Trade,culture and the European Union cultural exception

ABSTRACT

The article examines how the European Union has addressed the ‘trade and culture debate’ in its international trade agreements. From a cultural exception approach based on an attempt to detach culture from trade provisions, the European Union economic agreements seem to evolve to a broader and more holistic position aiming to promote cultural exchanges through cooperation, while still safeguarding policy space in cultural matters through its traditional cultural exception. The article provides an overview of the European positions to defend the specificity of the audio-visual services sector at the multilateral (World Trade Organization Agreements), regional and bilateral levels. It also examines how the implementation of the 2005 UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions has led the European Union to negotiate cultural cooperation provisions in parallel to some of its recent bilateral and regional trade agreements and the way this Convention may impact the understanding of the ‘trade and culture debate’.     

Identity,Gender, and the History of European Nations and Nationalisms

Abstract. The distinction between cultural and political nationalisms has become a commonplace in writings on nations and nationalism. In this article I analyse the relation of culture to politics in the history of modem European nationalist thought from a gender perspective. I argue that gendered forms of national identification and masculinist definitions of the body politic and the national citizen were mutually reinforcing. The article has three main sections. First, I draw on feminist historio–graphy to show that the central event of modem European nationalism, the French Revolution, involved a differentiation of masculine from feminine forms of national citizenship. Second, I use nineteenth-century sources to argue that the ‘separation of spheres’ and an image of the bourgeois family effectively diminished the role of women in relation to the nation. In the final section I show that the history of changing perceptions of the sexed human body is implicit in the imagining of national communities and in the political legitimation of national boundaries and national identities.     

EU Enlargement,the New Central European Member States,and Austria

A noted Austrian-based geographer examines impacts of the EU accession of Hungary, the Czech Republic, Slovakia, and Slovenia on these four countries as well as on the neighboring state of Austria. The paper examines broad macro-economic and regional development issues (including, more specifically, spatial disparities, cross-border relations, migration, and the political landscape) as well as attendant or projected changes in transportation infrastructure. An effort is made to discriminate between changes initiated or strengthened by accession per se versus measures introduced earlier, in anticipation of accession. 比利时的布鲁日城被称作“沉睡的美女”,它是欧洲保留最完整的中世纪城市,2000年被联合国教科文化组织列入世界遗产名录。然而,在国内似乎鲜为人知。通常到欧洲旅游的中国游客,到首都布鲁塞尔市中心广场转一圈、与著名的“尿童”小于连的铜像合个影,或再看一眼“原子球”便上车走人,就算是游过比利时了。但仅仅如此,是远远不够的,在我看来,到了比利时如若不游布鲁日,就如同没去过比利时。     

European national poetry,Islam and the defeat of the medieval Church

The Muslim conquest of the Holy Land from Christendom, the invasion of southwestern Europe in the eighth century, and the Christian struggle, ultimately unsuccessful, to regain the Holy Land from Islam in the Crusades dominated European culture, particularly its poetry, for centuries. From the Old French epic, The Song of Roland (c. 1100) to the Albanian epic, The Highland Lute (early twentieth century), a vast popular culture grew in European vernacular languages in response to Muslim invasions and conquests. This article attempts to elucidate in panoramic form a neglected area of nationalism. It argues that from the medieval period until the fall of the Ottoman empire, poetry was instrumental in the rise of European national identities, partly in reaction to centuries of ascendancy of Islam, which undermined the authority of the Pope, the universal Church, the Gospel and Latin. The defeat of the medieval Church opened the way to narrower, more national and cultural concerns, reflected in a cluster of vernacular European poetic traditions.     

论欧洲认同和欧洲一体化中的认同问题

欧洲在历史上曾经有过以基督教为基础的文化上的同一性,但并非完全意义上的"欧洲认同".近代以来,民族国家的认同成为欧洲人们的主要和基本的认同.当代欧洲一体化中始终存在是否坚持民族特性/认同的斗争,一体化进程没有取消民族国家认同,也没有形成真正超越民族国家的欧洲认同.但是,欧洲民族国家的认同发生了变化,变得具有开放和兼容性.这对于当今时代人们对待"认同"问题,具有启示意义.     

Environmental Assessment in the European Union: Perspectives,Past, Present and Strategic

Environmental assessment (EA) in the European Union (EU) is undergoing a period of significant transition. Following over 10 years of practice and development under Directive 85/337/EEC, the EU EA system is being subjected to legislative reform. In the light of this, this paper provides a critical examination of the past, present and future role of EA in the EU. After evaluating the legislative transposition and procedural effectiveness of the original provisions, the paper examines the extent to which recent amendments to the Directive and the proposed strategic environmental assessment (SEA) Directive will lead to improvement. The authors suggest that although the changes should overcome some of the procedural and practical problems experienced over the last 10 years, a more committed emphasis needs to be placed on fundamental areas of weakness.
