随着我国保障房建设速度的加快,保障房社区将对已有的城市社会空间结构带来深刻影响,其社会效应亟需深入探讨。本文以邻里效应为切入点,基于社区调研数据,采用因子分析、回归分析和质性研究方法,研究广州市保障房社区对周边社区的影响,以及这种影响的形成机制。研究发现,保障房社区并没有为周边社区带来负面的影响,也不存在"贫困同质化"的现象。然而,保障房居民与周边社区居民缺乏人际交往,其社会融合度也比较低。结果表明,提升保障房社区的社会认同度,消除不同社区居民相互间的隔阂,对构建和谐社区具有重要的意义。  相似文献

This article reports the results of research on the implementation of recent legislation which enables Irish local authorities to require that up to 20% of new residential developments must be employed for social housing and for “affordable housing” for sale at below market value to low income households. The legislation will mean that most new residential developments will include several housing tenures. A survey of the number of mixed tenure estates constructed prior to its enactment indicates that, that without this legislation, few estates of this type would have been constructed in urban areas. Furthermore case studies of existing mixed tenure estates indicate that the prospects that this legislation can be successfully implemented are good. Opposition to tenure mixing among home buyers is less than some interest groups have claimed; there is little conflict between the residents of the different tenures in these estates and social housing managers and property developers hold similar views on the most appropriate design of these estates. However successful implementation of the legislation will require some reforms to arrangements for the planning and management of the developments subject to its provisions.  相似文献

This paper explores the increasingly important role of ‘social mix’ in the management practices of the NSW Department of Housing. Social mix is a policy response to the many perceived social, cultural and economic problems related to the concentration of public tenants within larger housing estates. Social mix involves the integration and assimilation of public housing tenants into areas dominated by private home ownership and private rental. Such policies are based upon the belief that social mix has the ability to alter many of these problems simply through the presence of a ‘community’. However, this paper questions the normative construction of homeowners as possessing a ‘community’ which, by implication, will be passed on to public tenants. Through an in‐depth case‐study, it is shown that ‘community’, as constructed by social mix policy rhetoric, may in fact further disadvantage public tenants through processes of othering, stigmatisation and oppression, which operate outside these traditional understandings of community. In addition, this research shows that, rather than increased community integration, it is the physical function of neighbourhood and its direct role in service provision which is the most advantageous constituent of social mix for public housing tenants.  相似文献

This paper compares the intent of three Australian social housing policy interventions in the decade to 2011 with outcomes shown in time series data from the Australian Bureau of Statistics Census. The three policy interventions are the supply stimulus that occurred in 2009 with funding to construct almost 20 000 new social housing dwellings by 2012, the push to diversify social housing supply through the transfer of public housing stock to community not‐for‐profit housing providers, and the physical renewal of public housing estates to reduce concentrations of social deprivation. Its aims are threefold: to understand how the supply and geography of social housing dwellings has changed over the past decade; to relate these changes to the objectives of social housing policy in the time period; and to identify issues for the future of social housing in Australia emerging from identified disparities between policy rhetoric and supply reality. The paper employs quantitative analysis of social housing supply for all of Australia and mapping of social housing supply changes in the east‐coast mainland state capital cities. This analysis reveals the overall stagnation of social housing supply in Australia over the previous decade, combined with evidence of stock loss in areas of renewal in some cities.  相似文献

This article contributes to a growing literature on working-class suburbanization by arguing that both the residualization and privatization of council housing need to be properly historicized. This case study of housing policy in the borough of Brighton demonstrates that council house sales between the 1950s and 1970s were important in the residualization of inter-war estates well before the 'right to buy' legislation of the 1980s. Concerns about excessively affluent tenants can also be traced to the inter-war period, although it was not until the late 1950s that local Conservatives sought to push affluent council tenants into owner occupation via capping incomes and encouraging council house sales. The article shows that slum clearance had long been central to the local council's provision of municipal housing and that apart from two short periods following the First and Second World Wars, council housing was conceived of primarily as a residual tenure by those in control of policy implementation. It further demonstrates that slum clearance between the 1920s and 1960s altered the social constituency for council housing and, combined with selective privatization, specific allocation policies and disinvestment, led to the stigmatization of certain inter-war estates. The article suggests that further case studies are needed in order to test the wider applicability of these arguments during the middle years of the twentieth century.  相似文献

The successful integration of immigrants into a new society is based on their attainment of several basic needs, including access to adequate, suitable and affordable housing. While this has long been a concern in Canadian cities, such as Vancouver, Toronto, and Montréal, it is also increasingly an issue in growing mid-sized cities such as Kelowna, in the interior of British Columbia. While Kelowna's real estate market is one of the most expensive in the country, there is little published data or literature on the housing experiences of immigrants in the city. This study examines the housing experiences and stresses of a small group of immigrants in Kelowna's rental housing market. This study uses data from five focus groups with 34 new immigrants and 20 interviews with key informants, conducted in Kelowna in summer 2008. The evidence indicates that for this group of immigrant newcomers, the housing search process in Kelowna's rental housing market met with significant barriers in locating affordable rental housing. Of these barriers, the most commonly cited were: (a) high housing costs; (b) lack of reliable housing information, including lack of access to organizations that provide housing help (government or not); and (c) prejudice by landlords based on the immigrants' ethnic and racial background.
This study points to the need for more comparative studies on the housing experiences of immigrants in mid-sized cities in Canada to better understand which groups of immigrants are more successful than others in finding affordable housing in these mid-sized cities, and why.  相似文献

This article contrasts the well-documented difficulties of thepost-war housing drive in 1945–48 with the little-knownachievements of the programme of war-damage repairs. Focusingon London in the first three critical post-war years, it showshow the drive for new housing was slowed by the resources requiredfor repairs, a policy justified because repairs provided morehouses with less labour than the new housing programme. In the past decade, historians of the Armenian Genocide have productively explored broader trends in Ottoman population politics to situate the genocide within the totality of Ottoman social engineering techniques and to highlight continuities between the Second Constitutional Period (1908–1918) and the Kemalist era (1919–1950). This article contributes to the effort to understand state building, internal colonization, and state-enacted violence across regimes by examining Ottoman archival documents related to immigrant settlement. Rather than focusing exclusively on the Young Turk period, this article traces Ottoman conceptions of its territory and population from the 1850s forward. In 1857, concerns about population density and population productivity inspired the Tanzimat High Council to issue a new set of migration regulations, which encouraged immigration by promising free land, tax exemption, and religious freedom for colonists from Europe and the United States. The issuing of the 1857 regulations occurred almost simultaneously with the initiation of a decades-long mass Muslim migration from the Crimean Peninsula, Caucasus, and Balkans into the shrinking territory of the Ottoman state. In 1860, the Empire established a centralized Immigrant Commission (Muhacirin Komisyonu) for receiving, categorizing, and settling the Muslim immigrants. Most immigrants did not meet the selection criteria established in the 1857 regulations. Nevertheless, immigrant settlement became a key component in nineteenth-century Ottoman internal colonization and social engineering. Ultimately, settlement policies and data generated about the population and territory allowed officials to enact assimilative and expulsive policies based not only on ethnic or religious characteristics but also on tropes of productivity and civilization. Examining immigrant settlement as internal colonization situates the Ottoman Empire within global patterns of state building and imperialism and reveals continuity in how officials conceived of population productivity and population removal, allowing historians to understand better political, infrastructural, and ideological precursors to the Armenian genocide.  相似文献

In pointing out the exclusionary and nondemocratic reconceptualization of states following the financial and Eurozone crises, research by geographers and critical political economists on authoritarian neoliberalism (AN) has shed light on key state transformations. Exploring the criminalization of council estates and the policing of three austerity-ridden south London districts, this article contributes to efforts to expand the concept of AN further by centering questions of violence and physical state power in the form of discourses and practices of (criminal) punishment and policing. Building on qualitative work with local young people and interviews with former police officers, community leaders and activists, I demonstrate the spatial dimension of AN and the role of policing logic and mechanisms for its administration in south London. I argue that through post-crisis austerity measures and long-term mechanisms of criminalization, young people perceive their home neighborhoods as insecure and alter how they navigate them. Further, I show that spaces of inclusion and welfare, such as social housing estates and schools, have been reimagined as sites of exclusion and punishment, often administered by police.  相似文献

The problem identified in this paper is twofold. One is the plight of public housing at the end of the decade, with State programs undermined by Commonwealth funding cuts; the other is the problem of intergovernmental reform and its consequences for discrete areas of policy such as housing. The paper traces developments in CommonwealthState housing arrangements, beginning with the reforms initiated through the Council of Australian Governments through to the still uncertain future of public housing under the Howard government. It examines a number of inquiries into housing and recommendations for reform which served the plans of reformist governments intent on separating out the functional roles and responsibilities of the Commonwealth and the States. In particular, these inquiries advocated an ‘affordability’s benchmark which sought to blur the distinction between public and private rental housing leading, inevitably, to the residualisation of the public housing sector.  相似文献

The Longitudinal Survey of Immigrants to Canada (LSIC) is used to investigate the participation of immigrants in Canada's housing market during the first four years of the settlement process, beginning in 2000–2001. The analysis focuses on the changing rate of homeownership, crowding and affordability. Special attention is given to differences between landing classes and population groups (especially visible minority groups). In general, the housing situation of LSIC survey respondents improved remarkably over the years covered by the survey. This is registered in a much higher rate of homeownership in the third wave of the survey (at four years after landing) compared with the first (six months after landing). Similarly, the ratio of survey respondents spending more than 30 percent of their total family income on housing dropped dramatically, as did the percentage living in crowded conditions. In other words, at least according to the measures explored here, LSIC suggests that the proportion of immigrants in precarious housing situations drops significantly in the early settlement period. This positive outcome is not universally shared, however, and certain groups—notably refugees, and immigrants of black and MiddleEastern background—see much less improvement in their circumstances than the average survey respondent.  相似文献

Much research on nature conservation in war‐torn regions focuses on the destructive impact of violent conflict on protected areas, and argues that transnational actors should step up their support for those areas to mitigate the risks that conflict poses to conservation efforts there. Overlooked are the effects transnational efforts have on wider conflict dynamics and structures of public authority in these regions. This article describes how transnational actors increasingly gained influence over the management of Virunga National Park in eastern Democratic Republic of Congo (DRC), and how these actors contributed to the militarization of conservation in Virunga. Most scholarly literature suggests that ‘green militarization’ contributes to the extension of state authority over territory and population, yet this is not the case in Virunga. Instead, the militarization of Virunga translates into practices of extra‐state territorialization, with the result that many in the local population perceive the park's management as a project of personalized governance and/or a ‘state within a state’. This article thus argues that it is important to depart from an a priori notion of the ‘state’ when considering the nexus of conservation practices and territorialization, and to analyse this intersection through the lens of public authority instead.  相似文献

In this paper we explore the sociospatial transformation of the Columbia Point public housing project in Dorchester, Boston to Harbor Point, a mixed-income, multiethnic community. We examine gender, race, class and cultural representations of public housing generally, and of Columbia Point specifically, in order to understand the origin and significance of these representations for the physical and social designs of the new community. African-American women residents were and continue to be largely responsible for the transformation of the public housing project. We suggest how the combined representations of African-American women, the welfare system, single motherhood and public housing underlie media misperceptions of what the new Harbor Point is .  相似文献

Using information collected in a questionnaire survey, this study investigates the factors influencing the housing tenure of Ghanaian immigrants in Toronto. The study finds that Ghanaian immigrants have a low home-ownership rate compared to the Canadian-born population and other immigrant groups. This is partly attributable to the recency of their migration, their relatively low incomes, and their small household sizes. Analysis also shows that social and personal factors, notably the initial motives of the immigrants, their back-home ties, their desire for home ownership back home, and their intention to return there permanently, are critical in shaping their decisions with respect to home ownership in Canada.
Dans cette étude, nous examinons, à l'aide d'un sondage, les facteurs portant sur les modes de logement des immigrants ghanéens à Toronto. Nous démontrons que les Ghanéens sont propriétaires de leurs logements moins souvent que ne le sont les personnes nées au Canada ou les membres d'autres groupes d'immigrants. The integration of immigrants into local labour markets is a key focus of contemporary migration scholarship in Aotearoa New Zealand. While acknowledging the importance of these economic aspects of migrant settlement, in this article we examine instead how new arrivals from South Africa actively reconstitute a feeling of home and belonging post-migration. Drawing on the concept of affect, we illustrate the ways in which the experience of migration and settlement is embodied, situated and relational. We do this by examining the affective dimensions of home-making, both within and beyond the physical boundaries of a chosen dwelling and its location. Memory bridges all these experiences of transition, suffusing migrants' lives as they understand, frame and negotiate their affective present within the context of their affective past. Our focus renders visible important aspects of the migrant experience, and contributes to a more holistic understanding of why migrants come, how they settle and what encourages them to remain.  相似文献

The extent of homeownership among immigrants may be seen as an indicator of integration and as a determinant of ethnic residential segregation. Studies have shown differences in the determinants of homeownership between immigrants and natives, indicating that variation in homeownership is not only a function of differences in economic resources. These studies have largely focused on Anglo‐American contexts, using mostly cross‐sectional data. We apply survival analysis methods to analyse the determinants of entry to homeownership in the capital regions of three Nordic countries – Denmark, Finland and Sweden – utilizing longitudinal individual‐level register‐based datasets. We find that differences in entry to homeownership between natives and different immigrant groups cannot be explained by differences in socio‐economic background factors. We also find differences in the effects of these factors. Effects of income are generally weaker among non‐Western immigrants and immigrants are less responsive to changes in household composition. The share of non‐Western immigrants in the neighbourhood is only weakly related to entry to homeownership, while immigrants and natives living in public rental housing tend to be slightly less inclined to move to homeownership. Weaker income effects among immigrants, weak effects of ethnic segregation and the importance of the public rental sector differentiate our results from earlier findings. Weaker income effects may indicate that uncertainty about the future also affects middle‐income immigrants. Differences between the three contexts in housing markets and policies do not seem to matter much, although the results indicate that difficult access to the private rental sector may push immigrants to homeownership.  相似文献

National Atlases     
The concept of national atlas is reviewed in light of experience gained since such a specific category of cartographic production was first suggested in 1958 by K. A. Salishchev. On the basis of analysis of the structure and content of 14 atlases, a set of definitions and criteria is drawn up that would qualify an atlas as truly national. Aside from being limited to the territory of a single country, such an atlas should devote roughly 70 to 85 percent of its total space to maps of the physical environment, population and ecomnomy. The atlas content should be on a scholarly level reflecting the state of the art, for use principally as an aid in the evaluation of territory, of the production base and of manpower resources for purposes of economic and social planning. Among the principal map sections, greater weight given to economic maps is justified in highly developed, industrial countries, while more attention to the physical base tends to be given in countries where agriculture is still the basis of the nation's economy. The atlases of Colombia and Kenya devote less than 50 percent of their space to environment, population and economy and therefore would not qualify. Neither, in the author's view, does the atlas of Salvador, which allocates 68 percent of space to agriculture and only 12 percent to the physical base.  相似文献

The article focuses on the neo-liberal model of elite residence in India—the high-rise, high-density condominium. The growing presence of this model as an expression of social mobility indicates the critical role played by this new housing type in relation to the socio-cultural transformations advanced by neo-liberalism. This article, then, is an architectural inquiry into this new residential type within the contemporary setting of globalisation. I employ the idea of physical and social thresholds as a conceptual tool to investigate the progress of this spatial and cultural typology, following its injection into the Indian architectural landscape. I explore the multiplicity of physical thresholds within its spatial planning as a signal of manifest social relationships of increasing complexity. The two case studies in the global node of Mumbai explored in this research represent the beginning and the peak of development of this gated housing type. The methods used include spatial analyses of the design of the condominiums, participant observation and a reading of marketing material. The findings reveal that what started as a global residential type devoid of socio-cultural overlays has now evolved into a residential form with deeply entrenched cultural hierarchies echoing many attributes of colonial elite-status building.  相似文献

This article deals with how the authorities taught the Swedes to live and how Swedish citizens came to accept such an intimate encroachment in their private lives. Why did people accept these social experts of everyday life? The answer tells us something about modern society and modernity itself.

Around the turn of the 20th century, Stockholm had one of Europe's worst housing conditions, according to Swedish experts of the time. One-room apartments were the norm, even for large families. Not all buildings had running water and often several families shared one outhouse. At the same time, the idea that the home was the place in which the conscientious citizens of the future would be raised was introduced – in Sweden as elsewhere. Dwellings became part of the social question. Many people believed that a well-functioning home would improve other aspects of life as well: men would stay at home in the evening instead of going to pubs; women would do a better job of raising the children; and public health would improve. A neglected home was seen as a sign of the exact opposite; the right to a nice home turned into a duty to live well. As an extension of this idea, housing inspections became important processes in the effort to improve the lives of citizens. The inspections were carried out by municipal employees, who were expected to monitor people's everyday lives. They functioned as housing experts, but what did these social engineers actually do? How did they become housing experts? And was their encroachment into people's daily lives accepted by ordinary citizens?  相似文献
