The results of a recently completed inventory of Australian estuaries and enclosed marine waters are summarised The inventory was compiled to gain a national perspective on the ecological status of estuaries and to ufentify research and management priorities The database shows that most estuaries in northern and western Australia have been relatively unaffected by human activity. In contrast estuaries in eastern and southern Australia generally have lower water quality and greater catchment clearance and a high percentage face real threats to their conservation values The estuaries in N.S. W. and VicroM have the most ertensive literature available. The results suggest that, given clearly defined management priorities, many representative and important features can still be adequatety conserved in a national system of estuarine reserves Subject areas where more research is needed include individual catchment characteristics, water quality, fihehs and conservation values and more detailed mapping. especially for seagrass beds and intertidal mud banks.  相似文献

In Westminster systems, governments enjoy a privileged position in the lawmaking process that they can use to deliver on their campaign promises and achieve their policy goals. What policy areas do governments seek to affect through lawmaking? How stable is the executive lawmaking agenda? How responsive is that agenda to changes triggered by elections or by transitions in prime minister? This study uses a dataset of 3982 Australian bills introduced between 2000 and 2017 to answer these questions. While it finds considerable stability in the policy content of executive lawmaking agendas, the analysis also indicates that Australia's executive lawmaking agenda is more responsive to changes in prime minister than to changes in the party in power. As the first application of the comparative policy agendas approaches to government bills in Australia, this article offers new insights into executive lawmaking priorities during an especially turbulent period in Australian politics.  相似文献

This article re-evaluates existing political business cycle theory in the specific context of the political economy of Australian fiscal policy since the mid-1970s. Whereas 'traditional' political business cycle models, formulated within a Keynesian framework, assume a high level of state autonomy over fiscal policy, this article argues that an environment of fiscal restraint has been imposed on Australian federal governments over the study period. Given the historical dynamics of Australian economic policy which inform this study, a hypothesis is developed which reflects the policy optimisation dilemma which has confronted Australian federal governments when formulating fiscal priorities in a pre-election context. On one hand, there are pre-poll demands for expansionary fiscal settings from the electorate; on the other, there are demands from financial markets and domestic neoliberal interests for fiscal restraint. Reflecting the fact that identifiable costs are associated with implementing expansionary fiscal policy settings, it is hypothesised that such an approach will be adopted only in times of greatest political need, when an incumbent government is facing a popularity deficit in a pre-election context. While the study confirms that the fiscal-electoral effect is relatively weak, electoral demands do still influence the fiscal priorities of Australian federal governments. This is particularly so with the case of personal taxation relief, a policy approach that appears to be more acceptable to financial markets, key neoliberal interests and some segments of the electorate.  相似文献

There is relatively scant evidence of the Indigenous production and consumption of intoxicating drinks on the Australian mainland prior to the arrival of outsiders. Although Australian Aboriginal peoples had mastered fermentation in some regions, the Indigenous manufacture of much stronger drinks by distillation was unknown on the Australian mainland. However, following contact with Pacific Island and Southeast Asian peoples in the 19th century, Islanders in the Torres Strait adopted techniques for fermenting and distilling what became a quasi-indigenous alcoholic drink known as tuba. This paper discusses the historical process of the diffusion of this substance as a result of labour migration and internationalisation in the Strait, and provides present-day accounts of tuba production from Torres Strait Islanders.  相似文献

One of the main myths about Australian political and economic history relates to the intervention in economic policy making in the 1930s by the Bank of England through the mission of Sir Otto Niemeyer. This article argues that Niemeyer's advice was not heeded. Rather, parallels between what he demanded and the Premiers’ Plan were largely confined to the level of rhetoric as part of a strategy to regain access to the London capital market. State expenditures were reduced gradually according to local political calculations and fiscal priorities, and not in step with the timetable set by the Bank of England. Far from weakening and dividing the Australian state, the federal separation of powers led to the gradual introduction of fiscal austerity, as state governments had little option but to maintain their role in complementing capital accumulation and facilitating social legitimation.  相似文献

There is limited knowledge of risk perceptions in coastal communities despite their vulnerability to a range of risks including the impacts of climate change. A survey of 400 households in two Australian coastal communities, combined with semi‐structured interviews, provides insight into household perceptions of the relative importance of climatic and non‐climatic risks and the subsequent risk priorities that may inform household adaptive action. In contrast to previous research, the results demonstrated that geographic location and household characteristics might not affect perceptions of vulnerability to environmental hazards. However, past experience was a significant influence, raising the priority of environmental concerns. Overall, the results highlight the priority concerns of coastal households (from finance, to health and environment) and suggest to increase the profile of climate issues in coastal communities climate change strategies need to better demonstrate links between climate vulnerability and other household concerns. Furthermore, promoting generic capacities in isolation from understanding the context in which households construe climate risks is unlikely to yield the changes required to decrease the vulnerability of coastal communities.  相似文献

Several parts of Binh Phuóc Province, southern Vietnam, suffer from degraded soils and vegetation as a result of both natural erosion of weak mud rocks and sandstones and intensive human activity, especially through land clearing for agriculture on unstable slopes, deforestation, and abandonment of poor farmland. The underlying cause of this land degradation has been the farming habits of migrants of varying ethnic groups who have settled in the area since 1980. The indigenous farming knowledge of these people and the role of that knowledge in soil erosion were examined by a series of household surveys. They enabled farming practices to be related to ground cover established from a 2002 Landsat 7 ETM (Enhanced Thematic Mapper), and erosion data from a series of erosion bridge measurements. A GIS (Geographical Information System) approach was piloted as a means of identifying areas vulnerable to erosion. This could then be combined with the understanding of farming practices to reveal the relative roles of farmer behaviour, crop cover, and slope and soil characteristics in the erosion process. Land use, local people's knowledge and economic realities are the main factors, as well as natural conditions, that drive this land degradation.  相似文献

The Defence White Paper of December 2000 declares that the main task of the ADF is to maintain the capability to defend Australian territory from any credible attack without relying on the combat forces of any other country. Australia is unusual among contemporary Western states in affirming such a policy. Most other states are reordering their priorities to put less emphasis on conventional conflict and more on tasks such as peacekeeping and border protection, while assuming that in the event of major conventional conflicts they are likely to be involved as subsidiary members of a coalition led in most cases by the United States. Should Australia follow this trend? The article reviews this question in the light of a number of scenarios for the use of Australia's armed forces in the period ahead, and concludes that the arguments for change are not persuasive.  相似文献

This article assesses the global profile of Australian International Relations (IR) scholarship by measuring the presence of Australian-based scholars in leading journals and presses, relative to other non-US scholars. It presents three alternative conclusions, depending on the benchmark adopted. The first perspective, low impact, suggests that on the basis of publications in top journals, Australian IR scholars are doing a bad job, that is, Australian scholars have a much smaller presence in leading journals than could reasonably be expected. The second view, a bookish lot, is based on publication in leading book presses, and presents a much more positive picture. The third alternative, a very British affair, concludes that according to both journal and book data Australian scholars are notable for their disproportionate representation in British rather than American publication outlets. These claims are supported with publication data from top outlets over the past decade as determined by Australian and international rankings.

Contemporary rates of incarceration of Indigenous peoples in Australia are generally seen as quite recent in origin, an unwanted outcome of the emergence of Indigenous people into full citizenship from the 1960s. Yet for only relatively short periods were Indigenous people in Australia excluded from the full implications of the rule of law in its mode of criminal jurisdiction; for the most part, they were considered British subjects. Having been brought into criminal jurisdiction how did they fare? While much can be learned from archival research at the case level, we propose here that qualitative studies are best examined in quantitative context. In this article, the first ever quantitative study of Australian homicide over long periods of time, we consider how criminal justice worked for Indigenous and non-Indigenous defendants, identifying how many defendants in each group were prosecuted, and their varying treatment at trial process, outcome and sentence.  相似文献

The introduction of new quarantine disciplines under World Trade Organisation (WTO) agreements has given rise to tensions within the Australian federation over quarantine measures. This paper examines WTO disciplines and rules as they affect trade in agriculture and food products. It highlights the significance of risk assessment in the policy process relating to quarantine, identifies key issues arising from the WTO AustraliaSalmon case and outlines the cases currently tabled at the WTO for settlement with Australia named as respondent. The paper concludes by identifying the lessons from the salmon case in terms of intergovernmental interaction and policy learning within the Australian federation.  相似文献

Wooden pile foundations are quite common in Venice historical building. Very short, small-diameter piles are embedded into the soft shallowest soil layer under the groundwater level, but wood degradation is not prevented as anaerobic bacteria can flourish even in anoxic condition. This study couples the behavior of the masonry structure and the foundation as result of pile degradation. The numerical analyses, relative to the ancient piling, consider wood decay and secondary settlement of soil. The effect of deterioration as a function of the pile spacing and the possible presence of a stiff layer under pile tips are also investigated. The geotechnical results are then used as input for the structural model. The behavior of the masonry as result of different states of wood conservation along the wall is studied numerically.  相似文献

为探究古代皮革的劣化机理,以现代皮革和人工老化皮革作为古代皮革的参考样品,采用热重-傅里叶变换红外光谱(TG-FTIR)、热裂解气相色谱-质谱(Py-GC/MS)联用技术对皮革的热降解过程及其分解产物进行分析。结果表明,古代皮革与现代皮革的热降解过程类似,可分为两个阶段,第一阶段以水的挥发为主,第二阶段以胶原蛋白的热分解为主,主要发生氨基酸的脱水、脱羧、脱氨、脱氢、侧链断裂等化学反应,分解产物有水、二氧化碳、氨气、二酮哌嗪类化合物、异氰酸、氢氰酸、吡咯、甲烷等。此外,古代皮革中胶原蛋白、单宁以及脂类物质相对百分含量较现代皮革大幅降低,表明这些物质的降解或流失导致了古代皮革劣化的发生。TG-FTIR和Py-GC/MS联用技术是研究古代皮革劣化机理的有力手段,可用于量化评估古代皮革劣化程度。  相似文献

During the October 2004 Australian federal election campaign the expected or possible effect of the election outcome on interest rates was a key point of differentiation between the Australian Labor Party and the Liberal–National Party coalition. The purpose of this paper is twofold. First, we examine whether this effect was a significant factor in the election outcome, as measured by the percentage swing towards the coalition in each electorate. Second, we use standard methodology from financial economics to examine whether the election outcome had an effect on interest rates. Contrary to media coverage of the campaign, we find that the election result did have an effect on interest rates but that the possibility of interest rate changes was not a dominant factor in the election result.  相似文献

British politics immediately following the Boer War featured a group of politicians and intellectuals known as the Liberal Imperialists and this account explores the political thought of their Australian counterparts. Australian liberal intellectuals of particular relevance for this study were located in Melbourne, which was at that time the federal capital, and they were loosely clustered around the key political figure of the period, Alfred Deakin. The extended circle of Alfred Deakin provides scholars with a useful group of active intellectuals from whom it is possible to derive an idea of the Australian inflection given to Liberal Imperialist thought, concentrating on the intersection of notions of imperial unity and progressive social reform agendas which flourished in both Australia and Britain during the Edwardian era. The group of politicians and public intellectuals, comprising an overlapping membership including the Imperial Federation League, friends and associates of Alfred Deakin and the Boobooks Club, would subsequently evolve into the main Australian branch of the Round Table organisation. This article is concerned with discovering the outlines of the Australian version of Liberal Imperialist thought and especially the nature of the Australian inflection superimposed on this British set of ideas, as found in a variety of contemporary pamphlets, printed books and Boobooks minutes. The Australians were less pessimistic than Richard Jebb about the possibilities of a supranational imperial organisation but also insisted that such an organisation must respect the sovereignty of dominions. They differed from most of their British counterparts in supporting the widespread use of tariffs to nurture industry and they also supported the restrictive immigration position enshrined in the infamous White Australia policy, yet they were much in favour of the notion of a strong British navy.  相似文献

In Australia, the authorised heritage discourse contributes to shaping the stereotypically Australian. It actively engages in creating a contemporary national story which glosses over the more shameful or distasteful episodes and themes in Australian colonial and post‐colonial history which is presented as being by‐and‐large progressive and benign. While the process of forging national history has become more complex and increasingly fraught, given globalisation and the emergence of new histories, nation and nationalism remain culturally persistent. The turn to multiculturalism from the 1970s as the principal way of defining Australianness and the nation lead some conservatives in politics and the heritage industry to appropriate the new social history, using it to present diversity as an indicator of a fair and open society. In this process, both history—an evolving academic discipline—and the past—lived experience which has meanings and uses in the present—were transformed into heritage.  相似文献

Geography: Shaping Australia's Future (2018) provides a ‘strategic plan’ for geography aligned with the national research priorities, as well other key areas where Australian geographers are addressing environmental and societal challenges. To provide context, we first describe the state of geography in Australian universities. We then articulate ways forward for strengthening Australian geography—both within the discipline and how we interact externally. We describe how geography may better contribute to policy agendas, capitalising on our unique perspectives of space, place and the environment, but also highlight how we might improve these contributions through a more unified approach across human and physical geography. Third, we discuss opportunities for geographers to build the reputation of the discipline and ways to advocate for its importance in the wider academy, school curricula and community. We conclude with some preliminary suggestions on how Australian geographers may better engage and contribute to the United Nations Agenda 2030 Sustainable Development Goals.  相似文献

In the late 1950s the Australian Council for the World Council of Churches (AC‐WCC) inspired primarily by the Presbyterian Church, undertook a concerted campaign to pressure the Australian government to assume a greater role in the affairs of the New Hebrides. The AC‐WCC wanted the Australian government to take over the United Kingdom's role in the administration of the Anglo‐French Condominium. It was motivated to undertake this campaign by the dismal social and economic conditions in the islands, the neglect of the British and French colonial authorities, and their failure to offer the indigenous people a way forward to self‐government. The high point of the campaign was a meeting between Robert Menzies, the Australian prime minister and a delegation from the AC‐WCC in early 1958. As a result of this meeting Australian ministers and officials, for the final time, gave extended consideration to expanding Australia's empire in the South Pacific to include the New Hebrides. This article examines the AC‐WCC's campaign, explores the Australian government's response, and analyses the outcome of this important episode in Australia's involvement in the colonial territories of the South Pacific.  相似文献

Between the 1860s and the early decades of the twentieth century, escaped and liberated French convicts from the penal colony in New Caledonia arrived on Australian shores, raising concerns about physical as well as moral contamination. This article combines Australian sources with French consular and ministerial archives to examine the impact this little-known episode of trans-imperial history had on the early Australian federal process. The arrival of the convicts and former convicts played on at least two levels. It highlighted the colonial authorities’ weak powers in asserting their territorial sovereignty and policies and pitted them against both Great Britain and the French. Further, the constant nudging of these unwelcome neighbours disrupted the ongoing disavowal of the colonies’ convict past.  相似文献
