The Commissioner of Official languages warned in 1985 that “official bilingualism in Canada is poised between an honest linguistic partnership and the.. .danger of linguistic territorialization on the Belgian model.” This study examines the evidence of language accommodation between the anglophone and francophone populations within the cultural transition zone situated between English and French Canada and assesses which trend seems to be prevalent.  相似文献

ABSTRACT This paper develops a general multimarket hedonic model appropriate for a national, interregional study of wages, housing prices, and location-specific amenities. The model encompasses the effects of interregional location, intraurban location, and city size. Typically, hedonic studies focus on a single market such as labor or housing and ignore interactions implicit in a more global compensation mechanism. Examination of the comparative statics of our model indicates that single-market differentials are partial prices and are unreliable measures of amenity values in an interregional context. Unbiased amenity values are estimated for a comprehensive set of amenities using data on housing prices for 34,414 households and wages for 46,004 workers from the 1980 Census of Population and Housing. Statistically significant differences in housing prices and wages are found due to amenities.  相似文献

The interplay between intensifying labour market precarity and gentrification constitutes a hitherto under‐researched topic in the fields of labour and urban geography. To rectify this lacuna, we argue that gentrification and labour flexibilisation are both socio‐spatial manifestations of capital's efforts to confront crises of accumulation. Distinguishing between what we call “weak” and “strong” links between them, and drawing upon the concepts of “gentrification‐supporting” and “gentrification‐fostered” labour flexibility, we outline a framework for connecting gentrification and precarity. This allows us to make links between the restructuring of the built environment and the reorganisation of work in the post‐industrial city; it also allows us to show how workers, through their agency, can shape rent gaps in the contemporary city.  相似文献

Abstract. A hybrid conditional logit choice model is estimated using data on the characteristics and destination of homeowners who engaged in intrametropolitan moves among 17 school districts within the Columbus, Ohio area in 1995. The model is used to test the relative influence of local fiscal and public goods versus household‐level characteristics in determining household location choices across central city and suburban school districts. Results provide evidence of both a “natural evolution” of households to the suburbs, due to job location, residential filtering, and household income and lifecycle effects, and “flight from blight,” due to lower school quality, higher crime levels, and lower average income levels in the city. In comparing the magnitudes of these variables, we find that school quality exerts the strongest influence: a 1‐percent increase in the school quality of the city district increases the probability of choosing a city residence by 3.7 percent. In contrast, the effects of household income and other individual characteristics are relatively modest. The findings provide support for a “flight from blight” suburbanization process that is dominated by differences in neighborhood quality between the city and suburbs. An implication is that investments that promote central city development and reduce suburbanization are justified on efficiency grounds if negative externalities are generated by increased concentration of poverty, crime, and low school quality.  相似文献

This paper discusses the urban injustices of New Labour's “new urban renewal”, that is the state‐led gentrification of British council estates, undertaken through the guise of mixed communities policy, on the Aylesbury estate in Southwark, London, one of the largest council estates in Europe. In this particular case of post‐political planning I show how the tenant support for the regeneration programme was manipulated and misrepresented and how choices were closed down for them, leaving them ultimately with a “false choice” between a regeneration they did not want or the further decline of their estate. I look at what the estate residents thought/think about the whole process and how they have resisted, and are resisting, the gentrification of their estate. I show revanchist and post‐political practices, but ultimately I refuse to succumb to these dystopian narratives, very attractive as they are, for conflict/dissent has not been completely smothered and resistance to gentrification in and around the Aylesbury is alive and well. I argue that we urgently need to re‐establish the city as the driver of democratic politics with an emancipatory agenda, rather than one that ratifies the status quo or gets mired in a dystopic post‐justice city.  相似文献

This article examines Richard White’s concept of the “middle ground” and its prospective application to the study of China’s Qing (1644–1911) borderlands from the late eighteenth century. It argues that although White’s model, in its specific formulation, is problematic to apply due to the dissimilarity of Qing conditions, it yet has value and can be adapted. One possibility is advanced in the notion of “middle ground moments,” briefly explored in the cases of Shaanxi’s Dabashan highlands in a “population boom,” Hunan’s Miao Frontier in the “fog of war,” and Xinjiang’s Kashgar crossroads during the “fall of empires.” Focusing on group exchange, adaptation, and hybridization offers insight into regional cultural creation, as well as a means to question received narratives of breakdown, pacification, resistance, or Great Game struggle. Such modeling, and shared attention to accommodation perspectives generally, also presents a space for dialogue across the New Qing History and Chinese nationalist divide in Qing frontier studies.  相似文献

ABSTRACT We take advantage of an unusual natural experiment—a high‐quality 1920s subdivision split neatly in half by a central‐city/suburban boundary—to study the response over 30 years to the relative decline in the quality of central‐city services since the 1960s. As expected, a large sale price differential opens in the 1960s. Demographic characteristics are nevertheless similar across the boundary. Survey data indicate Tiebout sorting: the central city side attracts households who prefer alternatives to suburban public schools. Children attend parochial and public “magnet” schools. A neighborhood association supplements municipal services. Rigid service district boundaries inhibit closure of the house‐price differential.  相似文献

By definition, all condominiums share social features and challenges of governance, but they have inspired two separate narratives: as suburban, often gated, communities and as downtown high-rises or conversions. In Canada, as elsewhere, research has focused on large urban areas, neglecting subtly different dynamics in smaller centres. The purpose of this case study of mid-sized Hamilton, Ontario, was to assess whether and how those dynamics are different across a whole metro area, using newspapers and building permit data. It tracks the changing place of condo developments and conversions across Hamilton since 1970. For decades, most developments were suburban town (row) houses; since 2000, downtown revival has included conversions and taller, new-build projects. It argues that early developments and conversions reflected a “value gap” in relation to purpose-built rental apartments. Led by a migrant arts community, recent centralization has exploited an inner-city “rent gap,” coupled with a popular reassessment of urban living.  相似文献

In Dublin there are many needs and desires which are not met, or excluded, by the pattern of high rent, the commodification of social/cultural life, and the regulation of public space. Against this dynamic, Dublin has seen a number of experiments in urban commoning: people collectively finding ways of opening up space in order to do what they want. This might be as simple as wanting a space to work, to make food or to show films. Rather than trying to change this situation by appealing to existing institutions, these new urban commons are characterized by particular groups of people devising practical ways of escaping the forms of “enclosure” which limit what can happen in the city. This article takes a “militant research” approach to explore the potentials and limitations of these experiments in urban production and organization.  相似文献

Abstract: The environmental justice movement has highlighted not only the unequal distribution of environmental hazards across lines of race and class, but also the white, middle‐class nature of some environmentalisms, and broader patterns of marginalization underlying people's opportunities to participate or not. There is a significant body of work discussing Hispanic environmental justice activism in the US, but not in Canada. This paper draws on interviews with representatives of organizations working on environmental initiatives within the Hispanic population of Toronto, Canada to explore definitions of and approaches to environmentalism(s) and community engagement. Four interrelated “mechanisms of exclusion” are identified in this case study—economic marginalization; (in)accessibility of typical avenues of participation; narrow definitions of “environmentalism” among environmental organizations; and the perceived whiteness of the environmental movement. Taken together, these mechanisms were perceived as limiting factors to environmental activism in Toronto's Hispanic population. We conclude that the unique context of Toronto's Hispanic community, including contested definitions of “community” itself, presents both challenges and opportunities for a more inclusive environmentalism, and argue for the value of “recognition” and “environmental racialization” frameworks in understanding environmental injustice in Canada.  相似文献

This study examines the role of class monopoly rent in shaping the spatial form and pattern of urban redevelopment processes in the contemporary neoliberal city. Since an initial flourishing literature during the 1970s and 1980s, urban land rent theory has fallen from the analytic radar of critical urban studies since the early 1990s, with the influence of class monopoly rent often considered an aberration of how capitalist real estate markets normally operate, if not rejected. Consequently, class monopoly rent has never been systematically elaborated. Based on an empirical analysis of Portland's Pearl District, this study suggests that the influence of class monopoly rent in contemporary processes of urban redevelopment is far more pervasive than often recognised, representing a “standard institutional practice” that is endemic (rather than aberrational) to the working of neoliberal urban governing regimes, and embeds in the social and physical landscape in a multiplicity of ways.  相似文献

It seems possible to formulate broad characterizations of the British and European policy processes in terms of the relationship between government and interest groups. There is a preferred type of machinery in Britain, reflecting normative values, which is to avoid electoral politics and public conflict in order to reach consensus or “accommodation” in the labyrinth of consultative machinery. This style is aptly labelled “bureaucratic accommodation” and is a system in which the dominant actors are groups and government departments. Departments readily recognize the “relevant” groups in a given policy area and seek to mobilize the community around agreed policies. The predilection for the avoidance of conflict seems equally apparent in other Western European nations.  相似文献

Drawing on the Marxian theory of ground rent, this paper develops an analysis of “global commodity chains” (GCCs) with agrarian roots. There is an acknowledgement that the concentrated downstream governance of primary commodity‐based GCCs has created a set of “asymmetrical” power relations which blocks the transmission of value upstream towards small producers. This paper argues that this research under‐specifies what is meant by value and rent, and in doing so marginalises the analysis of value production before its journey through inter‐firm relations. We demonstrate the importance of theorising the value constitution of commodities produced on the land and the forces that contest the payment of ground rent and thereby shape the geography of GCCs. Based on empirical research conducted around Ecuador's “post‐neoliberal” cocoa re‐activation plan, we identify the class politics and production mechanisms through which value and rent escapes the hands of a stratified network of small owner producers.  相似文献

This paper explores the socio‐spatial implications of recent developments in the internationalisation of education, which includes the growth in numbers of foreign students and the establishment of offshore schools. It demonstrates the relationship between emergent geographies of international education in the “West” and social reproduction in both student “sending” and “receiving” societies. Drawing on fieldwork in Hong Kong and Canada, it argues that international education is transforming the spatial scales over which social reproduction is achieved: on the one hand, upper‐middle‐class populations in East Asia are able to secure their social status through the acquisition of a “Western education”, thereby creating new geographies of social exclusion within “student‐sending” societies. On the other hand, primary and secondary schools in Canada are able to harness the benefits of internationalisation in order to offset the negative effects of neoliberal educational reform, thereby facilitating local social reproduction.  相似文献

In the shop-lease contract with sar-qoflī, which is a widely practiced form of lease contract in today's Iran, a lessor of a shop sells to a hirer a right called sar-qoflī which amounts to almost as much as the entire value of the shop's ownership, while obtaining a monthly rent of only small value. This peculiar form of contract was brought into existence based on a new right called “haqq-e kasb o pīshe o tejārat,” that emerged as a result of the blending of traditional customary practice relating to real estate leasing with Anglo-American value concepts. The adoption of this right, causing as it did the lessor's responsibility for compensation for the value of the usufructuary right, drastically changed the relationship between lessors and hirers in Iran.  相似文献

This article assesses the contemporary dynamics of transnationalism in Canada–US relations as the interaction of three key factors: market-driven or “bottom-up” economic integration, sectoral differentiation embedded in transgovernmental relations, and societal (or cultural) transnationalism. It also notes the disruptive and potentially transformative effects of transnational and transgovernmental forces beyond North America which are becoming increasingly central to the calculations of policymakers and major interest groups in both countries. It concludes that transnationalism is a multidimensional phenomenon that appears more likely to facilitate mutual accommodation between the US and its North American neighbors embedded within broader national and international policy streams than to build a broad North American consensus on policy harmonization for the foreseeable future.  相似文献

Abstract: This paper examines the construction of a “cosmopolitan neighbourliness” which emerges in a Delhi squatter settlement in the context of communal violence. Through interviews with over 80 inhabitants, I suggest that an openness to “others” in the settlement is produced in order to construct a home for oneself in an exclusionary city through a series of relational constructs—between the “cosmopolitan” city and the “parochial” village; between the “murderous” city and the “compassionate” slum; between the exclusionary urban public sphere and the “inclusive” neighbourhood sphere. The squatter settlement is internalised as a microcosm of a “mongrel city”, a place which through its set of oppositional constructs becomes inherently “urban”. “Cosmopolitan neighbourliness”, however, remains fragile and gendered. It is a continuous strategic practice that attempts to bridge across differences of caste and religion through gendered performances that avert and discourage communal violence even when the city becomes murderous.  相似文献

What is often described today as neo‐nationalism or nationalist populism today arguably looks like the old nationalism. What is emerging as genuinely new are the identity‐based nationalisms of the centre left, sometimes called “liberal nationalism” or “progressive patriotism.” I offer my own contribution to the latter, which may be called “multicultural nationalism.” I argue that multiculturalism is a mode of integration that does not just emphasise the centrality of minority group identities but argues that integration is incomplete without remaking national identity so that all can have a sense of belonging to it. This multiculturalist approach to national belonging has some relation to liberal nationalism. It, however, makes not just individual rights but minority accommodation a feature of acceptable nationalism. Moreover, accommodation here particularly includes ethno‐religious groups in ways that are difficult for radical regimes of secularism. For these reasons, multicultural nationalism unites the concerns of some of those currently sympathetic to majoritarian nationalism and those who are prodiversity and minority accommodationist in the way that liberal nationalism (with its emphasis on individualism and majoritarianism) does not. It therefore represents the political idea and tendency most likely to offer a feasible alternative rallying point to monocultural nationalism.  相似文献

ABSTRACT Motivated by the newly established Chinese urban land markets, we develop a theoretical model that unifies the “closed” and “open” features of the classical monocentric city model. The model features interactions between permanent urban residents and migrants and exhibits a distinctive equilibrium pattern. The theoretical model is tested empirically, using recent Chinese city‐level data. The empirical findings indicate that market forces now play an important role in urban expansion and land price formation, while various forms of government planning are still influential. Our results show that migrants exert a less pronounced impact than the classical “open” city model has suggested.  相似文献

In response to research that has downplayed or denied the reality of gentrification‐induced displacement, critical urban geographers have called for rethinking the concept of displacement. This article takes up that call by examining the impact of new‐build gentrification on the everyday place‐making abilities of Polish immigrant tenants in Greenpoint, Brooklyn. Based on nearly four years of work as a tenant organizer, this article looks at the forms of “everyday displacement”—the ongoing loss of the agency, freedom, and security to “make place”—experienced by immigrant tenants who struggle to remain in the neighborhood. Drawing upon Lefebvre's spatial triad and Blomley's work on the social relations of property, this article argues that everyday displacement is experienced through the production of new spaces of prohibition, appropriation, and insecurity that constitute a form of neighborhood erasure.  相似文献
