The article examines a technocratic vision of empire arising in Britain in the late nineteenth and early twentieth centuries and its implications for the theorization of empires, the legitimation of large-scale political orders, and their spatial imagination. The role of the Roman model for the British in the decades after 1870 as a resource of policy advice, legitimation, and identity-building serves as a case study for analyzing the role of historical precedence for imperial elites. This analysis opens the perspective onto a notion of empire that significantly differs from the one discussed in recent debates on liberalism and empire: British political actors and observers delineate a concept of empire that is not universalist, but heterogeneous, hierarchical, and technocratic.  相似文献

How do we approach the subject of British grand strategy today? This article seeks a new approach to this question. It argues that there is a gap of grand strategic significance between actually‐existing Britain and the Britain its political elites tend to imagine. The colonial and imperial histories that helped constitute and still shape the contemporary United Kingdom have fallen through this gap. One consequence is a grand strategic vision limited to a choice of partner in decline—Europe or the US. Overlooked are the power political potentialities of post‐colonial generations situated in multiple sites at home and abroad. In search of this potential, we lay the conceptual basis for a strategic project in which the British ‘island subject’ is replaced by a globally networked community of fate: ‘Brown Britain’. This entails reimagining the referent object of British strategy through diaspora economies, diverse histories and pluralized systems of agency. What might such a post‐colonial strategy entail for British policy? We offer initial thoughts and reflect on the often occluded social and political theoretic content of strategic thought.  相似文献

The social construction of target populations has emerged as an influential framework for understanding the public policy process. In particular, target populations have been shown to shape the allocation of benefits and burdens by political elites. However, existing studies focus on the elite level, which overlooks whether public preferences are aligned with the allocation of policy benefits and burdens by political elites. Moreover, many studies treat social constructions as homogenous, which this paper calls into question. Using a nation‐wide survey experiment, I investigate variation in public support for affirmative action policies with randomly assigned target populations. The findings indicate that the public formulates policy preferences on the basis of perceived deservingness of target groups similar to political elites. In addition, the findings uncover heterogeneity in the effect of targeting on public opinion based on ideology and racial/ethnic group identity.  相似文献

This paper examines three policies of ‘cultural adaptation’ formulated in colonial contexts in the 1920s and 1930s — that of the British Colonial Office for education in Africa, that of the New Zealand Native Schools and that of Maori leaders. While clearly inter-related, these policies were developed and promoted by their respective proponents to serve widely different political goals. Particularly significant is the role played by anthropology in that context. Proponents of all three policies looked to anthropologists for insights and scientific validation of their political agendas. Anthropologists, in turn, not only accepted this role but, particularly in the case of the British Colonial education policy, actively claimed it, involving themselves in the processes of colonial control.  相似文献

In many Asian countries, the early decades of independence after World War II were marked by tension between ‘indigenous’ political elites and business elites that were in large part alien, or from minority ethnic groups. This tension was one reason for the preference that most governments showed for statist and nationalist economic policies. It has abated in most cases; political and business elites now tend to pursue more co-operative strategies. Much of the explanation for this lies in changes in the international political economy that made market-oriented economic policies more attractive to political elites. There are in addition internal political reasons for this rapprochement. These vary from case to case, and have been explored in most detail by scholars in relation to the Southeast Asian countries where Overseas Chinese have dominated larger scale business. This article extends this literature by examining the causes of the gradual rapprochement between ‘majority’ politics and ‘minority’ business in Sri Lanka.  相似文献

Here the object biography of a scale model of an old Dutch colonial sugar factory directs us to the history of an extended family, and demonstrates the connectedness of people and identities across and within European imperial spaces in the nineteenth and early twentieth centuries. This case study shows how people in colonial Indonesia became ‘Dutch’ through their social networks and cultural capital (for instance a European education). They even came to belong to the colonial and national Dutch elites while, because of their descent, also belonging to the British colonial and national elites. These intertwined Dutch and British imperial spaces formed people’s identities and status: the family discussed here became an important trans-imperial patrician family with a broad imperial ‘spatial imagination’, diverse identities and social circles. It was mostly women who played important roles in these transnational processes— roles indeed that they played well into the early twentieth century when colonial empires ceased to exist and the nation-state became the ‘natural’ social and political form of the modern world, obscuring these transnational processes.  相似文献

British Gibraltar began as a fortress, and royal coronations, jubilees and visits were initially celebrated in Gibraltar primarily by the British military and the colonial government. However, a substantial civilian population developed, to service the garrison and engage in trade. Sections of this civil community, not British-by-birth, increasingly demonstrated their loyalty to the crown on such royal occasions, in order to raise their status internally, protect their interests and increase their political influence inside Gibraltar. Spanish participation in royal events in Gibraltar, especially by members of the military and political elites from across the frontier, were also once commonplace and in Gibraltar uncontested. However, the relationship with Spain deteriorated, especially from the 1950s. Gibraltar's civil community then used expressions of loyalty to the British crown on royal occasions to assert its Britishness and to emphasise the duty of the British government to resist Spanish claims.  相似文献

The imperial honours system, David Cannadine has argued, was a means for binding together ‘the British proconsular elite’ and ‘indigenous colonial elites’ throughout the settler colonies and dominions of the British Empire (Cannadine, David. Ornamentalism: How the British Saw Their Empire. London: Penguin, 2002). Yet in settler colonies like Australia and New Zealand indigenous populations were marginalised and often disregarded, and it was local white elites who became knights of St Michael and St George, the Bath and the British Empire. Focusing on Australia and New Zealand, this article explores the complex relationships Aboriginal and Māori leaders have had with honours during the twentieth century. Building upon Cannadine's analysis, I examine the ways in which indigenous leaders navigated the political complexities involved in the offer of an honour, and how their acceptance of awards was received by others, shedding light on how honours systems intersected with post-war struggles for indigenous rights in the former dominions.  相似文献

This article explores the ways in which the Nationalist Party established dominance over the Shanghai courts in the foreign concession area to use them as weapons against political dissidents, and it analyzes the intricate relations among the Nationalist Party, local elites, and the Shanghai courts during the Nanjing decade (1927–1937). Building on recent studies that pay attention to the limited success of the Nationalist Party’s policy of putting the judiciary under Party control, this study demonstrates that the process of establishing the Nationalist Party’s dominance over the Shanghai courts was highly contested. The interplay between the Nationalist Party’s effort to gain control over the Shanghai courts by building formal and informal institutions and the local elites’ appropriation of their own social networks rendered the Shanghai courts vulnerable not only to the Party’s intervention, but also to the influence of social forces. I argue that due to the weak authority of the Shanghai courts, the Nationalist Party’s use of law against political foes could be a double-edged sword.  相似文献

The place of propaganda in a democratic society has been discussed long before the age of fake news, as the heated debate on this issue that took place in the UK and other democracies from around 1914 to 1950 clearly shows. Drawing upon a variety of published and archival sources, the article examines the changing views of British political elites, intellectuals, publicity experts and the public on the proper role of government in the public sphere, while discussing their influence on government policies and exploring the light they shed on British—and, more broadly, liberal democratic—culture and identity.  相似文献

Summary.   The strategies political elites implement to garner political authority and legitimacy in emergent polities are scrutinized in a case study from Iron Age Edom, located in modern southern Jordan and the south-east corner of the State of Israel. Edom provides a productive context in which to conduct this investigation as local elites managed a fractious polity consisting of unstable segmentary identities, while at the same time, remaining loyal to the successive Assyrian, Babylonian, and Persian empires that dominated them. This tenuous position required elites to maintain a flexible elite identity while promoting broader metaphors of attachment (e.g. Edomite) among their disparate constituents. This case study ultimately moves toward an understanding of political polities, not as disembodied entities (e.g. States), but as embedded phenomena within the societies they comprise.  相似文献

In 1943, the British Colonial Office initiated a far-reaching process of arrangements to prepare plans for detailed reconstruction in the territories subject to British control. Reconstruction as a concept, a tendency and an action plan was basically directed at building and constructing that which had been destroyed in the war, based on a plan thought out in advance. This article explores the struggle between the British plan for the reconstruction of Mandatory Palestine and the Jewish interpretation that the main aim of their steps is to implement the White Paper policy of May 1939. After six months of confrontation, the British intention to promote economic steps while presenting them as separate from the political tension over Palestine's political future and the Jewish-Arab confrontation proved to be a false assumption.  相似文献

Scholarship on political party development in nineteenth-century America has focused on the relationship between elites and voters on the influence of policy proposals. The question is how elite perception of voter demands influenced parties’ ideological development. This study addresses this question by assessing the dynamic between cultural and socioeconomic concerns in party ideological formation and policy articulation. A content analysis of national and state party platforms from 1840 through 1896 sheds light on this dynamic. Ultimately, party leaders set the political agenda by referencing economic concerns to a greater degree than cultural concerns in their platforms.  相似文献

This article explores attempts by British colonial officials based in Aden to extend systems of political administration to the colony's tribal hinterland during the late interwar and early wartime period. Commencing initially with delicate attempts to recast faltering relations between tribal chiefs and their subjects, the policy would culminate a decade later with the despatch of British military units throughout the furthest extents of the protectorate in support of a range of direct political agreements with local rulers that would eventually set the conditions for federation. The intervening years featured a series of little-known debates among various officials on how precisely to cement British influence in the tribal areas, and the philosophy of administration to be pursued to that end. These would expose an element of confusion as to which techniques would best satisfy British policy, and reveal a preference on the part of some for the application of methods atypical of those used elsewhere under Colonial Office jurisdiction, and which drew their inspiration instead from systems of control used on India's volatile frontiers.  相似文献

Hierarchical accountability often proves insufficient to control street-level implementation, where complex, informal accountability relations prevail and tasks must be prioritized. However, scholars lack a theoretical model of how accountability relations affect implementation behaviors that are inconsistent with policy. By extending the Accountability Regimes Framework (ARF), this paper explains how multiple competing subjective street-level accountabilities translate into policy divergence. The anti-terrorism “Prevent Duty” policy in the United Kingdom requires university lecturers to report any student they suspect may be undergoing a process of radicalization. We ask: what perceived street-level accountabilities and dilemmas does this politically contested policy imply for lecturers, and how do they affect divergence? An online survey of British lecturers (N = 809), combined with 35 qualitative follow-up interviews, reveals that accountability dilemmas trigger policy divergence. The ARF models how street-level bureaucrats become informal policymakers in the political system when rules clash with their roles as professionals, citizen-agents, or “political animals.”  相似文献

This study analyses British and local Iraqi elites’ efforts to avoid social revolution through promotion of economic development during the last years of the Iraqi monarchy. Discussing the complex set-up of domestic Iraqi elites and their ambiguous relations with British officials in Iraq, it argues that the structural composition of the Iraqi state itself is an important explanatory factor for the swift overthrow of the old regime in 1958. Using British archival records, this article analyses the politics of avoiding reform and promoting economic development to which Iraqi elites and the British were privy. It shows how economistic ideas of ‘modernisation’ and economic growth were believed to be the solution to Iraq's endemic problems of social unrest and politicisation of large parts of the population. Arguing that increased wealth through oil-fuelled development programmes would ultimately trickle down to all strata of the population and thus stave off the danger of revolution, the British failed to realise that Iraq's structural setup with its unscrupulous politicians and wealthy landowners at the apex of power, along with an all-permeating patronage system, effectively hampered any dispersal of what little new wealth was generated through these projects.  相似文献

This article examines how the British government has responded to Zimbabwe’s ongoing crisis. This case raises several wider issues for British foreign policy, most notably the question of how much leverage London can exercise on the international scene in general, and over relatively small and weak states like Zimbabwe in particular. Zimbabwe’s crisis also raises profound questions about the appropriate balance between bilateral and multilateral policies, and between engaging in public criticism and conducting so–called ‘quiet diplomacy’. While bilateralism clearly has not worked, multilateralism has revealed its own frustrations, especially given the reluctance of many African elites within a number of organizations to criticize President Mugabe’s policies. This reluctance threatens to unravel the British Labour government’s stated objectives in Africa while at the same time raising important doubts over the credibility of the New Partnership for Africa’s Development (NEPAD), and whether an ‘Africa moment’ can be discerned in the manner articulated by prime minister Tony Blair.  相似文献

Iceland’s 2008 financial crisis has received considerable scholarly attention from economics and business science perspectives. Far less consideration has been given to the political–administrative consequences of ‘the collapse’ in terms of its restructuring state-based projects and instituting new scalar strategies, and, specifically, the role played in this process by Icelandic political and policy elites. We focus on this issue by analyzing recent attempts to reconfigure Iceland’s sceptical position towards the EU by promulgating state narratives of ‘EUrope’ as a ‘safe haven’ for the shattered national economy as part of the country’s formal application for EU membership. We show within the Icelandic state there is, however, a highly fragmented and polarized position on EU accession. Drawing on Jessop’s strategic relational approach, we demonstrate that this derives from the actions of different elite fractions seeking to establish parameters for strategic selectivity on EU accession in ways that support their own interests. ‘EUrope’ emerges as a complex institutional category which is both shaped by, and shapes, the rhetorical interventions and actions of Icelandic state elites in often contradictory ways, demonstrating the fundamental political dynamics of what is emerging as a fraught, fiercely contested EU accession process. We conclude that times of conflicting elite narratives are also moments of potentially significant state change.  相似文献

This article presents an analysis of the political economy of the United Australia Party (UAP) mainly while in government There are discussions of decisions and policies relating to tariffs, the exchange rate and trade relations with the United Kingdom. Through four case studies of policy‐making it deals with two interrelated aspects of this political economy. The first aspect focuses on conflicts between key business groupings and how UAP government policies were shaped in part by a need to negotiate compromises between these business groupings in the context of wider economic problems. The second aspect deals with relations between the UAP government and British manufacturers and banks. It shows that Australian politicians and institutions possessed considerable independence and bargaining power.  相似文献
