The 7 February 2009 bushfires in the peri‐urban region to the north of metropolitan Melbourne heralded what many have called an entirely new epoch in terms of weather‐related disasters in Australia. A total of 173 people and 2000 properties were destroyed and, as with the 1939 fires in Victoria, a Royal Commission was subsequently instituted to inquire into the causes and responses to the fire. The Royal Commission has heard much evidence about alleged failings of fire response, communication and administration. It also considered land use planning issues and the associated regulatory framework. Using the Shire of Murrindindi as a case study, this paper argues that the location of population growth, and associated regulatory failure, are contributory, yet under‐researched, factors associated with life and property losses. The adoption of more robust planning tools which incorporate climate change considerations, we argue, is essential to anticipate and minimise the impacts of disastrous natural events such as bushfires. In the latter part of the paper, attention is drawn to a recent Victorian Civil and Administrative Tribunal decision which is groundbreaking in its use of the precautionary principle to prevent dwelling construction in an ‘inappropriate’ location as well as to some major inconsistencies between planning for flood and bushfire threats. 相似文献

This paper presents findings from a gendered analysis of resident responses to the 2009 Black Saturday bushfires (wildfires) in Victoria, Australia. One hundred and seventy‐three people lost their lives in the bushfires and more than 2000 houses were destroyed. Previous research on Black Saturday has largely focused on issues of resident preparedness and response, with limited consideration of the role of gender in household decisions and actions. This paper examines the gendered dimensions of risk awareness, preparedness and response among households affected by the bushfires. Data were collected through in‐depth interviews with over 600 survivors and a questionnaire of 1314 households in fire‐affected areas. Analysis revealed that women more often wanted to leave than men, who more often wanted to stay and defend property against the bushfires. Nevertheless, findings suggest that broad‐brush characterisations of staying to defend as a masculine response and leaving as a feminine response are misguided. Although some women expressed a strong desire to leave, others were resolute on staying to defend. Equally, while some men were determined to stay and defend, others had never considered it an option. Despite this, the research identified numerous instances where disagreement had arisen as a result of differing intentions. Conflict most often stemmed from men's reluctance to leave, and was most apparent where households had not adequately planned or discussed their intended responses. The paper concludes by considering the degree to which the findings are consistent with other research on gender and bushfire, and the implications for bushfire safety policy and practice. 相似文献

This research, conducted in the Blue Mountains, New South Wales, Australia, explores attachment to the home in the context of bushfire risk. The paper builds on existing research that has focused both on the home and on emplaced and mobile methods therein and seeks to understand the range of human and non‐human attachments. We situate our examination of attachment in the context of a bushfire‐prone suburban area to consider whether attachments to home may be influenced by an external risk. We use a mix of verbal, visual, and sensory methods (walking and image‐led interviews) to examine both verbal and sensorial articulations in place and in the home. We report on a stepwise analysis of place attachments, home, and bushfire risk. First and while interviewing, we moved with the participants inside and outside of their homes to understand how attachment to those sites was constructed and maintained. Second, we considered those encounters as assemblages of attachments to place. Finally, we studied those assemblages of home‐bound attachments in the context of the risk of bushfire in proximate suburbs. 相似文献

The accounts of explorers and colonists in the Kimberley region of Western Australia were searched to find records of landscape burning by Aborigines. Analyses of these records provide estimates of the spatial and temporal patterns of fire across the region in historic times. The seasonality of fire varied across the region. In northern parts of the Kimberley landscape fire was recorded from May to October with peak levels in June and September. In southern parts of the region there are records of burning as early as February and March, through to August but no records of fire were made in late dry season months. Modern fire regimes were compared with historic by superimposing the routes taken by five explorers over a modern fire history map derived from satellite imagery. Tallies of the number of modern fires that intersect the explorer's daily and monthly route were compared with actual observations of fire made by the explorers in historic times. The results indicate an increase in early dry season fires and the overall frequency of fires across the region in modern times. Explorers' accounts were also examined to derive further information regarding Aboriginal landscape burning in different environments and to distinguish landscape burning from other uses of fire such as smoke signals and cooking fires. 相似文献

Unprecedented bushfire activity is increasing around the world. A catastrophic bushfire event in the Australian summer of 2019–2020 burned over 18 million hectares. The Australian bushfires were just one set of events among many across the globe. Cumulatively, the losses are extraordinary: from losing over a quarter of the Pantanal wetland in South America to California’s Sierra Nevada and losses in the Amazon Forest. Bushfire destruction means a concomitant loss of biological diversity. Increased fire activity and frequency can adversely affect adaptive capacities of flora and fauna. Accordingly, across the globe, fire management practices and mitigation strategies are under increased scrutiny. In this article, we consider the extent to which one fire suppression strategy, prescribed burning, takes account of non-human considerations. Our examination of policy settings provides policymakers with a way to account for non-human interests. Our focus is Australia, specifically relating to one national park within New South Wales. Across the world, fire containment strategies must be reassessed to decipher how well non-human considerations are placed to withstand changing fire regimes. With likely increases in bush and wildfire activity across the globe, associated with Anthropocentric climate change, there is an urgent need to account for non-human interests in prescribed burning policies and regulations. 相似文献

ISSN 0311–5518.The South African allanicytidiid mitrate carpoid Placocystella africana (Reed) is recorded for the first time from Australasia having been collected from a Lochkovian bed of the Humevale Formation at Mooroolbark in eastern Melbourne. The Southern Hemisphere Allanicytidiidae incorporating five monospecific genera in Brazil, South Africa, Tasmania, Victoria and New Zealand is now known to have a species in common between South Africa and Victoria. The previously suggested synonymy of these five is revised to accept Placocystella, Tasmanicytidium, Allanicytidium and Australocystis (but not Notocarpos) as synonymous so that the family contains Placocystella with four species and monospecific Notocarpos. This paper constructs a reduction sequence model for north Australian points from the eastern Victoria River region, and identifies a single continuum linking unifacial and bifacial point forms, with some divergence from this single reduction trajectory dependent upon artefact size. Chronological changes in reduction intensity between 5,000BP and the present are found to coincide with typological variation in points as well as changing emphasis on the extendibility of point reduction. It is suggested that changes in the extendibility of point reduction can be linked to intensified ENSO‐driven climatic variability in the late Holocene that likely increased economic risk and warranted a substantial technological response, including the use of retouched toolkits with potential for longer use‐lives. 相似文献

The distribution of foraminiferids within Aptian-Albian marine deposits of the Laura, Carpentaria, Eromanga, and Surat Basins in Queensland is described. The foraminiferal distribution patterns are largely a reflection of environmental differences which existed within the basins. Among the benthonic foraminiferids, two major faunal associations are recognized: the Ammobaculites association reflecting hyposaline, cool, shallow water conditions; and the Marssonella association indicating normal marine, open continental shelf environments. As the faunal content of these associations is markedly different, separate time-stratigraphic zonations are proposed: the Ammobaculites association is divided into the Textularia cushmani zone (early Aptian), T. cushmani-Bigenerina pitmani zone (late Aptian), B. pitmani zone (late Aptian), B. pitmani-Riyadhella crespinae zone (early Albian), and R. crespinae zone (early-late Albian); the Marssonella association contains the Anomalinoides intermedia zone (early-middle Albian in Queensland), and the A. cenomanica zone (late Albian in Queensland). Planktonic foraminiferids, which occur with both benthonic associations, are used to correlate the benthonic zonal schemes, and are themselves zoned separately: Hedbergella planispira zone (early-middle Albian), H. infracretacea zone (middle-early late Albian), and the H. delrioensis zone (late Albian). International stage correlations are based on certain foraminiferids and associated ammonites. The distribution of foraminiferids in Queensland during the late Early Cretaceous suggests that 1, climate exerted a uniform influence over the region; 2, cool, hyposaline, shallow water conditions prevailed over much of Queensland; 3, open marine shelf conditions (of normal salinity) existed during the Albian in the Laura and northeastern Carpentaria Basins; and 4, during the Albian, at least, there was a northern seaway to the open ocean. 相似文献

ISSN 0311-5518 A number of hyolith fragments (including one operculum), found in Early Devonian marine turbidites at Mt Pleasant, near Alexandra, central Victoria, are described as Costulatotheca schleigeri gen. et sp. nov., the first confirmed record of the order Orthothecida in the Devonian of Australia. Index fossils found at this locality (Uncinatograptus sp. cf. U. thomasi and Nowakia sp. ex gr. N. acuaria) indicate an age of Pragian or earliest Emsian. The taphonomy of rare rafted shelly fossils indicates that flysch deposition occurred in a very-low-energy environment into which there were occasional bursts of high-energy turbidites carrying allochthonous fossils from shallower water. ISSN 0311-5518We report a large plesiosaurian tooth from the freshwater early–middle Aptian (Early Cretaceous) Eumeralla Formation of Victoria, Australia. This, combined with records of smaller plesiosaurian teeth with an alternative morphology, provides evidence for a multitaxic freshwater plesiosaurian assemblage. Dental and body size differences suggest ecological partitioning of sympatric freshwater plesiosaurians analogous to that in modern freshwater odontocete cetaceans. The evolutionarily plastic body plan of Plesiosauria may have facilitated niche differentiation and helped them to exclude ichthyosaurs from freshwater environments during the Mesozoic. Sphenophytes are a common floral element in the Triassic of Gondwana. Most sphenophyte compression fossils have been conventionally assigned to a few, presumably very widespread species of Neocalamites based on vegetative features of the stems (or pith casts) and the foliage. During recent decades, however, new reports on morphological and anatomical details of some of these fossils have cast doubt on the systematic affinities of many Gondwanan Triassic sphenophytes. Here we describe Neocalamites suberosus (Artabe & Zamuner) nov. comb. et emend. and Schizoneura africana Feistmantel emend. from several Triassic deposits in the central Transantarctic Mountains and Victoria Land, East Antarctica. The material enables a critical reevaluation of morphological and anatomical features that have been historically used to define the two genera, including leaf-base morphology, degree of leaf fusion, stem vasculature and vallecular canals, and features of the nodal diaphragm. The diagnoses of Neocalamites and Schizoneura are emended so that they more accurately reflect recent advances in our understanding of the anatomy and ontogeny of these plants. The Secret of England's Greatness is a portrait by Thomas Jones Barker of Queen Victoria meeting an African envoy and presenting him with a copy of the Bible. Painted around 1863, it has become an icon of British imperialism in this period and of the justification of colonial expansion in terms of the transmission of the values of the Bible. As such, the portrait appears confident and unambiguous: the secret of England's greatness is unravelled and the truth is exposed. This article seeks to disturb the apparent absence of mystery in this painted encounter and to examine what remains concealed in the meeting between the white sovereign and the black emissary. Moving from Barker's painting to William Mulready's The Toyseller, which was completed in the same years and depicts a black pedlar trying to sell a wooden toy to a white mother and child, the article uncovers, within the language of painting and its surrounding discourses, a different kind of disturbing and exhilarating secret, concerned with racial identity and mid-Victorian desire. Working from a reading of the surface of the paintings to related representations of blackness in nineteenth-century science and culture, the article considers how The Toyseller negotiates the proximity of the figures of the black pedlar and the white mother and child and the significance of the compositional gap between them and suggests that Mulready's painting visualizes many of the issues that were at the heart of British imperialism in the middle of the nineteenth century, following the abolition of slavery. 相似文献

A new monotypic genus of cheirurine trilobite, Azyptyx, is described based on the new species A. toongabbiensis from Early Devonian (late Lochkovian) limestones of the Wurutwun Formation near Toongabbie, Victoria. A feature of the genus that is unusual for the subfamily is a continuous basal glabellar furrow (S1) that does not normally meet the occipital furrow medially. 相似文献

An assemblage of hermatypic scleractinian corals occurring landwards of the Pleistocene sandy Inner Barrier system has been referred to the last interglacial period. It comprises at least 20 species, many of which are in growth position, and is accompanied by a substantial association of molluscans. The richness of the assemblage is indicative of good access of oceanic waters at the time of its formation, so the deposit predates barrier emplacement. The coral occurrences are compared with present-day southern ranges of the scleractinian species (all extant), and the implications for climatic and sea-level conditions in the last interglacial are discussed. A sea-level stand of 4–6 m above that at present obtaining (in accord with Marshall & Thom, 1976) and a climatic shift towards a cooler regime equivalent to a minimum of 2° of latitude are concluded. 相似文献

Early Cretaceous polar biotas of Victoria, southeastern Australia—an overview of research to date. Alcheringa 42, 158–230. ISSN 0311-5518.Although Cretaceous fossils (coal excluded) from Victoria, Australia, were first reported in the 1850s, it was not until the 1950s that detailed studies of these fossils were undertaken. Numerous fossil localities have been identified in Victoria since the 1960s, including the Koonwarra Fossil Bed (Strzelecki Group) near Leongatha, the Dinosaur Cove and Eric the Red West sites (Otway Group) at Cape Otway, and the Flat Rocks site (Strzelecki Group) near Cape Paterson. Systematic exploration over the past five decades has resulted in the collection of thousands of fossils representing various plants, invertebrates and vertebrates. Some of the best-preserved and most diverse Hauterivian–Barremian floral assemblages in Australia derive from outcrops of the lower Strzelecki Group in the Gippsland Basin. The slightly younger Koonwarra Fossil Bed (Aptian) is a Konservat-Lagerstätte that also preserves abundant plants, including one of the oldest known flowers. In addition, insects, crustaceans (including the only syncaridans known from Australia between the Triassic and the present), arachnids (including Australia’s only known opilione), the stratigraphically youngest xiphosurans from Australia, bryozoans, unionoid molluscs and a rich assemblage of actinopterygian fish are known from the Koonwarra Fossil Bed. The oldest known—and only Mesozoic—fossil feathers from the Australian continent constitute the only evidence for tetrapods at Koonwarra. By contrast, the Barremian–Aptian-aged deposits at the Flat Rocks site, and the Aptian–Albian-aged strata at the Dinosaur Cove and Eric the Red West sites, are all dominated by tetrapod fossils, with actinopterygians and dipnoans relatively rare. Small ornithopod (=basal neornithischian) dinosaurs are numerically common, known from four partial skeletons and a multitude of isolated bones. Aquatic meiolaniform turtles constitute another prominent faunal element, represented by numerous isolated bones and articulated carapaces and plastrons. More than 50 specimens—mostly lower jaws—evince a high diversity of mammals, including monotremes, a multituberculate and several enigmatic ausktribosphenids. Relatively minor components of these fossil assemblages are diverse theropods (including birds), rare ankylosaurs and ceratopsians, pterosaurs, non-marine plesiosaurs and a lepidosaur. In the older strata of the upper Strzelecki Group, temnospondyl amphibians—the youngest known worldwide—are a conspicuous component of the fauna, whereas crocodylomorphs appear to be present only in up-sequence deposits of the Otway Group. Invertebrates are uncommon, although decapod crustaceans and unionoid bivalves have been described. Collectively, the Early Cretaceous biota of Victoria provides insights into a unique Mesozoic high-latitude palaeoenvironment and elucidates both palaeoclimatic and palaeobiogeographic changes throughout more than 25 million years of geological time. An isolated dentary and costal identified as cf. Pacifichelys and Cheloniidae indet., respectively, are described from the upper Miocene–lower Pliocene Black Rock Sandstone of Beaumaris, Victoria, Australia. These remains represent the first fossil evidence of sea turtles from the Cenozoic of Australia. Neither of the fossils can be referred to living genera, indicating that extinct cheloniids occurred in southeast Australian coastal waters for at least part of the late Neogene. Thus, the taxonomic composition of the current sea turtle fauna of Australia was apparently established within the last five to six million years. 相似文献

Research theorising the rural‐urban fringe has not focussed in detail on the regulatory system managing land‐use conflict, including disputes arising between agricultural enterprises and residential property owners. To explore local forms of regulation the need to identify relevant actors, their interrelationships and the way that they compete to influence decision‐makers is widely recognised in the literature. Moran et al.'s (1996) conceptualisation of ‘real regulation’, with its emphasis on lobbying by social actors and the (re)formulation of legislation, is identified as a theoretical perspective that can help to explain local forms of regulation. The understanding of patterns of regulation on the urban fringe requires a more detailed conceptualisation of non‐legislative forms of policy, and a greater appreciation of the different strategies adopted by farmers to influence government. This paper investigates how urban fringe agricultural industries have attempted to influence decision‐making within the development approval process. Evidence is presented from the Western Port region in the urban fringe of Melbourne, Victoria, where refusal for the construction of broiler sheds by the Administrative Appeals Tribunal has resulted in the chicken meat industry adopting a more scientific siting strategy. It is concluded that, whilst this provides an example of agricultural adaptation and reinforces the importance of adopting a temporal dimension to investigate the land development process, the possibility that government will assess environmental harm differently in the future leaves urban fringe broiler farming in a precarious position. 相似文献
