Over the past 30 years, the responsibilities, mandates, and activities of local governments in Ontario have undergone substantial transformations. Influenced by New Public Management, policy changes are characterized by marketization and managerialism resulting in downloading of responsibilities to local governments. This research examines the ebbs and flows of policy changes among different provincial governments since 1990 and the impacts of these policies on rural local governments in Ontario. Interviews were conducted with elected officials and senior staff in eight local governments to understand their realities. The findings demonstrate the continual policy changes led to the “do more, with less” approach currently faced by rural local governments—increased regulatory requirements, limited human and financial capacities, and small tax bases to support their activities. This experience, combined with limited fiscal levers, hinders the ability of rural local governments to address both new demands for infrastructure and existing infrastructure deficits, housing stock and affordability, and economic and workforce development strategies. The reality has necessitated local governments to seek alternative strategies to deliver programs and services through partnerships and collaboration. 相似文献

Recent research on local and regional economic development has focused upon transformations in local governance and institutional capacity. It has been argued that local authorities have ceded power to other actors and institutions involved in economic development and regeneration, and that the success of local and regional economic development is closely related to the strength of 'institutional capacity' within an area. In this paper, we examine these claims with reference to the operation of EU Structural Funds in the Humber Sub-region of the UK. Previous research on local governance and institutional capacity has had a limited empirical focus, drawing conclusions from studies of either economically 'successful' regions or regions undergoing regulatory and institutional transformation and precluding analysis of the nature and conditions of local governance and institutional capacity in less developed regions. Our case study evidence not only suggests that arguments about the declining influence of the local state are overdrawn, but also indicates a need for more nuanced accounts of the role of institutional capacity in regional development. 相似文献

The city dashboard has become an integral component of smart city asset management systems. It leverages data collected from multiple sources to monitor performance and enable evidence-based decision making. This article investigates the use of a design thinking framework to develop a functional and easy to understand city dashboard. The Smart Social Spaces project is used as a case study to illustrate how design thinking can be employed to develop an asset management dashboard, enabling efficient management of public space and infrastructure. The article profiles the unique collaboration between a local government, a multi-disciplinary team of university academics, and a street furniture designer and manufacturer, all located in Sydney, Australia. We unpack some of the design practice nuances that led this project to receive national awards and international recognition, and most importantly, created a user-friendly system to track and maintain public micro assets. We conclude with lessons learnt and recommendations for dashboard development through a design thinking process. 相似文献

As a condition of receiving foreign aid, developing country governments have actively tried to achieve pro-people development through community participation in local-level development projects. Based on a case study of Bangladesh, this article analyses the impact of community participation on the various governance-related issues such as accountability, transparency, responsiveness and predictability during the implementation of such projects. The empirical findings reveal that efforts to achieve such objectives have mostly been futile, leaving community participation in the local governance process as an inchoate and piecemeal affair. Political manipulation, clientelism and inadequate governance structure and processes have been the key stumbling blocks contributing to such failures. This study provides important insights into governance at the local level, implying that greater awareness and participation are needed to formulate and implement effective community-based local governance in developing countries such as Bangladesh.

ABSTRACTRelational networks and intangible factors are crucial elements for the competitiveness of a territory. Public–Private–Partnerships (PPPs), in particular, allow for the provision of goods and services that favour the exploitation of complementarities between public and private resources. They aim at promoting an increase in the overall efficiency of investment projects through a complex mechanism that distributes risk and revenues among stakeholders. This paper examines the local and territorial determinants of PPPs through an econometric analysis based upon Italian municipal data, grouped at the provincial level. Using a tobit model, we analyse the relationship between the realization of successful PPP initiatives and different sets of factors, including less analysed local and territorial determinants. We stress the role of the local management of infrastructure assets, the administrative efficiency of local authorities and the diffusion of previous local development initiatives. Local management and territorial context factors explain most of the occurrence of successful PPP initiatives in the pre-crisis period while usual determinants (infrastructure endowment and financial distress) display a weaker effect. 相似文献

We examine Canada's recent Syrian Refugee Resettlement Initiative (SRRI) paying close attention to the resettlement role played by mid‐sized urban communities. We elaborate on a key policy dimension at work at this scale of action: local immigration partnerships (LIPs). We start with a very brief review of Canada's history of mass refugee resettlement. Second, we assess the policy of LIPs, particularly how they have been presented as a form of “place‐based policy,” and third, we offer an overview of the role the LIPs played in three case study communities (Hamilton, Ottawa, and Waterloo) during the SRRI. Finally, we present three overarching themes that emerged from our research in each of these communities: the importance of each community's history of immigration and refugee resettlement; the embeddedness of the LIP and its leadership in the local community; and how the positioning of each LIP relative to the three levels of government and its official Resettlement Assistance Program agreement holders impacted its ability to act. The history, location, and place characteristics of each community influenced the nature of intersectoral and intergovernmental relations in distinctive ways, and differentially shaped the effectiveness of each LIP's ability to contribute to the SRRI. 相似文献

政府空间治理对地方发展具有深刻影响。西方学界在解释国家治理时有三个重要学说:非马克思主义理论、马克思主义理论和福柯学说,但并不能完全解释我国的政府治理结构。中国治理结构包含中央政府和地方政府等多个层次,各层次的行为能力和权力空间有所不同。改革开放以来,中央政府允许地方政府通过调节财税杠杆、土地、劳动力等要素进行地方治理模式创新。同时,地方政府积极争取成为由中央政府批准的特殊经济区,对本地制度环境进行改革和创新,以促进地方产业发展。本文以重庆市为例,结合6次深入调研,探讨政府如何通过财税、土地等多项改革,提升空间治理能力,创造差异化治理环境,以带动地方产业发展的积极响应。 相似文献

One of the most profound changes of the last two decades has been in the form and the function of local government. Its role as part of the local state has been challenged through the re-scaling and re-configuration of many of its aims. This paper examines the growth of business sector involvement and the ascendancy of the partnership model in urban development, as part of an analysis of the changes and the continuities that stretch across the local government – local governance conceptualization of political relations. I start the paper with a discussion of the main issues in the local governance literature as a precursor to a commentary onImrie and Raco's (1999) recent paper, 'How New is the New Local Governance? Lessons from the United Kingdom'. The wider literature is drawn upon to discuss some of the theoretical approaches used to analyse this much-vaunted transformation and three key themes are used to structure the remainder of the paper. I argue that Imrie and Raco caricature the work of other academics in order to make their claims over omissions from the literature. In doing so, they ignore or under-play how state restructuring and the logic of capital has often been the object of analysis, rather that the voluntarist incorporation of business élites into the local governing apparatus. Using empirical examples from three English cities I argue that while, on the one hand, their examples are revealing and serve to sensitize current debates around governance, the state and regulation, on the other hand, there is still a need to interpret these 'local' politics within a broader and more scale-sensitive framework and in more abstract terms. This demands a clear distinction between local governance as a concept, and its investigation in an empirical way. 相似文献

Environmental stewardship—a concept that describes the relationships between humans and the environment—is gaining increased attention as an approach that can address planetary sustainability issues. In-depth empirical investigations of local environmental stewardship are needed to understand how social-ecological context influences stewardship, as well as the arrangement of conceptual elements in applied settings. This study addresses these needs by conducting an in-depth exploration of environmental stewardship in the Niagara Region of Canada. A single embedded case study design is employed, with environmental stewardship initiatives constituting the individual units of analysis with the case. Analysis of the spatial arrangement of a total of 89 initiatives indicated that initiatives tended to cluster closer to the Niagara River and in more populous municipalities. The significance of collaboration, tensions between the environment and economic development, and concerns about political impacts emerged as themes across contextual factors. The configuration of stewardship elements reveals interesting discrepancies between initiatives and previous stewardship research focused on larger scales, individuals, and organizations. Further analysis is encouraged to illuminate environmental stewardship in other settings as well as advance relational understanding of conceptual elements. 相似文献

This paper focuses on mutual learning (learning by both involved parties) in Dutch‐Moroccan and Dutch‐Turkish municipal partnerships. This is particularly relevant as strengthening local governance is high on the agenda of both migrant source and destination countries and the body of knowledge on mutual learning in municipal partnerships is limited. After describing the national and local policy context, the paper presents an analysis of knowledge exchanges and learning at the level of local government and other society actors in the Netherlands, Turkey and Morocco. The results show that involved actors in the three countries learned in different ways within these partnerships. The international exchanges also helped strengthening connections between local government and non‐governmental actors in the involved countries. The potential for mutual learning was however not fully utilised due to the absence of clear learning strategies, existing language barriers and the lack of strategic involvement of other actors. 相似文献

In this paper, the policies, projects, and promises of “smart” initiatives at the City of Toronto are evaluated, as they manifest through a technological convergence between local government services and an increased focus on citizen services through data-driven mediums. Through direct participant observation and formal interviews, a robust understanding of the internal institutional dynamics, the perspectives citizens in the “smart city,” and the operational disconnects in governance, policy, and practice has been gained. Our case study on the City of Toronto provides an account of how and from where these smart motivations for increasing a data-driven engagement with the public have arisen over the past several years. In doing so, we identify key characteristics that both enable and hinder the existing smart city in the forms of access to open data, the use of increased computational methods, and the engagement of public services through digital space as requirements for the future of participatory governance. We argue that instituting appropriate policies and engaging citizens to co-design and participate in the planning processes are essential to ensuring an inclusive, modern, and open smart city. 相似文献

Much has been written recently about the rise of within-country inequality and growing imbalances of regional fortunes in the United States and the European Union. In this paper, we apply a novel geo-visualization technique that combines local indicators of spatial association with directional statistics to a unique dataset in order to explore the spatial dimensions of regional income inequalities in Canada from 1981 to 2016. In recent times, a conventional wisdom concerning the governance of cities has emerged. It revolves around the contention that policy and planning frameworks are increasingly closed off from public and democratic accountability, in order to facilitate the pursuit of efficiency over equity objectives. The implication is that 'old' styles of governance were more open and accountable, while the 'new' seek to close off debate and streamline procedures. Yet the evidence to sustain such claims seems limited; this paper situates the policies and practices of local government in the UK within a historical perspective, and develops the contention that the claimed differences between old and new styles of governance are overdrawn. Using empirical material from two UK cities, we demonstrate that there are significant continuities in the procedures and practices of policy-makers, in terms of policy objectives, styles and modes of accountability. In this sense, greater clarity is required in terms of what constitutes both the old and new modes of local governance in the British cities. 相似文献

ABSTRACTCities are growing rapidly, and the systems of production and consumption that support this growth are contributing to the depletion of natural resources and pollution of the environment. The circular economy model offers an alternative to the predominant take-make-dispose economic system. Local municipalities are seen to have the capacity to encourage sustainable development of the built environment. This paper aims to explore the role of strategic planning in facilitating a circular economy in urban settings. In particular, this research asks: How are local governments facilitating circular economy initiatives through strategic planning? What are the opportunities and barriers when applying circular economy principles through local strategic planning? The research approach used for this paper is a comparative case study of two international municipalities: the City of Melbourne, Australia and the City of Malmö, Sweden. Current strategic planning practice was examined with a focus on circular economy themes. The findings reveal that strategic urban planning can translate circular economy objectives into actions within specific urban areas, although barriers still exist to fully integrating the circular economy model. 相似文献

Human-induced changes to global climate have become increasingly difficult to ignore in recent years. As the frequency and severity of extreme weather events increases, the impacts on both natural and human systems are becoming difficult to manage with the current policies. In Canada, one of the most vulnerable regions to climate change is the Arctic, where temperatures are rising at a rate two to three times that of the global average. Warmer seasonal temperatures have led to melting permafrost and increased variability in sea ice conditions, which has contributed to a rise in coastal erosion. The ongoing resilience of Arctic communities will depend heavily on their ability to implement successful long-term adaptation policies. The development and implementation of any action on climate change adaptation should involve collaboration with local stakeholders in order to reflect the views and experience of those living in the Arctic. 相似文献

Many empirical studies on large municipalities, ranging from thousands to millions of inhabitants, have helped shape the knowledge of sustainability management in developed countries. However, issues and approaches specific to micro-municipalities with fewer than 1,000 inhabitants have been relatively less covered. In this context, this study presents an empirical content analysis of sustainability-related instruments used in the 487 smallest municipalities of Quebec. A total of 1,962 instrumental documents were identified, and their characteristics (e.g., accountability-based vs. informative-based approach) and scope (e.g., land-use planning and pollution reduction) were assessed. The results are threefold. First, informative-based instruments (e.g., flyers and project presentations) are generally preferred to those with accountability mechanisms (e.g., policies and plans). Second, 90% of the municipalities address sustainability issues, but in pieces and parsimoniously rather than comprehensively; hence, initiatives vary significantly from one municipality to another. Third, because of their mandatory nature, initiatives such as sorted waste collection and pro-environmental zoning are common among municipalities. In contrast, non-mandatory services such as transportation planning have only a few adopters. These findings have policy implications for urban sustainability management in micro-municipal organizations. 相似文献
