基础设施供给包括规划决策、生产建设、运营管理一系列过程。计划经济时期的基础设施供给程式具有历时分离决策的特点,并且政府包揽了供给的全部过程。由于我国行政管理体制滞后于经济体制改革,致使基础设施供给程式无法适应由于分权化和市场化改革所引起的基础设施供给约束条件与作用机制的变化,导致基础设施供给中暴露出诸多严重问题。论文从政治经济学的角度分析了产生这些问题的机理,并设计了一个可以解释这个机理的政府竞争基础设施供给的结构模型。最后论文勾画了一个由规划决策层管治和建设、运营、管理层管治构成的适应市场经济的基础设施供给管治结构,并就两个层次的八种管治模式进行了分析。  相似文献

Planning systems are generally divided into plan-led and development-led systems. However, it is quite common that the planning practice follows development-led planning although the planning system would structurally be plan-led. To study how development-led planning affects the implementation of large-scale urban development projects, we conducted a cross-sectional survey in Finland – a country with a hierarchical setting of legally binding zoning plans which can be prepared by following either plan-led or development-led practices. The survey respondents were civil servants managing implementation of large-scale urban development projects. Our results quite surprisingly suggest that development-led planning may cause the projects to become more vulnerable to property market uncertainty compared to the projects following the plan-led practises. These results challenge the usual output-based legitimation of development-led planning to some extent.  相似文献

Over the course of the past century, the idea of nature in the city has become increasingly intricate, evolving from being viewed as a refuge separate from the city to being understood as an essential component of dynamic urban systems. As such, attempts are currently being made to ‘re-nature’ cities to support local and global ecosystems, increase human well-being and address environmental issues such as climate change. While the literature has examined changing assumptions about society–nature relationships in planning, a dearth of knowledge exists relating to the changing conceptualization of nature’s relationship with the ‘city’ and how this has influenced how urban planning with respect to ‘nature’ has evolved in both theory ‘and’ practice. In this paper, we address this lacuna by tracing the history of the entwined relationship between nature and city planning. The conceptual framework developed from this review is subsequently employed as an analytical lens through which to investigate an illustrative case study of planning for nature in Dublin City, Ireland. The paper concludes by reflecting on how exploring the natures of planning provides scope for greater critical attention to what we do as planners when we seek to address the challenge of safeguarding nature through policy.  相似文献

Few laws have a profound and lasting impact on an entire political system. The Affordable Care Act (ACA), despite its incremental nature and bipartisan heritage, has been one of those remarkable landmarks. Even a decade after its passage, the political struggle is far from over, as the ACA is still facing near constant threats from the incumbent president, Congress, the courts, statehouses, attorneys general, and governors across the nation. How have political scientists responded to the continued struggle? This article provides an overview of the effects of health reform and the ACA on political science research since 2008. While political scientists have written much about the subject, coverage has been distinctly uneven within the discipline. Indeed, it has almost been entirely confined to scholars of public and health policy. Nonetheless, there have been important contributions across disciplinary fields. This article provides an overview of contributions embedded within the study of federalism, policy feedback effects, and political framing. It concludes by emphasizing the need for more engaged scholarship on health policy issues from across the entire discipline, and by highlighting other areas of study that could benefit from broader attention by political scientists.  相似文献

This paper revisits common, yet often untested assumptions on factors hampering the implementation – or even clear articulation – of regional innovation strategies. Based on a dedicated framework drawing on political science literature, it reflects on whether there are merit and promise in future higher-level attempts to promote a more strategic take on regional innovation policy. It investigates which relevant factors in local politics, policy and administrative facilitate or prevent the definition of clear priorities for action. Drawing on a Europe wide survey of stakeholders managing strategic processes, it finds that while a number of obstacles need to be overcome, these are regionally specific rather than attributable to restrictive national cultures. Furthermore, it demonstrates how stakeholder involvement bears different challenges at different levels.  相似文献

This special issue editorial explores potential research interfaces between human geography and the rapidly unfolding concept and practices of the “green economy”. The article outlines a range of critical issues about the green economy that are particularly pertinent and suited to geographical analysis. The first concerns questions around the construction of the green economy concept and critical questioning of current, largely hegemonic neoliberal, growth‐focused and technocentric definitions of the green economy. The second broaches the spatial complexities of green economic transitions, while the third discusses the need for critical appraisal of the logics and mechanisms of governance and transition that see the green economy as a key mechanism for economic, social and environmental change. The fourth focuses on the crucial issue of micro‐level and individual practices and behaviour, and on links between individual behaviour and wider economic‐environmental governance and economic systems. Finally, the article discusses the need for scholars to engage in imaginative consideration of alternatives to current, growth‐focused paradigms and conceptualizations of the green economy.  相似文献

Abstract

Planning culture has been frequently invoked in recent years to explain the differences in spatial planning across different countries. In discussing planning culture, most contributions emphasize the characteristics and particularities of spatial planning practice in particular contexts. This paper discusses the roles of culture and institutions in relation to the distinct urbanization patterns that have emerged in Flanders and the Netherlands. It concludes that it is not the differences between planning cultures (interpreted as the culture of planners, their ideals and practices and the features of the planning system) that provide the major explanation for different urbanization processes. It is rather the fit between the planning culture and the broader societal culture that seems to be an important explanation for how spatial development is managed.  相似文献

This paper explores Pittsburgh's water governance to consider the way divergent approaches to urban stormwater management reproduce existing urban metabolisms and belie more radical possibilities for the urban hydro‐social cycle. Federal action has forced municipalities in the Pittsburgh metropolitan region to make changes to its urban water systems and develop a plan to comply with water quality regulations. Within Pittsburgh's water governance debates, compliance centers on various sets of technological strategies for defining and solving purportedly wicked urban environmental problems. Urban political ecology, here, is used to deconstruct the tensions and convergences between these different stormwater governance strategies. I argue that green infrastructure approaches (whose intentions are to expand practice and participation) are framed by dominant grey epistemological approaches. In this view, alternative and creative forms of greening the city may not necessarily represent a more democratic process, but instead reproduce uneven urban landscapes under greener cover.  相似文献

Resilience is held as a promising concept to produce a paradigm shift from traditional flood control to an integration of flood risk management and spatial planning. Central ideas to the resilience narrative are that ‘nothing is certain except uncertainty itself’ and ‘adaptability’ is key to ‘governing the unknown’. However, this terminology is far from clear, yet increasingly used, which raises the question how it is made sense of in practice. To answer this question, we examine two long-term flood risk management strategies in the London and Rotterdam region with a policy framing perspective (i.e. the English Thames Estuary 2100 Plan and the Dutch Delta Programme). In both strategies, uncertainties are a key concern, leading to adaptive strategic plans. Reconstructing the framing processes shows that the English adopted a ‘scientific pragmatism’ frame and the Dutch a ‘joint fact-finding’ frame. While this led to different governance approaches, there are also striking parallels. Both cases use established methods such as scenario planning and monitoring to ‘manage’ uncertainties. Similarly to previous turns in flood risk management, the resilience narrative seems to be accommodated in a technical-rational way, resulting in policy strategies that are maintaining the status quo rather than bringing about a paradigm shift.  相似文献

This paper examines the question what kind of ethics prevail in contemporary urban transport planning and what potential does an ethics of care hold for practice? Researchers have given ample attention to the need for better governance and coordination, and despite acknowledging the need to reduce reliance on private cars, little has been said by them about what ethics can or should guide planning to bring about such frameworks for caring. This area of research merits urgent work given our collective need to address the socio-spatial, climate, and health impacts of car dependence. Taking as our focus transport planning in Victoria, Australia, we consider how an ethics of care could open new ways to redress how transport planning has perpetuated injustices in metropolitan Melbourne. We draw on secondary research to consider both the conditions that cultivated the current transport planning landscape and pathways for possible change that lie ahead. The research highlights opportunities to consider care as an ethical framework for transport planning that could amplify justice and equity claims in urban transport planning for Australian cities and that has salience for other cities elsewhere.  相似文献

Despite collaborative governance's popularity, whether collaboration improves policy performance remains uncertain. This study assesses the link between collaborative decision making and licensed environmental management protocols in the Federal Energy Regulatory Commission's (FERC's) process for licensing hydropower facilities in the United States. Using results from a previous study of FERC relicensing (Ulibarri, forthcoming), one high‐, one medium‐, and one low‐collaboration case were selected. Using documents including meeting minutes, public comments, and issued licenses, I assessed collaboration and license outputs, then conducted process tracing to examine whether and how differences in collaboration produced differences in license quality. High collaboration resulted in jointly developed and highly implementable operating regimes designed to improve numerous resources, while low collaboration resulted in operating requirements that ignored environmental concerns raised by stakeholders and lacked implementation provisions. These results support the hypothesis that collaboration can improve environmental outcomes, revealing the pragmatic value of collaboration. Large‐scale urban regeneration projects become highly complex as they involve multiple actors with different expectations. In general, the implementation of such projects entails building governance regimes at the city or regional level, but this often means forging partnerships between public and private actors to serve as policy instruments. Each city government formulates its own strategy for coping with the complexities of various levels of policy‐making, thereby establishing multi‐level governance regimes. And each city has its own particular experience with the implementation trajectory: long or short, successful or unsuccessful. This paper focuses on how the complexities of multi‐actor governance influence the implementation of these projects. The purpose is to show how the macro‐level institutional context affects the project's success and to analyse the challenges posed by multi‐actor governance. Comparative analysis of two old port regeneration projects, namely Rotterdam's Kop van Zuid in the Netherlands, and Het Eilandje in Antwerp, Belgium, reveals how similar challenges were dealt with in different institutional contexts.  相似文献

A central but often unasked question in political and sociological scholarship concerns the conditions that precipitate cooperation on large-scale transnational energy projects, especially among “developing” and “emerging” economies. Using the example of two multi-billion dollar pipeline systems – the Trans-ASEAN Natural Gas Pipeline (TAGP) Network in Southeast Asia and Baku-Tbilisi-Ceyhan (BTC) Pipeline in the Caspian Sea – this article explores the factors that result in successfully completed projects, and those that lead to conflict and contention. After drawing from extensive research interviews and field research, the article approaches politics and technology through the lens of science and technology studies. It relies on the interdisciplinary concepts of “relevant social group” and “technological frame” to identify coalitions of actors associated with each pipeline project. The paper then investigates the interests and motivations behind these groups to illuminate the challenges facing the TAGP and those that accelerated the completion of the BTC. The paper concludes by offering some thoughts on the diverse elements needed to incentivise cross-border energy infrastructure, and what these may mean for energy and public policy scholars.  相似文献

Between 1950 and 1990, housing was the driving force behind the spatial growth of the Randstad. Growth poles (1970s) and later VINEX locations (1990–2010) were the main components of growth management. Transport infrastructure has developed greatly since the 1920s. Since 1990, infrastructure development has increasingly become the structuring force for the spatial dynamics of the Randstad. Schiphol was seen as the mainport for airlines, and Rotterdam-Europoort as the mainport for shipping lines and container transport. The landside infrastructural connections for Schiphol and Europoort had a big impact on the growth in the capacity of continental roads and rail lines. ICT- and energy infrastructure are now developing quickly. Recently, Amsterdam Internet Exchange became the largest ICT node in Europe. Finally, the Delta programme was introduced, strengthening the coastal areas and leaving more room for the rivers. For the future, a combination of housing, infrastructure and water for spatial developments will determine the spatial structure of the Randstad further. A compartmentalized plan of the Randstad between the main dikes is presented, which will increase the resilience of functions of the Randstad in the future when the North Sea level is expected to rise substantially. The analysis presented could be relevant for many urban deltas worldwide.  相似文献

Policy scholars recognize that most policy arenas are characterized by competition among interests advancing different problem frames with conflicting problem definitions and/or solutions. At the same time, there is little research that empirically analyzes the dynamics of such framing contests. Using a case study of energy policy advocacy by the Sierra Club and Environmental Defense Fund across three decades, I examine the tactics that interest groups employ when faced with agenda conflict. Contrary to what most policy research suggests, I find that interest groups do not avoid public clashes with their competitors; rather, they often willingly engage in confrontational framing techniques. I call this activity frame contestation , and it involves attempts at discrediting opponents’ factual claims, policy ideas, and/or group character. The study reveals interesting differences between groups in the specific types of frame contestation employed. In particular, the use of character frames that attack an opponents’ reputation appears to be linked to group ideology and orientation toward the business community. These findings enhance our understanding of advocacy group decision making and focus our attention on the role of frame contestation in agenda setting and policymaking outcomes.  相似文献

Much practically orientated environmental research is marked by a polarity between functionalist abstraction and ahistorical normative discourse. This paper seeks to bridge the divide between theoretical and empirical research through a case study of New York City's water supply. Current processes of socio-economic restructuring are leading to negative environmental consequences obscured by a failure to extend analysis beyond limited temporal, spatial or sectoral scales. Insights from regulationist theory show that a combination of fiscal, political and other developments are bringing about a wide-ranging reformulation of existing patterns of environmental regulation and service provision in the city. The power of the state is being radically diminished in relation to the power of capital and a plethora of different interest groups. A relatively simple centralized model of environmental regulation is being transformed into a complex decentralized pattern involving the emergence of new approaches to urban governance. Further research is needed on the contradictions between capitalist accumulation and environmental regulation at different spatial scales in order to link New York's changing role within the global economy to the declining political legitimacy and fiscal capability of the state to play an extensive role in environmental management.  相似文献

India’s increased pace of urbanisation is evident, but the question remains as to whether India can harness its developmental potential by providing social infrastructure to meet its projected growth. This paper investigates the urbanisation trajectory with respect to the provision of social infrastructure in the Capital Region of India. First, it applies the differential urbanisation model and predicts counter‐urbanisation to be the next stage of development. Second, using socio‐economic indicators, the paper finds high literacy rates and non‐agricultural employment in small towns. Third, it explains deconcentration of large cities as an outcome of congested social infrastructure provision. Fourth, it determines that small towns continue to have poor provision of social infrastructure. This paper recommends the integration of spatial planning with social infrastructure planning, the empowerment of lower‐tier authorities for social infrastructure delivery, and measures for raising local government revenue in the region and in similar regions throughout the Global South.  相似文献

Governance entails the formulation and implementation of public policies across organizational and sectoral boundaries through coalitions, contracts, and networks. Studies of governance tend to cluster loosely into two theoretic traditions: rational choice and sociological institutionalism. Where the former analyzes actors’ individual interests and information, the latter examines their joint relationships and norms. These different analytic foci can be difficult to reconcile, leaving scholars at a loss as to how to cumulate insights and knowledge across the theoretic traditions. To understand better how the two traditions conflict and support one another in the analysis of governance, this article distinguishes domains of governance and identifies the different theories that the traditions use to study each domain. A case study of a rail transit project compares the insights from these theories, and assesses the quality and the complementarities of the explanations they offer. An analysis of the case generates propositions about the comparative utility of different concepts and theoretic traditions for understanding key governance phenomena.  相似文献
