State officials in early republican Turkey framed malaria as both a medical and a political issue. In doing so, they engaged in public health education campaigns not only to resolve medical concerns but also to better govern the country's population and promote a broader modernist agenda. This article employs primary sources from Turkish archives and other collections in order to examine the governmental and the biopolitical implications of this experience. We thus scrutinize the civilizational discourse employed by politicians and physicians as they dealt with this “village disease,” the peoples who they encountered—and taught, and the obstacles that they perceived to exist within the traditional curative beliefs and practices found throughout rural Anatolia. Emphasizing modernist ideals in their medicine as much as in their politics, we conclude that health officials' lessons for waging an effective “war” on malaria targeted not just the disease but also its perceived societal sources of origin and—hence—the very populace it presumably sought to protect.  相似文献

This article explores the crisis within the Conservative Party in 1922 over the continuation of the coalition with Lloyd George's section of the Liberal Party, focusing on the actions of the Conservative chief whip, Leslie Wilson. Previously unused papers relating to Wilson's career shed new light on his role in the fall of the coalition. Wilson co‐ordinated opposition to the continuation of the coalition in its existing form, helping to solidify the group of junior ministers opposed to Lloyd George into a cohesive and powerful faction, which then forced the Conservative Party leader, Austen Chamberlain, into making concessions. Above all, Wilson was influential in forcing Chamberlain to agree to a meeting of MPs at the Carlton Club on 19 October 1922, at which the rebels won a decisive victory, causing the resignation of Chamberlain as party leader and Lloyd George as prime minister, in one of the most important events in modern British political history.  相似文献

Documenting the relationship between agriculture and political economy occupies the center of much research and debate in anthropological archaeology. This study examines this issue by focusing on maize at Xaltocan, a Postclassic community located in the northern Basin of Mexico. We consider how different mechanisms of distribution, circulation, and production can influence maize variation. We analyze maize variability through time at Xaltocan and the community’s chinampa system and interpret patterns of variation in relation to its historical trajectory. This methodological and interpretive approach offers an innovative means to understand how agricultural practices transformed in relation to changing conditions of prosperity and power, especially the links between tribute, market exchange, conflict, and regional demography. Our study also speaks to broader, dichotomous perspectives that model the organization of agricultural systems, revealing that the strategies of both agriculturalists and the state often converge at local levels.  相似文献

In the immediate aftermath of Mexico's revolution (1910–1920), increasing numbers of surveyors, agronomists, and agrarian bureaucrats headed out to the countryside to implement the agrarian reforms promised in the decree of 1915 and the Constitution of 1917. In this essay I ask a very basic set of questions about the use, evaluation, and making of spatial knowledge in a revolutionary context: when bureaucrats went in to the field after the revolution, what did they do? What roles, if any, did local inhabitants themselves play in the processes that unfolded? And what constituted the acceptable body of knowledge—the archive—necessary to resolve persistent boundary questions that impeded the reform? I examine these questions by looking closely at the textual and personal interactions between one agrarian bureaucrat and the inhabitants and authorities in the villages to which he had been sent in central Veracruz. Their interactions reveal the degree to which campesinos in the countryside appropriated and deployed different aspects of revolutionary rhetoric in an effort to shape new spaces, or recreate previous ones, in the 1920s.  相似文献

The conduct of American military physicians in prisoner of war (POW) camps has been called into question by the abuse scandals at Abu Ghraib and Guantánamo Bay. This essay explores the experiences of the first U.S. military physicians to confront POW patients in large numbers-events that occurred during the American Civil War. While POWs received sub-standard care in camps north and south, the war also saw the issuance of the first document to outline the rights of POWs. This ambivalence toward the proper care and treatment of the POW is evident in the career of Dr. Eugene Sanger, the first Union surgeon at the prison camp in Elmira, New York. Sanger demonstrated both concern about the sanitary condition of the camp and pride in the deaths of POWs as furthering the overall war aims. His cruelty attracted some censure, but Sanger never faced disciplinary action. He was honorably discharged and went on to become the Surgeon General of his home state. This article places his actions at Elmira in the context of medical ethics, Army orders, and Northern opinion in 1864, and it will argue that the lack of Federal response to Eugene Sanger's poor record while serving at the prison set a precedent for inferior medical care of POWs by American military physicians.  相似文献
