Bangalore, an aspiring “world city”, is rapidly transforming as factories and mills are sold to private developers. As their neighbourhoods now accommodate multi-million-dollar gated communities and post-industrial labour markets, residents experience an in situ displacement, staying in place while landscapes around them dramatically reconfigure. This paper makes sense of how old-time residents locate themselves within such urban growth through nostalgic invocations of the past. Emplaced within histories and geographies of neighbourhood change, nostalgia creates “affective landscapes” through which residents invoke their closeness to past landscapes of abundance and involvement in community-making. Such affective landscapes bring together embodied, sensorial, and more-than-human fields of action to shape an everyday politics in which residents narrate their marginalization within the world city and articulate their own value here.  相似文献

This paper analyses recent developments in urban planning in the City of Toronto. A municipality of 2.4 million inhabitants that makes up the inner half of the Greater Toronto Area, the City of Toronto was consolidated from seven municipalities in 1998. Planning practice, discourse, and "vision" in the new City of Toronto are shaped by the city's bid for the 2008 Olympics, related proposals for waterfront redevelopment, and preparations for a new official plan. In the context of comparative debates on trends in local governance, we see current planning strategies in Toronto as one of several strategic sites in which Toronto is consolidated into a "competitive city." Historically, the formation of the competitive city in Toronto must be seen as a result of the impasse of postwar metropolitan planning in the early 1970s, the sociospatial limitations of downtown urban reform politics in the 1970s and 1980s, and the neoliberal restructuring and rescaling of the local state in the 1990s. Theoretically, we draw on the global city research paradigm, regime and regulation theory, and neo-Gramscian urban political theory to suggest that planning the competitive city signals shifts in the sociopolitical alliances, ideological forms, and dominant strategies that regulate global-city formation. These constellations and strategies threaten to reconstitute bourgeois hegemony in Toronto with a series of claims to urbanity.  相似文献

Medellin and New Orleans were regularly presented as resilience flagships of the Rockefeller's 100 Resilient Cities (100RC) program. In this article, I will demonstrate how 100RC was embedded or abandoned in both cities' policies. The two case studies provide an opportunity to understand how the 100RC approach to resilience offered – or failed to offer – an appropriate space for the multiple deployments of resilience. 100RC initially promoted an integrative definition of resilience, aiming to address natural as well as social stresses and shocks. I argue that this holistic approach paradoxically contributed to limiting the multiplicity of resilience in both cities. In Medellin, the project came to a halt after political changes. New Orleans eventually developed a more reductionist and technical approach than that initially formulated, focusing on the effectiveness of infrastructures rather than social changes. Considering the importance of contextualizing resilience to local concerns, this analysis will thus demonstrate some of the challenges implied in the institutionalization of a global model of resilience. Moreover, it will also highlight the importance of contextualizing neoliberalism and question the widespread vision of resilient cities as being merely neoliberal.  相似文献

The 1990s were an unusually good decade for the largest American cities and, in particular, for the cities of the Midwest. However, fundamentally urban growth in the 1990s looked extremely similar to urban growth during prior post–war decades. The growth of cities was determined by three main trends: (1) cities with strong human capital bases grew faster than cities without skills, (2) people moved to warmer, drier places, and (3) cities built around the automobile replaced cities that rely on public transportation. Although the negative impact of population density diminished slightly in the 1990s, there is no real evidence for a return to large, dense cities.  相似文献

R&D and innovation increasingly take place in networks that extend beyond the boundaries of a single firm, with customers in an important role in the learning processes involved. This phenomenon is captured by the term “open innovation”. Advantages of open innovation encompass cost reduction and an increased competitiveness. Spatial innovation theory however indicates that the potential of open innovation is not the same for all urban regions, there may be differences between large metropolitan areas and small cities. In this context, the authors compare university spin-off firms in two contrasting urban regions in Europe, Delft in the Netherlands and Trondheim in Norway (a metropolitan area versus an isolated city) with regard to the profile of their learning networks and the contribution of these networks to growth. Learning networks appear to differ in structure and strength, in spatial configuration and also in the influence on job growth. Thus, networks in Delft (in a large metropolitan area) tend to be stronger compared to those in Trondheim (isolated city), whereas the influence of network strength on growth tends to be negative in Delft but positive in Trondheim. Overall, firms in Trondheim tend to rely more on own resources and capabilities and less on learning networks in open innovation.  相似文献

In this paper, we analyse the appropriateness of monitoring approaches for the observation of inner-city reurbanization processes. Reurbanization is conceptualized here as a process of long-term stabilization of inner-city areas by both a readiness of present residents to stay and an influx of new residents. It has been recently re-set on the top of the European urban research agenda since non-growth has proved to be a major path of future development for many European cities. Recent research evidence across Europe underscores the fact that reurbanization depends much on local settings of institutional, socio-economic and infrastructural factors. To foster a clearer understanding of the nature and dynamics of local reurbanization, to assess its extent and progress and, what is more, to help practitioners to shape sustainable policy initiatives appropriate to the respective context, reurbanization needs to be observed over the long term. The complex character of reurbanization sets new challenges for monitoring approaches and indicator-based tools. Due to the genuine relation of the present debate on reurbanization to the phenomenon of non-growth or the return of the compact city, the focus in this paper is set on demographic development trends and their impact on inner-city change. In this vein, our paper presents a monitoring design and a respective newly developed indicator set for reurbanization which focuses more on the initial recognition of reurbanization than on its long-term stability. Methodically, chances and limits of the integration of household-related indicators and qualitative knowledge on reurbanization into monitoring tools are highlighted. Empirical and statistical evidence is taken from a recently completed EU FP 5 research project and from municipal surveys.  相似文献

In this article, the author analyzes how Salvador Espriu in La pell de brau (re)builds the myth of Sepharad that refers to the Hebrew name of the assembly of the medieval Hispanic kingdoms. La pell de brau is a work that opens the "collective cycle" toward a "we" framed within a specific historical context. The poet criticizes the unified vision of the Spanish nation and of the Catholic religion. The (re)construction of the myth of Sepharad not only reflects the crisis of the subject in search of an identity in an intolerant Spain after the civil war but also subverts the myth of the Spanish nation as created by the doctrine of National Catholicism under Franco.  相似文献

Though its life was quite brief (1844–1886), the now-forgotten Gulf Coast port of Indianola, Texas, played a pivotal role in the settlement of the Southwest. This flourishing metropolis was ravaged by an 1875 hurricane, then completely destroyed by an even fiercer storm in 1886. Initial investigations have revealed vestiges of the wharves, a substantial debris field, and two important shipwrecks, proving the site's tremendous archaeological potential. Because of its unique place in Texas and U.S. maritime history, the former Queen City of the West merits further study.  相似文献

This article examines the emerging intrusion of sport into the realm of cultural policy in tandem with an increased emphasis on culture in civic planning programs. The empirical focus of the article is on the location of sport within recent campaigns by British regional cities to win the title of European City of Culture, to be conferred in 2008. The particular case study considered is the unsuccessful joint bid put forward by Newcastle‐upon‐Tyne and Gateshead. The article looks at how the economic revival of Newcastle has been driven by cultural regeneration, and at how sport has assumed a prominent place within the cultural symbolism and iconography of the city. Consideration is given to the policy background and implications; in particular, the developing links between sport policy and cultural policy and sport considered in relation to the “creative industries” and the arts as more traditionally perceived. The article offers critical reflection upon the role of sport within the desired cultural democracy of the planners and promoters of the “city of culture”.  相似文献

This article presents evidence to revise hypotheses of how biopolitical strategies are deployed in contemporary global security regimes, and with what effects. It is based on research into the US military's Africa Command (AFRICOM). Elaborating on two concepts that Michel Foucault hypothesized in his Security, Territory, Population lectures –the “people” and the “milieu” –I argue that AFRICOM's strategy is informed by biopolitical rationalities, but that this does not necessarily situate African populations as either part of a population to secure or as a threat to that population. Instead, I suggest that (unlike in the urban and national contexts that Foucault analyzed) biopolitical security strategies at the global scale are characterized by varying degrees of distance between the way(s) of life they aim to defend and what Foucault termed the “field of intervention” or “milieu” that they target. This hypothesis, and its elaboration through the case of AFRICOM, contributes to efforts to historicize and spatialize accounts of contemporary biopolitics. Specifically, it suggests that we can better understand the production of very uneven geographies of security and insecurity by attending to the relationships between the ways of life being secured and the (potentially distant) material contexts situated as relevant “fields of intervention”.  相似文献

Since 1979 the city council of Barcelona has sought to guide the city's destiny by a variety of methods, most powerfully by securing the 1992 Olympic Games candidacy, but also by means of two strategic planning exercises, begun in 1988 and 1992. These strategies are examined within their political and economic contexts in order to understand how they relate to changes in Spanish and Catalan politics, in global/local economic shifts and in thinking on city guidance. Significant differences in the three phases of city promotion are identified. It is concluded that strategic planning within the context of the intense spatial economic competition of the late 1990s may be even more difficult for Barcelona than was its drive up to 1992.  相似文献
