This paper reviews trends over the last two to three decades in the socio‐economic divisions in Australia, focusing on their spatial dimensions. It provides empirical evidence that our society is dividing on multiple dimensions – including shifts in industry and occupational structure, income distribution, the incidence of poverty. And it demonstrates that the differentiations across space in socio‐economic phenomena also have complex multiple dimensions, which are explained inadequately by a ‘city/bush’ dichotomy popularly espoused by politicians and reported in the media. Processes of globalisation, economic restructuring and employment shifts, and changing patterns of population movement are combining to create stark differentials between places both within the major cities as well as in regional Australia. As demonstrated by the recent One Nation phenomenon, voter backlash is strong, and it too has specific spatial characteristics.  相似文献

Under the right conditions, compounding socio‐political and economic change can dramatically alter government policy. From 2000, Western Australia, a resource‐rich jurisdiction, experienced significant change owing to a once‐in‐a‐generation resources boom, which forced a break with earlier development approaches. In 2008, regional interventionism returned to the State via the State Government's Royalties for Regions program. Departing from the neo‐liberal tradition, the program allocated 25 per cent of the State's royalty income to non‐metropolitan regions, over and above existing regional allocations, and its success remains disputed. While it is easy to question the program retrospectively, the socio‐economic and political circumstances from 2000 to 2008 reveal a “perfect storm” of conditions enabling the transition from neo‐liberalism to interventionism in regional development. This paper sets out to understand the multi‐faceted conditions that enabled the dramatic paradigm shift embodied by the program. To this end, it examines the State's rural–urban settlement dichotomy, its staples economy, and the policy context leading up to the program. Following that, the paper proposes a causal framework mapping out the factors driving and rationalising the program. These factors are then examined in detail and include perceived rural voter disenchantment, ineffectual regional development policy, the State's mining boom, inadequate regional development funding, the contrasting fortunes of two regions (illustrative of the impact of growth, and the lack thereof), and the political manoeuvring during the 2008 election. Finally, the paper concludes by considering how the conversion of these conditions resulted in the State's most significant regional policy redirection in decades.  相似文献

This article identifies spatial dimensions of educational outcomes using maps of the 2016 Grade 5 reading results for Australia's National Assessment Program–Literacy and Numeracy for all Australian schools. A geographical information system (GIS) was used to overlay schools' results onto suburbs' advantage or disadvantage to visualise spatial patterns. We then examined the extent to which school results “cluster” in socio‐economically advantaged and disadvantaged suburbs and considered the consistency of spatial patterns for results across major cities. That work illustrates both how GIS can foreground educational inequality and how “the spatial” is more than corollary for student socio‐economic status. Results show substantial differences between urban and remote areas and towns of different size. Maps of cities visualise spatial “clustering” patterns of school results, with most schools in advantaged suburbs having high results and almost no schools in disadvantaged suburbs having high results. Educational outcomes strongly align to local socio‐demographic characteristics, and parallel host communities’ levels of advantage or disadvantage. Differences between public and private schools are less significant than within‐sector differences for schools in advantaged or disadvantaged locales. Patterns in all cities are consistent—schools in advantaged suburbs predominantly have high results, whereas non‐government schools generally perform better than government schools in disadvantaged suburbs. Most concerning is the persistent and increasing trajectory of results in advantaged, and more so in disadvantaged suburbs, of all cities since the first National Assessment Program–Literacy and Numeracy in 2008. Ameliorating spatial inequality between primary schools is one of the greatest challenges for Australians.  相似文献

Contemporary rural communities are being affected by a range of changes and processes in Australia, including major changes in demographic patterns; the organisation and performance of primary industries; levels of government support for economic and social infrastructure; and wider developments in technology and changing socio‐cultural values. The impact of these processes has been felt unequally and small communities which have had a traditionally close relationship with agricultural industries are particularly challenged. The current paper reports on one such community and provides the opportunity to analyse both the the substance and cultural understandings of such forms of rural change/uncoupling. The paper presents local narratives of community and change in Duaringa, Central Queensland and responds to recent international literature suggesting that the meanings and politics of rural change are as significant as the economic trends that are occurring. The Duaringa narratives demonstrate both the substance and dynamics of expressions of community (and loss). And the paper concludes that these meanings are also influenced by wider processes including consumption‐oriented lifestyles and national interests in South East Asian relations.  相似文献

This paper takes a differential demographic change in six rural settlement categories within rural and regional Australia as the starting point for the measurement of differential ageing using a Relative Ageing Index which compares ageing in sub‐populations with the national norm. The spatial units employed are 412 rural communities, approximated by social catchments each consisting of a country town and its surrounding dispersed population. The study covers the period from 1981 to 2006 and includes the rural areas of New South Wales, Victoria, and South Australia, excluding major cities, peri‐urban areas, and the remote rangelands. It examines demographic change and differential ageing in a selection of the rural settlement categories recommended for further analysis in the report of the ‘Demographic Change and Liveability Panel’, one of three advisory panels established in 2010 by the then Commonwealth Government seeking to develop a sustainable population strategy for Australia. Ageing profiles are produced for the whole study area, for the individual rural settlement categories, and for the urban and rural components within each category separately. Results show that differential ageing is least advanced in the ‘regional cities’, most advanced in the ‘sea change’, but of most concern in the agriculture‐based rural settlement categories where it exacerbates the effects of overall population decline. In all categories, ageing in the dispersed rural population element exceeded that of the urban component. Results emphasise the vital role of the ‘regional cities’ category in future public policy development supported by ameliorative and collaborative measures for their surrounding agriculture‐based communities.  相似文献

Resource towns often exist on a knife‐edge, largely depending upon global demand for their resource/s and, at the same time, playing a critical role in the development of a nation. The transition from single resource towns to diversified economies has been modelled on several occasions, but their application to other resource locales is difficult given the unique interplay of geographic, political, social, and economic factors. Nonetheless, Innis' Canadian staples theory may explain the political motivations of resource extraction and exportation, not least in relation to the Western Australia Goldfields. This paper seeks to explore the theory's potential in this context by examining the implications of high labour mobility. It employs a two‐step process using, first, a social network analysis to map the entire Australian labour commuting network and, second, a regression analysis of commuting, regional wealth, and population size against population change. While the Goldfields historically grew in line with processes described by Innis' theory, contemporary high labour mobility has created a variegated landscape of different development dynamics and trajectories. This finding carries implications for network patterns of residence and work. Labour acts to extend the distribution of wealth by sending incomes to the metropolitan core and to amenity‐rich regional towns across the State and nation. In such light, regional development scholars must view the resource town in its broader urban system of distinct but interlocked, and sometimes overlapping, activity nodes.  相似文献

There is growing consensus among academics, regional development organisations and rural communities that the future growth and development of rural regions is increasingly dependent upon their ability to convey, to both established and prospective residents, the ‘amenity’ of their local physical, social and economic environments. However, little research to date has sought to identify exactly what comprises ‘amenity’ in the rural context, or has examined how this conceptually slippery quality is distributed across rural Australia, or how it influences local demographic, socio‐economic and land use change. This paper attempts a broad scale investigation of rural amenity in the south‐east Australian ecumene, identifying its core components in this context, mapping its distribution and assessing the nature of its influence over in‐migration rates over the past three decades. The paper finds that, at a macro‐scale, amenity tends to follow a general gradient from high to low according to distance from the coast, and that its relationship with in‐migration rates has increased substantially between 1976–1981 and 1996–2001.  相似文献

The arrival of the Museum and Old and New Art (Mona) in the disadvantaged municipality of Glenorchy was heralded as the beginning of significant social change in Australia's island state of Tasmania. These expectations were premised on a local place discourse known as the “Tasmanian gothic,” and, in this article, our aim is to illustrate the importance of place specifications in culture‐led change, including in relation to how place discourse constitutes such change. To do this work, we illustrate a Mona effect that comprises a critical account of the Tasmanian gothic informed by an empiric of tourist movement to and from Mona. We demonstrate that tourist movements follow existing socio‐spatial patterns, with tourists from higher socio‐economic backgrounds bypassing Glenorchy and those from lower socio‐economic backgrounds more likely to stop in this disadvantaged municipality. This socio‐spatial account unsettles the characterisation of Tasmania and Tasmanians provided by the Tasmanian gothic and we conclude by observing (1) a lack of significant social change resulting from Mona, in part explained by well‐established socio‐economic patterns; (2) signs of more subtle change that warrant further investigation; and (3) how local place discourse can act to curtail culture‐led change by reinforcing existing socio‐economic patterns.  相似文献

This paper examines some effects of the pursuit of neoliberalism on regional development policy and practice in Australia, and in particular on the activities and effectiveness of regional development organisations. The paper interprets data from a survey of 505 regional development organisations across Australia through the framework of Jessop's contribution to state theory and his identification of four key trends in economic management under neoliberalism. Regional development policies are seen as a response of governments to electoral pressure from regions, but a response that is constrained by the dominance of neoliberal ideology. The objectives of regional development are predominantly economic, but are often limited to the role of facilitation and the provision of information. Some responsibility for regional development has been shifted downwards to regions, but the effectiveness of the organisations given this responsibility is reduced by the short‐term and competitive nature of much of their funding, the lack of coordination between regional development actors at the local level, the proliferation of agencies and the competition between them. The paper concludes that regional development agencies in Australia are in many ways a product of neoliberalism, since they represent one way in which governments can be seen to be responding to regional pressure for assistance but they can do so without incurring significant costs. Yet regional development bodies are also a victim of neoliberalist thinking, since it denies them the resources and the powers they need to be more successful in their work.  相似文献

Questions relating to the ability of particular groups in society to access information and communications technologies (ICTs) have become a growing part of the academic and policy literature. The issues raised in this literature have revolved around a number of themes, many of which can be subsumed under concerns about a growing digital divide whereby society is being divided into information rich and information poor sectors. This differentiation can be between particular social groups irrespective of place, or between people in particular places be these large regional areas (e.g. metropolitan versus non‐metropolitan) or localities and communities within an urban area. This paper focuses on the existence of a ‘digital divide’ across the Sydney metropolitan area. Using ABS 2001 census data the paper presents an analysis of computer and internet access and use for clusters of local communities and focuses on how usage differs across communities as differentiated by socio‐economic status, household and family status and ethnic background.  相似文献

An article based on data for the last census of the former USSR and population estimates for 1993 for urban places of over 15,000 population in the Russian Federation surveys the regional distribution, economic functions, and size characteristics of urban settlements in Russia with declining population over the period 1989-93. Interesting comparisons are drawn with patterns prevailing during previous periods, revealing recent increases in the number of such towns in major manufacturing regions and the North and an increase in the number of large cities. Australia's metropolitan cities have undergone significant social, economic and demographic change over the past several decades. In terms of socio‐economic advantage and disadvantage these changes, which are often associated with globalisation, wider economic and technological restructuring, the changing demographics of the population and shifts in public policy are not evenly dispersed across cities, but represent a range of often contrasting outcomes. The current paper develops a typology of socio‐economic advantage and disadvantage for locations across Australian metropolitan cities. More specifically, the paper takes a range of Australian Bureau of Statistics data and uses a model‐based approach with clustering of data represented by a parameterised Gaussian mixture model and discriminant analysis utilised to consider the differences between the clusters. These clusters form the basis of a typology representing the range of socio‐economic and demographic outcomes at the local community level.  相似文献

Australian cities have seen continued long‐term growth in private motor vehicle travel that has imposed increasing vehicle energy consumption and greenhouse gas emissions. This paper investigates the spatial patterns of vehicle energy consumption on urban areas through an analysis of vehicle travel and of vehicle fleet efficiency in Brisbane, Australia. This is achieved by combining motor vehicle registration records and Australian government's ‘Green Vehicle Guide’ of vehicle fuel efficiency database. The results of a spatial analysis of the private vehicle trip distances derived from journey to work data and fuel energy consumption associated with the private‐owned vehicles decomposed to local areas show that private vehicle energy use tends to increase with increasing distance from the city centre (e.g. central business district). This analysis demonstrates that differences in vehicle trip distances and lower proportions of high‐efficiency vehicles in the outer suburbs aggravate vehicle energy consumption in those locations. The paper further compares vehicle energy use results for Brisbane against spatial patterns of suburban socio‐economic disadvantage. The paper demonstrates that access to vehicle fleet technology may compound other forms of socio‐economic disadvantage and vulnerability.  相似文献

This paper addresses the theme of youth out‐migration from rural Australia, in the context of recent policy discussions about creativity and its role in regional development. Ethnographic fieldwork in one rural location – the New South Wales Far North Coast – is drawn upon to highlight how creative industries are being cast as a potential way of promoting cultural activities and jobs for young people, and in turn, how they might be imagined as a means to mitigate youth out‐migration. Yet, creative industries have contradictory employment and social outcomes. Creative industries are likely to generate higher rates of youth participation in economic activities than public data reveal. However, strategies for future job growth should also consider the limitations and instabilities of creative industry employment. Second, and more broadly, the paper discusses those socio‐cultural dimensions of nascent creative industries that may have a more substantial impact when conceived as part of strategies to stem youth exodus from rural areas. Creative activities may contribute to rural development in indirect ways, especially if linked to policy goals of increased tolerance of youth activities, better provision of cultural services, and improved well‐being for young people. While formal job‐creation may be limited, creative industries could mitigate some of the impacts of youth migration to cities by enriching regional social life and mediating perceptions of the advantages and drawbacks of rural versus urban life. This kind of policy imagination requires a shift in attitudes towards young people and a more genuine commitment to encourage young people to feel that they belong in non‐metropolitan areas.  相似文献

Abstract: “Disaster capitalism” refers to political economic processes that take advantage of mass trauma to impose neoliberal capitalist economic policies, facilitating the redistribution of wealth and exacerbating socio‐economic divisions. Here the basic tenets of disaster capitalism are applied in another context: how natural disasters can be used to impose exclusionary protected area conservation principles with similar socio‐economic consequences and ecological ramifications. The post‐Hurricane Mitch relocation of resident populations from Celaque National Park, Honduras serves as a case study whereby a natural disaster, combined with the effects of neoliberal structural adjustment policies, created the opportunity to implement a universal model of exclusionary nature protection. The resultant displacement and increased semi‐proletarianization of the affected population effectively served the capitalist interests of international conservation and the agro‐export coffee industry and, contradictorily, worked against the proclaimed goals of nature preservation through exclusionary national park policies.  相似文献

A unified system of settlement, defined as an interrelated network of places that is regulated for the benefit of society, is viewed as the most effective approach to overcoming socio-economic differences between town and countryside. Such a settlement system is viewed as ultimately replacing the present settlement patterns ranging from large urban agglomerations at one extreme to small rural places without adequate services at the other extreme. The unified settlement system is expected to insure roughly equivalent living and working conditions for all people within such a system. Some of the recent changes in Soviet settlement patterns are viewed as steps in that direction: an expansion of the network of large cities in connection with the economic development of new regions; the policy of industrializing small towns bypassed by the previous development of industry; the growing practice of establishing research organizations and branch plants in small towns to foster their development; the mechanization and industrialization of animal husbandry; the improvement of rural bus lines, providing access to service centers.  相似文献

The systematic exploration of large archaeological sites in the Mediterranean has evolved considerably since the “big dig” excavations. Pedestrian field surveying and remote sensing applications, including satellite and airborne image analysis, are now practical and relatively cost-efficient methods of characterizing large and diachronically diverse landscapes on regional scales. However, the use of geophysical techniques as a means for exploring manifold archaeological contexts is still in its infancy. In this paper, we highlight the advantages of archaeological geophysics to conduct regional surveys in the Mediterranean. Through a multi-site geophysical fieldwork campaign to investigate the patterns and dynamics of ancient cities in Greece, we show how geophysics offer new opportunities for characterizing the spatial attributes and regional dynamics of urban landscapes, and, in doing so, we make an argument for its wider adoption on regional survey projects.  相似文献
