assets and communities, and vulnerability—physical and social. Whereas hazard and exposure are harder to act upon, vulnerability can be significantly reduced, if properly characterized for each asset, population, or society in general. This article assesses the social vulnerability and resilience level of the city of Nablus, an important urban center in Palestine. The region, considerably exposed to seismic hazard, features, from the in-built view point, very recent or very old historical buildings, without seismic design provisions. On the socio-economic side, the well-known political conflicts and societal challenges are key vulnerability factors. The method employed was based on Social Vulnerability Indicators (SoVI) extracted from census data, integrated with the more recent SCORECARD approach, which was applied to the urban community of Nablus. The goal was both to obtain an overall vulnerability score for the city and to characterize internal differences among its main areas, connected to its historical urban expansion and patterns. The results show that both physical and social vulnerability can be related and that the city development patterns can mirror the relative social vulnerability.  相似文献

ABSTRACT

This article describes a specifically developed framework to produce a seismic physical vulnerability model of residential buildings in Nablus (Palestine) within the European project SASPARM2.0. Based on the structural taxonomy of the territory, two different forms were defined to collect geometrical and structural data of buildings by different stakeholders (citizens and practitioners). This data was then employed to produce fragility curves using the mechanics-based procedure SP-BELA. To estimate seismic risk, the developed fragility model was combined with a hazard curve for the corresponding location. The described procedure is implemented in a WebGIS platform that allows to georeference and assess the surveyed buildings and define retrofitting strategies. Finally, the article carries out a comparison between the fragility curves of buildings in Nablus and the ones calculated for similar building typologies within a UNDP Jordan project aiming at the integrated risk assessment in Wadi Musa and surroundings.  相似文献

ABSTRACT

Masonry churches represent the major part of the Italian architectural heritage. Recent earthquakes stressed the high vulnerability of these constructions, provoking heavy structural damage and valuable losses. Different approaches have been developed to assess seismic vulnerability of churches. In particular, the complexity related to more detailed models has induced to define simplified methods, which can be used at territorial scale for a preliminary assessment of structural capabilities of homogeneous assets aiming at providing possible post-earthquake damage scenarios and suggesting general interventions strategies. Therefore, the vulnerability assessment of churches is carried out by subdividing the buildings into separate macro-elements, accounting for different possible collapse mechanisms. In this article, a simplified procedure (M.I.T. 2011) has been applied with reference to churches located in Caserta District, particularly those of the Alife-Caiazzo Diocese, by using the MaChro form compilation, previously developed by the authors. The aim of the study is the application of the above procedure in order to verify the possibility to suggest suitable strategies of intervention for structural retrofitting and seismic risk reduction of the churches located in the area under investigation.  相似文献

In recent years, aridity and drought have become crucial issues at the global scale because of their environmental and socio‐economic implications. On the one hand, aridity causes a reduction in the biological and economic productivity of terrestrial ecosystems, and represents a serious threat to ecological, biogeochemical, and hydrological processes. On the other hand, human use (and abuse) of vulnerable dry land ecosystems may lead to unsustainable land management. Based on these considerations, this paper analyses the recent land cover changes observed in Latium (Italy) during the exceptionally dry period 2000–2007. More than 50% of the area investigated was classified as dry in 2004–2007 compared with 0% in 2000–2003. Moreover, climatic aridity impacted differently on semi‐natural, agricultural, and built‐up land. These findings illustrate a possible scenario for suburban Mediterranean regions: increasing aridity (mainly due to rising temperatures) mainly impacting on peri‐urban land.  相似文献

This article presents a methodology for the seismic vulnerability assessment of current buildings, suitable for the study of historical centers at the regional scale. The applicability is demonstrated with reference to four case studies: the historical center of the city of Foggia (Italy) and three other small towns of this province, for a total of 4519 housing units. Field data were collected by several teams of technicians by means of a survey form, provided in electronic format. The subsequent data processing and drawing of vulnerability maps was performed using geographical information system (GIS) technology. The collected data were used also for the validation of the algorithm, by comparing the results with those of the methodology used by the Gruppo Nazionale per la Difesa dai Terremoti (GNDT [Italian National Group for Defense Against Earthquakes]), which is widely adopted in Italy. The results of the research study and the application showed some critical points, related to the poor nature of the information collected and to the reliability of the final results. These issues are analyzed and discussed, proposing a strategy for improving the methodology.  相似文献

The article discusses the thinking of Mario Einaudi in relation to the ambitious measures with which the Italian government sought to move towards land reform in the immediate post–war period. Einaudi, an intellectual and academic, was by birth Italian but moved to the United States during the Fascist period. Like his father Luigi, the noted economist, he was convinced of the need to stimulate the free market in land in order to increase productivity and modernise cultivation methods; in his writings he repeatedly sought to develop a plan of action that would facilitate collaboration between Rome and Washington in this field, identifying the Tennessee Valley Authority approach as especially suited to the Italian case. However, while his ideas achieved a good public airing, they had a limited impact: on the political front, Cold War priorities pushed Italian and US Marshall Plan experts more towards the redistribution of landownership than towards stimulating the productivity of agricultural businesses, in the attempt to rapidly build a consensus behind the government; and on the cultural front, at the end of the 1950s the issue of backwardness in the rural South started to be interpreted in terms of cultural and social anthropology, an approach which did not directly relate to the development of political programmes.  相似文献

The main objective of this work is to assess the vulnerability and seismic risk of typical existing modernist unreinforced masonry (URM) modernist buildings and aggregates situated in the Eixample district of Barcelona, part of the architectural heritage of the city. The context of the analysis is the methodology proposed by the Risk-UE project. The buildings are characterized by their capacity spectrum and the earthquake demand is defined by the 5% damped elastic response spectrum, considering deterministic and probabilistic earthquake scenarios. A discussion addresses the basis of the seismic damage states probabilities and the calculated damage index. An important research effort has been focused on the buildings modeling. All the architectural elements and their mechanical properties have been studied and evaluated accurately. It has been evidenced that a detailed and complete knowledge of all the structural elements existing in this type of buildings influence directly their behavior and hence the calculations and the results. The analysis of the isolated buildings and of the aggregate building has been performed for both mentioned seismic scenarios. Finally, a complete discussion of the results is included.  相似文献

ABSTRACT

The vulnerability assessment of the building stock in a given territorial area, such as a city or an entire country, is a key prerequisite for evaluating risk, not only because of the potential physical consequences resulting from the occurrence of an event, but also because it is one of the few aspects in which engineering research can intervene. In fact, the rigorous vulnerability assessment of existing buildings followed by the implementation of appropriate retrofitting solutions can help to substantially reduce the levels of physical damage and economic impact of future events. Particularly regarding the seismic vulnerability assessment of historical centers, the amount of knowledge that has been accumulated over the past decades, together with the broad damage data obtained from post-earthquake damage surveys, provides a singular opportunity to develop and calibrate innovative large-scale seismic vulnerability assessment approaches, which can be used to outline and support risk mitigation and management strategies. This article addresses this issue by discussing the use of a large-scale seismic vulnerability assessment methodology for masonry façade walls as a tool for evaluating the potential benefit resulting from the application of different seismic retrofitting strategies, both considering their contribution to reduce post-event urban losses and accessibility.  相似文献

A key challenge for contemporary democratic societies is how to respond to disasters in ways that foster just and sustainable outcomes that build resilience, respect human rights, and foster economic, social, and cultural well‐being in reasonable timeframes and at reasonable costs. In many places experiencing rapid environmental change, indigenous people continue to exercise some level of self‐governance and autonomy, but they also face the burden of rapid social change and hostile or ambiguous policy settings. Drawing largely on experience in northern Australia, this paper argues that state policies can compound and contribute to vulnerability of indigenous groups to both natural and policy‐driven disasters in many places. State‐sponsored programmes that fail to respect indigenous rights and fail to acknowledge the relevance of indigenous knowledge to both social and environmental recovery entrench patterns of racialised disadvantage and marginalisation and set in train future vulnerabilities and disasters. The paper advocates an approach to risk assessment, preparation, and recovery that prioritises partnerships based on recognition, respect, and explicit commitment to justice. The alternatives are to continue prioritising short‐term expediencies and opportunistic pursuit of integration, or subverting indigenous rights and the knowledge systems that underpin them. This paper argues such alternatives are not only unethical, but also ineffective.  相似文献
