Environmental standards imposed on the Australian paper industry have emerged in response to public concern over the logging of native forests and the ‘greening’ of consumer demand. Such standards play an integral part in the paper industry's restructuring. Neo-classical theorists hypothesised environmental standards as encouraging the relocation of polluting industries to countries with lax regulations. An alternative hypothesis is that environmental standards encourage in-situ restructuring that can positively affect a company's competitiveness. In considering this alternative hypothesis the implications for state and federal policy are briefly considered.  相似文献

This special issue of the Canadian Geographer presents five articles examining the wave of restructuring and the associated changes in the labour process that have swept through Canada's pulp and paper industry in recent years. The allocation of an entire issue to this topic is, we believe, justified by the importance of the industry to the Canadian economy, by the dramatic restructuring that has occurred to it since the early 1980s, and by the centrality of geography to an understanding of these events. During the period covered by these articles, there have been major changes in the location of pulp and paper operations, in their inputs to production, in the organization and technology of production within the mills, in the relations between production units, in the nature of work and employment, in the products produced, and in the markets served.  相似文献

A U.S.-based geographer discusses the effects of foreign direct investment (FDI) in the Polish passenger car industry. The paper illustrates the magnitude of enterprise restructuring and changes in a significant economic sector. Using the case study approach, the author focuses on three of the largest foreign-owned passenger car makers in Poland: Fiat Auto Poland, Daewoo-FSO, and Opel Polska. He then considers FDI in the rest of the Polish automobile industry, noting inter alia Poland's proximity to West European markets and the country's low-cost labor. The case studies, based in part on recent interviews, discuss investment policies, enterprise restructuring, production trends, and effects of FDI in the supplier bases of car makers. Based on a case study of the South Korean automobile industry, this article explores the qualitative shift in employment practices implied by the expansion of contract labour from peripheral services to the main production activities of firms. This new phenomenon involves the greater integration of labour contracting into the production process, together with changes in employment practices and the rights of workers, which poses a challenge to our conventional understanding of labour contracting. The findings of the present study address the importance of investigating the issue of employment relationships and analysing the roles played by workplace actors in order to better understand the process of change in labour contracting and the consequences of increased numbers of non‐standard workers in the workplace. By revealing both the cooperation and the conflicting interests between workplace actors, the study highlights the sources of tension and contradiction associated with changes in labour contracting arrangements and the subsequent restructuring of the workplace.  相似文献

The recent development of new supermarket forms in Australia (Woolworths Metro and Coles Express) provides important insights into the changing geographical forms of grocery retailing and consumption in Australia. Using a multi‐layered approach designed to integrate three overlapping geographical processes relevant to this issue: urban socio‐economic restructuring, shifting spatial arenas of consumption and the corporate geographies of major retailers, the paper identifies the ways that these developments decentre traditionally dominant supermarket discourses. These new supermarket forms are important because they provide a vehicle for the nation’s two pre‐eminent supermarket chains to extend their retail reach, and effect a blurring of taken‐for‐granted retail categories. Although these developments are new and tentative, they presage wider changes in the emerging geographical structures of Australian grocery retailing, and the linkages between urban spaces and modes of consumption.  相似文献

Military industry stands at the confluence of local, national and global processes. This paper examines the restructuring of this peculiar industry in one region, Scotland, from a perspective that takes the geography of production to be a joint, though contradictory, creation. Following the work of Lovering for the UK as a whole, the case of Scotland—often imagined as "militantly proletarian"—allows a specific study of the accumulation strategies of state and capital and the role of organized labor in mediating the spatial fix. Until the early 1990s accumulation was premised on additive "capital widening" strategies. Since then, both "capital narrowing" rationalization strategies and "capital deepening" intensification strategies have been pursued. Through restructuring, the UK military industry attempts to utilize the abstract spaces of the social economy to expediently and opportunistically reconstitute the concrete spaces of production and renegotiate its dependency on the refractory material of proximate living labor. Yet spatial shifts have not uniformly benefited the southern core of the UK military industry. One reason for thecontinuing salience of military industry in Scotland has been the role of a pan-class alliance, "the Scottish lobby," in campaigning against closures and for the allocation of defense contracts. Trade unions have attempted to mediate the contradictions of restructuring by supporting external strategies to retain firm survival in their present localities, even as internally workforce numbers are cut in half and management regimes become more abrasive.  相似文献

This paper focuses on a set of debates surrounding the working of local labour markets in the depressed sugarcane sector of Pernambuco, which faces strong competition from the Centre-South of Brazil. Millowner, planter, labour and union perspectives on current problems in the sugar industry and their solution are reviewed, with particular reference to issues of low productivity, access to land and the potential for diversification out of sugar. Historical antagonisms between (white) landowner classes and (black) labour, and their reworking in recent years, complicated by competing economic rationalities between these groups, make progress towards viable, sustainable socioeconomic improvement difficult. Employer attempts at reconfiguration of the labour market by relocating sites of labour reproduction (thereby breaking old social attachments) while retaining control over labour at sites of production bring continued conflict with the unions.  相似文献

This paper is a prelude to a theme issue in 2003 on Australasian city and regional problems and policies. It considers the impact of economic restructuring on the level of inequality and disadvantage within Australian cities. Evidence is presented that Australian cities have become more unequal over the past two decades and this greater level of inequality has found concrete expression within the built environment. These patterns of inequality are distinct to Australia. It is argued that the Australian Government's reliance on tightly targeted income support policies and market-based solutions to economic disadvantage has contributed greatly to the concentration of low income and vulnerable households within certain sections of Australian cities.  相似文献

This paper examines changes in the commercial cleaning industry in Australasia which are occurring against a backdrop of significant transformation in the mode of labour market regulation in both countries. Specifically, whereas for most of the twentieth century both Aotearoa/New Zealand and Australia had systems of labour market regulation in which the state provided minimum wage and work protections through the interventions of arbitration courts, in the past few years these courts have either been abolished (in the case of New Zealand) or severely restricted in their ambit (in the case of Australia), all as part of a neoliberal effort to introduce “flexibility” into labour markets. The result has been an erosion of wages and a worsening of conditions of employment for cleaners and many other groups of workers. At the same time, this transformation in the architecture of labour market regulation poses significant challenges to unions seeking to represent cleaners and other low‐paid service sector workers.  相似文献

Abstract: The stunning decline of Ford, General Motors and Chrysler over the past decade has rendered the once “Big Three” US automakers a vulnerable “Detroit Three”. In their attempts to return to profitability, the Detroit Three have undertaken a series of “turnarounds” aimed at renewing their competitive edge. Through this corporate restructuring agenda, 250,000 assembly jobs in North America have been lost, upwards of 50 auto plants have been closed, wages and benefits for new hires have been cut substantially and once strong, independent auto unions have been thoroughly overwhelmed. Permanent restructuring, then, represents a crisis strategy on the part of the corporate elite to continually intensify the demands placed on labour in the hopes of creating new conditions for capital accumulation. Working within labour geography, this paper documents the “regional race to the bottom” in the North American auto industry while reminding labour geographers that capitalist restructuring is a powerful constraint on labour agency.  相似文献

Over the past few years a considerable body of research has illuminated the changing geographies of service provision in rural Australia. Mostly, this work has emphasised the quantitative aspects of restructuring, by way of documenting numerical reductions in service delivery points and their implications for local employment and service access. In this paper, an examination of recent restructuring within the dealership system for high‐horsepower tractors underlines that these quantitative changes also intersect with qualitative shifts to the character of service delivery. Interviews with 31 participants in the tractor dealership system of Central‐West New South Wales reveal the recent evolution of a producer‐driven supply chain in which two dominant, multinational, tractor‐machinery companies have sought to exercise tighter control over customer relations through the restructuring of franchise agreements with dealers. There has been a resultant demise of the independent dealership, and its replacement by a system of standardised, company‐affiliated outlets operated by franchise holders. Hence, the spatial restructuring of this industry represents the surface manifestations of corporate strategies in which large economic entities are re‐organising their interests in light of globalised theatres of competition and profit. In this sense, the tractor‐dealership system is emblematic of changes to power and control in rural service provision as the franchise models propagated by large corporate interests increasingly subsume the small‐business sector activities of Australia's rural towns.  相似文献

In remote Australia there is an expanding emphasis on the employment and training of Indigenous people in the mining industry. Employment and training programs are presented as an effective strategy for breaking welfare dependence and empowering individuals and communities to take responsibility for their future. Using the case of programs targeting Warlpiri people's participation in the gold mining industry in the Tanami Region of the Northern Territory of Australia, this paper explores some of the different ways in which Warlpiri people are being governed. It investigates the endeavours, through various practices and discourses, to constitute Warlpiri people as particular kinds of neoliberal and ‘job ready’ subjects. Whilst the employment and training programs claim to respect the culture and liberties of Warlpiri people, there are clearly outlined attempts to construct self‐reliant, autonomous and active individuals. Finally, the paper explores the potential links between rationalisations justifying the programs and the current concern, at the level of state and national governments, to direct various populations into work.  相似文献

The article argues that although structuralist-inspired approaches to steel restructuring have provided significant insights and recognised the role of "labour" in sectoral change, such studies have predominantly equated labour politics with unionism, downplaying the impact of other forms of workers' politics. This has created a problematic disjunction between "real world" events and academic research, with ensuing issues for policy development and delivery. In response to this difficulty, the paper builds on Herod's concept of a labour geography to develop multiple labour geographies of power, an approach that describes different forms of workers' politics. To illustrate this approach, the paper presents female steelworkers' politics of restructuring. It details the Jobs for Women Campaign in Wollongong, Australia, a 1980s place-based initiative that sought to gain blue-collar employment for women in the local steelworks. The study demonstrates how female steelworkers developed restructuring politics addressing gender and employment discrimination, issues not normally associated with labour politics. The paper concludes that such workers' struggles need to be analysed as they affect restructuring impacts and processes.  相似文献
