Over the years, there has been a spirited debate over the impact of the welfare expansion associated with the War on Poverty. Many analysts have maintained that public assistance expansion during this period decreased poverty by raising the incomes of the poor (an income enhancement effect), while others have contended that welfare expansion increased poverty by discouraging the poor from working (a work disincentive effect). There has been considerable empirical research about the historical effect of welfare on poverty, nearly all of which relies on the poverty rate (i.e., the percentage of persons with income less than the “poverty threshold”) as an indicator of the extent of poverty. However, this work has not employed designs that allow researchers to sort out distinct income enhancement and work disincentive effects. We develop a model of poverty rates in the American states that permits estimation of these distinct effects—based on state‐level time‐series data observed annually for the years 1960–90—and we find that welfare had both effects during our period of analysis. We also calculate the net impact of increases in welfare benefits on the poverty rate—taking into account both work disincentive and income enhancement effects. Our results indicate that this net impact is dependent on three variables: the initial level of cash benefits, wage levels for unskilled workers, and the share of the benefit increase provided through cash rather than in‐kind assistance. Because of historical trends in these variables, since the 1970s welfare spending has become increasingly less effective in reducing the poverty rate. However, the significance of this result for policymakers must be tempered by evidence that flaws in the poverty rate as an indicator of poverty make it so that any finding about the net effect of an increase in welfare benefits on the poverty rate underestimates welfare's ability to lessen the true extent of poverty.  相似文献

Trends in poverty, working through changing roles of women in income generation, have been advanced as one explanation of changing fertility in Bangladesh. This paper examines women's work patterns in two rural villages in northern Bangladesh and finds little evidence of increasing workforce participation, despite high contraceptive use rates. Observation of women's work patterns suggests that purdah, the practice of female seclusion, influences and conditions women's decisions regarding roles they assume, and remains a dominant influence in women's lives, showing little evidence of responsiveness to poverty.  相似文献

Recent studies on urban poverty in Canadian cities suggest a growing spatial concentration of poor populations within metropolitan regions. This article assesses trends in the intra‐urban distribution of the poor population from 1986 to 2006 in eight of Canada's largest cities. We consider five well‐known dimensions of segregation, as identified by Massey and Denton (1988) , in order to examine changes in the spatial distribution of poor populations within metropolitan areas: evenness, exposure, concentration, clustering, and centralization. These indices were calculated for low‐income populations at the census tract level using data from five Canadian censuses. Although each metropolitan area has distinctive characteristics, we were able to identify some general trends. The results suggest that, in 2006 compared to 1986, low‐income populations lived in more spatially concentrated areas, which were, at the same time, socioeconomically more homogeneous and more dispersed throughout the metropolitan area. In addition, we observed that over the last twenty years areas of poverty have been located, for the most part, in neighbourhoods adjacent to downtown cores. Nevertheless, we found that poverty has mostly increased in suburban areas located outside inner‐city neighbourhoods. Growing socioeconomic homogeneity and dispersion of low income areas in metropolitan areas reveal new spatial patterns of urban poverty distribution. These findings should be cause for concern as social isolation in the most disadvantaged neighbourhoods could affect the life chances and opportunities for the residents of those areas.  相似文献

The geographic determinants of social and economic opportunity have received much scholarly attention. A missing link in this body of research is an emphasis on the range of factors influencing low‐income households’ exposure to neighborhood poverty over time. This paper examines the dynamics of exposure to neighborhood poverty for Moving to Opportunity (MTO) program participants. Our paper is unique in its emphasis on the role of vehicle access as it shapes exposure to neighborhood poverty. We find that vehicle access is an important factor shaping residential spells and transitions to low‐poverty neighborhoods over time. We also find that the combined influence of a geographically‐targeted residential mobility requirement and vehicle access substantially elevates a household's likelihood of accessing and staying in a low‐poverty neighborhood. These findings suggest that residential mobility programs and similar efforts to spatially deconcentrate poverty should pay particular attention to the transportation needs of low‐income households.  相似文献

This article examines the definition of poverty and the evidential base for the claims that the region of the Middle East and North Africa (MENA) has historically low levels of poverty and relatively good levels of income distribution. It argues that the dominant trend in the literature on poverty in the global south in general, and in MENA in particular, has a neo‐classical bias. Amongst other things, that bias fails to understand that poverty does not emerge because of exclusion but because of poor people's ‘differential incorporation’ into economic and political processes. It also raises the question: if the MENA has indeed had relatively low levels of poverty and good income distribution, does this complicate the issue of autocracy and the western drive to remove political ‘backwardness’ in the region? In particular, the characterization of autocracy and the west's attempt to promote political liberalization is likely to impact adversely on the social contract that autocratic rulers have enforced regarding the delivery of basic services.  相似文献

This article seeks to advance existing research on conditional cash transfers (CCTs) by centring the analysis of their long‐term impact on the reproduction of poverty and exclusion. To date, most analyses and assessments of CCTs’ long‐term impact have been based on simulations focused on specific parameters such as income changes and educational attainment. This study takes as its starting point the assumption that any efforts to break the cycle of chronic poverty and exclusion must address their underlying structures and processes. To that end, it presents a social mobility analysis of Uruguay's Asignaciones Familiares and its impact on residential segregation, educational segmentation and labour market segmentation. Based on empirical data from qualitative interviews, household surveys and existing research studies, the programme is found to insufficiently address these asymmetric processes. Without accompanying structural reforms, this limitation will significantly constrain the programme's capacities to promote beneficiaries’ social mobility by breaking the intergenerational transmission of poverty.  相似文献

Peter Singer's message in One World: The Ethics of Globalisation is that we must now consider the whole of the world and all of its peoples our home. The penultimate chapter ‘One Community’ argues that there are no good reasons why those individuals who have the means should not donate to organisations that address the problems of global poverty relief. This, however, is not an adequate ethic; it does not provide the foundation we need in order to construct a sustainably just world order. Singer's recommendations may well lead to the construction of a world in which there is a significant reduction in the level of global poverty. However, Singer's route to poverty reduction is via charity, not justice. Global justice is not the same as individualist practical ethics, even if the latter is applied on a global scale. Singer's concerns for long-term global poverty relief will be better served by an agenda that promotes global institutional change, rather than one that is limited to hoping against donation fatigue among the world's affluent.  相似文献

Senuma Kayô (1875–1915) was Japan's first woman translator from Russian. She is now remembered mainly for her translations from Chekhov. This paper examines one of Kayô's early works, Mazushiki shôjo (A Poor Girl, 1904), translated from Dostoevsky's Poor Folk, which was one of the first Japanese translations of a work by Dostoevsky to be made directly from the Russian original. Kayô chose to translate only a part of Dostoevsky's work, focusing on the memoir of the character Varvara, in which her first love and its tragic end are recounted. While the central theme of Dostoevsky's work is poverty and its impact on human relationships, in Kayô's translation the central theme is Varvara's misfortune in love. In this emphasis Kayô found a “girl's story” in Dostoevsky's novel, and Mazushiki shôjo foreshadowed a new wave of Japanese girls' literature, which attracted many new female readers. Kayô's translation style is examined to see how it contributed to the development of a style appropriate to girls' story writing.  相似文献

Thomas Hardy's Jude the Obscure (1895) makes ironically secular use of the imagery of the New Jerusalem and of unregenerate Babylon in the Book of Revelation. His purchase on the text is mediated both by Bunyan's Pilgrims Progress, a childhood favourite, and hymns such as ‘Jerusalem the Golden’ translated from Bernard of Cluny's De Contemptu Mundi. Avoiding the traditions of anti-Catholic interpretation, and of explicitly political readings which identify Babylon and the mysterious ‘number of the beast’ with particular historical adversaries and tyrants, Hardy uses the biblical text sardonically to demonstrate the inadequacy of escapist dreams and institutional religion and to explore problems of poverty and ambition complicated by sexuality and its cynical exploitation.  相似文献

Under the socialist regime that prevailed until the start of the 1990s, Mongolia made great progress in improving human development indicators, and poverty was virtually unknown. Political and economic transition in the 1990s ushered in a rapid rise in asset and income inequality, and at least a third of the population has been living in poverty since 1995. Many workers made redundant from uneconomic state‐owned enterprises were absorbed into the extensive livestock sector in rural areas and by the growing informal economy in urban areas. The livestock sector grew dramatically, with herders accounting for over a third of the total population and half of the active labour force by the late 1990s. Three consecutive years of drought and harsh winters in 1999–2002 then drastically reduced the national herd. These trends are viewed against a backdrop of relative neglect of the livestock sector in development priorities and a concomitant decline in agricultural productivity. Pressures on common pasture have mounted, and conflict over grazing is becoming endemic. In such a context, sustainable management of Mongolia's pastoral commons should be central to the country's economic development agenda in general, and to its poverty reduction strategy in particular. This article draws on the findings of a country‐wide participatory poverty assessment conducted in 2000. Blending quantitative and qualitative data, these findings help to bring into sharper relief the broad outlines of an integrated approach to building secure and sustainable livelihoods both on and off the pastoral commons.  相似文献

Why has Piketty's Capital become a publishing sensation? Not for revolutionary findings; its message that western societies have experienced increases in inequality of income and wealth over the long term is hardly new. Of the several reasons discussed in this article, attention is paid in particular to the book's timing and its claim to reveal the laws of income and wealth distribution in western societies. Had the book been published before 2008 it would have been much less successful. Piketty's revelation of the big trends and their underlying logic helps to objectify, legitimize and offer a kind of catharsis for surging middle‐class anxieties during the Great Recession. These anxieties have been further intensified by evidence that over 90 per cent of the increase in disposable income in the United States has accrued to the top 1 per cent of the population in the past several years, and a not much lower percentage to the top 1 per cent in Britain. In the conclusion it is argued that if Piketty's forecasts are even remotely accurate, capitalism will lose its core claim to legitimacy.  相似文献

A Vietnamese geographer examines factors leading to the persistence of poverty in the coastal regions of Vietnam, against the backdrop of the country's overall recent success in poverty amelioration. After reviewing the spatial pattern of poverty for Vietnam as a whole, based on current government statistics, the author contrasts the situation in the country's interior relative to coastal locations, based on a detailed survey of over 200 households in Khanhhoa Province, located in south-central Vietnam. The changing labor market conditions in East Asia are discussed briefly in light of continued poverty reduction in the country. Even in the current economic situation, in developed countries, rhetoric about cutting "poverty" is misleadingly outmoded—because it implicitly suggests that government income transfers can be the vehicle for achieving substantial reductions in poverty. Almost all Americans already live far above subsistence poverty: most because of their earnings, and the rest because of government transfer programs. This decline in material poverty is obscured by weaknesses in how the official U.S. poverty measure counts income. What is now called poverty is really "income inequality." Reducing income inequality is also a vitally important social goal, but it cannot be accomplished through income transfers alone. The authors argue that, although income transfers have a role to play in lessening the impact of material deprivation, real progress in raising incomes will require building the human capital of the economically disadvantaged. This means both increasing the earnings capacity of lower-income workers and reducing the number of female-headed families.  相似文献

Land degradation is the result of the intersection of a complex set of biophysical and socio‐economic factors. The capacity of an individual or community to address land degradation is likewise constrained. While it is quite possible for professionals and learners to grasp the main issues around land degradation from a theoretical perspective, internalising the reality of what it means to be the resource degrader is more difficult. We have developed two active learning methods that aim to address this problem. The first is the African Catchment Game, a role‐playing game based on Graham Chapman's Green Revolution Game, adapted for the southern Africa context and incorporating a land degradation component. In this game participants play out the complex dynamics of rural‐urban‐global linkages against a background of environmental hazards. The second is based on Save the Children Fund's RiskMap computer simulation that models risk in terms of rural livelihoods for different income groups. Ethiopia is used as the example. This paper evaluates the two active learning techniques as tools for exploring the relationships between land degradation and poverty through an evaluation of participants’ experiences. The analysis shows clear potential for developing alternative teaching curricula that are aligned to our theoretical understanding.  相似文献

Two European geographers present the findings of a sizeable survey (n = 7,515) providing a detailed geographical analysis of household incomes and reliance on personal subsidiary garden plots across Kazakhstan. The authors focus on assessing the extent to which Kazakhstan's rising GDP during the post-Soviet period has coincided with an increase in the general population's personal income and ability to secure adequate food supplies for personal consumption. The fine geographical scale of analysis of the survey data (significantly less coarse than oblast-level data) enabled them to identify regions characterized by "trickle-down" income, largely centered on the country's two main urban centers and areas of resource exploitation. The patterns revealed in the paper have relevance to the debate concerning the uneven distribution of benefits from resource exploitation (notably oil and gas) to Kazakhstan's population. In 1058, the Flemish abbey of Saint‐Winnoc stole St Lewinna's relics from a minster in southern England. The community worked to establish her cult in Flanders. Although scholars have focused on the material gain Saint‐Winnoc probably hoped the cult would bring, this article argues that the development of the abbey's communal identity figured more prominently in its motives. The community saw Lewinna primarily as a means to help bolster its bid for independence from its mother house.  相似文献

以街道办事处为研究单元,以居民收入数据为基础,采用FGT指数法和矢量数据符号法,分别从收入等级、收入差距、贫困程度等方面对西安市主城区的收入及贫困空间格局展开研究。结果表明:①1收入等级空间特征为"南高北低,西高东低"、"中心城区,高低交错";②街道办之间平均收入差距不大,街道办内部个人收入差距较大;③贫困地区主要集中在老城衰退区、老工业区、城中村棚户区及近郊城乡交错区;④收入高低、收入差距分别与贫困程度呈现反比和正比关系。本文的研究为政府部门从街道层面制定脱贫对策提供参考。  相似文献

Most of what is known about disabled women's and men's lives is based on research conducted in the global North despite the fact that 80% of the world's one billion disabled people live in countries of the global South. This article addresses this gap in our understanding of disabled people's lives by examining impairment and disability as outcomes of processes of social embodiment that unfold in an unequal global capitalist order. Drawing on 87 interviews conducted with disabled women and men in Guyana, the article illustrates how colonial and neo‐colonial relations of power and processes of development give rise to material conditions of life such as extreme poverty and male violence that contribute to impairment and disability. The article concludes by discussing the article's contributions, challenges in developing southern perspectives on impairment and disability, and the need to address socio‐spatial injustices experienced by disabled people in the global South.  相似文献

In Ghana, strategies to address poverty among rural women have often been linked to women's empowerment programmes with credit as a core component of these. Yet, many programmes focus on the economic benefit to women without necessarily looking at the impact on gender relations at the household level and its implications on women. Using quantitative and qualitative data from the Dangme West district of Ghana, this article shows how poverty reduction programmes with credit components can reduce women's vulnerability to poverty and empower them. But much more needs to be done to complement these efforts. The study shows that women beneficiaries as against women non-beneficiaries have significantly improved their socio-economic status through access to financial and non-financial resources. This has in certain instances improved gender relations at the household level, with women being recognized as earners of income and contributors to household budget. However, some women still regard their spouses as ‘heads’ and require their consent in decisions even in issues that have to do with their own personal lives. Moreover, the improved economic status of women has resulted in a ‘power conflict’, creating confrontation between spouses. The article recommends that, as part of their programmes, assisting organizations and institutions must address ‘power relations’, the basis of gender subordination at the household level, otherwise socio-cultural norms and practices, underpinned by patriarchal structures, will remain ‘cages’ for rural women.  相似文献
