Policy Analysis and Evidence: A Craft Perspective

Both rational empiricist methods and discursive approaches associated with post positivism can inform usefully the craft of policy analysis. Systematically comparing policy alternatives in terms of relevant policy goals is a fundamentally important element of cr. Selecting relevant goals for policy open can be informed usefully by discourse with stakeholders. Formulating policy alternatives often can benefit from a catholic approach that includes interpretative as well as rational empiricist approaches. These two functions, which can be thought of as labeling appropriately the rows and columns of a goals/alternatives matrix, thus potentially benefit from post positivist perspectives. Yet prediction which can be thought of as filling in all the cells of the goals/alternatives matrix, is unlikely to be informed usefully by post positivist. Indeed, to the extent that post positivist goes by and reinforcing healthy skepticism about rational empiricist theories and methods to their fundamental rejection, it reduces the potential for policy analysis to contribute to the good society.

本文采用Fairslough提出的批评性语篇分析框架,从转述方式、消息来源和转述动词三个方面对比《中国日报》和《路透社》在报道2012年东盟外长会议未发公报这一事件时所用的转述引语,试图从批评语言学的角度揭示报道者隐藏于转述引语背后的立场、观点和态度,从而考察语言与意识形态二者之间的依存关系。     

Hohokam Craft Economies and the Materialization of Power

The Prestige Goods Economy Model invoked by archaeologists to explain the development of power in middle-range societies generally fails to discriminate the varied roles of social valuables. This study illustrates a multi-faceted approach for identifying the symbolic utility of craft economies among the Hohokam in North America. Contextual analyses of marine shell artifacts disclose their functions as material symbols of group membership and identity, ritual performance paraphernalia, instruments of power, and insignia of office. These valuables were imbued with ideological meanings that legitimized the emergence of corporate modes of power from individualized networks. Applications of the Prestige Goods Economy Model in other world regions would also be enriched by more detailed examination of the meanings of social valuables.     

“A German Bred Revolt”: the Manchester Guardian’s perceptions of the Irish Easter Rising, 1916

ABSTRACT

At the time of the Easter Rising of 1916 Britain had been engaged in the Great War against Germany for almost two years and on a scale and intensity previously unprecedented. This broader Great War backdrop is significant when analysing the 1916 Easter Rising, as it not only influenced the events which occurred in Dublin, but also the interpretation and presentation of the political violence. Despite the Easter Rising being well-documented in secondary literature, with a resurgence accounted for by its recent centenary, the British press and its portrayals of the events of 1916 has been one aspect which has not received as much scholarly attention. By analysing key stages in the uprising’s portrayal, it can be determined that the Manchester Guardian’s utilisation of the German connection had a two-fold implication. Utilising historical precedents of German-Irish “friendship”, such as the gun-running episodes of pre-War 1914, the newspaper justified its portrayal of Germany provoking violence in Ireland to disrupt British war efforts. Additionally, for the Manchester Guardian, the Irish rebels were depicted negatively in its articles as it attempted to halt the growth of republicanism, thereby ensuring the promotion of a more “moderate” form of nationalism.

Modeling the Roles of Craft Production in Ancient Political Economies

Ongoing debates over the significance of specialized production in ancient political economies frequently hinge on questions of whether elites or commoners controlled craft manufactures and whether the material or ideological import of these production processes was more significant in deciding power contests. Though long recognized, such queries were traditionally answered in relatively straightforward economic terms. Recently, these time-honored approaches have been questioned. An ever increasing number of authors are promoting varied takes on the causal linkages between political forms and processes, on the one hand, and patterns of production, distribution, and use of craft goods, on the other. The literature generated by these discussions is extensive, vibrant, and often confusing. Rather than trying to synthesize all reports and essays dealing with specialized manufacture, this paper highlights general interpretive trends that underlie and structure current debates. The concluding section offers suggestions for how studies of relations among crafts, power, and social heterogeneity might be pursued profitably in the future.
