As a condition of receiving foreign aid, developing country governments have actively tried to achieve pro-people development through community participation in local-level development projects. Based on a case study of Bangladesh, this article analyses the impact of community participation on the various governance-related issues such as accountability, transparency, responsiveness and predictability during the implementation of such projects. The empirical findings reveal that efforts to achieve such objectives have mostly been futile, leaving community participation in the local governance process as an inchoate and piecemeal affair. Political manipulation, clientelism and inadequate governance structure and processes have been the key stumbling blocks contributing to such failures. This study provides important insights into governance at the local level, implying that greater awareness and participation are needed to formulate and implement effective community-based local governance in developing countries such as Bangladesh.

ABSTRACTParticipatory governance practices are enjoying popularity, not least in local government. This is driven by legislation that requires councils to undertake some of these processes; also by communities and practitioners – parties that derive income from participatory governance. An industry is emerging: one characterised by demand and supply, with frameworks, strategies and processes, training and conferences. This industry warrants investigation so that its impacts upon local democracy can be understood. Following a theorisation of local democracy and community engagement, the paper describes the community engagement industry, presenting evidence about council activities, providers and professional associations to establish that the commercialisation of engagement is a significant phenomenon in Australian local government. This article offers a geographic perspective on the mutually constitutive relations between institutions of higher education and Bedouin women's gendered spaces, identities and roles. Situated beyond Bedouin women's permitted space and embedded in Israeli-Jewish space, institutions of higher education are sites of displacement that present Bedouin women students with new normative structures, social interactions and opportunities for academic learning. As such, they become a discursive arena for the articulation and reconstruction of their previously held conceptions and identities. Often the journey to institutions of higher education signifies for Bedouin women the first opportunity to venture out of their community. Traveling to the university as students, returning home as educated women and embarking on professional careers outside tribal neighborhoods and villages involves moving across and beyond different locales. Such translocal mobility necessitates constant negotiation between seemingly contradictory cultural constructs and the development of varied spatial bridging strategies. The article seeks to contribute to Bedouin gender studies by going beyond the functional role of higher education institutions as well as the gendered hierarchies of women's mobility, placing emphasis, instead, on the effects of socio-spatial contextuality that shapes Bedouin women's experiences. 相似文献

Indian women's writing in English has long depicted Indian women as victims of society, whose rights are routinely exploited and whose welfare and happiness are commonly sacrificed for the good of their families and communities. The literature has often depicted the women as complicit, accepting and upholding the definition of a good woman as one who is faithful, virtuous, self-effacing and obedient. This definition is also one the women instil in their daughters, thus reinforcing this code of ethics. This article observes that there is a tide running contrary to this and that there is a new breed of women in twenty-first century Indian literary fiction in English: women who are single and married, working and non-working, middle and upper-middle class and wives and mothers, who are no longer prepared to be ‘good girls’. These women knowingly, thoughtfully and successfully defy societal conventions to have pre and extramarital affairs, divorces and even custody battles for children, without shame, guilt, dire consequences or even societal condemnation. This article argues that these writings represent a quietly radical departure from the conventional depictions of the roles, expectations and morals of middle-class urban twenty-first century Indian women. 相似文献

References are often made in contemporary Indian discourse, both popular and academic, to the ‘new Indian woman’, a subject position that is seen as coterminous with the emerging identity of the Indian nation as modern – the ‘new India’. This article unpacks key discourses that construct the ‘new woman’ in the public imagination and suggests that the modernity of this imagined figure is founded upon a notion of autonomy that is deeply embodied. While the characteristics of this embodied modernity challenge influential feminist arguments as to the ‘shallow’ modernity of the ‘new Indian woman’, it nonetheless has problematic implications from a feminist perspective. The narrative shaped by these discourses around the question of what it means to be modern not only perpetuates an historically pervasive reductionism in which woman is seen to be defined and determined by the corporeal but also, and more problematically, constructs a boundary around the notion of modern womanhood that excludes women whose bodily autonomy has been compromised, for example through sexual assault. This narrative exclusion is perpetrated in at least three ways: through a discursive rendering of the woman as passive, the objectification of the woman, and a narrative structure that mimics the act of violation. Such erasure of the autonomy of sexually violated women is not inevitable, however, and an analysis of two ‘counter-narratives’ demonstrates how discourses of rape may both reinscribe the autonomy of such women and re-orient the reader to a position of empathy rather than opposition. 相似文献

Drawing upon human capital theory, this article examines the labour market experiences of Korean migrant women in Australia. Narrative analysis reveals that Korean migrant women experience post-entry barriers in the Australian labour market. These barriers are not only attributable to their English language skills but also to their cultural background and personal orientations' aspirations. This article finds that migrants whose language, cultural and personal orientation and academic qualifications are similar to those of the dominant culture tend to feel less disadvantaged in the labour market. The narrative analysis allows Korean migrant women to describe symbolically in their own words their labour market experiences and the decisions, factors and emotions that constitute their experiences. The findings reinforce an increasing call for incorporating the cultural and personal aspects of human capital (beyond linguistic proficiency) into an understanding of the post-entry labour market experiences of migrant workers in their adopted country. 相似文献

The ‘new Indian woman’ is often invoked in popular and academic discourse as the embodiment of a modern nation—the ‘new India’. Feminist studies of this figure typically focus on the body of the imagined ‘new woman’ as a site upon which modernity is inscribed, allowing little room for the agency of women who actively contest imposed identities and roles in the quintessentially modern project of self-determination. In this article I argue that narratives of food in contemporary fiction and fictionalised autobiographical writing by Indian women challenge both dominant feminist critiques of the ‘new woman’, and influential accounts of modernity as ‘rupture’ in masculinist theoretical literature. In these texts food, and particularly the practice of serving food to others, is used by women as a tool for gaining independence, as a weapon to combat oppression, and as a means of negotiating migrant identities, among other things. The texts thus demonstrate the importance of appreciating the gendered nature of modernity, recognising women's modernities to be genuinely transformative of the individual, as well as continuous with traditional and conventionally feminine practices rather than necessarily opposed to them. 相似文献

This article examines how Malay women in remote Malaysian villages engage with images of transnational modernity shown in popular soap operas imported from other Asian countries. While the government promoted these Asian soap operas at first as appropriate vehicles for the cultural project of modernising the mindsets and attitudes of the masses, authorities have now expressed some discomfort and ambivalence about the excessive representation of consumer culture in these soaps, which they fear will compromise the cultural values of Malay women. However, I argue that Malay women are discerning viewers who are able to critically negotiate the images of consumer culture in these soaps without necessarily ignoring their cultural values or social responsibilities. This debate about whether these soaps broaden the mindsets of Malay women viewers or teach them degenerate values of consumerist culture is part of an ongoing contestation over the cultural ramifications of modernity in Malaysia. This television genre of Asian soaps can be conceptualised as a site for negotiating modernity, where Malay women derive pleasure from the consumerist modernity depicted in the Asian soap operas while remaining mindful of the strictures posed by local culture. 相似文献

This article examines recent local government reform in the Northern Territory from two perspectives. The first is a quantitative perspective on population and finances, which focuses on the mixing of diverse interests in the recent changes. The second is a more observational perspective gained from working with one pre-reform local government and the larger local government that has replaced it. The article argues that the recent changes are generational in nature in three distinct and significant ways. It also argues that the greater challenge for the new local governments may be their vast geographic scale, rather than their mixing of diverse interests. 相似文献

The murder of 13 women in the North of England between 1975 and 1979 by Peter Sutcliffe who became known as the Yorkshire Ripper can be viewed as a significant criminal event due to the level of fear generated and the impact on local communities more generally. Drawing upon oral history interviews carried out with individuals living in Leeds at the time of the murders, this article explores women’s accounts of their fears from the time. This offers the opportunity to explore the gender/fear nexus from the unique perspective of a clearly defined object of fear situated within a specific spatial and historical setting. Findings revealed a range of anticipated fear-related emotions and practices which confirm popular ‘high-fear’ motifs; however, narrative analysis of interviews also highlighted more nuanced articulations of resistance and fearlessness based upon class, place and biographies of violence, as well as the way in which women drew upon fear/fearlessness in their overall construction of self. It is argued that using narrative approaches is a valuable means of uncovering the complexity of fear of crime and more specifically provides renewed insight onto women’s fear. 相似文献

We study the effect of Law 81/1993, which introduced a different rule for the election of mayors, on the technical efficiency of Italian cities over the period 1998–2006. Since 1993, municipalities below 15,000 inhabitants vote with a single-ballot system, whereas cities above 15,000 inhabitants are subject to a double ballot. We first estimate the output-oriented technical efficiency of municipalities through data envelopment analysis, and then we perform a regression discontinuity design analysis by exploiting the exogenous change in the electoral scheme at the 15,000 inhabitants cut-off. We find evidence that municipalities voting under a double-ballot rule show lower levels of efficiency—in terms of provision of public goods—compared with cities voting under a single-ballot scheme, by about 6.5%. This effect is driven by inefficiencies registered in specific sectors, that is, police, education, and maintenance of roads. Furthermore, the overall lower efficiency of municipalities voting under runoff is related to the different level of educational attainment of elected mayors, whereas it is not driven by the features of Law 81/1993 relating to the number of lists forming a coalition in support of mayoral candidates and to disjoint votes. 相似文献

This article examines the idea of the neoliberal city. Using the reform of the Detroit River international border crossing between Canada and the United States as a case study, the article explores the extent to which a small- to medium-sized Canadian municipality is capable of developing policy positions that challenge neoliberalism. The conclusion is mixed. Windsor City Council is not advancing policies that present a fundamental challenge to the economic status quo. It does not, for example, challenge the rationale that a new border crossing will facilitate freer trade. Nevertheless, neither are the municipal council's positions completely in line with arguments that municipal governments have no room to advance positions in opposition to major economic interests. The council is advancing policy positions opposed by major local, regional and international business interests. There is, therefore, some evidence of the possibility of local agency within the geography of neoliberalism. 相似文献

This article reflects on the notion of community through a collaborative ethnographic study with women loving women in Kolkata. Performing critical urban ethnographies in the global south and writing about sexualities that defy easy spatial categorizations are vital for those who seek to extend the scholarship of sexualities beyond the ‘gayborhood paradigm’ in the global north. This article focuses on how women loving women understand community and activism in Kolkata, a city that exists within tireless attempts at economic rejuvenation and vibrant modes of living. The question of community is moot in political activism around decriminalization of same-sex relationships and social legitimacy of the same. Drawing on collaborative ethnographic work with Sappho for Equality, an activist collective working with sexually marginalized women in eastern India, we engage with community as a space through which women loving women articulate marginalization and strategically connect with normative social institutions. I begin my discussion by introducing the notion of critical collaborative ethnography as a way to practice accountability in social research. Following that through select ethnographic vignettes, I demonstrate how a ‘queer community’ is not a predetermined end but is always in the making: a process that forms and dissipates within specific material contexts, activist practices, and social encounters. 相似文献

Within Westminster-based majority parliaments, the presence of minority government runs contrary to the conventional wisdom. Over the last 40 years, however, there has been a steady voting trend away from major parties in many of these parliaments. The complex composition of the Australian Senate after July 2014 reinforces that non-ministerial marginal members continue to be a vital part of the political landscape. This article introduces the concept of the marginal member and examines the potential influence of these members for legislative outcomes and lobbying success. In doing so, the article provides a heuristic through which to identify avenues of policy influence and presents a range of strategies for lobbyists working with marginal members within minority-government contexts.

The study of heresthetic is a quest to explain how potential political losers might become winners. Local Government amalgamation is invariably a controversial and hotly contested political decision. It thus represents the ideal context to locate a pedagogical discussion regarding how clever herestheticians might act to bring about unlikely political success. Specifically, we extend the heresthetic literature by drawing attention to the costs (opportunity, contingency and legacy costs) inherent to various strategies, the need to carefully evaluate the heresthetic potential of different dimensions according to which amalgamations might be argued, and the importance of ensuring that the rhetorical seasoning is appropriate. This leads us to propose a heuristic that we argue has the potential to turn losers into winners on the vexed matter of local government amalgamations. We conclude by considering the implications of our heuristic for both prospective herestheticians in other public policy areas and for the wider heresthetic research agenda. 相似文献
