During the transition towards a more market‐oriented economy and entrepreneurial governance, local authorities have attempted to create new cross‐jurisdiction regional entities to enhance their competitiveness through making city‐region plans or regional strategic plans in China. This article analyses the process of region building in China through a case study of Nanjing city‐region. We argue that region building is a state‐led regional project in China, not a spontaneous process. City‐region planning has played a legitimacy‐seeking role in the construction of new regions. Based on the discourse provided by the city‐region plan, associated city networks are being created as a mechanism for plan implementation and regional coordination. This signals that regional planning is entering the stage of regional institution building. By assessing the capacity of regional institutions, we argue that the newly‐emerged regional institutions or urban networks have facilitated regionalization in terms of the increasing involvement of non‐state actors, the formation of regional coherence and identity and the enhanced inter‐city co‐operation. However, it is still difficult to establish effective regional governance due to competing local governments, the arbitrary political leadership and the fragmented planning functions.  相似文献

In the planning literature, there is a tendency to contradict top-down and bottom-up policies, government and governance and instrumental and communicative planning. However, through extensive action research in regional development practice, we have learnt that there is a need for combining them in adequate planning models, and we have found strong arguments in philosophy and theory for this combination when we go to the debate on modernization and the arguments in favour of better balance between communicative and instrumental rationalities. This article is a theoretical discussion of a planning model that we have called empowerment planning. In this discussion, we regard empowerment in regional development as a combination of top-down and bottom-up processes with the variables context, mobilization, organization, implementation and learning. Planning is regarded as a combination of instrumental and communicative rationalities in an institution-building process based on Habermas' will-forming process with different discourses. We present how a planning approach with institutional, strategic, tactical and operative levels of planning can stimulate different development variables, contribute to the institution-building process and strengthen the legitimacy of the planning institution.  相似文献

The 1993 National Voter Registration Act authorizes nonprofit social service organizations to conduct nonpartisan voter registration drives, with the aim of making the process more accessible for low‐income citizens and segments of the population historically underrepresented in the political process. Although more than 15 years have elapsed since this important reform was enacted, very little is known about the extent to which nonprofits have embraced this practice, and what factors explain their decision to do so. Drawing upon institutional theory, this article examines the propensity of nonprofit social service organizations to carry out nonpartisan voter registration and voter mobilization campaigns in a national election year. A series of hypotheses are tested using data from a random sample of several hundred nonprofit service organizations in the United States that were surveyed prior to the 2008 election. Findings suggest that institutional factors, especially state laws, are highly influential in shaping the decision of local level nonprofits to register voters. The article concludes with a discussion of policy implications of this study.  相似文献

Policy feedback scholarship has focused on how laws and their implementation affect either organizations (e.g., their resources, priorities, political opportunities, or incentive structures) or individuals (e.g., their civic skills and resources or their psychological orientations toward the state). However, in practice the distinction between organizations and individuals is not clear‐cut: Organizations interpret policy for individuals, and individuals experience policy through organizations. Thus, scholars have argued for a multi‐level model of feedback effects illuminating how policies operating at the organizational level reverberate at the individual level. In this theory‐building article, we push this insight by examining how public policy influences nonprofit organizations’ role in the civic life of beneficiaries. We identify five roles that nonprofit organizations play. For each role, we draw on existing research to identify policy mechanisms that either enlarge or diminish nonprofits’ capacity to facilitate individual incorporation and engagement. From these examples, we derive cross‐cutting hypotheses concerning how different categories of citizens may need policy to operate differently to enhance their civic influence; whether policy that is “delivered” through nonprofits may dampen citizens’ relationship with the state; and how the civic boost provided by policy may be influenced by the degree of latitude conferred on recipient organizations.  相似文献

Six rural communes in Norway participated in a national project ‘Commune planning on women's conditions’ where participative methods were used to engage inhabitants in strategic planning for local development. The planning process was organized in stages, which corresponds with the basic stages of the strategic planning and management model. All six communes followed this process, which started with education and training in planning methods and processes in autumn 1989, both at national level (project leaders and project groups) and at bed level (local leaders: administrators, politicians, local organizations, etc.). This support was deemed to be significant for the planning process by approximately 50% of respondents who completed an evaluation questionaire. The training was followed by a broad mobilization of inhabitants where visions and strategies were formulated and selected. All projects produced a strategic plan on women's conditions and a 4‐year action programme, as expected. This process worked well in all communes, but the political and administrative engagement in mass meetings, in group work and in hearings was lower in Bremanger and Nesna than in the other four communes.  相似文献

Post-political debate has stimulated a vigorous research agenda about the role of politics in regional and urban planning. It warns of a depoliticization process leading to the emergence of a consensual social order and the retreat of the properly political as disruptive and transformative practice. We propose a reframing of post-political debate through an empirically grounded conceptualization of the political sequence (politicization, depoliticization, and re-politicization) and by incorporating consensus as part of the political, thereby refusing the existence of a differentiated properly political moment. We develop this conceptualization by analyzing the politicization process of high-speed rail in Spain, which resulted in the implementation of one of the most extensive networks in the world. Based on a foundational political myth constructed around the first project implemented, a consensual politicization process has progressively taken place around high-speed rail in Spain. This political consensus contrasts with opposition to the high-speed rail project in the Basque Country. In both cases, high-speed rail is eminently political. The politicization of high-speed rail in Spain shows that, far from becoming a depoliticized practice, regional and urban planning remains eminently political, involving both consensus and conflict.  相似文献

This article examines political activism in the United States to evaluate the extent to which the mobilization of women involves a mobilization of difference, with an attendant goal of building a more inclusive polity and citizenship. The analysis is based on an extensive survey of political attitudes and behaviors in four medium‐sized cities in the western United States and on the political opportunity structures within the cities. While it appears that gendered experiences and an idea of difference may motivate women to become involved in community and political activism, the patterns of their activism do not differ dramatically from those of men and no separate ‘spaces of politics’ for women seem to have been constructed through their activism. I argue that political opportunity structures—the institutions, ideas, and organizations—within the four localities play an important role in channeling women's activism. These findings suggest the importance of considering the contexts in which political identities and activities are given meaning and through which political communities are constructed.  相似文献

The rural poor in India have long experienced corruption, exclusion from welfare schemes and the denial of rights. Critical accounts of development policy and practice advocate the need for pro‐poor governance reforms as well as effective mobilization of the poor for exercising their rights and entitlements. However, there is a dearth of empirical work which examines the following questions. What are the dynamics of such mobilization strategies in the environment of pro‐poor governance reforms? How do they affect local power relations from the perspective of the poorest social groups? And what are the challenges involved in sustaining struggles led by civil society organizations on behalf of the poorest and against petty corruption? This article addresses these questions in the context of a grassroots mobilization of Musahars (a Dalit caste group) in Bihar, one of the poorest provinces in India, which has recently initiated pro‐poor governance reforms. It explains what has or hasn't worked (and why) for the Musahars, in terms of their dealings with public officials. The authors argue that pro‐poor governance reforms and welfare schemes on their own are not sufficient; both grassroots mobilization and political will of the ruling dispensation are also necessary.  相似文献

This paper provides a practice theoretical approach for examining the processes of the Europeanization of spatial planning. While the supply of studies on the questions of how, where and when the Europeanization of spatial planning takes place is rich and diverse, the temporal and spatial aspects of the processes have been studied from a rather narrow perspective. In many of the studies, time and space have been examined as objective, pre-existing features of the processes, which has resulted in interpretations of Europeanization as a temporally successive and spatially scalar process. The paper has two main goals. First, it seeks to outline European spatial planning as a distinctive field of political and academic interaction whose central constitutive elements are interconnected policy and research practices. Second, as a more general theoretical goal, the paper develops a practice theoretical approach for examining the processes of Europeanization. In this paper, it is argued that the policy and research practices constitute a temporal–spatial infrastructure for Europeanization. This infrastructure consists of both objective configurations of the practices and the existential temporal–spatial dimensions opened in the practices.  相似文献

The tremendous fluctuations in public mobilization against United States nuclear weapons policy, a relatively stable policy over four decades, present a difficult riddle to social scientists. Since the dawn of the nuclear age small groups of activists have consistently protested both the content of United States national security policy and the process by which it is made. Only occasionally, however, has this protest spread beyond a handful of relatively marginal groups, generated substantial public support, and reached mainstream political institutions. This article examines the political cycles of peace movement engagement and quiescence, and their relation to external political context, particularly public policy. I begin with a brief review of the relevant literature on the origins of the movements, noting parallels in the study of interest groups. Building on recent literature on political opportunity structure. I suggest a theoretical framework which emphasizes the interaction between activists choices and political context. I then describe the cycles of peace movement activism and quiescence on nuclear weapons issues in the United States using mass media sources to delineate periods of mobilization. I outline a number of policy variables which may help explain protest mobilization. My conclusions address the importance of policy and political context in explaining movement cycles and the potential influence of protest movements on policy.  相似文献

Over the last 10 years, European Union interest in planning has increased significantly. Although land use planning remains a function of each member state, the legal obligations imposed by the EU in the fields of environmental law, structural funds, the Common Agricultural Policy, and Trans-European Transport Networks, have all impacted upon the context of the operation of the British planning process. Many of the EU initiatives have had to be transposed into domestic legislation, while others form an important-if oft-times uncertain-framework for British policy-makers. This paper examines the relationship between the European Union's policies and initiatives as they have potentially impacted upon the British planning system and the contents of Britain's national and regional planning policy guidance to local planning authorities in the assessment period 1988-1997. But the Conservative governments adopted a 'Eurosceptic' approach to their relations with Europe and, as demonstrated within this paper, also towards spatial planning issues that caused uncertainty in practice. The research indicates that although the EU has impacted upon British planning, particularly at the local level of government, this has not been reflected at the national and regional levels in planning policy documentation, mainly because of the 'Eurosceptic' attitude of the government. Policy-makers at both the national and regional levels in England, Scotland and Wales are now recognizing the need, however, to keep apace with changes occurring simultaneously with regard to enhanced European integration, and the approach of the Blair government since 1997 has re-focused the relationship between the EU and UK over spatial planning.  相似文献

This paper seeks to understand how recent social, economic and institutional developments have affected the land use planning tools and instruments that German planners have at their disposal. Although traditional planning practice was focused on the equitable distribution of services and infrastructure and managing growth within a highly structured plan approval process, planning tools at both the local and regional level have become increasingly concerned with enhancing local or regional competitiveness, primarily through the inclusion of a greater number of actors in formulating land use decisions. I argue, however, that despite these changes, the overall institutional framework, which revolves around legal and procedural concerns such as the plan approval process or the granting of building permission, has generally remained unaffected, and a significant gap exists, particularly at the regional level, between the strategic goals of regional governance and actual land use planning tools.  相似文献

Explicit reference was made to “Territorial Cohesion” in the draft Constitution for Europe. The concept has recently been celebrated by many stakeholders of territorial development policies, including the European community of planners. Territorial Cohesion does not seem to have received any official definition, but it is clearly meant to aim at some sort of “spatial justice” while promoting integration between EU sector policies that have a territorial impact. Seemingly a consensual principle: who in Europe would object to a better coherence between various EU policies and the provision of reasonably equal standards of living to all EU citizens, regardless of their area of settlement? Yet a close examination of the current political debate suggests that very divergent views are being expressed as to what Territorial Cohesion exactly entails in practical terms. Two main different policy approaches seem to emerge in this debate. The first approach tends to equate Territorial Cohesion to a range of positive discrimination steps in favour of various penalised areas. Interest groups, in particular lobbies for specific regions, have proved influential in propagating this conception. In the area of regional policy, this approach embodies the neo-corporatist, depoliticised line of the contemporary political culture. It is primarily inspired by financial considerations and a competitive zero-sum game scenario: regions of a specific category should increase their share of the EU funding at the expense of the others. The opposite approach places much more emphasis on the need for integrated territorial planning strategies and the integration of EU policies. Its proponents are the heirs of the post-war urban and regional planning tradition. They strive to revive the politicised and rationalist ideology of the Enlightenment, based on the notion of public interest. They raise awareness about the steadily growing interdependence between regions and cities of Europe and advocate a cooperative approach focusing on issues of transnational relevance and win-win situations. This rather idealistic cooperative approach seems to be less influential than its rival, and currently confined to a relatively small group of planning professionals. The question remains: which of the two models—interregional competition or cooperation—will finally succeed in shaping the EU cohesion policy?  相似文献

The increased emphasis within Europe on the role of second-tier cities has implications for the ways in which these urban centres are considered within national spatial planning strategies. In centralized, monocentric states such as Ireland, there has been a general ambivalence towards urban policy for cities outside the capital city, and historically, this has prevented the development of a strong, diversified urban hierarchy undermining prospects for balanced regional development. This paper examines the extent to which a new found emphasis on Ireland’s second-tier cities which emerged in the ‘Gateways’ policy of the National Spatial Strategy was matched by subsequent political and administrative commitment to facilitate the development of these urban centres. Following a discussion of the position of second-tier cities in an international context and a brief overview of recent demographic and economic trends, the paper assesses the relative performance of Ireland’s second-tier cities in influencing development trends, highlighting a comprehensive failure to deliver compact urban growth. In this context, the paper then discusses the implications of current development plans for the second-tier cities and proposals for Irish local government reform for securing compact urban development.  相似文献

Can local confidence building and cooperation strengthen local communities and have a positive influence on local development? This is the main question in this article. In the first part of the article the conditions for confidence building, mobilization, self-development and self-confidence in local planning are presented. A planning process called strategic and mobilizing planning which is built on these conditions is described. This planning or development process is drawn as an infinite spiral with an increasing 'radius'. As examples of such local confidence building and mobilization processes the cases of 'Nordvest Forum' and 'Cooperation in Haram commune' are presented and discussed. Nordvest Forum is a collaborative activity owned by competing companies in the region, which have recognized that they have a common problem related to recruitment and training of leaders. This has lead to new activities and new cooperation especially related to management training and cooperation. The collaboration between private and public institutions in Haram is an example where common challenges for companies and community were recognized. This process started as a concrete activity regarding recruitment of skilled workers with participation from a few but nevertheless important persons in the private and public sectors. The learning and confidence developed as a result of this cooperation lead to new and broader activities concerning the future of the community with many more participants. In the conclusion some practical advice is given for community planning and confidence building, informed by the theoretical discussion and the empirical examples in the article.  相似文献

An integrated approach to environmental policy and urban spatial planning has not yet been adopted by many local administrations in Europe. However, such integration is likely to provide a more streamlined planning process that incorporates environmental measures in the physical development of urban areas. In this paper, we argue that among many local governments there is already a growing wish to apply environmental policy integration (EPI) principles in spatial planning in an effort to achieve better quality of life in the cities and to preserve natural resources. Within Europe, most attempts to develop EPI approaches can be found in western countries, while efforts to find integrated approaches to the urban environment and spatial planning in Eastern Europe are in their infancy. The main reason for this is that most of the post-communist countries are still addressing the challenge of reconstructing their political, social, and economic systems. In this research, we analyse and compare policy practices for EPI in urban planning in the Netherlands and Bulgaria. We first discuss the Dutch area-oriented policy approach, which has gained popularity during the last decade as a means of integrating environmental qualities in urban land use plans. We then go on to analyse the effectiveness of specific area-oriented methods developed and applied in Rotterdam, and define their applicability in the planning practice of the local authorities of the city of Burgas in Bulgaria. The main conclusion of the study is that the degree of effectiveness of an area-oriented policy is dependent on the impact of specific success factors. Despite the differences between Rotterdam and Burgas in terms of the presence of these success factors, we assert that the area-oriented policy approach applied in Rotterdam can be transferable, and can be adapted to the specific local circumstances in Burgas and used as an instrument for integrating EPI into urban land use planning.  相似文献

Many European states are now giving attention to strategic planning as a means of coordinating and democratizing local government. The UK government is not alone in seeing some form of ‘community planning’ as a means of promoting closer sectoral integration in policy‐making and service delivery while also encouraging public participation. This suggests scope for comparative research to inform lesson drawing, especially from Norway, which has been rolling out kommuneplan at the municipality level since 1985. Cross‐national lesson‐drawing is hazardous, however, given the different legal, political and cultural traditions which make policies ‘work’ in particular local settings. In this article these difficulties are acknowledged and ethnographic research is used to explore further problems in lesson‐drawing, especially the very different ways in which concepts of participation and integration are given meaning in particular national contexts. Through comparative ethnographies of community planning processes in Asker Municipality, Norway, and South Lanarkshire Council, Scotland, remarkable similarities are revealed in the language and objectives of the planning documents in each setting, but show that this belies important differences in the relations between administrative and political domains, in the governing role of plan statements, and in the underlying theories of democracy.  相似文献

There is now a wealth of literature discussing how regional development and spatial planning practices in Central Eastern Europe have been shaped through the alignment with EU policy frameworks. However, scholars have tended to study governance dynamics in terms of adaptation and learning, paying thus little attention to how spatial policy change is inherently interlinked with the political contestation of nation-state spaces. This paper proposes to address this lack by combining insights from political economic work on state spatial restructuring and discourse theory. From this perspective, the institutionalization of spatial policies is examined as a political process in which particular understandings of space become seen legitimate and stabilized depending on how well they fit existing discourses. The paper demonstrates the added value of this approach through a case study of spatial policy change in post-1990 Hungary, and argues that the approach is more generally applicable to examine shifts in spatial policies and to address concerns with the increase in uneven development at different scales.  相似文献

Recent planning experiences in post-socialist cities indicate a growing interest in strategic spatial planning. In their search for new planning paradigms, municipalities in transition countries have embraced strategic planning as a way to involve the business community and the broader constituency in defining a vision for the future of cities. More importantly, this more proactive approach has created an opportunity for mobilization of funds and political support for urban development thus bridging the resource gap under a regime of fiscal austerity. Drawing on the recent experience of Sofia with strategic spatial planning, the paper outlines the essential characteristics of the process (plan-making) and the product (strategic plan). The research establishes clear links between the process of strategy development, its institutional framework and the hierarchical structure of goals, objectives and actions. It is argued that strategic spatial planning is an efficient tool to manage post-socialist cities.  相似文献

More than two decades after the Fourth World Conference on Women was held in Beijing, gender equality policies have not delivered in the ways envisaged. This special cluster of articles seeks to understand why. Women's mobilization and feminist activism was central to the Beijing process and the advocacy that followed, yet their influence on policy processes seems constrained in the current context of global political and economic changes. The articles in this cluster explore the negotiations between different actors, institutions and discourses — and the tensions and contradictions therein — as explanations for why certain domains of women's rights remain at the margins of political agendas and others receive more attention. Specifically, why have women's labour rights and the demands of the unpaid care economy failed to gain policy traction? The articles point to the importance of political practice, which includes the ‘framing’ of policy demands as compelling narratives, engagement with state entities and the forming and managing of alliances. There are trade‐offs inherent in each of these elements, for example, between transformative gender equality objectives and the pragmatic impulse to frame claims in less politically and socially threatening ways. Further, in a context of increasing globalization, mobilization is required at multiple levels — from the local to the transnational. The articles thus seek to deepen our understanding of how policy change for women's rights occurs.  相似文献
