Land is intertwined with politics: both as a sine qua non for the territorial state, as well as a spatially limited natural resource through which geopolitical power and advantage are articulated and enacted. This remains the case, notwithstanding the emergence of global and planetary frameworks for land management towards collective environmental and developmental goals. Indeed, such frameworks contend with narratives and practices that not only treat land as a strategic national resource, but entangle it with the very ontology of statehood itself. This study examines such state-natures through the case of Russian agricultural land use. Analyzing governmental discourse from 2000 to 2020, it examines how in the extensive cultivation of agricultural land has come to be a hallmark of twenty-first century vertical and horizontal symbolic state-making: both as an instrumental means of enhancing the state's geopolitical power, as well as a means by which state is reified as environmentally sovereign and self-subsistent. So doing, the study complements a growing body of work in critical environmental geopolitics that has tended to eschew state-based analysis, or else leave the state underproblematized. As I argue, considering how the state is made natural, in turn helps to understand how nature is politically if not ontologically entangled in geopolitical thought and practice—in ways that attempts to act upon and indeed bring about wider-scale environmental subjects must contend.  相似文献

In recent literature, many conventional geopolitical theories have been pushed aside as nationalistic visions, self-deceiving myths or simple expressions of capricious human will. Many scholars have related geopolitics merely to great power politics or attempts at legitimating aggression in the world arena, but they forget that also small states can draw inspiration from geographical and historical facts in their socio-spatial construction efforts. This argument emphasizes the basic aim of every state to delimit its territory and separate “ours” from “the others”. The demarcation of boundaries is fundamental to the spatial organization of people and social groups.This article attempts to shed light on what the Estonian nation and state means for those living within its borders and on the frontier. Using critical geopolitical discourse we attempt to map this picture, although in many respects it remains a difficult one because of the number of different visions and their conflicting nature. The contours of land and their meanings as well as Estonia's relative geographical location all remain fragile and easily contested. However, the model of a Western-oriented ethnic state with a divided society seems to be most in use in boundary-producing practices of post-Soviet Estonia.  相似文献

Contributing to the growing interest in multiperspectival border studies, this article advocates for a re-centring of subaltern geopolitics in the debate. Focusing empirically on Morocco's diplomatic dispute with the EU over the application of trade agreements to the Western Sahara (2015–2019), the analysis considers the geopolitical bordering of the controversy through the concepts of dependency and engagement to explain how the disputed territory both structured Morocco's disadvantageous relationship to the EU, while also giving rise to material and symbolic possibilities for the state leadership to subvert these geopolitical asymmetries in the late 2010s. The events are theorised through the combined lenses of critical border studies, subaltern geopolitics, and the politics of space to bring two complementary insights to the fore: (i) to insist that multiperspectival approaches account for the uneven landscape of borders, and the entities that act upon, animate, and transform geopolitical affairs from outside the dominant nodes of power and knowledge; conversely (ii) to destabilize prevailing binaries of geopolitical marginality and centrality through a reading of borders in an irreducibly multiple sense. Together, the analysis demonstrates the value of centring subaltern geopolitics in emerging debates on border multiplicity in the field today, while also avoiding the tendency to reinforce the spectacle of the border itself.  相似文献

Although they are often subjected to critical scrutiny, formal geopolitical practices have rarely been put on trial. One exception is the case of Gudmund Hatt (1884-1960), professor of human geography at Copenhagen University from 1929 to 1947, who was found guilty of “dishonorable national conduct” for his geopolitics during the German occupation. As a contribution to the critical history of geopolitical traditions, this article investigates Hatt as an example of a small-state geopolitician. Particular attention is given to his view of geopolitics as a practice and as an essentially material struggle for Livsrum (living space), and what this made him infer for the great powers and for small-state Denmark. Hatt’s geopolitical ideas had many parallels to those of his great-power contemporaries, but in important respects, his analyses also differed from traditional geopolitics. It is argued that, to a significant degree, this difference is related to the fact that Hatt narrated geographies of world politics from a small and exposed state with few territorial ambitions. This made him emphasize economic relations, efficiency rather than territorial size, and the geopolitical role of the Danish Folk (i.e., the nation). Hatt’s position as a peripheral observer to the geopolitical mainstream may also explain his understanding of geopolitics and living-space politics as practices pursued by all great powers.  相似文献

Political geography has an established tradition of engaging with religiously-driven geopolitik. However, despite the remarkable growth in professed atheist beliefs in recent decades and the popular expression of an imagined geopolitical binary between secular/atheist and religious societies, the geopolitics of irreligion have received almost no attention among academic practitioners. This paper outlines the core tenets of ‘New Atheist’ philosophy, before addressing how its key representatives have taken positions on the ‘Global War on Terror.’ In particular, we critically interrogate the works of Richard Dawkins, Sam Harris, and the late Christopher Hitchens and identify a belligerent geopolitical imagination which posits a civilizational clash between an existentially-threatened secular, liberal West with responsibility to use extraordinary violence to protect itself and the world from a backwards oriental Islam. The paper concludes with four possible explanations for the paradox that the New Atheist critique of religion for being violent acts itself as a geopolitical incitement to violence. In so doing, we seek to navigate debates about the nature and purpose of critical geopolitical research given that the historical, intellectual and political contexts in which it was formed have changed.  相似文献

Two U.S.-based geographers outline three dimensions (geopolitical, economical, and biophysical) used to define the basin of the Mekong River as a region, which reveal multi-scalar water governance policies and discourses that lie at the core of current challenges and tensions within the basin. Drawing on their extensive knowledge and fieldwork, the authors demonstrate that processes integral to the framing of the Mekong as a region of economic integration and international cooperation (water resource development through construction of large dams) conflict sharply with the functioning of the Mekong as a region of highly connected biophysical processes. The approach utilized in the paper can be applied to the study of other transboundary river-basin regions in Eurasia and elsewhere facing similar contradictions among the geopolitical, economic, and biophysical dimensions used to define them. By focusing on a region as constructed simultaneously through multiple social and biophysical processes, the authors contribute to current debates within geography and related fields on the nature of regions.  相似文献

Berkeley's Siris may be an unduly neglected treatise. Yet it reveals and confirms its author's philosophical ambitions and achievements. The greatest of them is his theory of causality. Berkeley tries to show that agents can influence the world by using ethereal corpuscles as their instruments. These particles are both material but also in some sense immaterial or occult because they both follow and do not follow the laws of nature. Siris is a rhetorical text which uses analogy, metaphor, paradox, and ambiguity to illuminate the reader. I argue that the universe in Siris is ambiguous with respect to its material and immaterial essence. The world is at the same time scientific and material and metaphysical and immaterial. Berkeley fights against scientific mechanistic materialism when he subordinates science to God's will. I try to clarify how ambiguity works for Berkeley the metaphysician in establishing the superiority of minds or agents over matter and mechamisms.  相似文献

Abstract

Utilizing the example provided by a major water-control project planned for construction in the Jequetepeque Valley on the Peruvian north coast, this paper emphasizes a number of problems in the implementation of cultural resource-management programs in the Third World. The impact of this particular economic development program on the archaeological record is demonstrated by focusing on the project's most devastating aspect, the construction of a large dam in the up valley region just south of the town of Tembladera. Special attention is given to the threatened Chavin-related sites in this region, sites about which little is known other than that they are characterized by a highly valued ceramic style often found in private and museum collections.  相似文献

Considering recent formulations of geopolitical culture in combination with concerns that environmental change be included in contemporary geopolitical analysis, this paper examines the implicit geopolitical formulations in recent Canadian federal political discourse both in Stephen Harper's Conservative government and the subsequent Liberal administration. Contrasting earth system science ideas about global transformations with Canadian nationalist rhetoric concerning petroleum production and notions of unlimited resource extraction as parts of national identity sharply highlights the contours of Canadian identity. If sustainability is to be taken seriously, the official nationalist formulation will have to be drastically changed, but as the widespread rejection of the LEAP manifesto suggests, such ideas of a sustainable mode of globalization have yet to substantially influence Canadian political discourse, despite the rhetorical support offered to the Paris Agreement on Climate Change by the Liberal government of Justin Trudeau.  相似文献

A prominent human geographer, introducing a series of papers in a Eurasian Geography and Economics mini-symposium devoted to China's emergence, surveys the myriad global impacts of that country's rapid recent rise. The topics covered include the economic (i.e., rapid growth in the size of China's economy, preeminence as an exporter of manufactured goods, and role as a major natural resource consumer, overseas investor, and purchaser of U.S. debt obligations), the geopolitical (increasing involvement in international organizations, rising assertiveness in defense of territorial claims), and the environmental (e.g., carbon footprint, accelerated urbanization, dam building), as well as the implications of China's rise for the study of geography and development. He argues that assessment of the consequences of the country's emergence should not be based on simple extrapolation of present trends, but must take into account a number of looming questions relating to the competitiveness of China's manufacturing labor force (vis-à-vis other developing countries), capacity to innovate (as well as imitate), and transformative societal impacts of modernization and development.  相似文献

The growth of transnational environmental harm is not only leading to new obligations between states, it is also recasting democratic accountability for the crossboundary environmental performance of public and private actors. Informed by pragmatist ideas on public discourse, I propose a conceptual schema for understanding the moral geography of these new transnational environmental obligations: they mark out non-territorial spaces of public communication delimited according to moral precepts of harm prevention, inclusiveness and impartiality. I outline how the recognition of transnational affected publics is reconstituting and rescaling environmental accountability within international regimes of harm prevention and liability. The critical geopolitical challenge in institutionalizing non-territorial domains of environmental accountability will be the mapping and empowerment of transnational affected publics.  相似文献

Abstract

The Côa river valley is the largest open-air Palaeolithic art site currently known. Some 150 decorated panels have already been found, spread along 17km. The whole complex would have been submerged under 100m of water if construction of the large Foz Côa dam, begun in 1992, had been allowed to continue. The dam project was halted in 1995 and a 200km2 archaeological park is being established in this area, which is now legally protected at the highest level as a National Monument. Public access to selected sites is organized through four-wheel drive. tours of groups of eight people accompanied by guides appropriately trained in archaeology and rock art studies. Visitor Centres have been set up in restored traditional houses located in the villages around the periphery of the park. A Museum of Rock Art and Archaeology and associated research facilities is to be established at the site of the now abandoned dam.  相似文献

The preservation of the legacy of mankind is no less important than the construction of dams, the erection of factories and the greater prosperity of peoples (President Gamal Abdel-Nasser, cited in Säve-Söderberg 1987, 90). The Nubia Campaign mounted with the aim of salvaging the archaeological sites threatened by the construction of the Aswan High Dam (1960–1971) was the first collaborative international rescue effort involving UNESCO. One of the main outcomes of this campaign was the valorization of what came to be known as “world heritage” and the establishment of a UNESCO World Heritage Center entrusted with the mission to safeguard the cultural heritage of humankind. As we approach the 50th anniversary of the Nubia Campaign and as more sites are increasingly in need of international drives to rescue them from dams and other threats, this contribution provides a critical assessment of this historical event highlighting the role of foreign scholars and institutions, governments, organizational infrastructures, sources of funding, activities undertaken, as well as the impact of the dam on Nubians. In retrospect and in light of what happened to the preservation of Egyptian and Sudanese heritage as work of the foreign missions united by a single cause came to end, and considering the ongoing projects in Egypt and the Sudan that require urgent international efforts, I canvass the shortcomings of the Nubia Campaign in order to come up with recommendations for immediate action.  相似文献

A recent trend in development in Central America is the promotion of non-traditional agricultural exports as a means of revitalizing economic growth and increasing income among the region's small producers. Using an approach which integrates environmental concerns into political-economic analysis, this article examines the impact of this strategy on regional inequality and environmental degradation. The article begins with a synopsis of efforts to further non-traditional exports in Central America since the Second World War. Then, in order to demonstrate the complex articulation among social, economic and environmental factors, the investigation focuses on the impact of non-traditional exports on southern Honduras. Analysis concentrates on the most important of several non-traditional exports being encouraged — shrimp mariculture in coastal areas along the Gulf of Fonseca. The study demonstrates the systemic interconnections among the dynamics of agricultural development, associated patterns of capitalist accumulation, rural impoverishment and serious problems of environmental degradation. The article illustrates how larger international and national forces affected people and the national environment and how local people, in turn, are attempting to affect those powers. Finally, the Honduran case is related to policy concerns regarding effective environmental management. First we were evicted from our land … now they are throwing us out of the sea. Where will we go? Abstract

China’s sudden suspension of rare earth exports to Japan in September 2010 represented the opening of a new front in the international competition for natural resources. As the demands of the global economy change, the international demand for rare earths, which are used in a diverse range of high-tech industries, has also increased. As China is currently the largest rare earths exporter, its actions in regulating rare earths exports will directly affect the interests of other states in the supply chain. This paper therefore examines how China assumed this dominant position in the supply chain. It also looks at how major rare earths consumers such as Japan and South Korea are reducing their reliance on and vulnerability to Chinese rare earths supplies through means such as seabed exploration in disputed territories, which might contribute to geopolitical tensions and instability in the East Asian region.  相似文献
