Abstract

States stand at the core of the World Heritage Convention and their multifaceted interstate relations have been a central subject in contemporary World Heritage research. Less research has been directed towards intrastate relations, that is relations between organisation-agencies and individual agents within a State Party. Spurring from the 40th anniversary of Norway’s ratification of the World Heritage Convention, this paper utilises archival records to explore the intrastate relations and transactional authority at play within the State Party of Norway. Inspired by recent research in international relations and political science, it analyses Norway’s ratification process (1972–1977) through its early years as an observer (1978–1983) to its first committee tenure (1983–1989). Currently known as one of the spokespersons for scientific advice, returning to the 1980s provides an opportunity to reflect on how Norway laid the foundations for becoming a conservation ‘good power’ through its actions and responses to other states’ lobbying efforts.  相似文献

This paper questions the neoliberal understanding of globalization as a coherent and progressive force representing the apotheosis of late capitalism. Here, globalization is seen as a contested and sometimes even chaotic process, which needs to be interpreted in the context of the local geographies and histories in which it is embedded. Viewed as a socio-economic process, globalization is characterized by a recurring interplay between local and global interests, implying that Canada's relations with the global economy have been socially constructed in diverse ways, at different times, in different places. Five distinct relations are examined here, each one being linked to a well known historical figure, as follows: the ecological depletion of resources (John Cabot); technological dependence (Alexander Graham Bell); continental integration (C.D. Howe); cultural deterritorialization (Walt Disney); and the new geometries of power (Conrad Black). Each of these five relations has found distinctive local expression.  相似文献

This article focuses on how northern non-governmental organizations (NGOs) and their partners, community-based organizations (CBOs), are ‘working’ gender after a crisis. It explores the relationship between one NGO aiming to mainstream gender and a women's CBO in a village in southern Sri Lanka after the 2004 tsunami. The gender policies of the NGO and how the CBO has co-opted these policies are analysed in terms of discourse, interdependence, power and performance. Structural and individual challenges for working gender in post-crisis situations are analyzed and the constraints for making deep reaching changes that can alter gender relations are identified. Because of differences in the conceptualization and implementation of gender policies and practices, the CBO has manoeuvred to maintain its own interests, while the NGO has experienced disconnections in working gender between organizational levels and locations of implementation. In conclusion, it is argued that for changes to take place, knowledge production on gender needs to be locally situated and sensitive to the structural conditions and power relations with which organizations and communities engage.  相似文献

ABSTRACT

This article triangulates intergenerational (childhood, adulthood, and old age) visions on the social representation of childhood in rural areas of Chile. These visions were considered within the framework of identity constructs (perceptions, social behaviours, preferences, and ambitions) and were compared against emerging transformations in the spheres of family, and gender relations. A qualitative methodology was used to analyse 68 individual interviews (41 children; 21 women old age; and 6 adult women). It was concluded that, in a context of globalization, rural boys and girls use modern, urban symbols and conform to traditional gender stereotypes. In a familial environment, rural children have acquired discursive protagonism in alliance with older women, a reality that conflicts with the conservative vision of middle-aged adults who have poor awareness regarding the participation of children. Contrasting visions exist between adult women and seniors concerning the responsibilities assigned to children in general and, particularly, to girls.  相似文献

In this concise volume, Jeffrey Weeks traces the development of the history of sexuality from its earliest days, more than a century ago, to the present. He identifies dominant themes and subject matter as well as analyzing and commenting upon some of the key theoretical frameworks that have driven this scholarly endeavor. He devotes special attention to LGBT history, to histories of gender, power, and sexuality, and to globalization and the transnational turn in historical writing. He gives attention to the tensions that have often existed between a community‐based activist history produced from within the LGBT community and the history produced within the academy. Finally, he considers the degree to which sexual history has been mainstreamed and the dangers and the value of that process.  相似文献

Reality, it seems, is not what it used to be in international relations. In recent times many of the givens of the postwar world have undergone remarkable and often dramatic change. In the Gorbachev era, for example, ideologies have been reordered, boundaries redrawn, alliances reconstituted, new symbols of identification constructed and old identities resurrected. Recently, also, patterns of thought and behaviour, deemed to correspond with an enduring, essential reality in international life have come under increasing scrutiny within the international relations community. Accordingly, in the United States in particular, a new critical literature has emerged concerned to confront intellectual and policy sectors with the limitations, omissions, silences and givens of conventional approaches to international relations at a historical moment resonant with old dangers and unique opportunities. This paper represents a brief introduction to an Australian audience of some of the issues associated with this new literature. It seeks also to emphasise its relevance via an unconventional discussion on some major thinkers and important foreign policy themes.  相似文献

The interdisciplinary field of refugee studies includes gender analyses, but feminism is not its forte. Scholarship in the field has neglected the development of feminist frameworks to trace the power relations that shape the gender and other politics of forced migration. Specifically, the underplayed concept of ‘refugee transnationalism’ is elaborated as a form of globalization where the social and political intersect in particular ways.  相似文献

Indigenous nations have always and continue to assert their sovereignties to resist colonialism. This paper makes explicit the ways in which environmental management has been and continues to act as a tool of colonialism, particularly by privileging Western science, institutions, and administrative procedures. We argue that to decolonise environmental management, it is crucial to understand and challenge the power relations that underlie it—asking who makes decisions and on what worldview those decisions are based. Indigenous ways of being deeply challenge the foundations of environmental management and the colonising power structures that underlie it, and invite further thought about posthuman and relational ontologies. We provide a range of case studies that showcase the role of Indigenous nations in redefining and reimagining environmental management based on Indigenous sovereignties, knowledges, and ways of being. The case studies emphasise the crucial connection between Indigenous decision‐making authority and self‐governance for the enhanced protection and health of the environment. We argue that Indigenous agency, grounded in Indigenous governance and sovereignties, is driving innovation and decolonising environmental management by making space for new ways of thinking and being “in place”.  相似文献

In Ghana, strategies to address poverty among rural women have often been linked to women's empowerment programmes with credit as a core component of these. Yet, many programmes focus on the economic benefit to women without necessarily looking at the impact on gender relations at the household level and its implications on women. Using quantitative and qualitative data from the Dangme West district of Ghana, this article shows how poverty reduction programmes with credit components can reduce women's vulnerability to poverty and empower them. But much more needs to be done to complement these efforts. The study shows that women beneficiaries as against women non-beneficiaries have significantly improved their socio-economic status through access to financial and non-financial resources. This has in certain instances improved gender relations at the household level, with women being recognized as earners of income and contributors to household budget. However, some women still regard their spouses as ‘heads’ and require their consent in decisions even in issues that have to do with their own personal lives. Moreover, the improved economic status of women has resulted in a ‘power conflict’, creating confrontation between spouses. The article recommends that, as part of their programmes, assisting organizations and institutions must address ‘power relations’, the basis of gender subordination at the household level, otherwise socio-cultural norms and practices, underpinned by patriarchal structures, will remain ‘cages’ for rural women.  相似文献

Abstract

Globalization has an impact on gender relations in complex and contradictory ways. The consequences are neither solely detrimental nor the same everywhere. Globalization may offer new opportunities to women, but overall globalization from above has exacerbated gender inequality. Globalization disperses local and national decision-making powers. Flexible labor laws weaken worker protections and job security. All of these threaten advancement in women's interests. The oft-accompanying environmental degradation directly affects women responsible for domestic necessities and caring labor, which is the situation of most women within the Pacific Rim. Military activities around the Pacific Rim continually erode women's rights. This paper discusses the ethics of globalization, adopting micro, macro and global categories.  相似文献

In theory everyone has the right to health. However, in reality many low income households are unable to fully access health services and therefore cannot fully claim their rights. Recently, in an attempt to overcome these limitations, health reforms in Chile under the Plan AUGE have proposed a series of legal entitlements to health care that are available to everyone regardless of income level. While this is an important starting point in ensuring more universal access to health, the process has raised a number of important issues, particularly on how these entitlements have been defined and how far they will be able to transform (gender) inequalities within the health system. Looking at this from a gender perspective enables us to see that despite the shift from a health care system based on redistributive rights towards one based on the right of recognition, certain sectors of the population remain excluded. Decision‐making processes have remained technocratic, and women's groups have been marginalized from the debate around the reform. Moreover, health policy makers continue to ignore the role of the unpaid care economy in health care provision. The current reform has served to reinforce the gender roles around health care.  相似文献

Abstract

In recent years, rubber plantations have been strongly promoted in the northern uplands of Vietnam–especially in the northwest, where it is an ill agro-ecological fit–with an aim to improve ethnic minority livelihoods and to modernize peasants by transforming them into rubber workers. A large area of land has been taken away from farmers to make way for rubber plantations. This land acquisition and agrarian transformation have impacted local people and their livelihoods in various ways. Drawing on ethnographic research, in combination with interviews with authorities and studying related documents, this article focuses on the gendered consequences of rubber plantation in northern uplands Vietnam. It argues that the process of becoming a rubber worker and adapting to the new way of living has indeed added new roles and responsibilities for women. At the same time, it has undermined men’s values and reshaped gender relations both within and outside the home.  相似文献

This article approaches social policy as an integral component of a capitalist society and, by drawing on the notion of the double movement introduced by Karl Polanyi, argues that social policy intervention both limits and contributes to market expansion. While this argument could be generally applied to recent social policy changes in the current context of economic globalization, these changes were shaped against different histories of social policy development in early and late industrializing countries. This article examines the increasing importance of social policy in late industrializing countries by focusing on the case of Turkey. It is argued that social policy transformation in Turkey has involved the expansion of social security coverage along with the privatization and marketization of health and pension systems. A new system of labour market regulation has contributed to the commodification of labour while the ‘state-supported familialism’, which forms an important aspect of current trends in the area of social care, has served to integrate women in the prevailing flexible employment relations by simultaneously sustaining their position in the gender division of roles within traditional family relations. The populist strategy of polarization pursued by the ruling government is discussed to show how opposition to these trends toward privatization, marketization and labour commodification has been isolated.  相似文献

This themed section brings together five articles focusing on distinct urban sites: Berlin/Munich, Oslo/Bergen, Belfast, Bologna and Barcelona. While there has been extensive research on Polish migrants in cities such as London, this themed issue presents a unique opportunity to explore the experiences of Polish women and men across a range of different cities. In so doing, these articles address key questions concerning implications of the specific structures and opportunities of localities where Polish migrants settle for their gendered everyday life experiences. In providing a short introduction to the themed sections, we begin by introducing some of these questions and consider the ways in which the section can contribute to on-going debates about how migrants experience and navigate place in gendered ways. We argue that gender relations and dynamics are significant to processes of migrant adaptation within particular cities. The ways in which migrants navigate their new locations are shaped not only by institutional structures but also by gendered, classed and racialised power dynamics enacted in and through those spaces. By examining the experiences of Polish migrants across various city spaces in different national contexts, we consider how migrants may adopt particular strategies to negotiate these specific ‘spaces of encounter’.  相似文献

The G8 has rather crept up on our consciousness as an agency of global governance. It was brought into being in 1975 in order to give western leadership to the global political economy at a time of uncertainty and drew Russia into its activities in order to demonstrate and symbolize the triumph of western capitalist liberal democracy over its rival Soviet system. In that sense the G8 constitutes the club of the winners of late twentieth century history. But it has long been beset by problems of legitimacy and efficiency. Some of the leaders of the current G8 states also recognize that global politics has moved on a long way since the settlements of 1945 and 1989 and increasingly acknowledge the need to address that changing reality. They recognize that some other powerful countries have grown up and that it is now in the interests of the dominant countries to accommodate a limited number of these new powers within the structure and norms of the contemporary governance of globalization. In this spirit the G8 has lately sought to incorporate Brazil, China, India, Mexico and South Africa into its affairs, dealing with them as ‘outreach’ partners within a process that has been dubbed the ‘G8 + 5’. For their part, these early twenty‐iirst‐century winners will have to show that they are willing to work within the framework of western leadership. That is what the ‘G8 + 5’ process is testing out. Only when, and if, these tests are passed will the formation of a G13 become a politically realistic possibility.  相似文献

This article addresses the link between state feminism and democratization in the global South. The authors use the contrasting cases of Chile and Nigeria to show some of the factors that encourage women to exploit the opportunities presented by transitions to democracy, and link the outcome of state feminism to the strategies and discourses available to women during democratization. Based on evidence from the cases analysed, the authors propose that the strategic options available to women are shaped by at least three factors: (1) the existence of a unified women’s movement capable of making political demands; (2) existing patterns of gender relations, which influence women’s access to arenas of political influence and power; and (3) the content of existing gender ideologies, and whether women can creatively deploy them to further their own interests. State feminism emerged in Chile out of the demands of a broad–based women’s movement in a context of democratic transition that provided feminists with access to political institutions. In Nigeria, attempts at creating state feminism have consistently failed due to a political transition from military to civilian rule that has not provided feminists with access to political arenas of influence, and the absence of a powerful women’s movement.  相似文献

The experiences of trans and gender non-conforming people in public restrooms confirms what feminist scholars have been saying for decades: public space is not a neutral space, rather it is where power is enacted. In this intervention, I extend Foucault’s analysis of docile bodies to gender, suggesting that sex-segregated bathrooms are technologies of disciplinary power, upholding the gender binary by forcing people to choose between men’s and women’s rooms. The resulting lack of safe access to public restrooms is an everyday reality for those who fall outside of gender binary norms. Faced with a built environment that denies their existence and facilitates gender policing, I argue that trans and gender non-conforming people sometimes engage in situational docility. Bodies are adjusted to comply with the cardinal rule of gender – to be readable at a glance – which is often due to safety concerns. Changing the structure of bathrooms to be gender inclusive and/or neutral may decrease gender policing in bathrooms and the need for this situational docility, allowing trans and gender non-conforming people to pee in peace.  相似文献

This article examines the impact of economic restructuring on gender relations. It examines the implications of labour market change for households within a region, in this case the Greater Latrobe Valley, Victoria, Australia. The argument is that the unchanging gender structures of the labour market constrain the intentions and efforts of individuals within households to significantly alter household gender relations. The analysis considers how restructuring has reshaped the regional labour market since 1996, changing opportunities for both men’s and women’s employment. Despite these changes, the regional labour market continues to be underpinned by a ‘male breadwinner’ gender regime and significant occupational and industrial gender segregation. Drawing on four vignettes, the analysis shows that the impetus towards greater gender equality in the household is constrained by a stagnant and stable labour market gender regime.  相似文献

Public policy has been a prisoner of the word “state.” Yet, the state is reconfigured by globalization. Through “global public–private partnerships” and “transnational executive networks,” new forms of authority are emerging through global and regional policy processes that coexist alongside nation‐state policy processes. Accordingly, this article asks what is “global public policy”? The first part of the article identifies new public spaces where global policies occur. These spaces are multiple in character and variety and will be collectively referred to as the “global agora.” The second section adapts the conventional policy cycle heuristic by conceptually stretching it to the global and regional levels to reveal the higher degree of pluralization of actors and multiple‐authority structures than is the case at national levels. The third section asks: who is involved in the delivery of global public policy? The focus is on transnational policy communities. The global agora is a public space of policymaking and administration, although it is one where authority is more diffuse, decision making is dispersed and sovereignty muddled. Trapped by methodological nationalism and an intellectual agoraphobia of globalization, public policy scholars have yet to examine fully global policy processes and new managerial modes of transnational public administration.  相似文献
