Taqiyya is an Islamic juridical term whose shifting meaning relates to when a Muslim is allowed, under Sharia law, to lie. A concept whose meaning has varied significantly among Islamic sects, scholars, countries, and political regimes, it nevertheless is one of the key terms used by recent anti‐Muslim polemicists such as Robert Spencer or Daniel Pipes, and has been used by US Prosecutors to explain terrorist behavior. This paper seeks to summarize the complex uses of the term and show how a specific concept in a legal system can be used and interpreted by both adherents of that system and enemies in a wide variety of ways, taking on different meanings while referring to effectively the same set of practices. The term is debated in a scholarly way in the scholarly literature, as an ethnographic term, and finally, as an operational concept used as a tactic in a war and demanding countertactics tailored to it. The paper will discuss the social purpose of having such ambiguous concepts available within one's society, and the idea that making the ambiguous specific can be a valuable weapon in polemical attack.  相似文献

This article offers a historical retrospective of the interactions between Russia and the Islamic world in all their diversity, beginning from the first trade contacts of Medieval Rus with the Arabs and Persians of the Abbasid era, as well as with the Turkic-speaking residents of Volga Bulgaria. The author concludes that except for the initial sporadic period, the connections between Russian and Muslim worlds have been stable and close throughout all the following periods. Moreover, with time, these two civilizational communities turned into communicating vessels because of the growing number of Muslims within the Russian State and in Russian society. Special attention is paid to Russian-Turkish relations across several centuries. A complete comprehension of the relations between Russia and the Islamic world through an example of the historical retrospective of Russian interactions with the Ottoman Empire and the Republic of Turkey helps to provide a full appreciation of the importance of joint efforts to secure a bridge connecting East and West and the oriental civilizations with Russia.  相似文献

This article aims at assessing the diversity of regional innovation systems and their economic performance in Europe. We propose to adapt the social systems of innovation and production (SSIP) framework at the regional level by identifying the specific arrangements of each part of the innovation and production system. Three key features of European regions are investigated using this framework: the diversity of regional SSIP, the interplay of regional and national determinants of such systems, and the impact of SSIP on regional performance. We identify a typology of regional configurations resulting from the combination of scientific, technological, educational and industrial indicators, using multivariate data analysis. A variance analysis approach is then developed in order to test the existence of specific regional growth regimes. The results highlight a persistently high level of diversity of regional configurations, notably among knowledge intensive regions, but also show that national institutional settings remain of fundamental importance in shaping a number of regional configurations. A final conclusion relates to the weak correlation observed between the structural characteristics of regions and their performance over the 2003–2007 period: regional performance remains primarily shaped by national trends. Overall, the paper questions the regional dimension of these “systems”.  相似文献
