Climate change constitutes one of the most pressing political problems of our time and has profound implications for global justice. However, despite the recent progress of the international negotiations embodied in the Paris Agreement, most scientists and activists agree that the adopted measures are not adequate or ‘just’ considering the magnitude of the problem. Thus, there is a pressing need for political forerunners that could push the regime towards a more just handling of the problem. The European Union for most of the time has presented itself as a strong advocate for progressive climate action and has been called a climate vanguard or ‘green normative power’. This paper critically assesses the EU's role concerning climate change from a perspective of global political justice, which builds on a tripartite theoretical conception, consisting of ‘non-domination’, ‘impartiality’ and ‘mutual recognition’. It inquires to which conceptions of justice the EU's climate strategy and approach to the international negotiations have corresponded, how and why changes have come about, and whether the EU was able to influence the international regime. The paper finds that while the EU started out from a focus on political measures linked to impartiality, after the failed negotiations in Copenhagen in 2009 it has become more open towards policies and instruments in line with mutual recognition and non-domination. Thus, the emphasis moved away from top-down, legally binding measures, towards voluntary bottom-up procedures, a recognition of difference and diplomatic outreach activities. While this shift was necessary to reinstate the EU's influence and secure the Paris Agreement, it could hamper the quest for robust climate abatement measures and global climate justice.  相似文献

This article examines whether Tim Ingold's concept of the ‘weather-world’ can be applied within discussions of climate in archaeology. Using a case study of eighteenth century Cumbria, the article first looks at the issues arising when environmental models are used to investigate landscape change. It then assesses the insights on landscape, weather and farming that can be gained from two historical diaries. It is recognised that advances in complex ecosystem and agent-based modelling have improved ‘climate change archaeology’, but that there are aspects of people's relationships with the weather and climate that are ill-suited to quantification. The article concludes by arguing that people's qualitative engagements with the weather are integral to how past people viewed and used the landscape.  相似文献

The United States military is treating climate change as a crucial factor in its preparation for future conflicts. This concern manifests not only in strategic planning and forward-looking documents, but also in building infrastructural capacity and material provision. Yet, the impetus to ‘green’ the military goes beyond the deployment of existing technologies. We examine several facets of the military's role as an environmental actor, particularly through its promotion of the US Navy's ‘Great Green Fleet’ (GGF), which actively supports the development of advanced biofuels by subsidizing their development and facilitating wider marketization. The GGF promises to reduce military reliance on conventional fossil fuels and reconfigure its energy sourcing, thus reducing dependence on imported hydrocarbons; this is with an eye towards ultimately severing the logistical relationship between existing energy infrastructures and the spaces of military intervention. Taking an integrated lens of political ecology and geopolitics - ‘geopolitical ecology’ - we seek to provide an understanding of the production of weaponized nature. We demonstrate that the US military's discursive use of climate change to justify the provision of new military hardware and advanced biofuels promotes a vision of resource conflicts to support the development of technologies to overcome the constraints to delivery of fuel to emergent front lines. We argue that while this may appear to be militarized greenwashing, it signals a shift in the logics and practices of fuel sourcing driven by a dystopian vision of climate change, which the US military played a significant role in creating.  相似文献

For proponents of the view that anthropogenic climate change will become a ‘threat multiplier’ for instability in the decades ahead, the Syrian civil war has become a recurring reference point, providing apparently compelling evidence that such conflict effects are already with us. According to this view, human-induced climatic change was a contributory factor in the extreme drought experienced within Syria prior to its civil war; this drought in turn led to large-scale migration; and this migration in turn exacerbated the socio-economic stresses that underpinned Syria's descent into war. This article provides a systematic interrogation of these claims, and finds little merit to them. Amongst other things it shows that there is no clear and reliable evidence that anthropogenic climate change was a factor in Syria's pre-civil war drought; that this drought did not cause anywhere near the scale of migration that is often alleged; and that there exists no solid evidence that drought migration pressures in Syria contributed to civil war onset. The Syria case, the article finds, does not support ‘threat multiplier’ views of the impacts of climate change; to the contrary, we conclude, policymakers, commentators and scholars alike should exercise far greater caution when drawing such linkages or when securitising climate change.  相似文献

Abstract

This article gives insights into an inter- and transdisciplinary research approach designed to enhance the planning of climate change adaptation responses at urban-regional level. What makes interdisciplinary approaches to adaptation action unique is its ability to unravel the complexity of climate change and the interwoven processes it entails. It is the planning aspect here that makes stakeholder involvement crucial. Hence in contemporary climate change research the science-policy interface takes centre stage, generating response capacity and exchanging ‘usable’ information with decision-makers within the framework of a transdisciplinary approach. Climate action plans and climate adaptation strategies, for example, have the potential to unite sectors and levels of decision-making around an integrated planning approach. This article discusses the challenges and constraints of the inter- and transdisciplinary research approach developed for a Metropolitan Region of Santiago de Chile (MRS).  相似文献

Pride in Australia's extreme climate has long been a part of Australia's national identity. Today, climate continues to be enrolled in a range of nationalistic projects, including the (re)development of climate science and other responses to climate change. In this paper, we outline some of the contours of the ‘Australian national climate’, claims to know it, and four idealised responses to it: bounce back, dismissal, endurance, and migration. We argue that the deeply cultural framing of climate in Australia—in particular, Australians' emphasis on the climate's inherent variability and unknowability, and their own historical adaptability—is being exploited by the federal government and hampering climate change mitigation nationally.  相似文献

Despite a series of claims from Bernie Sanders (2015), Barack Obama (2015), and others arguing that climate change, radicalisation, and terrorism are connected by complex causal relationships, there is very little academic examination of the politics of these claims. Building on DeLanda’s (2006) account of assemblages and social complexity, this paper conceptualises climate change-terrorism-radicalisation relationships as a ‘climate terrorism assemblage’. A ‘climate terrorism assemblage’ is a complex, emergent ‘whole’ formed from a heterogeneous range of interacting geopolitical components (e.g. climatic factors, migration, think tanks and academic publications, and a discourse of ‘climate security’). Specifically, a climate terrorism assemblage is characterised by ‘strategic territorialisations’: context-specific, multi-scalar points at which political claims of causal links between climate change, terrorism, and radicalisation are crystallised. Strategic territorialisations are produced in two, interrelated contexts. First, using the case study of the Syrian Conflict, a climate terrorism assemblage reveals an intricate, contested politics of ‘drawing lines’ which link climate change, terrorism, and radicalisation. Secondly, the paper argues that, at the points at which causal links are constructed between climate change, terrorism and radicalisation, a climate terrorism assemblage territorialises around intersectional subject formations, in particular a young masculine subject vulnerable to potential radicalisation and terrorism. Overall, the paper concludes that a climate terrorism assemblage provides a productive analytic frame to investigate the contested power relations of climate change-radicalisation-terrorism connections.  相似文献

Over the course of the past century, the idea of nature in the city has become increasingly intricate, evolving from being viewed as a refuge separate from the city to being understood as an essential component of dynamic urban systems. As such, attempts are currently being made to ‘re-nature’ cities to support local and global ecosystems, increase human well-being and address environmental issues such as climate change. While the literature has examined changing assumptions about society–nature relationships in planning, a dearth of knowledge exists relating to the changing conceptualization of nature’s relationship with the ‘city’ and how this has influenced how urban planning with respect to ‘nature’ has evolved in both theory ‘and’ practice. In this paper, we address this lacuna by tracing the history of the entwined relationship between nature and city planning. The conceptual framework developed from this review is subsequently employed as an analytical lens through which to investigate an illustrative case study of planning for nature in Dublin City, Ireland. The paper concludes by reflecting on how exploring the natures of planning provides scope for greater critical attention to what we do as planners when we seek to address the challenge of safeguarding nature through policy.  相似文献

This paper reflects on two decades' scholarship in geography on cultural economy, assessing strides made against some of the expectations of early proponents. Cultural economy continues to be a polysemic term. In some quarters, it refers to a type of economic geography into which matters of ‘culture’ are absorbed. This work frequently focuses on the empirics of the so‐called ‘cultural and creative industries’. Others see cultural economic research as an opportunity to move beyond the epistemological constraints of ‘culture’ and ‘economy’, questioning their status as foundational categories. This latter approach has been used in a broader set of empirical projects encompassing technology, knowledge, and society. Contrasting threads of cultural economic research have helpfully moved geographical scholarship beyond paradigmatic limitations, but jostle somewhat uncomfortably within existing (and increasingly specialised) disciplinary and subdisciplinary fields. The risk is that by questioning the categorical underpinnings of much specialised research, cultural economy struggles to ‘belong’ in the increasingly coded and compartmentalised university setting. I conclude with a discussion of future prospects. Some measure of vitality could be achieved through incorporation of a cultural economy perspective into the pressing issues of climate change, human sustenance, and urban infrastructure planning. These are issues for which the polysemy of cultural economy could prove constructive, transcending technocentric market ‘fixes’ and bland assumptions about how best to ‘green’ our cities – promoting instead ethnographic interrogations of how humans access, use, exchange, and value financial and material resources as moral and social beings.  相似文献

The governance of Antarctica has re-emerged as a geopolitical issue in the past decade due to the increased presence of China, India and Russia; the continent's importance in understanding global climate change; and its economic potential as a source of marine, genetic and mineral resources. This article examines the challenges for the Antarctic Treaty System (ATS) in this context and the consequences for Australia's foreign policy in its dual role as both a territorial claimant and supporter of ATS norms of cooperative science and environmental protection. The central argument is that Antarctic ‘bifocalism’ is under pressure as increased commercial activity and problematic jurisdictional interfaces with other regimes create difficult regulatory challenges for the ATS and encourage assertions of sovereignty that cannot be resolved within the existing regime. Consequently, the author argues that it is vitally important for Australia to preserve the legitimacy of the ATS through a policy framework of ‘strategic denial’ that aims to prevent all states from acquiring sovereignty over Antarctic territory. Australia should therefore reject recent proposals to securitise Antarctic policy or pursue World Heritage listing because they involve assertions of sovereignty that risk fracturing the ATS and thus compromise Australia's enduring interest in keeping Antarctica as ‘a continent of international cooperation and peace’.  相似文献

Situated within the political ecology of hazard, this article is an extended case study of the devastating 2003 wildfires in and around Kelowna, British Columbia (also known as the Okanagan Mountain Park Fire). This article reveals how compliance (or lack thereof) with fire mitigation strategies recommended by provincial, regional, and municipal agencies is complicated by differing social constructions of what constitutes ecologically sustainable forest management and community safety. Three perspectives emerge regarding the urban forests: “nature as hazard”—a volatile force to be controlled; “nature as instrumentally valuable”—a contribution to the character of one's surroundings and subsequent sense of place; and “nature as intrinsically valuable”—a distinct entity to be preserved and protected for its own sake. The article also examines how experiences of disaster influence community perceptions and result in a greater willingness to engage in fire mitigation strategies due to perceptions of heightened vulnerability. Forestry and fire mitigation agencies need to determine multiple courses of action among the varied and valid range of residents’ nature perspectives. The role of human agency in disaster mitigation must be examined, particularly as the risk of fire at the wildland‐urban interface continues to be exacerbated by encroaching human settlements and climate change.  相似文献

Temperate rainforest is restricted to a globally rare set of climatic conditions. Scotland has among the best remaining examples of intact temperate rainforest in Europe, characterised ecologically by a unique assemblage of epiphytic bryophytes and lichens. Given climatic control on rainforest distribution and ecology, climate change is a probable risk to Scotland’s rainforest. This study investigated climate change impacts for 20 target sites, classified based on (i) bioclimatic conditions, and (ii) epiphytic diversity, into contrasting rainforest and more continental (non-rainforest) examples. Space-for-time matching identified climate analogues within the European conservation forest network, which at present have a climate similar to that expected of the target sites during the 2080s (WorldClim datasets). The results show that 2080s analogues for sites in more continental north-eastern Scotland occur in Wales and southern England. However, Scottish rainforest sites were their own ‘best analogues’ through to the 2080s, despite the fact that their climate is projected to change significantly; they had no suitable future analogue within Europe’s conservation forest network. These contrasting regional patterns highlight the need for a flexible approach to species conservation during climate change, including a strategy to cope with ecological uncertainty in Scotland’s zone of oceanic rainforest.  相似文献

This paper seeks to conceptualize and explore the changing relationships between planning action and practice and the dynamics of place. It argues that planning practice is grappling with new treatments of place, based on dynamic, relational constructs, rather than the Euclidean, deterministic, and one‐dimensional treatments inherited from the ‘scientific’ approaches of the 1960s and early 1970s. But such emerging planning practices remain poorly served by planning theory which has so far failed to produce sufficiently robust and sophisticated conceptual treatments of place in today's globalizing’ world. In this paper we attempt to draw on a wide range of recent advances in social theory to begin constructing such a treatment. The paper has four parts. First, we criticize the legacy of object‐oriented, Euclidean concepts of planning theory and practice, and their reliance on ‘containered’ views of space and time. Second, we construct a relational understanding of time, space and cities by drawing together four strands of recent social theory. These are: relational theories of urban time‐space, dynamic conceptualizations of ‘multiplex’ places and cities, the ‘new’ urban and regional socio‐economics, and emerging theories of social agency and institutional ordering. In the third section, we apply such perspectives to three worlds of planning practice: land use regulation, policy frameworks and development plans, and the development of ‘customized spaces’ in urban ‘regeneration’. Finally, by way of conclusion, we suggest some pointers for practising planning in a relational way.  相似文献

This article reviews and assesses the outcome of the 21st Conference of the Parties (COP‐21) to the United Nations Framework Convention on Climate Change (UNFCCC), held in Paris in December 2015. It argues that the Paris Agreement breaks new ground in international climate policy, by acknowledging the primacy of domestic politics in climate change and allowing countries to set their own level of ambition for climate change mitigation. It creates a framework for making voluntary pledges that can be compared and reviewed internationally, in the hope that global ambition can be increased through a process of ‘naming and shaming’. By sidestepping distributional conflicts, the Paris Agreement manages to remove one of the biggest barriers to international climate cooperation. It recognizes that none of the major powers can be forced into drastic emissions cuts. However, instead of leaving mitigation efforts to an entirely bottom‐up logic, it embeds country pledges in an international system of climate accountability and a ‘ratchet mechanism’, thus offering the chance of more durable international cooperation. At the same time, it is far from clear whether the treaty can actually deliver on the urgent need to de‐carbonize the global economy. The past record of climate policies suggests that governments have a tendency to express lofty aspirations but avoid tough decisions. For the Paris Agreement to make a difference, the new logic of ‘pledge and review’ will need to mobilize international and domestic pressure and generate political momentum behind more substantial climate policies worldwide. It matters, therefore, whether the Paris Agreement's new approach can be made to work.  相似文献

The 7 February 2009 bushfires in the peri‐urban region to the north of metropolitan Melbourne heralded what many have called an entirely new epoch in terms of weather‐related disasters in Australia. A total of 173 people and 2000 properties were destroyed and, as with the 1939 fires in Victoria, a Royal Commission was subsequently instituted to inquire into the causes and responses to the fire. The Royal Commission has heard much evidence about alleged failings of fire response, communication and administration. It also considered land use planning issues and the associated regulatory framework. Using the Shire of Murrindindi as a case study, this paper argues that the location of population growth, and associated regulatory failure, are contributory, yet under‐researched, factors associated with life and property losses. The adoption of more robust planning tools which incorporate climate change considerations, we argue, is essential to anticipate and minimise the impacts of disastrous natural events such as bushfires. In the latter part of the paper, attention is drawn to a recent Victorian Civil and Administrative Tribunal decision which is groundbreaking in its use of the precautionary principle to prevent dwelling construction in an ‘inappropriate’ location as well as to some major inconsistencies between planning for flood and bushfire threats.  相似文献

This article presents the local gender contract of a smallholder irrigation farming community in Sibou, Kenya. Women's role in subsistence farming in Africa has mostly been analyzed through the lens of gender division of labor. In addition to this, we used the concept of ‘local gender contract’ to analyze cultural and material preconditions shaping gender-specific tasks in agricultural production, and consequently, men's and women's different strategies for adapting to climate variability. We show that the introduction of cash crops, as a trigger for negotiating women's and men's roles in the agricultural production, results in a process of gender contract renegotiation, and that families engaged in cash cropping are in the process of shifting from a ‘local resource contract’ to a ‘household income contract.’ Based on our analysis, we argue that a transformation of the local gender contract will have a direct impact on the community's adaptive capacity climate variability. It is, therefore, important to take the negotiation of local gender contracts into account in assessments of farming communities' adaptive capacity.  相似文献

Today, spatial planning is expected to deliver climate adaptation and to manage, merge and balance various societal interests and priorities. To what extent proactive shaping of change is enabled by spatial planning practice is less explored. This paper illustrates how the ideals and ambitions of climate adaptation are manifested in waterfront spatial planning via a case study of Norrköping, Sweden. Based on interviews with spatial planners and politicians responsible for strategic urban development planning, our study identifies a divergence in ambitions, approaches and positions. In local development plans, the position taken has less to do with climate risk severity than with an area's perceived political and economic attractiveness. When perceived attractiveness is low, precautionary climate adaptation serves as a pretext not to develop, whereas high perceived attractiveness leads to negotiated pragmatism allowing continued waterfront exploitation. We also identify a fragmentation in spatial planning, with weak interplay between municipal comprehensive planning and local development plans, resulting in ad hoc, case-by-case planning. Furthermore, different planning actors are organizationally compartmentalized, creating unfortunate intra-sectoral silos. We conclude that the integrative, proactive and reflexive potentials of spatial planning to deliver climate adaptation have yet to be realized.  相似文献

This article contends that rumour—the circulation of unverified information —is an important form of political communication which deserves more attention from political scientists. To illustrate this claim a study is made of the part played by rumour in the ‘destabilisation’ of Malcolm Fraser's position as leader of the Liberal Party in August to October 1981. Health is a natural subject of rumour, and rumours about Mr. Fraser's health were used as the basis for speculation about a possible leadership challenge by Mr. Andrew Peacock. The collective character of parliamentary party politics, the artificial nature of media ‘facts’ and the predominance of certain types of news value in the media all encourage such rumours to flourish. The rumours had the effect of destabilising Mr. Fraser's position by creating and then enlarging a climate of uncertainty and anxiety within the Liberal Party and the electorate. Mr. Peacock was thereby enabled to test the strength of his potential support without being obliged to risk an open challenge. The author concludes that the most apt model of rumour to this case is that of ‘milling’, on the analogy of a ‘milling crowd’.  相似文献

Within the field of children's geographies several calls have been made to develop ‘teenagers’ geographies’ as a complementary field of research and practice. It has been stated that teenagers remain ‘invisible’ or ‘marginalised’ in public debates as well as in research and practice, even within childhood studies and children's geographies. Further explorations in teenagers’ geographies could contribute to the research on ‘diverse childhoods’. This article explores the spatial worlds of teenagers (approximately 12–16 years) in Flanders (Belgium), a region characterised by a dense network of smaller cities and ‘urban sprawl’. Based on street interviews and observations in a small city several mental maps and patterns of teenagers’ use of public space were identified. Starting from a case study in the city of Mechelen, this article suggests how these perspectives can be integrated into urban planning by identifying and tying together relevant planning layers, thus creating a more closely knit ‘teenage space network’. As you gaze upon this scholar, who first delved into the cyclical dynamics of tribes and civilizations, you are not just looking at history — you are looking at a mirror reflecting our modern world. Khaldun's pioneering insights into tribal cohesion (asabiyyah) and its impact on societal rise and fall are not relics of the past; they are prophetic echoes reverberating in today's global landscape. In an increasingly interconnected yet paradoxically fragmented world, the concept of ‘tribalism’ is making a surprising comeback. No longer confined to anthropology textbooks or remote communities, tribalism resurfaces in our political dialogues, social affiliations, and even international relations. But this is not your grandfather's tribalism; it is ‘re-tribalization’, a modern reimagining of ancient affiliations and loyalties shaping nations and rewriting global equations. In this issue, the first of a two-part article by Ahmed et al., ‘Re-tribalization in the 21st century’, peels back the layers of this complex phenomenon. It challenges the conventional wisdom that pits ‘tribalism’ against ‘civilization’, revealing instead a dynamic interplay that influences everything from state governance to globalization. Whether it is the UK Brexit vote, the rise of ethnonationalism in various countries or the enduring conflicts in the Middle East, the fingerprints of tribalism — and its modern avatar, re-tribalization — are unmistakably present. As we navigate the complexities of a world that is both a ‘global village’ and a patchwork of evolving tribal identities, the concept of re-tribalization serves as an analytical lens. This resurgence of tribal affiliations is a complex adaptation to the challenges and opportunities of a globalized world. The ancient codes of tribalism are being reinterpreted in the context of modern geopolitics and digital communication. While the old and the new may seem to be in tension, they are part of a complex dynamic that requires scrutiny. The ancient and the modern coexist in a world as fraught with conflict as it is ripe for cooperation. FOOTBALL AND CLIMATE CHANGE On the dwindling sands of Ariyallur Beach in the coastal hamlet of Ottummal, Malabar, India, children passionately kick a football around, savouring the shrinking space that remains for their cherished sport. Their laughter and shouts echo against a backdrop of rising tides and eroding shores, a poignant reminder of the impermanence of their playground. In this issue, Muhammed Haneefa delves into the heart of this coastal community to explore how the relentless rise in sea levels is not just a geographical alteration but a transformation of a way of life. He uncovers the erosion of subaerial beaches — once the lifeblood of the community's social and cultural fabric — and its devastating impact on leisure activities, most notably the deeply ingrained pastime of football. Haneefa also scrutinizes the local government's ‘managed retreat’ strategy, a well-intentioned but complex proposal that involves relocating these vulnerable communities away from their endangered coastal homes. While the plan may offer a temporary respite from the encroaching waters, it fails to account for the fisherfolk's profound emotional and cultural ties to their land and traditions. This article serves as a lens through which we can view climate change from the ground up. While satellite images and climatological data may provide a bird's-eye view of the planet's changing face, it is through the worm's-eye view of anthropologists and ethnographers like Haneefa that we truly understand the human cost. Here, climate change is not just a statistic or a future projection; it is a lived reality that is reshaping communities, altering identities and challenging the very essence of cultural heritage.  相似文献
