Poverty,School and Work: Children during the Economic Crisis in Indonesia

The problem of child labour in Indonesia, although generally less prevalent than in other developing countries at a similar stage of development, is significant. As in other countries, this study finds a strong link between the child labour phenomenon and poverty, with the profile of child labour largely mirroring the profile of poverty. Furthermore, poverty is found to be an important determinant of whether children work. However, working does not always completely eliminate a child's opportunity to obtain formal education: children from poor households can still go to school by undertaking part‐time work to pay for their education, implying that banning these children from working may force them to drop out of school instead. Since the phenomenon of child labour is strongly associated with and determined by poverty, the most effective policy for eliminating child labour is through poverty alleviation. Other policies that can foster the rate of reduction in child labour are those which make it easier for children from poor families to access education and increase the opportunity cost of working by improving the quality of education. Such policies will increase the rate of return to education.

Abstract

Sir Humphry Davy, a largely self-taught genius of humble birth, made major contributions to the development of chemistry, physics, geology and natural history in the early nineteenth century. Much of his research was directly beneficial to various industries principally agriculture, mining and metallurgy, electro-chemicals and leather processing. He is best remembered for his miners' safety lamp and the story of its development forms the core of this paper.     

Vietnamese Aging and Marital Sexual Behavior in Comparative Perspective

This study examines marital sexual activity in relation to age and its significance for marital relationships in Vietnam with particular attention to older persons. Results are compared with Thailand and the US. Two regional surveys provide the first quantitative assessment of marital sex in Vietnam. As elsewhere, marital sexual activity declines with age. At older ages, substantial proportions of married Vietnamese are sexually inactive. Levels of activity among older Vietnamese and Thais are remarkably similar and substantially lower than in the US. Contrary to US studies, the frequency of sexual activity shows little relationship to marital satisfaction and harmony in Vietnam. Possible explanations for these differences are discussed in terms of biases in the data, differences in health and living arrangements, and societal, cultural and normative contexts. We speculate that a main reason underlying the differences is a lesser societal emphasis on sex in general and on the importance of sexual and physical intimacy in marital relationships in Vietnam and Thailand than in the US.

Debating Belarus: An Economy in Comparative Perspective

A U.S.-based geographer and Belarusian political scientist assess the current economic crisis in Belarus. Although the country's financial situation is serious in the short term, they argue that analysis of basic social and economic indicators provides some evidence of underlying strength and stability, recently bolstered by a number of trade agreements concluded with Russia in late 2011. The authors argue that the most natural and meaningful basis for ascertaining the health of the country's economy is to compare it with those of its two Slavic neighbors, Russia and Ukraine. That comparison reveals that although Belarus ranks lower on most indices of economic reform, it has outperformed them during the post-Soviet period in several important categories (GDP growth, income equality, agricultural productivity, expenditures on education and health care, life expectancy, and per capita agricultural output) and occupied an intermediate position (below Russia but above Ukraine) in others (e.g., GDP per capita, wages and pensions, and labor productivity). The paper's final section discusses the nature of the relationship between Belarus and Russia (dependence vs. complementarity) and that between the Lukashenka regime and the Belarusian people.     

Fault, Breakdown, and the Church of England's Involvement in the 1969 Divorce Reform

The 1969 reform of the divorce laws was part of a wider trendtowards the relaxation of family law that took place in mostwestern countries in the 1960s and 1970s.In Britain, the legislationresulted only in a regime of partial no-fault divorce. Thiswas the result of a compromise between church and state, whichis investigated in this article using Lambeth Palace papersand the archives of the Church of England's Moral Welfare Council. In particular, we focus on the origins of and reasons for theprofound shift in the Church's views on divorce that occurredin the 1960s. These had as much to do with changing views asto the source of sexual morality and the difficulties of imposingan external moral code. However, because divorce law reflectsa view of marriage, it was impossible for the Church to acceptfull no-fault divorce, which would have meant divorce by mutualconsent and have threatened the idea of marriage as a vocation.The compromise reached allowed the Church to go on treatingChristian and civil marriage as compatible. ^*The authors' names appear in alphabetical order.
