Though possibly best known today as a specialist on the Middle East and Islam, it is often forgotten how central the Cold War was in defining Fred Halliday's understanding of world politics before 1989 and indeed even after. Building on the earlier work of Isaac Deutscher and E. H. Carr, Halliday developed a distinct theory of the Cold War which afforded him great insights but ultimately failed in explaining the complexities of the East–West relationship, and why it came to an abrupt conclusion in the late 1980s. 相似文献

AbstractThe article examines the relationship between communal religious identity and the secular, liberal state. It addresses the concern that religious allegiance undermines an individual's or group's political loyalty. The liberal secular state is threatened when a religious community participates in public discussion because this challenges the positioning of religious belief as personal and private. Currently this issue is brought into sharp focus by the identities of Muslim people although it is by no means restricted to this religious group. The early Christians negotiated the difficulties of loyalty to the empire and worship of the one true God as uniquely divine. The work of William Cavanaugh and Maleiha Malik is utilized to argue that religious communities can participate in public discussions in secular liberal states while living by narratives not shared by these polities. In fact religious communities can deepen the moral discussions of liberal secular states by bringing to its instrumental rationalism convictions established on alternate beliefs and narratives about the human condition. The recognition of the public role of religions need not induce panic in the liberal secular state and may secure religious communities sufficiently to allow mature, critical debate and discussion of their loyalties. 相似文献

AbstractThis article takes a critical look at the experience of the Christian Churches during the time of the Rwandan genocide between 6 April and mid July 1994. It is established that in about 100 days about one million people faced death at the hands of soldiers, militias and ordinary civilians. Most victims were killed in churches and other church premises where they had gathered in hope of protection. The genocide in Rwanda was extensive both in its scale and execution. In this article we attempt to understand why and how the churches were involved in the killings, and the implications of such involvement in contemporary efforts towards reconciliation. 相似文献

AbstractThis essay engages the political philosophy of Giorgio Agamben and the literary criticism of Abdul R. JanMohammed in critically exploring the contours of the present arrangement of democratic politics in the United States. Giorgio Agamben's exception theory of sovereignty and bare life are deployed in order to grasp the political meaning of surprisingly unprecedented and exceptional recent court rulings in the case of Mumia Abu-Jamal, who has been on Pennsylvania's death row since 1982. Abu-Jamal's experience of exceptional rulings also requires a critical elaboration of the racialized nature of American democracy. Thus, Agamben's theory finds a critical complement with the work of literary theorist Abdul R. JanMohammed, particularly JanMohammed's formulations of "social death" and the "dialectics of death" for "death-bound-subjects." The theories of Agamben and JanMohammed make clear the nature of Abu-Jamal's political struggle and the state of democratic politics that so often transforms the exception into the rule, specifically in the case of the marginal and dispossessed. The significance of Abu-Jamal's case thus becomes one of understanding the production and reproduction of the state of exception and the (im)possibilities of political transformation and liberation from the arrested state of democracy in the modern world. 相似文献

Problem definition is fundamental to public policy making, intertwined as it is with the political process throughout the activities of issue initiation, program design, and legislative enactment. Yet problem definition remains in immature analytic construct, productive of only a modest amount of scholarship that is lacking a coherent shared framework. Seeking to address this deficiency, this article systematically examines the origins, elements, and consequences of problem definition, relating this discussion to previous literature in the area, current policymaking developments, and future research needs. 相似文献

Current western aid and development policy aims to promote ‘good governance’ in the third world. Few would deny that competent, open and fair administration is both a worthy aim and a self-evident requirement of development. However, the current orthodoxy clearly illustrates the technicist fallacy, which is implicit in the following quotation from Pope, that the effective administration or ‘management’ of development is essentially a technical or practical matter. This article argues that development is fundamentally a political matter and that it is illusory to conceive of good governance as independent of the forms of politics and type of state which alone can generate, sustain and protect it. In Australia's Northern Territory, the Larrakia have been involved in a decades‐long effort to gain recognition as traditional owners through Land Rights and Native Title legislation. From one perspective, their claims have failed to achieve the entitlement and recognition grounded in these governmental regimes (Scambary 2007; Povinelli 2002). However, over the past decade the Larrakia Nation Aboriginal Corporation (LNAC) and the Larrakia Development Corporation (LDC) have emerged as locally powerful corporate bodies that pursue programs and exercise forms of power on behalf of the Larrakia that can be understood in terms of state and governmental practice. Through suburban development, a night patrol, educational and vocational training, a radio station, and through forms of policy research and statistical enumeration, the Larrakia nation have emerged in the eyes of many as a de facto Aboriginal ‘state’ in the Darwin region. This paper explores the intra‐Indigenous relations through which these practices have emerged, and analyses the extent to which the LNAC might be understood as a kind of ‘state’ within a state, responsible for world‐shaping activities of knowledge production, housing and health outreach, vocational training and education, and policing. Focussing on the forms of ‘stateness’ that accrue to the Larrakia Nation in Darwin through its policing, knowledge production, and outreach programs for Aboriginal campers, the article explores the differential articulation of Aboriginal groups with the state. It concludes by asking how such differences matter in contexts of planned urbanisation in the Northern Territory. 相似文献
