Climate change is unusual compared with most environmental issues in the extent to which it has become accepted among orthodox policy institutions and public-and private-sector organizations. The authors explore the conditions that have led to the establishment of an epistemic community that brings together a broad array of actors, including the various NGOs, and the operational dimensions that define the participation of NGOs within the community. An epistemic community does not imply conformity of opinion or approach but allows for differentiation in terms of how its members construct the problem, and their objectives, core beliefs and favoured responses to climate change. Three broad styles of engagement through which NGOs contribute to this debate are identified: developing creative policy solutions, knowledge construction, and lobbying or campaigning. Extractive reserves are important initiatives in tropical forest zones which seek to integrate conservation of natural resources with development and human welfare objectives. Increasingly in such initiatives empowerment of local communities is seen as both a means of achieving this integration and as an end in itself. This article presents a theoretically informed analysis of the interactions between rubber tappers and environmental organizations in the establishment and implementation of extractive reserves in Rond? nia, Brazil. It distinguishes two dimensions of empowerment — political and economic — and examines how the alliances between organizations have impacted differentially on the two dimensions. The analysis suggests that these alliances have so far been more successful in enabling political rather than economic empowerment. Advances in political empowerment are shown, in the short‐term at least, not to have resulted in improvements in livelihood conditions of poor forest dwellers. 相似文献

AbstractThe dialectical relationship between religious and political extremism is one of the most powerful forces in the history of the Christian tradition. Two specific moments have seen a combination of the political and the religious in ways that completely transformed the religion, and the contexts in which it grew and transformed: the sixteenth-century Protestant reformation and the twentieth-century women's movement in the United States were simultaneously products and producers of political theology. A focused study of these eras leads to a proposal about two of the leading figures in the movements: Martin Luther and Mary Daly are political theologians. This label allows a comparative study of the two that leads to significant conclusions for scholars of either era, and of either theologian. We find in this unlikely comparison two reformations that shape part of the tradition that they challenge. 相似文献

Bertie Ahern, the incumbent Taoiseach or Prime Minister of Ireland, was elected to a third term in the general election of 24 May 2007. While Ahern's party, Fianna Fáil, was able to retain its governing coalition, the level of support of some of the other parties changed dramatically. Fine Gael, the principal opposition party, saw its number of seats in the parliament, Dáil Éireann, increase by nineteen. Some of the minor parties did less well than expected or compared to previous elections. Only the Greens maintained their six representatives. As a result, they were rewarded with a share in the new government. This election suggests that, while Irish society is changing rapidly, the political system is changing more slowly and subtly. This article examines the election results in terms of the fate of the political parties and focuses on one constituency, Tipperary South, to illustrate trends in Irish electoral politics. 相似文献

Maritime archaeology has a tremendous capacity to engage with climate change science. The field is uniquely positioned to support climate change research and the understanding of past human adaptations to climate change. Maritime archaeological data can inform on environmental shifts and submerged sites can serve as an important avenue for public outreach by mobilizing public interest and action towards understanding the impacts of climate change. Despite these opportunities, maritime archaeologists have not fully developed a role within climate change science and policy. Moreover, submerged site vulnerabilities stemming from climate change impacts are not yet well understood. This article discusses potential climate change threats to maritime archaeological resources, the challenges confronting cultural resource managers, and the contributions maritime archaeology can offer to climate change science. Maritime archaeology’s ability to both support and benefit from climate change science argues its relevant and valuable place in the global climate change dialogue, but also reveals the necessity for our heightened engagement. 相似文献

The formulation of Cameroon’s 1994 Forestry Law was influenced by the World Bank, the Government of Cameroon and French politicians, as well as by logging companies and individual Cameroonian politicians. Their actions were motivated by development objectives, direct material interests and political concerns. However, as the result of a flawed formulation process, conflicting interests and weak government administrative capacity, the law has not been fully implemented and may not be. An analysis of the 1994 Forestry Law suggests that the success of future policies will depend on the willingness of actors to defend their interests, the balance of power at the time, and the ability of the Executive Branch to mediate among the different interests in each case. 相似文献

This paper identifies three sets of problems of a specific ethico-political type, generated by the interrelationship between ethics and politics in the areas of world justice and global politics. One instance in which this interrelationship is tested is that of the conflict of duties and values as it appears in the particular domain of the relations amongst sovereign nation states as well as between them and other social groups. Following the general Introduction, the main body of the paper contains the following three sections. (1) Without elaborating on the detailed mechanics of Kant's theory of perpetual peace, Section II discusses criticisms against the Kantian version of world peace in the context of which the first problem is encountered. The problem identified here is the ambiguity as to whether the establishment of a federated kind of peaceful co-existence between sovereign nations depends on the moral improvement of mankind or whether it is the other way round--i.e. whether ethical progress is a necessary presupposition or, rather, a consequence of political peace. That is, what is here identified as worrying is that the direction of dependence is not clear in such a proposal. Furthermore, such an approach, when applied to certain cases of inter-state differences, yields a rather alarming result as to the de-politicization of national states (Section II.2). (2) Yet such a type of international federalism requires a certain, peculiar, kind of legal enforcement of order without recourse to a supra state. So a re-examination of the notion of a legal order in general is needed. Given these requirements, Section III moves on to discuss moral conflict from the standpoint of relativism as it appears in the ethical and in the legal spheres. The second of our problems, identified in this section, is that, before discussing world justice we must first acknowledge the special relation and asymmetry between ethical standards and legal rules required by such a world order. (3) Finally, Section IV asks whether, given the above two problems, it is possible to envisage theoretically the logical possibility of moral conflict-resolution by postulating unchanging and encompassing super-norms of conduct. These special norms, if possible, would be able to direct action unequivocally when confronted with ethical or other dilemmas of duties (involving equally valid but conflicting demands among sovereign nations). This is the third problem. The Conclusion offers an evaluation of the whole discussion. These three ethico-political problems are shown to be interrelated. The overall thrust of the discussion is that it points to a number of philosophical difficulties in understanding the changing role of national states in a globalized political, economic and cultural environment. Accordingly, such difficulties have repercussions for any moral criticism of issues of world justice and global politics. This and the subsequent papers in this special issue set out the contours of Marxian urban political ecology and call for greater research attention to a neglected field of critical research that, given its political importance, requires urgent attention. Notwithstanding the important contributions of other critical perspectives on urban ecology, Marxist urban political ecology provides an integrated and relational approach that helps untangle the interconnected economic, political, social and ecological processes that together go to form highly uneven and deeply unjust urban landscapes. Because the power-laden socioecological relations that shape the formation of urban environments constantly shift between groups of actors and scales, historical-geographical insights into these ever-changing urban configurations are necessary for the sake of considering the future of radical political-ecological urban strategies. The social production of urban environments is gaining recognition within radical and historical-materialist geography. The political programme, then, of urban political ecology is to enhance the democratic content of socioenvironmental construction by identifying the strategies through which a more equitable distribution of social power and a more inclusive mode of environmental production can be achieved. 相似文献
