Competition between candidates representing political parties is usually regarded as a central feature of a liberal democracy. However, where competition between parties fails to provide the public with an effective choice of candidates, the real competition between candidates is displaced to a competition for party endorsement within particular parties. The paper examines the democratic implications of this displacement, and reports the findings of an audit of candidate-selection procedures within the principal Australian parties. The paper argues inter alia that the closed nature of electoral competition and the public status of Australian political parties imply that their internal affairs should be conducted democratically. The paper defines internal party democracy in structural and procedural terms. It applies realistic standards - realistic, because too much internal democracy could render a party ineffective and restrict electoral competition - in conducting an audit of the candidate-selection rules and the composition of candidate-selection voting panels for the principal Australian parties. The paper concludes with a suggestion for policy reform.  相似文献

This article analyses the operation of participatory democracy within the Australian Democrats, with reference to the development of the party's 1998 Goods and Services Tax (GST) policy and its subsequent application to debate in the Senate. The study extends beyond an evaluation of the formal participatory mechanisms codified in the party's Constitution, to their operation in practice—revealing the tensions faced by a small participatory party within a competitive electoral system. Difficulties include the primacy of the parliamentary party in everyday political decision making, and the importance of leadership and strong personalities, which sit uneasily with the formal democratic power accorded to the membership. The study also highlights a key debate applicable to all parties: whether parliamentarians represent the membership, party activists or the electorate, and how these levels of representation may be reconciled.  相似文献

The Justice and Development Party has been in power in Turkey since 2002 after a sweeping victory. The party has since implemented a successful economic stabilization programme and led the country into membership negotiations with the European Union. The educated modern‐urban segments of the population, however, continue to harbour suspicion that the government party has a secret agenda of turning Turkey into an Islamic state. Although the evidence for such a fear is not fully convincing, it can be understood within the broader framework of Turkish modernization which was carried out by a highly centralized state in the cultural‐educational domain in an uncompromising fashion, generating a social bifurcation between the moderns and the traditionalists. After the transition to competitive politics, elected politicians worked to curb the power of the state elites that have been the exponents of modernization policies. Supported also by economic development that has expanded society's power against the state, the political elites have worked to expand their scope for decision‐making. Such redistribution of power in society has been problematical and has twice resulted in military interventions. The shift in the balance of power in favour of the political (elected) elite is nearing completion. The struggle is currently centered on the election of a new president by the parliament in May 2007 because historically the presidency has been seen as a position that counterbalances the preferences of the political elite by those of the state elite. Although likely to cause perturbations, the president will be elected by the Justice and Development Party. Consolidation of Turkey's democracy is continuing.  相似文献

This article draws from ethnographic research on a recently built park in one of Paris' predominately West African and Maghrebi districts. It demonstrates how urban design is used to “build‐in” neoliberal subjectivities to the city. This design approach appropriates a tradition of street democracy held by neighborhood associations and redirects their disproportionately middle class, French membership into managerial roles traditionally held by municipal agencies. This neoliberal political subjectivity, which I term vigilant citizenship, makes monitoring and controlling the social composition of the urban commons a form of civic engagement for middle class urbanites. In Paris, this vigilance is fueled by anxieties over the presence of West African and Maghrebi youth in public spaces. Activists do not passively adopt this neoliberal role; they strike a delicate balance as gatekeepers, weighing inclusion against an expectation to maintain a “successful” public space conforming to a republican model of citizenship.  相似文献

Based on the evidence of Devon and Cornwall, politicians continuedto regard the provincial press as highly influential in determiningtheir readers' party political affiliations well into the twentiethcentury. Until at least 1914, many of the leading local andregional newspapers were owned by prominent local politicians.After 1918, especially following the amalgamation of the twomain Conservative and Liberal papers, local politicians feltkeenly their lack of a reliable source of press support. Thecost of funding a party political newspaper became too highfor all but the richest politicians. Moreover, the status ofthe provincial press was increasingly undermined by improvedrail communications, allowing the national press to competeeven in farthest Cornwall. The wireless also reduced the importanceof the provincial press from the late 1920s. The real political influence of the provincial press is impossibleto assess with any certainty. This paper contributes to an empirical and theoretical understanding of democracy and political participation in India through an ethnographic study of the meanings attached to voting in rural Tamil Nadu. Based on a study of voting in a rural constituency during the 2009 national elections, the paper explores the variety of motivations that compel people to vote. It explores how voting is informed by popular understandings of rights and duties as citizens, programmatic policies and their local implementation, commitment to caste and party loyalties, and authority of charismatic leaders. The paper explores the roots of the political consciousness and rights awareness that underpin high levels of electoral participation. It suggests that elections form unique moments that allow ordinary people to experience an individual sense of citizenship and of democracy itself while at the same time allowing them to pursue projects of recognition, respect and assertion as members of communities. It is precisely this dual feature that makes voting so enduringly attractive to India's contemporary electorate.  相似文献

This article addresses the relationship between democracy, equity and common property resource management in South Asia, both at the national and at the local level. Its substantive focus will be largely on forests, and its geographical concentration mostly on India, although other sectors (primarily water) and areas (Nepal and Bangladesh) will also be included. The article opens by looking at Garrett Hardin's (1968) three strategies to preserve the commons. It finds that democratic politics is compatible with both privatization and centralization as conserving strategies (although not necessarily successful). With the third approach—local control—democracy has at best a problematic relationship, for where governmental units are the relevant actors, there tends to be more interest in consuming than in conserving or preserving resources at the local level. Local user groups, however, do much better at common property resource management, because they can restrict membership and thus avoid free riders, and they can establish a close linkage in their members' minds between benefits and costs of participating in group discipline to maintain the resource.  相似文献

The MoVimento 5 Stelle (M5S, Five-Star Movement), led by the former comedian Beppe Grillo, is one of the political novelties of major interest in the Italian political scene, and also on an international scale. This article examines the Movement's evolution following its extraordinary success at the 2013 Italian general election. Four peculiar features of the M5S's experience are analyzed here: the Movement's anti-system stance; its specific conception of democracy; its post-ideological profile; and the innovative elements in its party organization. The overall picture suggests a mixture of resistance and adjustment to the system. Consequently, the process of gradual normalization and institutionalization of Grillo's party is becoming increasingly evident, while inherent contradictions and internal problems remain.  相似文献

Traditionally, research on political preference has primarily focused on adults within their local political context. This research attempts to show that the perceived political preference of children is part of their national identity, and encompasses not only local politics but also the global and regional discourse. The present study surveyed 1187 Palestinian adolescents attending school, grades 5–7, in the West Bank to examine whether children's future political party preference is grounded in local/global discourse. The findings revealed a discrepancy between participants' perceptions of the local dominant political party and their projected political party preferences. This research argues that political party preference is facilitated through the transcendence of national identity embedded in children's geopolitical agency. The significance of the findings emphasizes that territorial boundaries are artificial; therefore, children's geopolitical agency is impacted by extraterritorial discourse and is able to transcend the local and regional context into a global politics.  相似文献

This article seeks to establish to what extent Silvio Berlusconi's entry into electoral politics as leader of Forza Italia signals an ‘Americanization’ of Italian politics. It argues that Italian party democracy is moving in an ‘American’ direction in two ways. First, Italian party organizations are declining, leading to a more candidate-centred type of electoral politics. Second, the decline of parties is enhancing the ability of business to use its financial clout to tailor public policy to its own requirements. However, these trends do not have identical effects in Italy and the United States. This article will also show that this process of ‘Americanization’ interacts with the existing political praxis and institutional framework of Italian politics to produce an outcome which differs from both the traditional Western European model and the American model of party democracy. It will be concluded that this outcome seriously undermines representative democracy in Italy.  相似文献

日本自民党是一个特殊的复合政治结构,其对政治资金的需求不仅数量巨大,而且划分为党的正式组织、派阀和党属议员三个方面。在资本主义竞争型代议制民主政治体制下,政治资金的来源有国家供给和政党或政治家自行筹措两种基本模式,但两种模式都无法保证所谓的“公正”。在1994年《政党助成法》通过之前,日本政治资金筹措制度不仅不能保证资本主义民主政治的“公正”,还引发出政治体制的生存、执政党的组织整合以及统治效能方面的问题。日本统治集团对政治资金管理法制进行改革主要是为了维护保守政治统治,提高其效能。  相似文献

This paper argues that geographical research needs to pay greater attention to political parties and their relationship to local governing. In returning to, and updating the concept of the local state, analysis of local socio-spatial and political relations reveals the quieter registers of political power in local governing, and in turn what this means for the condition of local democracy. The long-term housing regeneration of a neighbourhood in Gateshead, North East England is used here as an optic to do just that. Through moments of housing activism, the social and political relations between and within a local Labour Party and local state are considered. A local manifestation of a growing trend that questions the representation of mature structures of power that the Labour Party holds in deindustrialised areas of the UK is considered through struggles over decision-making, belonging, representation and legitimacy. Such accounts of the local scale are critical in relation to global political trends; where apathy, cynicism, lack of expectation and representation and insurgent populist parties are increasingly framed as potential political crises of mature western democracies.  相似文献

This article responds to the statistically established finding in democratisation studies that British rule seems to have been good for the survival of democracy in its former empire, and that the longer a nation spent under British rule, the likelier it is to have sustained democracy since independence. This is a finding which puzzles political scientists because they think of democracy and empire as opposites. The article considers the uses made of democratic innovation by the British and the responses anti-colonial nationalists made to the offer to ‘lead them to democracy’. It places democracy and empire in a different, more complex relationship. It also considers the contribution of anti-colonial protest to the working of democracy.  相似文献

The accurate counting of ballots is essential for a functional democracy. In recent elections, particularly the exceedingly narrow presidential one in 2000, widespread concerns surfaced that votes were not being counted accurately. This paper examines major voting technologies, their advantages and disadvantages, and the significance of residual ballots (overvotes and undervotes) across U.S. counties in the presidential elections of 2000 and 2004. In the 2000 election, 1.9 million ballots were voided, as were more than 2.3 million in 2004. The analysis explores three fundamental questions: (1) Do voting technologies tend to favor one political party over its rival? (2) Do voting technologies tend to favor one ethnic group over another? (3) Do voting technologies favor urban areas over rural ones? The empirical results consistently deny the existence of any of these biases at the national level, although the possibility of local bias remains an open question. The conclusion links these issues to the on-going debate about voting technology reform.  相似文献

This paper uses the 1987 Australian Election Study to examine the attitudinal, social and political characteristics of the political factions and tendencies which exist within the Labor, Liberal, National and Australian Democrat parties. We show that attitudinal groups are identifiable in all four parties, the greatest diversity existing within the Democrats and the least diversity within the Nationals. Substantial differences exist between groups within each party in social background and political characteristics. A multivariate analysis of factional and tendency electoral support shows that incumbency and control of nominations is important among ALP factions, while electorate involvement and party membership are important within Liberal and National tendencies.  相似文献

Following the collapse of the ‘First Republic’, political leadership has become both more technocratic and more charismatic. Constitutional reform of a presidential type, which would reinforce this dual trend, has come near to being effected. This paper argues that organizational changes in the main political parties bring them close to being able to participate in such a system. It also argues that a plebiscitary form of constitutional democracy, namely some form of presidentialism, could reinforce the consolidation of the nascent two‐bloc party system. Finally, it argues that a political system based on two competitive party blocs could be of great benefit to the Italian polity.  相似文献
