This article summarizes and evaluates the effects of spatial interdependencies in Italian regional specialization over the period 1995–2006. First, we perform an exploratory spatial data analysis (ESDA), and then we estimate a spatial panel data model built according to the new economic geography theory. ESDA reveals positive spatial interdependence overall and detects hot spots in the north and cold spots in the south for all sectors, but agriculture shows the reverse. Similarly, an econometric investigation furnishes evidence of the presence of spillover effects, implying that the determinants of the specialization of a region influence its neighbors' specialization. Este artículo resume y evalúa los efectos de las interdependencias espaciales en la especialización regional italiana durante el período 1995–2006. En primer lugar, se realiza un análisis exploratorio de datos espaciales (Exploratory Spatial Data Analysis‐ESDA), y luego se estima un modelo de datos de panel espacial construido de acuerdo a la teoría de la nueva geografía económica (New Economic Geography‐NEG). ESDA revela la interdependencia espacial positiva global en los datos y detecta zonas de concentración de incidencia alta (hot spots) en los el norte y zonas concentración de incidencia baja o nula (cold spots) en el sur para todos los sectores económicos excepto el caso de la agricultura. ABSTRACT

Economic diplomacy—that is, informal and formal processes and links between states and non-state actors on international economic issues—is a current focus of Australian foreign policy. The Department of Foreign Affairs and Trade’s stated economy diplomacy aims are liberalising trade, boosting economic growth, encouraging investment and assisting business. If Australia is to embrace a genuine and effective notion of economic diplomacy there are two problems to be overcome. First, DFAT’s economic diplomacy framework is incomplete and misses the bigger economic picture, particularly the role of Australia’s key economic agencies, Treasury and the Reserve Bank of Australia. Second, DFAT does not consistently apply economic principles to foreign affairs issues including trade, foreign aid and the global investment agenda. Going forward, Australia should abandon the focus on the four narrow pillars and instead focus on developing a clear, coordinated international economic strategy that articulates Australia’s core international economic objectives and priorities.  相似文献

Abstract: This article asks how a regional community is culturally constructed as a policy subject in the centre/periphery relation of Finnish cultural policy. The focus is on the options the cultural recognitions analysed from the cultural policy documents of central government and the provincial administration of North Karelia provide for different political interests. It is stated here that the democratisation of cultural policy can be open for and a vehicle of the interests the prevailing spatial dominance attempts to get within the population of peripheries. North Karelia has for centuries been a geographic and economic periphery without inner cultural distinctions. Yet it is regarded as a culturally rich and specific area. The analysis shows that the regional community has continuously been used as a partisan identity for maintaining and reinforcing the spatial integration of national projects. Public cultural image would provide a symbolic compensation for the economically underprivileged. Furthermore, the strong cultural identity of North Karelia has constantly been taken by the regional establishment as an instrument to fight the “opponents of common regional interests” in political conflicts. Thus the principles of democracy have not always meant the capability or attitude to notice cultural polyphony within the region abreast of cultural political decision-making.  相似文献

Relying on so far untapped Vietnamese archival sources, this article examines the impact of China's gradual curtailment of its economic assistance to the Democratic Republic of Vietnam's (DRV) war and economic recovery efforts and its implications for Sino-Vietnamese relations between 1972 and 1975. While Beijing's gradual reduction of aid to the DRV during this period was primarily motivated by the declining importance of North Vietnam to China's strategic security combined with the reality of China's domestic economic hardship which largely resulted from the disastrous Cultural Revolution of 1966–69, Hanoi's reactions and policy responses were driven by their deep-rooted perception of Beijing's insincerity and hidden intention to keep Vietnam weak. The Sino-Vietnamese conflict that ensued after 1975 was not inevitable; Hanoi's leaders launched concerted diplomatic efforts to improve economic relations with Beijing throughout 1975 because they clearly recognised the importance of China's continued economic assistance and preferential trade agreements to its first five year plan (1976–80). However, Beijing's unchanged position and hasty decision to totally cut off aid to Vietnam and additionally take punitive economic measures against Vietnam's first five-year plan in late 1975 while at the same time increasing economic and military aid to the Democratic Kampuchea compelled Hanoi to tilt closer towards Moscow.  相似文献

This paper offers an ex-ante policy analysis of the Zone of Economic Expansion (ZEE) in inner-city neighbourhoods of the Brussels Canal Area. It identifies the anticipated effects by scrutinizing the impact of a similar and already implemented Urban Enterprise Zone – the Zone Franche Urbaine – in the city centre Roubaix (Lille). The key question is whether the ZEE can be interpreted as a policy measure to effectively reduce spatial inequalities, or rather, as a measure that will stimulate private land rent valorization strategies with (industrial) gentrification effects. The ex-ante analysis suggests that synchronously implemented territorial policies that seek to enhance functional mixing, will undercut the ability to boost local job creation, yet will displace economic activity and reinforce uneven development within the metropolitan area. Observing this conundrum, the paper reviews the potential of policies that centre on foundational and/or ethnic economic activities that are more in tune with already existing local economic activities and labour markets, and may be more fruitful in achieving social mobility of the current residents.  相似文献

The questions addressed in this paper are: (i) does wage inequalityincrease with local population size, and if so, (ii) what arepossible factors behind this increase? In a cross-section analysisof Swedish local labour markets using unique full populationdata, the article shows that urban scale, i.e. size of localpopulation, has significant positive effects on wage inequality.Testing for potential explanations, labour market diversification,human capital, migration, age structure and employment are shownto be significantly associated with inequality. Given theseeffects, the article raises the question of how to understandand incorporate scale effects into models of long-term changein wage inequality.  相似文献

There has been relatively little comparative research undertaken on sub‐national cultural policy. This article aims to contribute to the development of sub‐national comparative studies by assessing the utility of national cultural policy approaches for comparative research at the sub‐national level in Canada. Drawing on studies of national cultural policy, the authors develop three main approaches to cultural policy and administration – the French, British and hybrid approaches – and explore their applicability to the origin and evolution of cultural policy and administration in the Canadian provinces of Québec and Ontario. This exploratory research suggests there is room for optimism in drawing on national‐level experiences to undertake sub‐national comparative cultural policy research, particularly for comparisons over broad time periods. The study also suggests that it will be important in subsequent research to further elaborate the models for present‐day comparative analysis and to refine and adapt them to reflect specificities at the provincial level of analysis.  相似文献

’Localization’ has been a recurrent theme in recent debates concerning the regeneration of declining industrial regions. ‘This paper explores the extent and nature of this ‘localization’ in relation to economic renewal and reports on a study of firms and business support organizations undertaken for Sedgefield Borough Council in north‐east England. The findings suggest that, first, production localization is of a limited extent and specific nature. In particular, the nature of localization remains highly dependent upon the decision‐making power concentrated in the hands of a few trans‐national firms. Their continual reorganizations have the capacity dramatically to reshape the fortunes of the local economy and to render local action relatively powerless. Second, the localized approaches to business support that are evident run the risk of reinforcing problems of duplication and fragmentation owing to their relatively narrow focus. In addition, prospects for local economic development remain critically dependent on wider policy and institutional agendas, especially at the regional and national levels.  相似文献

Abstract

The effect of five different proprietary geotextiles on the activity of soil micro-organisms (respiration as measured by CO2 production) has been investigated in model laboratory chambers. The aim was to determine whether geotextiles, used to ‘protect’ archaeological materials during conservation by reburial, influence microbial processes that may promote biodegradation of organic archaeological materials by altering the physical properties of the soil. Four of the geotextiles were composed of either polythene or polypropylene and did not provide substrates for microorganisms. These four geotextiles had no significant effect on microbial activity over a short-term (56 days) burial period. By contrast, one of the geotextiles had a core of wheat straw and coconut fibre bonded in a polypropylene mesh. This geotextile led to increased microbial activity as a result of biodegradation of the straw and fibre core. From a practical point of view, these data suggest that geotextiles that are not themselves readily biodegradable did not enhance biodegradation of other organic material in the short term in the burial environment. If the use of geotextiles offers other advantages, such as providing a marker in the soil or back-fill, or because they facilitate subsequent cleaning and preservation operations, then their use is warranted.  相似文献

This article is a revised version of the 2006 Martin Wight Memorial Lecture and examines the placeof regional states‐systems or regional international societies within understandings of contemporary international society as whole. It addresses the relationship between the one world and the many worlds‐on one side, the one world of globalizing capitalism, of global security dynamics, of a global political system that, for many, revolves a single hegemonic power, of global institutions and global governance, and of the drive to develop and embed a global cosmopolitan ethic; and, on the other side, the extent to which regions and the regional level of practice and of analysis havebecome more firmly established as important elements of the architecture of world politics; and the extent to which a multiregional system of international relations may be emerging. The first section considers explanations of the place of regionalism in contemporary international society and the various ways in which the one world aff ects the many. The second section deals with how regionalism might best be studied. The final section analyses four ways in which regionalism may contribute to international order and global governance.  相似文献

The literature finds evidence that the presence of strong institutional veto players correlates with policy gridlocks. In recent years, in several European countries the rationale of parliamentary second chambers as veto players has been called into question. With regard to Italy, in 2016 the parliament approved a broad constitutional reform, later rejected by a referendum. According to the proponents, this reform would have made Italian institutions more functional in a comparative perspective. Did voters actually block some sort of functionality? To answer this question, this article presents a systematic comparison of second chambers in the European Union. The theoretical framework is based on three dimensions of strength, operationalized by means of quantitative indicators and a comprehensive index of strength. The article ends with a discussion of the findings and a proposal for further research outlooks.  相似文献

This article focuses on Italian foreign and security policy (IFSP). It looks at three examples of the country's policy-making which reveal its poor results as a security provider, namely: Italy's tardy reaction to the violence in Libya in 2011, its prompt reaction to the Lebanon crisis in 2006, and its efforts to be included in the diplomatic directorate, the P5+1, approaching relations with Iran in 2009. The article considers whether government action has bolstered the reliability of IFSP and also discusses the country's FSP in terms of its basic differences from that of its partners in the European Union, France, Britain and Germany, envisaging how Italy could react to build more credibility. Italy's policy is observed through a three-pronged analytical framework enriched by concepts of the logic of expected consequences. The article concludes that IFSP is predictable, but it must still reveal that it is reliable, and explains why this is the case.  相似文献

Small and medium-sized towns (SMSTs) contribute to the economic performance of whole metropolitan regions. However, the variety of factors that influence the economic development of SMSTs is understudied and the impact and relevance of their local policies are especially unclear. This article studies local policies of SMSTs within the metropolitan region of Zurich (Switzerland) and the impact of local policies on the economic specialization of these towns. Switzerland serves as an interesting context in which to study SMSTs, particularly those in metropolitan regions, due to their constant growth and the high local autonomy enjoyed by Swiss local governments. Using a multiple case study design that relies on a pair-wise comparison, we find that the economic specialization of SMSTs can mainly be explained by factors that are exogenous to local policy-making such as the town’s location and its connectivity. Land-use strategies are the only local policies that can influence the economic specialization of SMSTs. Therefore, SMSTs are well advised to invest in professionalized land-use departments and to coordinate their land-use strategies with neighbouring jurisdictions.  相似文献

Since the 1980s, social scientists and economic geographers have stressed that 'standard' forms of employment and internal labour markets (ILMs) which characterized Fordism have declined and have been displaced by post-Fordist non-standard and contingent employment arrangements. However, some researchers are critical of the assumptions of a universal decline in ILMs and stress that although ILMs have been significantly restructured, they remain an important part of firm employment strategies. On the basis of a postal survey and interviews conducted with ninety firms and institutions in Kitchener-Waterloo and Sault Ste. Marie, Ontario, in 1995–1996, I assess the role of ILMs. Although shifts towards non-standard arrangements are evident, employers are clearly aware of the need to maintain if not develop ILM structures. Finally, I argue that geographers need to reconceptualize the relationships between ILMs and external labour markets (ELMs) as integrated phenomena. Thus firms do not use contingent or ELMs and ILMs in exclusion to each other but as part of a continuum of strategies leading to increased blurring of the ILM and ELMs.  相似文献

Abstract. The point of departure of this article is a conception of nations as discursive constructions of ‘us’/‘here’ in relation to ‘them’/‘there’. The empirical analysis examines three national discourses in Rehoboth, Namibia: (1) a discourse on the ethnic Baster nation; (2) a discourse on the Namibian nation‐state and (3) a discourse on the nation‐state containing a variety of ethnic nations (‘the rainbow nation’). The first discourse is characterised by a primordial belief about Rehoboth Basters, their homeland and their ties to this homeland. This conception is challenged by the discourse on the Namibian nation‐state. Here, it is argued that ‘ethnic nations’ are the creation of colonialism; with Namibia's new independence, it is seen as necessary to tear down previous ‘ethnic nations’ and build up a new, united nation‐state. The rainbow discourse attempts to integrate the other two discourses through ideas about overlapping nations, where the boundaries that separate ‘us’/‘here’ from ‘them’/‘there’ overlap and are inclusive rather than exclusive.  相似文献

This paper investigates how institutional quality and its components (quality, impartiality, and control of corruption) are associated with the economic recovery in the aftermath of the global recession (2010–2016). The evidence suggests that the postcrisis dynamism of a region depends on whether its economy is accompanied by a good governance at the local level. The results also show the heterogeneity in the effects of institutional characteristics and other traditional determinants of growth for the high-income club (core) and the low-income club (periphery), respectively. This evidence can provide indications to define ad hoc policies apt to mitigate the recent surge in inequality among EU regions.  相似文献

The author postulates the use of chivalric language and tropes as part of the interventionist rhetoric that helped bring Italy into the First World War. Despite obvious affinities between the culture of dueling and the ‘virile assumptions’ of the interventionists, including their own participation in many duels, a review of the three major interventionist newspapers reveals the presence of surprisingly little chivalric language (sfida, vertenza, duello) during the crisis. This absence is explained primarily as a result of the rapid and effective dehumanization of the central powers, which disqualified them as gentlemen worthy of chivalric challenge. In addition, the use of the term ‘honor’ was found to be complicated by continuing confusion over Italy’s possible ‘betrayal’ of the Triple Alliance, which only faded after the treaty was finally rescinded in May 1915.  相似文献

Abstract

The missionary William Pascoe Crook was the first European to make an extended residence in the Marquesas. He failed to make a single convert in the two years he was there but instead risked a ‘conversion’ of sorts in everyday compromises between fitting in with, and preserving his independence from, a way of life he found to be abhorrent. This paper reconstructs the quality of Crook's experience during his sojourn in the Marquesas and reflects on the ethnographic ‘Account of the Marquesas Islands’ compiled on his return to London in 1799. It emphasises the processes by which Crook came to a partial understanding of tapu and the role of mimicry in his adaptation to lapu as a force that will make sense of him, but that he himself does not comprehend. The paper relates Crook's experience of cultural difference to problems in the anthropological concept of culture.  相似文献

Culture has come to play a fundamental strategic role in the territorial development that seeks to integrate knowledge economy with social cohesion, governance and sustainability. However, cultural policies have been unable to respond to the dilemmas and expectations that this new order presents. In order to appreciate the consequences of this process, it is essential to gain a better understanding of cultural policy change dynamics. This article develops a framework for analysing cultural policy stability and change and applies it to the evolution of cultural policy in Catalonia. Both policy continuity and change are conditioned by the evolution of policy discourse on culture and the characteristics of the cultural policy subsystem. Within this framework, this article also takes into account the role of factors that are exogenous to the cultural domain. Lastly, this article addresses particular characteristics of cultural policy change in regions or stateless nations.  相似文献

Many scholars and pundits have argued that there is a growing urban-rural divide in political attitudes in the US and Europe. However, it is an empirical question whether and how differences in political attitudes between urban and rural areas have changed over time. In this study, we investigate the urban-rural divergence in cosmopolitan-nationalist attitudes in the Netherlands over the last four decades. We focus on attitudes towards issues of immigration, multiculturalism and European integration. We use individual-level survey data from the Dutch Parliamentary Election Study (1994–2017) and the Cultural Changes Study (1979–2016). We find consistent support for divergence on cosmopolitan-nationalist issues between inhabitants of more- and less-urbanised municipalities over the last decades in the Netherlands, also when controlling for sociodemographic composition. This divergence is mostly due to the fact that the attitudes of people in the larger cities differ increasingly from people living in other parts of the country. Trends in smaller towns and villages are very similar to those in the most rural areas.  相似文献
