ABSTRACT. In this study we use a translog profit function and iterate seemingly unrelated regressions to estimate a system of factor demand and output supply functions for metropolitan economies. Our sample includes all metropolitan areas defined by the Census in 1977 for the period 1962 to 1982. Estimation shows that all price elasticities are elastic and that the signs are as expected. These results hold true for virtually all model specifications. Our findings indicate that federal, state, and local tax policies have significant impacts on factor demand and output supply. Public investment plays a positive and significant, but small, role in increasing output and in complementing other factors, although this influence has declined over time. Additionally, capital provided by the private sector has a substantially larger impact on output and employment than does capital provided by the public sector.  相似文献

This article investigates the impact of public capital formation on private manufacturing sector performance in the seven geographical regions of Turkey and in aggregate. A vector autoregression (VAR) model has been employed to estimate long run accumulated elasticities of private sector variables with respect to public capital for the time period 1980–2000. The results show that public capital affects private output positively in aggregate and in all regions apart from the Black Sea and Mediterranean regions. The results also reveal that only in the Marmara region, the impact is positive both on input and output. The public capital crowds in private sector inputs in some regions.  相似文献

Water stress is becoming a permanent feature of life in Britain and other developed societies, and attempts to change ‘consumer behaviour’ are at the forefront of strategies for sustainability. This paper combines historical, geographical and sociological perspectives on the evolution of drought and water demand in modern England and Wales. Droughts have natural properties but their course, size and distribution is also the result of an interplay between governance, social norms and everyday practices. Focusing on seven significant droughts between 1893 and 2006, this article traces changing understandings of ‘normal’ water consumption and ‘rational’ demand and relates them to the evolving socio-technical management of water and identities of ‘the consumer’. We challenge the idea of a watershed between private supply (associated with passive ‘customers’) and public ownership (associated with active ‘citizens’). While private systems facilitated self-organised civic action more easily than public supply, the ideal of a citizen-contract blinded systems of public provision to the problem of expanding water use. An interdisciplinary analysis of droughts in the past offers lessons for the debate about sustainable consumption today.  相似文献

In this paper we analyze the effect of infrastructure on the cost and productivity performance of the private productive sector of Spanish regions over the period 1980–1993. We use a dual approach based on cost functions that allows us to recover the usual parameters estimated with production functions. In addition, we obtain rates of return and cost elasticities of production factors at the regional level. Our framework explicitly considers that some factors are quasi-fixed and their volume can differ from their optimal endowment levels. Our results indicate that the public sector has contributed significantly to enhance productivity and reduce costs in the private sector of almost every Spanish region. Nevertheless, there is still scope for the government to continue its investment efforts, given that there remains an appreciable gap between observed and optimal public capital, and we find that in the long run, public capital promotes private investment.  相似文献

This article reports on research into the relationship between labour market change and the private rental market in non‐metropolitan South Australia for the period 1990–2000. Using Small Area Labour Market data, Census data and records from the Residential Tenancy Tribunal the study investigates the capacity of the private rental market to respond to labour market and population growth. The article finds that there is considerable ‘stickiness’ within the private rental market in regional South Australia and that there has been a limited supply response to changing levels of demand. This has contributed to housing and labour shortages in some regions and over supply in others. Each circumstance has generated considerable dilemmas for public policy. The reasons underlying the imperfect market response are considered and the implications for the future development of the regions are discussed.  相似文献

Abstract

There is more to success in destination development than just natural or cultural heritage and assets. Increasing globalization and changes in the realm of tourism, both in supply and demand, helped to identify and recognize new development factors. Skilful application of various drivers and mobilization of stakeholders around well-defined development objectives may bring unique results in terms of creating a multidimensional, complex and innovative mega-product. Until now, public administration has been unable to identify timely innovative features and the high promotional and social potential in the Palaces and Gardens Valley project. Instead, the main drivers behind its success have, therefore, to be sought outside public policies, among new development factors utilized by private sector and non-governmental organizations. However, in the long run, recently intensifying close cooperation of public and private bodies is a condition of further development of the project in question.  相似文献

Abstract

Eighteenth-century demands for improved medical care, especially in surgery, required detailed dissection of the human body in medical education. The rapid rise in numbers of medical students ensured that the traditional sources of bodies for anatomization, the gallows and body-snatching, could not supply demand and became increasingly unacceptable. The 1832 Anatomy Act attempted to alleviate the problem of cadaver shortage by allowing licensed anatomists to claim bodies from workhouses. This article addresses the impact of the legislation on medical education in the 19th century in two contrasting localities, away from the traditional focus on the metropolitan centres, by examining the body supply to the school at Oxford University and the private schools of Manchester after the Act. These two areas provide the chance to examine the contrasting experience of medical education in a traditional centre for the education of physicians with a rising centre focused on the education of surgeons.  相似文献

考虑公交与小汽车方式间的可达性差异,提出了依据公交服务水平调控小汽车可达性的停车分区思路,以期实现对小汽车方式的合理限制,支持城市公交优先发展。首先根据居民出行对不同类型公交站点具有不同可达性需求,将以需求点为圆心、站点时空可接近距离为半径的覆盖范围作为基本分析单元,构建基于微观个体时空约束下的公交站点可达性测度模型。其次借助ArcGIS,以昆明市公交网络数据为基础,对站点可达性空间分布特征进行可视化分析,所得结果与城市用地开发整体特征相吻合,验证了模型的合理性。最后以公交可达性水平为主要依据划分停车供给分区,从而对不同分区停车泊位供给的科学配置提供支撑。  相似文献

I assume that (a) the demand for sin is characterized by heterogeneous preferences and (b) private behavior diverges from public statements. From these assumptions, in the first section of this article I derive a series of propositions about morality policy. Rational politicians will perceive that demand for restrictive policies will be greater than it actually is and thus compete to produce more extreme policies. Bureaucracies will lack expertise and thus will not provide a check on political excesses. This "politics of sin" can be translated into a contemporary form of redistributive morality policy politics if the issue can be refrained by political actors to legitimate an opposition position. In the second portion of the article, I argue formally that sin policies in general will fail because they operate on subsets of the population that are more and more resistant to the policy instruments available to government. I conclude with potential expansions of this theory, including how it might be generalized to other types of public policy.  相似文献

In this article, I examine the reasons behind public aid to industry in 12 European countries during the period 199–93. 1 build a model based on societal demands for producer subsidies and the wiliingness and constraints of national governments to provide them. The main contribution of this study is the attention to the institutional context within which demand for and supply of public policy takes place. Institutions not only help shape actor preferences to extract "rents" but also fundamentally condition the level and distribution of subsidies.  相似文献

The interaction between household demand for goods and for leisure and the supply of labor at various distances from an urban center is investigated for the case where rents are endogenous and adjust to equalize differences in utility produced by the greater time and money costs of the journey to shop and the journey to work. The model is solved for a set of realistic parameter values and this confirms that when rents are equal everywhere the demand for leisure can increase and the supply of labor decrease for households nearer the center, while once rents are endogenous the reverse must be true. For a household at a given location the elasticities of demand for goods and leisure and the elasticity of labor supply are calculated for all the parameters of the model. It is shown that the unavoidable costs of travel to work have strong effects on the rent gradient while the costs of the journey to shop have only weak effects, being offset by the variable frequency of shopping.  相似文献

ABSTRACT. Previous work has developed a method for studying noninfinitesimal operational units, called “plantations,” with the Thüen model. In that model, increasing returns to scale generate large operational units, but the potential market power conferred by the scale economies is sidestepped as an issue. The present work introduces finite supply elasticities and examines their locational impacts. The profit-maximizing monopsonistic plantation is smaller, and the shipment distance for its processed output is shorter, than for a comparable competitive plantation. Advocates of market-based education reform hypothesize that competition will cause traditional public schools to increase outreach efforts as they seek to market themselves. Advocates hope such efforts will result in more information on school activities and performance and thereby enhance accountability. We examine the effect of charter school competition on outreach efforts by a sample of 98 Arizona district schools, finding that charter competition is associated with a short-term increase in outreach. Organizational structure influenced school response, with more decentralized district schools responding more readily to charter competition. Competition modestly increased information regarding schooling in the short run, although long-term implications are less clear.  相似文献

转型期以来,政府治理制度的变革及公私部门关系的重构使我国城市公共服务设施供给主体、供给机制逐步多元化,其分布形态也由空间均衡趋向分异。本文以广州为案例,研究结果表明:广州城市公共服务设施分布总体上呈核心-边缘空间格局,区域供给规模差异大且与人口分布不相协调,区际及不同类型设施的空间聚集水平差异显著;传统计划经济条件下城市公共服务设施空间均衡分布模式被市场经济条件下高收入地区指向的集中布局模式所取代,表现出类似西方国家城市公共资源配置的"反比例服务法则"。  相似文献

Abstract

Consistent water supply is a common issue in the history of Mediterranean civilizations, where hydraulic solutions, such as cisterns, wells, reservoirs and aqueducts, were adopted for private and public supply. In this context, the island of Pantelleria, where surface freshwater is virtually non-existent, represents a unique case for understanding human–environment interaction in waterless environments. Here, in historical times, year-round water supply was only possible through the storage of rainwater in underground cisterns. An intensive field survey carried out across the island led to the discovery of hundreds of cisterns dated from the Punic and Roman periods to the present day. The study of the spatial distribution of the cisterns was compared with archaeological data on the island to gain new insights on historical settlement and demographic patterns. The present work focusses on a semi-quantitative assessment of water storage on the island of Pantelleria based on the evaluation of potential volumes of stored water for different periods. Data available for cisterns in Pantelleria have been analysed and compared with those from coeval Mediterranean regions. Calculations on the seasonal fluctuation between water demand and supply have been estimated to evaluate the efficiency of such system for sustaining human population and subsistence activities through time.  相似文献

ABSTRACT. This paper uses a two-stage hedonic wage approach to derive the benefits from improvement of five cultural amenities. It is argued that the hedonic approach permits valuation of both private and local public aspects of cultural goods since access to the amenity is an essential input in the production of the final service flow. Empirical estimates of willingness to pay suggest price and income elasticities are approximately unity. Lower-bound estimates of marginal benefits for a representative city range from $0.85 million for an additional theater to $57.9 million for an additional zoo facility.  相似文献

Political debate, even in medieval Europe, has often centred upon the relationship between individual liberties and the greater good. Fourteenth-century town councils had to think about protecting private property while ensuring the greater public good. The council registers of late medieval Marseilles offer the opportunity for insight into this public–private dichotomy through an examination of the council's decisions to suspend temporarily the execution of letters of marque. In fourteenth-century Marseilles, letters of marque helped citizens gain restitution from foreign debtors through a judicial authorisation to seize foreign assets. The suspensions, justified in the language of the utilitas publica, were declared for two reasons: to protect the integrity of the town's market by ensuring an ample supply of labourers and victuals, and to protect the town's honourable reputation when dignitaries visited. Study of these suspensions illustrates an overarching philosophy in urban government – that the public good must be safeguarded against private advantage.  相似文献

Although the literacy of miners lagged behind county and national averages, there was educational progress in the Northern coalfield before 1870. Progress came partly from the private adventure schools and the Sunday schools, which originated in the colliery communities and which have been underestimated by historians. Evidence from parish registers shows that the private adventure schools that proliferated in the collieries, especially from the 1820s, helped to maintain and raise literacy rates in some villages, but were unjustly criticized by educators who favoured state public elementary schools. The colliery Sunday schools, particularly those of the Methodists, were also important in developing the ability to read. The spread of Methodism amongst miners gave an important stimulus to literacy, which resulted in greater support for adult education in the coalfield. The growth of mechanics’ institutes, reading rooms and mutual improvement societies testified to a growing enthusiasm amongst miners for education before 1870. Despite the extraordinary population growth, especially in Durham, and extensive migration of workers in the coal industry, educational progress in the coalfield is evident particularly in the late 1850s and 1860s.  相似文献

In this article, we utilize 25 years of data on the Milwaukee voucher program to test the relationships among organizational liabilities of newness, institutional affiliation, market‐share, and regulatory environment on the cumulative risk of school failure. Overall, we find that 41 percent of all private voucher schools operating in Milwaukee between 1991 and 2015 failed. Start‐up voucher schools, and those unaffiliated with a larger institution, have comparatively higher failure risk over time. The results of our analysis shed light onto one of the long‐term impacts of a public policy reform premised on social entrepreneurship. We conclude that policymakers should consider the consequences of organizational failure when utilizing nongovernment entities in the provision of public goods, and that scholars focus increased attention to understanding the negative externalities created by public entrepreneurship.  相似文献

In this paper, I apply Mettler's concept of the “submerged state” to aid for children at private schools in the United States, including education vouchers, in‐kind aid, and property tax exemptions. All aid policies are “submerged” in that they help private organizations take on state functions but some are more submerged than others. Theoretically, this paper distinguishes between subcategories of submergence. Using policy data from 50 states and an original database of court challenges between 1912 and 2015, I employ probit regression with sample selection to evaluate the effect of submergence on successful court challenge. I find that more submerged policies are less likely to be successfully challenged than less submerged policies. Submerged policy design enables supporters to avoid legal as well as political challenge.  相似文献
