Over recent years, Australia and Timor-Leste’s bilateral relationship has been consumed by contested maritime boundary claims in the resource-rich Timor Sea. Intractable disagreements over the right to build a petroleum export pipeline have led Timor-Leste to reinvigorate its pursuit of permanent maritime boundaries as ‘a national priority’. This article examines Timor-Leste’s interests in the Timor Sea and assesses its strategies for achieving its foreign policy goals. It argues that Timor-Leste’s attainment of its stated goals relies on Australia shifting its Timor Sea policy, which has been largely consistent since the 1970s. Timor-Leste’s key strategy is a public diplomacy campaign that positions permanent maritime boundaries as the final stage of its independence struggle, and presents Timor-Leste as owning the disputed Greater Sunrise gas field under international law. While the public diplomacy campaign aims to win enough Australian ‘hearts and minds’ to put pressure on the Australian government, it ultimately fails to negotiate the strategic and historical realities of the interests that define Australia’s realpolitik approach to the Timor Sea.  相似文献

ABSTRACT. Unrecognised states are among the least likely candidates for democratisation: they tend to be driven by ethno‐nationalism, many are marked by the legacy of war and most are facing international isolation. Nevertheless, the claim to democracy has become a central part of their legitimising narrative. This article examines this apparent paradox and finds that neither ethno‐nationalism nor non‐recognition represents insurmountable barriers to democratisation. However, what we tend to find in these entities is a form of stagnated ‘ethnic democratisation’. These findings throw new light on the relationship between democracy and nationalism; they highlight the importance of (lack of) sovereignty; and they are used to evaluate Sammy Smooha's concept of ‘ethnic democracy’.  相似文献

The disorder in Timor-Leste in 2006, the collapse of the Alkatiri government, and the political crisis following the 2007 parliamentary elections have all fuelled speculation that the country is a potential ‘failing state’. After outlining the history of the latter concept, this paper examines the Timor-Leste case in relation to the phenomena associated with social and political instability. It has exhibited tensions between the civil regime and the military, apparently deepening ethnic/regional differences, weakness in governance institutions and a dependence upon state office as a means to wealth/power; all of these factors are associated with instability. In addition, some policy choices have fostered particular grievances. Timor-Leste's situation with reference specifically to the comparative literatures on ‘state failure’ and on ‘Africanisation’ is then reviewed. State failure literature suggests that regime type and executive recruitment and participation practices are crucial; as a new democracy hitherto dominated by a distinct political faction and facing vital electoral contests, the political system was bound to exhibit turbulence. However, Timor-Leste should be seen in a broader comparative context; accordingly though clearly at risk some caveats should be entered on the prospects for ‘failure’ of the Timor-Leste state. Timor Leste never having been the site of a fully functioning state, its politics more resemble Melanesia than Africa.  相似文献

At present it is widely assumed that the socio-political organisation of Maori society is made up of four structural levels: the ‘extended family’, the ‘sub-tribe’, the ‘tribe’ and the ‘super-tribe’, each of which, in turn, corresponds with a certain type of Maori leader. It is rarely realised that a consensus about this framework for understanding Maori socio-political organisation did not emerge until the 1930s, approximately 150 years after colonial contact had begun. This raises the question to what extent the standard model of Maori socio-political organisation is based on the same a-historic and objectivist assumptions that were held around the turn of the century when it was developed. The extent to which these assumptions may have influenced the ethnohistorical and ethnographic analysis of Maori society in past and present also requires examination. It is argued that an essentialist model of Maori tribal organisation hampers the understanding of the dynamics of socio-political practices in Maori society.  相似文献

Abstract

The democratisation of heritage through digital access is a well-documented aspiration. It has included innovative ways to manage interpretation, express heritage values, and create experiences through the ‘decoding’ of heritage. This decoding of heritage becomes democratised, more polyvocal than didactic exhibitions, and less dependent on experts. However, the decision of what ‘heritage’ is and what is commissioned for digitisation (the encoding) is not necessarily a part of this democratisation. This paper will consider how digitisation reinforces the Authorised Heritage Discourse through the lens of Stephen Lukes’ three (increasingly subtle) dimensions of power: conflict resolution, control of expression and shaping of preferences. All three dimensions have an impact on how public values are represented in heritage contexts, but the introduction of digitisation requires more resources, expertise and training within established professional discourse. Social media may have a positive impact on the first two dimensions, but can reinforce hegemony. Alternatives are subject to epistemic populism. The role of digitisation and social media in the democratisation of heritage needs to be better understood. Questions regarding the nature and process of digital interaction, in terms of whose heritage is accessible, affect the very issues of democratisation digitisation appears to promote.  相似文献

Anti-corruption research has been dominated by inquiries into the formal structures of clean governance, while the actual process of changing the culture of corruption has been overlooked. This paper views ‘transition to clean government’ as a conceptual parallel to ‘democratisation’ and anti-corruption measures as instances of transitional justice. Contrary to the mainstream scholarship, it argues that: (1) Measures that lead to clean government differ from measures that contribute to its maintenance; and (2) amnesty may play a crucial role in establishing clean government, if it inspires a change in political culture. To illustrate its propositions, this paper applies the literature on transitional justice and democratisation to anti-corruption strategies and re-examines the particular circumstances surrounding amnesty in Hong Kong's successful transformation into one of the cleanest governments in Asia.  相似文献

This paper addresses the question of how a civil society impacts on Chinese democratisation, by examining the nature and features of a Chinese semi‐civil society which could be both a potential for greater democratisation, and a conservative force used by the state to maintain a neo‐authoritarian regime. It challenges the common assumption of the mere positive influence of civil society on democracy in a growing literature on civil society. It also discusses the issue of how the state and the reformer faction within the party saw and will possibly see ‘civil society’ as the rule of arts and a new source of legitimacy in the rules of games for strengthening their power. This is probably more likely than the total collapse and disintegration posited by other writers.  相似文献

ABSTRACT

This article responds to the statistically established finding in democratisation studies that British rule seems to have been good for the survival of democracy in its former empire, and that the longer a nation spent under British rule, the likelier it is to have sustained democracy since independence. This is a finding which puzzles political scientists because they think of democracy and empire as opposites. The article considers the uses made of democratic innovation by the British and the responses anti-colonial nationalists made to the offer to ‘lead them to democracy’. It places democracy and empire in a different, more complex relationship. It also considers the contribution of anti-colonial protest to the working of democracy.  相似文献

In the context of recent media, governmental, academic and popular attention and enthusiasm for debates surrounding the construction and meaning of the British countryside, this paper outlines the potential for oral history to make a contribution. Working in Devon, the authors outline how an oral history methodology can engage with the fields of landscape archaeology and heritage studies. As well as augmenting and supporting more traditional approaches to landscape, oral history techniques can be used to challenge and destabilise existing knowledge, thereby moving the process of ‘democratisation’ in knowledge construction of the rural landscape from practices of scientific ‘complicity’ towards one of critical engagement.  相似文献

ABSTRACT. All the historical moments in which the Basque debate reached political protagonism in contemporary Spain coincided with political contexts of institutional democratisation. The debate on patriotism in the Basque Country is connected with a uniform narrative regarding the Basques and their moral distance from the Spanish nation: the ‘Basque problem’. This narrative has fostered a confrontational discourse between Spanish and Basque nationalism. It has also promoted recourse to specific stereotypical images of the Basques, which bind ethnicity to collective identity. Such representations reveal that the invention of the Basque country as a uniform ethnic collective had much more to do with the internal contradictions of Spanish national identity – and later of Basque identity – than with the existence of a secular conflict between Basques and Spaniards. The Basque case shows that every ‘ethnic conflict’ requires adequate contextualisation in order to avoid simplifying its origins and past pathways to make it conform to present uses.  相似文献

This article critically surveys the concept of nationalising states first coined by Rogers Brubaker when referring to the policies implemented by post‐communist states. The concept of nationalising states is placed within the context of the traditional literature on nationalism, which divides Europe into a ‘civic West’ and an ‘ethnic East’. The article discusses the concept of nationalising states and questions if it is really any different to nation building which took place from the late eighteenth century onwards in the ‘civic West’. Polyethnic rights are ignored on both sides of the classic ‘West:East’ divide. All civic states are composed of both civic and ethnic factors and the proportional relationship between them depends upon how much progress there has been in democratisation. The article concludes by arguing that the concept of nationalising states has little theoretical value unless it is equated with nation building and no longer selectively applied to only former communist countries. The traditional division of Europe into a ‘civic West’ versus an ‘ethnic East’ requires revision in the light of recent developments in Central and Eastern Europe.  相似文献

This article deals with the relationship between the democratic transformations in Czechoslovakia after 1918 and 1989 and the armed forces. The democratic ideal of transformation seemed to be alien to the military institution, which upheld the old regime and paradigmatically represented undemocratic patterns of governance. In order to accommodate the popular demand to ‘abolish’ the army, the new political elite strived to initiate an institutional transformation that would re-legitimize the armed forces. Whereas after 1918 the military improved its reputation by changing into a ‘school of nation’, after 1989 the military, expected to become fully professional, went through a period in which its inner organisational culture was liberalized and personal freedoms of the soldiers were strengthened. The decline of previous authorities and the rise of civic self-confidence connected to the process of democratisation also led to the demoralisation of the soldiers. The liminal phase of military transformation was marked by the experience of the first ‘post-war war’, the Czechoslovak-Hungarian War in 1919 and the Gulf War in 1991, which indicated the needs of the new security environment and gave the idealistic thinking about the democratic military a touch of reality.  相似文献

ABSTRACT

Based on insights gained from two decades of research on South African heritage and monuments, this paper critically reflects on the status quo of heritage transformation in South Africa 25 years after the end of apartheid. It assesses new directions in national heritage policy and government strategy in relation to recent developments around post-apartheid heritage and the popular demand for a removal of ‘colonial statues’, which gained impetus from the #Rhodes Must Fall campaign. It is argued that the government’s approach to heritage transformation and most notably its treatment of white minority heritage, dominated by the ‘juxtaposition model’, has had limited success. The paper illustrates how heritage and the memory of the past are entangled with socio-political and economic realities in the present, which in turn is overshadowed by the long-term effects of apartheid and impacted by global or transnational considerations, such as foreign investment and tourism.  相似文献

Bringing popular culture and world politics together yields multiple advantages, including shifting where the ‘political’ is located and expanding conventional understandings of policy and policy communities. It matters that researchers expand what is considered necessary for understanding the socio-political world, that they challenge hierarchical assumptions of where world politics happens and that they reconsider what and whose knowledge counts. Abstract

Actively creating new digital heritage content about people’s life histories is part of the democratisation of heritage engagement with the public. The approach of documenting unofficial histories is supported by a growing literature. Unofficial stories contribute new perspectives on the heritage identity of a region. The case study of the ‘Local People’ exhibition, curated by the author in 2013 in the North West of Ireland, is used to discuss the methodology of a digital curatorial process, www.localpeopleireland.com. This article argues that gathering and presenting unofficial histories of individuals' life experiences, can disrupt official narratives of The Troubles and challenge a regional identity based on conflict and division. The making of digital history is analysed as a curatorial process, rather than the ease of use of technology. The methods used included: filmed interviews, new portrait photography and the digitisation of family photograph albums. A virtual exhibition was produced and new digital historical sources were created that transform intangible heritage by crystallising people’s voices and images into ‘tangible’ digital objects. ‘Local People’ utilised Facebook https://www.facebook.com/localpeopleproject/?fref=ts and Vimeo https://vimeo.com/album/2518991. International students have been overlooked in geographies of ‘home’, yet this paper demonstrates how international student mobility offers unique insights that can advance our understanding of ‘home’ and belonging in the city. Drawing on photo-elicitation and mid-point and return interviews with Canadian students, this paper explores the everyday home-making practices of exchange students in urban centres in the Global South. It focuses on the ways in which international students create a sense of ‘home’ and belonging in their host city and how insider knowledge gained through local everyday practices is converted into cultural capital. It contributes to the literature by considering how home-making practices are implicated in spatial and scalar boundary-making processes for distinction. By illustrating through participants’ photographs how students articulate ‘home’ using spatial and scalar markers, I examine how students tighten the spatial boundaries of ‘home’ to focalise and localise symbolic capital within the city. The findings further add to debates on im/mobility by demonstrating that students’ distinguish their relative immobility during the sojourn from the mobility of travellers and tourists to legitimise claims of belonging as ‘insiders’ and of place-specific capital. The paper then concludes by considering how students are ‘collecting homes’ for distinction.  相似文献

This article reviews and assesses the outcome of the 21st Conference of the Parties (COP‐21) to the United Nations Framework Convention on Climate Change (UNFCCC), held in Paris in December 2015. It argues that the Paris Agreement breaks new ground in international climate policy, by acknowledging the primacy of domestic politics in climate change and allowing countries to set their own level of ambition for climate change mitigation. It creates a framework for making voluntary pledges that can be compared and reviewed internationally, in the hope that global ambition can be increased through a process of ‘naming and shaming’. By sidestepping distributional conflicts, the Paris Agreement manages to remove one of the biggest barriers to international climate cooperation. It recognizes that none of the major powers can be forced into drastic emissions cuts. However, instead of leaving mitigation efforts to an entirely bottom‐up logic, it embeds country pledges in an international system of climate accountability and a ‘ratchet mechanism’, thus offering the chance of more durable international cooperation. At the same time, it is far from clear whether the treaty can actually deliver on the urgent need to de‐carbonize the global economy. The past record of climate policies suggests that governments have a tendency to express lofty aspirations but avoid tough decisions. For the Paris Agreement to make a difference, the new logic of ‘pledge and review’ will need to mobilize international and domestic pressure and generate political momentum behind more substantial climate policies worldwide. It matters, therefore, whether the Paris Agreement's new approach can be made to work.  相似文献

The importance of international communication and media to the study of international relations has long been recognised. This paper focuses on coverage of the Arab-Israeli conflict in the late 1960s and early 1970s by the Reuters news agency, one of the most important international providers of news. The voluminous academic discussion of international media coverage of that conflict has related primarily to exploration of news content. This article breaks new ground by evaluating through archival documentation some organisational, commercial, and editorial aspects involved in the actual process of news production. It studies the efforts by Reuters to overcome staff ‘bias’ and market ‘sensitivity’ and to provide publicly perceived ‘objective’ coverage. This it does in respect of a conflict separating the political and emotional loyalties of media and institutional subscribers in the Middle East region and around the world. It examines in particular the problems created by the national affinities of local staff employed in the region and the effect of political considerations and market pressure on regional dissemination of media information.  相似文献

ABSTRACT

This article examines the structures of international relations that facilitate political violence in postcolonial states. It explores the intersections of patriarchy and imperialism in the contemporary political economy to understand how armed conflict and political violence in postcolonial states form an integral element of the global economy of accumulation in deeply gendered ways. By focusing on the structural level of analysis, this article argues that the siting of armed conflict in postcolonial contexts serves to maintain neo-colonial relations of exploitation between the West and non-West, and is made both possible and effective through the gendering of political identities and types of work performed in the global economy. I argue here that armed conflict is a form of feminized labour in the global economy. Despite the fact that performing violence is a physically masculine form of labour, the outsourcing of armed conflict as labour in the political economy is ‘feminized’ in that it represents the flexibilization of labour and informalization of market participation. So while at the same time that this work is fulfilling hegemonic ideals of militarized masculinity within the domestic context, at the international level it actually demonstrates the ‘weakness’ or ‘otherness’ of the ‘failed’/feminized state in which this violence occurs, and legitimizes and hence re-entrenches the hegemonic relations between the core and periphery on the basis of problematizing the ‘weak’ state’s masculinity. It is through the discursive construction of the non-Western world as the site of contemporary political violence that mainstream international relations reproduces an orientalist approach to both understanding and addressing the ‘war puzzle’.  相似文献

This article investigates the effects of confinement on the religious subjectivities of migrants who have been held in British removal centres, elaborating connections to broader debates and mobilizations over the boundaries of citizenship and belonging. It draws on geographic scholarship on affect and the emotions to shed new light on the embodied experiences of detention, its wider socio-political effects and the complex links between intensified religious identities and politics. I argue that removal centres are acting as spaces of religious revival. African ex-detainees' narratives of their confinement dwelt repeatedly on their experiences of religious renewal, and the article explores how Christianity and the Bible provided bodily, narrative and performative ways of coping with, and countering the fraught ‘affective atmosphere’ within detention centres. Faith was a source of energy, hope and strength, created ‘communities of practice’ within and beyond the removal centres, while religious narratives affirmed detainees' humanity. Some expressions of faith underpinned directly political messages, intersecting with ideas about the self as a rights-bearing subject. By including religious responses in debates over the effects of the restrictive border controls, the discussion not only highlights dimensions of non-citizens’ socio-political agency but also demands a rethinking of the broader socio-political consequences of detention and deportability. The article is based on interviews with ex-detainees, chaplains and members of detainee visitors' groups as well as official inspection reports.  相似文献
