Over the past two decades thinking about the role of politics in the policy process has taken several different shapes. Analysts in the "positivist" school of policy analysis have tended to use restricted notions of politics in their search for policy determinants or causes of policy change. This approach can be contrasted usefully with "postpositivist" analyses, which emphasize the role played by policy discourses in the policy process. This article discusses the manner in which policy networks and policy communities integrate ideas and interests in public policymaking and provide an opportunity to overcome the positivist/post-positivist conceptual dichotomy. It proposes a model setting out how different subsystem configurations relate to paradigmatic and intraparadigmatic processes of policy change. The paper suggests that the identification of the nature of the policy subsystem in a given policy sector reveals a great deal about its propensity to respond to changes in ideas and interests and is therefore a good indicator of the likely effect "politics," in either the restrictive or broad sense of the term, will have on policymaking.  相似文献

Since the mid-1980s, U.S. tobacco policy has been an intense and acrimonious issue between antitobacco advocates and the tobacco industry. In the United States, the tobacco industry has responded to heightened state antitobacco litigation, adverse public opinion, and public health advocacy by aggressively mobilizing against tobacco taxes and regulations. This article examines whether these tobacco policy trends can be generalized to punctuated equilibrium theory ideas that policy monopolies are stable over long periods and usually change because of sharp and short-term exogenous shocks to the policy system. From 1990 to 2003, there was a sharp mobilization by health advocates in all states and a significant rise in new legislation to control tobacco use. The tobacco industry, nevertheless, was able to generally keep state tobacco taxes low and counter significant regulatory threats to tobacco sales. From this, I conclude that the policy monopoly favoring the tobacco industry did not significantly change, despite the symbolic appearance of punctuation in the policy system.  相似文献

Using the theoretical framework formulated by Baumgartner and Jones in a most similar systems study of Danish civil defense and Danish national home guard policy from 1949 to 2003, this article shows how particular subsystem characteristics affect the magnitude and frequency of policy punctuations. Despite very similar starting points, the two subsystems have experienced radically different policy evolutions since they were created back in 1948 and 1949. The explanation, it is argued, is to be found in a combination of Baumgartner and Jones’ model of issue definitions and conflict expansion on the one hand, and some particular institutional differences in the foundation of the two subsystems on the other. Hence, the aim of the article is to demonstrate that in a long‐term perspective, certain institutional choices not only enhance stability but also increase the likelihood of future conflict expansions and policy punctuations, given the dynamic model of the policymaking process provided by Baumgartner and Jones.  相似文献

In the last decade and across countries, changes in national intelligence policies have spurred widespread political opposition and public protest. Instances of intelligence policy change warrant close academic attention to cast light on the dynamics of policymaking in contested policy areas. In an effort to contribute to further development of a theory of policy change within the Advocacy Coalition Framework (ACF), this article analyzes the adoption of legislation in Sweden to expand the mandate for signals intelligence gathering. Three explanatory variables are derived from the ACF to explain policy change in this case: shifts in advocacy coalition membership, distribution of coalition resources, and access to policy venues. Whereas shifts in coalition membership were unrelated to policy change in this case, the case‐study lends partial support to the role of resource distribution and policy venues. To promote the progress of an ACF theory of policy change, the study concludes by drawing two theoretical implications: (i) introducing hierarchical classification of coalition resources and (ii) identification of revised policy narratives and exploitative policy entrepreneurship as causal mechanisms linking external shocks to venue shifts and policy change.  相似文献

This analysis of the patterns of change in the use of incarceration by the American states from 1890 through 2008 focuses on multiple themes particularly relevant to an understanding of policy arenas in which the social constructions of target populations play an important role. Specifically, the study examines whether the states have adopted more similar incarceration levels over time (converged), whether they tend to change in the same direction at the same time (synchronous change), and whether they tend to stay in the same relative positions vis‐à‐vis one another, such that the historical policy position has long‐term implications for later policy positions (“feed‐forward” effects). The results indicate that, in spite of a century of social, political, and economic integration, the policy positions of the states have not exhibited a sustained convergence toward a common level of incarceration, but have undergone cycles, with some periods of convergence followed by periods of divergence. Change has generally been synchronous—as states tend to move in the same direction at the same time as if propelled by national forces even though incarceration levels are determined by state and local policy and the use of discretion by criminal justice officials. The results also indicate a profound “feed‐forward” effect in that the position of the states vis‐à‐vis one another historically has substantial predictive power for their position in subsequent years.  相似文献

Recent comparative studies of the politics of tobacco control have ranked Australia and New Zealand as two of the most restrictive regimes in the world. Yet traditionally Australia and New Zealand were tobacco-growing countries in which the government supported tobacco agriculture with a variety of subsidies. Despite a slow start in comparison to some other countries, by the 1990s these two had developed strong tobacco-control regimes. This paper addresses the rise of tobacco as a policy agenda problem, what policy instruments were utilised to deal with it, the pattern of adoption of policies between the two countries, and what explains the rapid progress of tobacco-control restrictions in these two countries, based on a comparative perspective.  相似文献

The early childhood education policy community has been described as a “divided constituency” in which groups with the same underlying goals sometimes work at cross purposes. This article examines how this internal division affects the contemporary funding of preschool education. It finds that states with a relatively large Head Start community are significantly more likely not to fund preschool education and significantly less likely to dedicate preschool funding exclusively to a freestanding state program. These results suggest that the creation and political solidification of Head Start generated policy feedback. They contributed to an ongoing tension within the early education community as Head Start beneficiaries viewed the creation of a freestanding preschool program as a political threat. This political dynamic illustrates the more general way in which the existence of a public policy can alter the dynamics of future political action.  相似文献

This research extends theorizing about the implications of political environments to the content of policy areas. We consider the case of Arctic policy in Canada and the United States as an example of what we label as component-driven policymaking. We show how the lack of a clear constituency and the lack of a stable policy subsystem for the Arctic create a policy environment for which the politics of particular issues dominate Arctic policymaking. The result is a policy space labeled Arctic policy that lacks policy coherence. We suggest that similar features of component-based policymaking help explain limited policy coherence for a variety of policy areas such as policies for children, families, rural areas, urban areas, and women in the United States.  相似文献

State science policy is industrial policy, shaped by local research and industrial strengths or, conversely, lack of same. States with research strengths relevant to local declining industries attempt to link them in an effort to revive the latter; states lacking research strengths attempt to develop them, especially in areas relevant to local natural resources that have the potential to be the basis of new high-tech industries. Such knowledge-based industrial policies supplement, even if they do not replace, traditional strategies focused upon: (a) creating economic activity based upon natural resources such as harbors or mineral deposits, (b) improving the business climate by lowering taxes, or (c) attracting industry to relocate by offering subsidies. The role of the federal government in science-based industrial policy is still controversial even as it is widely accepted in the states as part of traditional responsibilities for their citizen's economic welfare.  相似文献

This article traces the rise of humanitarian interventionist ideas in the US from 1991 to 2003. Until 1997, humanitarian intervention was a relatively limited affair, conceived ad hoc more than systematically, prioritized below multilateralism, aiming to relieve suffering without transforming foreign polities. For this reason, US leaders and citizens scarcely contemplated armed intervention in the Rwandan genocide of 1994: the US 'duty to stop genocide' was a norm still under development. It flourished only in the late 1990s, when humanitarian interventionism, like neoconservatism, became popular in the US establishment and enthusiastic in urging military invasion to remake societies. Now inaction in Rwanda looked outrageous. Stopping the genocide seemed, in retrospect, easily achieved by 5,000 troops, a projection that ignored serious obstacles. On the whole, humanitarian interventionists tended to understate difficulties of halting ethnic conflict, ignore challenges of postconflict reconstruction, discount constraints imposed by public opinion, and override multilateral procedures. These assumptions primed politicians and the public to regard the Iraq war of 2003 as virtuous at best and unworthy of strenuous dissent at worst. The normative commitment to stop mass killing outstripped US or international capabilities—a formula for dashed hopes and dangerous deployments that lives on in the 'responsibility to protect'.  相似文献

The growing evidence of policy change patterns characterized as punctuated equilibrium has increasingly directed the attention of policy scholars to the question of what factors cause them. The present study attempts to address this emerging question by developing a comprehensive, multifactorial model and testing it with state budget data. Specifically, based on theories of information processing and agenda setting, it develops a conceptual framework that models punctuated policy change as a function of two main factors: institutional friction (consisting of institutional constraints, legislative streamlining mechanisms, information‐processing capacity, and bureaucratization) and policy windows (consisting of revenue volatility, change in party control, and budget cycle). In doing so, the study pays special attention to cyclical revenue fluctuations whose effect has never been subject to empirical test. Regression analyses reveal that policy window factors including revenue volatility, changes in party control of the governorship and the House, and a budget cycle play an important role in creating policy punctuations.  相似文献

Abstract

The objective of this model study is to show how cost-conscious managers in the petroleum refining, electric power and basic chemical industries will respond to policy decisions limiting or not limiting the discharge of any major water or air pollutant and the availability of petroleum fuels for use in electric power generation. This is accomplished by an integrated model of the above industries with economic supply functions for crude oil natural gas and coal and with economic demand functions for important energy end-products. The results of this study show the critical importance of regulating fuel use in electric power generation to achieve within the United States in 1985 both energy goals of independence at acceptable price and environmental goals of clean air and clean water at minimum costs. Prohibition of the use of petroleum fuel in new electric power generating plants is practically mandatory according to the model studies to substitute coal for clean fuels in electricity generation. This prohibition minimize both the market price for natural gas and the capital investments in new plants and equipment. It maximizes the economic conservation of energy by end product consumers and the attainment of clean water and relatively clean air. Unfortunately, greater sulfur dioxide emission must be tolerated, although this may be reduced by 83% if environmental standards with air emission controls are met.  相似文献

An American resource geographer examines current production in one of the world's major copper industries, with special emphasis on the Noril'sk Nickel Joint-Stock Company—the world's most important producer of platinum-group metals, a leader in nickel and cobalt output, and the leading Russian producer of copper as well. The author documents and analyzes changes in operating procedures and raw material supplies in the industry during the 1990s, focusing on adjustments (such as tolling arrangements and imports of concentrate in the raw-material-deficient Urals and efforts to introduce cost economies in resource-rich Noril'sk) prompted by the severing of industry production linkages of the Soviet period and their partial reintegration under new corporate structures. In addition to restructuring, likened to similar adjustments in the American copper industry, the investigation covers exploration and new mine development at various Russian locations as well as the economics of producing copper and other exportable metals at Arctic production centers. 1 figure, 4 tables, 103 references. Since the 1970s, a series of demand and supply related changes have led to significant labour market transformations which have brought about a sustained increase in female employment throughout the world. While similar transformations have also been underway in Turkey, the country appears to be one of the rare exceptions to worldwide trends. During the last two decades both female labour force participation and female employment rates have declined at national level. In this article, two sets of questions are posed to explore the factors likely to influence female labour force participation. One set of questions pertains to the society‐specific dynamics of structural change in employment patterns in Turkey, with particular reference to the level and composition of employment in the service sector. A second set of questions is posed to examine labour market relations and the social policy environment in Turkey, and their impact on the demand for and supply of female labour. Current changes in the prevailing policy environment are considered to highlight a certain contradiction in the attitudes of decision makers who seem to be faced with a trade‐off between continuing adherence to conservative patriarchal values and the objectives of increasing labour force participation and combating poverty.  相似文献

The purpose of this article is (i) to propose the concept of policy analysis as a clinical profession, (ii) to relate to the clinical intellectual processes involved in policy analysis, and (iii) following studies in other clinical disciplines, to infer implications for policy analysis and policy analysis instruction. The article will highlight notions of clinical reasoning and clinical cognitive processes relevant to policy analysis and will address reasoning errors associated with bounded rationality and uncertainty in the clinical analytic process. The article seeks to promote awareness of clinical notions and of their relevance for policy analysis practice and instruction.  相似文献
