This paper examines geographical dimensions of the actual and potential impacts of economic restructuring on individual regions in Australia from the perspective of the jobs and services that support people and families. Four examples are discussed: The discussion raises four sets of concerns for the future: potential social dislocation in rural and remote communities; the erosion of the employment and service bases of those same communities; the vulnerability of sections of society, especially women and disadvantaged ethnic groups; and the imprecision involved in disentangling webs of cross subsidy and community service obligations in Australia.

Previous environmental equity studies have examined the spatial distribution of aircraft noise across cities. Their findings show that, in several cities, visible minorities and low-income populations are most affected by aircraft noise. In contrast, one study concludes that well-off populations are the most affected. These contradictory findings support the use of a comparative approach for several cities. The aim of this study is twofold. First, we want to identify if there are groups in the population that are in a situation of inequity to aircraft noise exposure in Toronto, Montréal, Vancouver, and Calgary. Then, we want to check if the exposure to the aircraft noise of the different groups varies significantly from one metropolis to another. We use the recommended noise exposure contour maps in Canada: the Noise Exposure Forecasts. Next, four variables are extracted from the 2016 Statistics Canada census at a fine-scale level (dissemination areas): that is, the percentages of low-income, visible minorities, 0- to 15-year-old, and 65-year-old and over populations. The results of a mixed effects logistic regression model show that environmental inequities in terms of exposure to aircraft noise for the four population groups are not consistent from city to city.  相似文献

Sumatran population growth and influences

Sumatra, Indonesia's large western Outer Island region, had general, urban and rural rates of population growth during 1961–71 as much as 50% or higher than those for the remainder of Indonesia. The rapid population growth in Sumatra, continuing into the later 1970s, has been associated with a variety of influences. Among these were:

  1. New or improved economic activities encompassing large‐scale extraction of crude oil, natural gas, tin, bauxite, and forest products; some coal mining; continued fisheries, commercial small‐holder and estate types of agriculture; and new or expanded manufacturing.

  2. Large‐scale transmigration, in‐migration from elsewhere in Indonesia other than Java and Bali, and intramigration within Sumatra have led to increased populations and densities in at least five major areas. The southern area of Lampung Province and to a lesser extent eastern South Sumatra have had notable growth from transmigration flows; several coastal plains areas in Aceh, North Sumatra, West Sumatra, Riau, and Jambi provinces, from upland to lowland or other in‐ and intra‐migration flows.

  3. Traditional ethnic, religious, and regional linkages within a predominantly rural village system have remained strong. These cultural conditions provide a background for understanding the continuing overwhelming rural character of Sumatra's people.

  4. Although urban growth was more rapid than rural growth in Sumatra during 1961–71, most of this urban growth was concentrated in and around a few relatively large urban centres; the remainder of the urban growth was in the many other urban places, most having the aspect of overgrown villages.

  5. Differential growth rates for total, rural, and urban populations were associated with differing perceptions at local, provincial, Sumatra‐wide, or national levels — of the areas having the best opportunities for improved living. With a few exceptions, Sumatra's upland areas have lost large numbers of people to near‐by and only recently highly accessible lowlands. Small, but crucially important, numbers of ambitious and more highly educated people have left Sumatra for Jakarta or other areas of actual and perceived greater economic opportunity.

  6. In 1971 the sharply contrasting and increasing population densities of Sumatra emphasized several areas of greater economic development on the one hand; areas of continued limited accessibility or economic activities oil the other. If trends of the 1961–71 decade persist, the 1981 Indonesian census results for Sumatra should indicate increased populations and densities, particularly in the southern Lampung area of agricultural inflow and in the lowlands around Sumatra's large cities which also should continue to have sizeable population increases.

In the period 1961 and 1980, Sumatra's population increased from nearly 16 to 28 million; a rise of 78%. This population growth was at least 50% faster than the Indonesia national average, and exceeded only by Maluku. Local and intensive demographic and economic analysis is needed to explain fully this rapid demographic increase. Sumatra's abundant resources of tin, bauxite, petroleum, natural gas, forest and agricultural products during the 1960s and 1970s supported these population increases, as well as providing export income to aid other Indonesian areas.

The chief population changes within Sumatra are:

  1. Rapid percentage population growth in Lampung, Jambi, Bengkulu, and Riau provinces. However, population numbers increased most in North Sumatra, Lampung, and South Sumatra.

  2. At the more detailed, kabupaten scale, Sumatra's 1961–80 population growth was very uneven, ranging from nearly 229% in central Lampung, over 97% in eight other kabupaten, to as little as 21.8% around Lake Toba in upland North Sumatra. Actual or perceived economic opportunities, sizeable migration flows, and high natural increases favoured some areas; resulted in outmigration flows from others.

  3. The nineteen municipalities (only seventeen according to some sources for 1961) rose to twenty kotamadya by the mid‐1960s. Collectively, their urban populations increased from less than 2 million in 1961 to 4.25 million in 1980. Medan, in particular, now is the dominant city not only of Sumatra, but also of all Indonesia beyond Java‐Madura. Only Sawahlunto in upland West Sumatra remained almost stagnant through this period.

  4. Population densities rose throughout Sumatra, but at greatly different rates. At the kabupaten scale at least seven areas of relatively high population density, plus a few localized urban‐ or resource‐centred areas elswhere, stood out from other, much less densely populated areas.

Segregation of visible minorities has persisted throughout time in Toronto. In examining these concentrations, the literature has been heavily focused on the notion that visible minorities are choosing to live in proximity to their respective ethno-racial groups and that these are spaces of aspiration rather than marginalization in Canada. This paper raises questions about the assertion of “self-segregation” by emphasizing affordability constraints on residential choices that are often rooted in discrimination in the labour market. Census data from 2016 and an adopted neighbourhood classification scheme were used to understand the spatial patterning of visible minorities in the Toronto census metropolitan area and highlight differences in the socio-economic characteristics of visible minority dominant and white dominant census tracts. The findings invite the inference that economic opportunities play a critical role in the residential choices of visible minorities and raise concerns about the quality of life in visible minority neighbourhoods. This research contributes to our understanding of how social inequalities have impacted the socio-spatial organization of the city of Toronto.  相似文献

The electronics industry in Malaysia was assigned a central role in creating urban jobs for the indigenous Malays and restructuring their employment from low- to high-paying activities. The initial labour-intensive phase generated jobs but failed to provide openings for Malays higher up in the occupational hierarchy. In the current phase, a buoyant economy makes job creation per se less important; but the growing technological sophistication in the industry threatens to undermine the restructuring of Malay employment because many Malays lack the critical skills necessary to take advantage of this development. This article reviews these issues and suggests policy initiatives.  相似文献

This paper analyzes ethnic wage gaps in Great Britain by comparing minorities to majority workers in the same local labor market and focuses on the variation of wage gaps across areas. As wage gaps vary across areas, using one single national measure may be misleading. Higher wage gaps across groups are associated with higher occupational segregation and ethnic diversity, while higher wage gaps within groups are associated with higher regional specialization and proportion of co-ethnics. Policies could help by improving job location and selection into occupations across groups.  相似文献

Cooling centres provide respite, safety, and social support during extreme heat events for populations that do not have the resources to own or operate in-home air conditioning. The objective of this study was to measure the spatial accessibility of cooling centres and analyze the associations between cooling centre access and marginalization in Montreal, Toronto, and Vancouver, Canada. The potential spatial accessibility of cooling centres within a 15-minute walk was measured at the dissemination area scale using the two-step floating catchment area method. A two-stage modelling approach was used to analyze the associations between cooling centre access and marginalization. Approximately 62%, 58%, and 54% of the populations in Montreal, Toronto, and Vancouver had access to at least one cooling centre. In Montreal and Vancouver, high marginalization areas were more likely to have cooling centre access than low marginalization areas. Of the areas with cooling centre access, smaller access scores were observed in areas with high residential instability. Approximately one-fifth of the areas in each city had no cooling centre access and high marginalization, and may be considered for future cooling centres or programs that improve accessibility to existing centres.  相似文献

The effect of the midday recovery of absorption (MDR) during the polar cap absorption (PCA) of 19–21 March 1990 is investigated using data from 25 riometer stations in both hemispheres. The measured variations of absorption are compared with those calculated from a model. Three main aspects are considered:
  • 1.(1) The solar and geophysical conditions under which the effect appears,
  • 2.(2) The essential morphological features of the phenomenon,
  • 3.(3) The relative contributions of (a) diurnal variations in the geomagnetic cut-off energy and (b) an anisotropic pitch-angle distribution of the solar protons to the development of the MDR.
The principal morphological features of the MDR effect are found to be as follows:
  • 1.(a) the width of the area affected by MDR is about 10° of invariant latitude,
  • 2.(b) there are two regions, respectively below and above 65° latitude, in which the MDR properties are different,
  • 3.(c) the maximum duration of the MDR effect is about 12 h,
  • 4.(d) there are distinct geomagnetic conjugucy effects in MDR.
There are solid reasons to suggest that the MDR at latitude 65–70° is due to the combined influence of a diurnal variation of geomagnetic rigidity, and the pitch-angle anisotropy of the solar protons. The MDR at lower latitudes (Λ = 60–65°) seems to be produced primarily by diurnal variations of the cut-off rigidity.  相似文献

This paper contributes to debates on the empirical and conceptual potentials of anti-essentializing notions such as ‘thirdspace’ with the aim to open new epistemological and political grounds. Based on the findings of ethnographic research, I critically examine two spatial strategies (the deliberate creation of an ethnic neighbourhood, and the securing of a community centre) that Latin American immigrants in Toronto, Canada, developed to appropriate urban space and lay claims to equal rights. The case of Latin Americans' struggle for belonging in Toronto serves to reflect on how and why new immigrant groups today (re)construct collective identity spatially. I argue that immigrants strategically essentialize their identities in and through place in order to make themselves visible and their voices heard. Ethnic places represent sites of resistance and creation where immigrants construct their own subjectivities while also redefining dominant notions of inclusion and citizenship. Although locally grounded, these new immigrant identities remain fluid and engage with multiple forms of exclusion

The German physicans and medical scientists reacted to the French Revolution in several ways, if you judge only from the medical literature:
  • 1 At the beginning of the French Revolution, the scientist answered with still silence, whereas the young intellectual generation was filled with enthusiasm. But after the battle of Valmy (1792) this enthusiasm vanished and they resigned to execute an equal revolution in Germany.
  • 2 When, in the middle of the 1790s, scientists gave commentaries on revolutionary acts, they despised the revolution itself. This could only destroy the old – and even better – order. They argued that you can have recourse to science to avoid the political and socially deranged situation.
  • 3 This rejection against the political revolution was combined with a rejection against the influences of natural philosophy on medicine. Schelling's philosophy plays the role as an scientific revolution with all negative aspects like the political one. In this sense, the science in the old scientific manner has to be an accepted refuge.
  • 4 But in this retreat they developed ideas of German national science to conteract on the French influences. The consciousness of nationalism was supported by the scientists of romantic movements.
  • 5 The following degree is characterized by a mental leap. Now, they argued, it will never be necessary to revolutionize the medicine: in science all the ideals of French Revolution are realized – freedom, equality and fraternity.
  • 6 Consequently, only in a formal sense did they respond to the French Revolution and so they avoided recognizing, that science is influenced politically and also science itself exercises on in a political way.

This article investigates the effect of jobs reservation on improving the economic opportunities of persons belonging to India's Scheduled Castes (SC) and Scheduled Tribes (ST). Using employment data from the 55th NSS round, the authors estimate the probabilities of different social groups in India being in one of three categories of economic status: own account workers; regular salaried or wage workers; casual wage labourers. These probabilities are then used to decompose the difference between a group X and forward caste Hindus in the proportions of their members in regular salaried or wage employment. This decomposition allows us to distinguish between two forms of difference between group X and forward caste Hindus: ‘attribute’ differences and ‘coefficient’ differences. The authors measure the effects of positive discrimination in raising the proportions of ST/SC persons in regular salaried employment, and the discriminatory bias against Muslims who do not benefit from such policies. They conclude that the boost provided by jobs reservation policies was around 5 percentage points. They also conclude that an alternative and more effective way of raising the proportion of men from the SC/ST groups in regular salaried or wage employment would be to improve their employment‐related attributes.  相似文献

Diffusion and continuity equations for O+ and H+ ions were integrated along a magnetic field line between 500 and 3000 km. Three sets of equations were used:
  • 1.(1) the standard ones;
  • 2.(2) modified according to the formulae given by St-Maurice and Schunk;
  • 3.(3) those derived by Conrad and Schunk.

“Consensual Corporatism” under the Hawke Labor Government is a process of policy decision‐making engendered both by a reaction to perceived past Labor policy‐making failures and the context of the collapse of the long post‐war economic boom.

This paper argues:

  1. 1) that the perceptions of economic crisis in Australia in 1983 were accurate and that the Hawkeist consensus model was a correct (though not really corporatist) reaction to the policy requirements of the mid‐1980s;

  2. 2) that, primarily because of the fragility of the institutional‐cum‐political base of the Hawke “consensual corporatist” policy process it will take an unusual combination of continuous good management and good luck for the model and its progenitor government to survive beyond the next election.

This study documents and interprets patterns of identity in relation to tooth ablation patterns at Yoshigo, a Late/Final Jomon period (3500–2500 yBP) site. Two patterns of tooth ablation are observed among the Yoshigo people: both (2) mandibular canines or four (4) mandibular incisors were extracted during life and formed a basis for identity differentiation. Three hypotheses are tested regarding these groups: (1) tooth ablation groups will be unrelated to postmarital residence; (2) tooth ablation groups will be associated with age‐based achievements; (3) tooth ablation groups will be associated with occupational specialisation. Biodistance, demographic and stable isotope analyses were performed on skeletal remains recovered from Yoshigo (3500–2300 BP) to test these hypotheses. Within‐group variation expressed by cranial and dental measurements was not significantly different between tooth ablation groups. This indicates that tooth ablation practices were not related to migration. Previous biodistance findings do, however, suggest that tooth ablation groups represent closely related individuals, possibly kin‐based networks. Demographic analysis of age‐at‐death and tooth ablation suggests that tooth ablation styles were achieved at different ages. Stable isotope analysis indicates that the tooth ablation groups consumed similar foods. Based on isotopic findings from other sites and archaeological evidence for food sharing among Jomon people, these results suggest that dietary variability between tooth ablation groups was homogenised by cooperative food sharing. The totality of these findings support the hypothesis that the identities associated with tooth ablation were unrelated to migratory patterns, and instead, possibly reflect kin‐based social units, where achievement or age acted as a determinant of membership. We examine the social mobility of the second generation in the Toronto metropolitan area by analyzing whether the adult children of immigrants live in more affluent and desirable neighbourhoods than the first generation. Using 2016 census microdata, we compare the social characteristics of census tracts where immigrants and the second and third-plus (3+) generations concentrate. The index of dissimilarity indicates the degree of residential separation among generations and for five ethno-racial second-generation groups: Chinese, South Asian, Black, Southern European, and Northern and Western European. The empirical findings show that the neighbourhoods where the first generation is over-represented are less affluent than those where the second and 3+ generations concentrate, with the largest improvements in social status occurring between the first and second generations. Although they frequently live in more distant suburban neighbourhoods than the first generation, the second generation still tends to live in inner and outer suburbs more than the exurban 3+ generation. For the second generation, the degree of residential concentration varies across ethno-racial groups with persistent segregation marking the residential locations of racial minorities. The findings highlight the variegated geographies and social mobility of the second generation in Canada's largest metropolitan area.  相似文献

Effective and optimized e‐government in Egypt faces daunting challenges that are less technical in nature and more over the issues of institutional resistance and of political will. A review of the state of e‐government in Egypt is presented with analysis focusing on the state of service implementation in 2012. The points of discussion on e‐government covered here include:
  • E‐subjugation in the guise of e‐government via information control and cyber‐snooping;
  • Institutional resistance to the transformation of routine functions into automated systems;
  • Institutional resistance to transparency of government operations;
  • Analysis of the state of Egyptian ministry websites on six dimensions of e‐government development;
  • Discussion on implementation of Egypt's e‐government master plan;
  • Commentary on the revolutionary potential of e‐government augmented by vision, competence, and leadership; and
  • Caveats that are important to note in moving the vision of e‐governance from concept to practice.

While women's share of employment has risen in many countries over the last two decades, gender job segregation has worsened, with women increasingly excluded from ‘good’ jobs in the industrial sector. In this article, the determinants of gender job segregation are assessed using panel data for a broad set of developing countries covering the period 1991–2015. The effect of gender job segregation on all workers, via the labour share of income, is also analysed. The results identify two major contributors to gender job segregation — the rising capital/labour ratio and the ratio of female/male labour force participation rates — indicative of ‘crowding’ and exclusion as economies move up the industrial ladder. The analysis further indicates that the crowding of women into lower quality jobs has a negative effect on workers as a whole by dampening the labour share of income. Those processes are influenced by global and macroeconomic conditions and policies that have circumscribed the expansion of high‐quality jobs relative to labour supply, intensifying competition for ‘good’ jobs and weakening labour's bargaining power.  相似文献

Intermodal freight terminals: locality and industrial linkages   总被引:2,自引:0,他引:2  
The areas around eight Canadian intermodal freight terminals form the focus of this study. Two basic research questions are addressed: What is the character of the zones adjacent to the terminals and what is the functional tie between industries located in these zones and the terminals themselves? There are three seaports (Halifax, Montreal and Vancouver), three airports (Dorval‐Montreal, Pearson‐Toronto and Vancouver) and two rail yards (both in the Toronto region) in the study. In total, 196 manufacturing and wholesaling firms were part of the study. Transportation land use is areally most extensive in six of the eight terminal zones. Industrial land use, while significant in area, is not the most dominant land use surrounding any of the terminals. No one socio‐economic characteristic defines the areas around the terminals. Businesses in close proximity to the terminals make rather modest use of the terminals. Less the 30 percent of the interviewed firms used the nearby terminal for their freight shipments; only 3 percent of the firms indicated that proximity to the terminal was a primary locational consideration. The relationship between industrial location and the terminals is more indirect, than direct, based on the high level of accessibility found in the terminal zones.  相似文献

Spanish speaking populations in the USA have long been categorised under the umbrella term ‘Hispanic’, which is a cultural construct. The term Hispanic ignores the unique ethnohistories and biological variation among Hispanic groups with various European, African and indigenous American influences. Considerable heterogeneity has been identified in pre‐contact America and has continued to influence the cultural and biological compositions of various regions today. The purpose of this research is to examine biological variation in Mexico, which was influenced by indigenous migration patterns and the Old World conquests of the Americans. Using multivariate statistics, this paper compares 16 three‐dimensional craniometric landmarks of samples from northern Central Mexico, northern Yucatan and western Mexico to examine the regional biological variation present in Mexico in both prehistoric and historic groups and also compares Mexican, Spanish and African American groups to examine patterns of Old World conquests. Multivariate statistics detected significant group differences for both size and shape (centroid size, p < 0.0001; shape, p < 0.0001) and showed that while significantly different, all the Mexican groups are more similar to one another except for one prehistoric inland‐western Mexican group, which is morphologically distinct from the other Mexican groups. Previous mtDNA research in these areas shows a low prevalence of African American admixture and a high indigenous component in the northern Mexican groups, which is consistent with the findings of this paper. The prehistoric and historic Mexican groups were the most similar indicating the retention of indigenous admixture after contact. The results from this analysis demonstrate that all groups are significantly different from one another supporting other findings that have shown that the indigenous populations of the New World are heterogeneous and that this variation may also contribute to the heterogeneity of contemporary populations.
