The idea of an economy taking a geographical journey highlights the importance of changing spatialities and how these shape and result from economic change. It also focuses on the geographical scaling of key processes. Using these insights, this paper explores three decades of economic change in Australia in which the nation State has played a central role in the operation of markets and accumulation processes, albeit with dramatic shifts in the qualitative nature of that role. Such shifts have been crucial during the emergence of Australia's particular variety of neoliberalism. The paper explores the liberalisation of Australia's financial and corporate environment, trade policies and the industrial relations environment. The three cases suggest contradictions inherent in the State's adherence to a neoliberal reform agenda, in the name of globalisation, while facing: first, political needs to retain sovereignty over national security and tighten border protection; and second, multi‐scaled political processes including clashes with State governments grappling with regional and local impacts of change. There has been no simple roll‐out of neoliberalism in Australia since the mid 1990s. Geographical scales, constructed contingently by social and political agents, have contributed in fundamental ways to the power and direction of economic reform. Despite powerful re‐scalings to both global and local levels over the past three decades, there is no evidence of a diminished role for the nation State.  相似文献

Abstract: In an increasingly complex literature exploring the geographies of socially constructed scale, interest has focused on the relationship between scale, power and the contested political terrains through which these relations are played out. In this paper, I argue that these interactions must be understood in specific contexts, where shifts in scale are inextricably linked to shifts in the sources and instruments of power. By applying a scale perspective to the analysis of recent industrial relations legislation in Australia, I show that the nature and direction of rescaling is “fixed” by the powers of institutional actors and the scope of their jurisdictions. I then draw on the distinctively scaled relations of the Australian context to assess the extent to which Australia's national rescaling processes can be seen as representing a process of convergence toward universal “spaces of neoliberalism”.  相似文献

On 22 May 1989 the Australian Government announced that it would not sign the Antarctic Minerals Convention that had been concluded in June 1988. Australia had been a strong supporter of the minerals treaty approach to regulating Antarctic mineral development. This case study in Australian foreign policy examines four well known approaches to foreign policy making in order to explain Australia's volte face on the minerals treaty. It is concluded that domestic politics best explains Australia's decision and that students of Australian foreign policy need to pay more attention to the domestic determinants of the policy making process.  相似文献

It is well known that labour productivity growth in Europe isslowing down, against an increasing growth rate in the US. TheNetherlands is one of the countries in Europe with the lowestgrowth rates of productivity. This article looks at this phenomenonfrom a regional perspective and presents the results of a growthaccounting exercise applied to regional industry data of TheNetherlands between 1995 and 2002. We find that slow productivitygrowth in The Netherlands is particularly situated in the economiccore regions and is caused by slow multifactor productivity(mfp) growth. A substantial part of this slow mfp-growth canbe explained by the fact that positive agglomeration advantagesare overruled by negative congestion effects caused by trafficjams.  相似文献

The paper defines the state's apparatus as a site of power and contestation. This view enables contingency in the realm of government to be taken seriously. Accordingly, the paper takes a critical view of the idea of neoliberalism as a general global process. The paper reviews Paul du Gay's history of the state's apparatus, including his nostalgia for bureaucracy and his disdain for entrepreneurship. The paper contrasts du Gay's stylised take with a study of shifts in institutional structures and behaviours in Australia's state apparatus since the mid 1970s leading to the present period of Howard neoliberalism. The paper positions these shifts in the context of Coombs‐led institutional reform in Australia; it examines the potential for institutional resistances and responses; and draws implications for how we view institutions as having agency in the political processes of state apparatus reform.  相似文献

This article interrogates the geopolitical content of the internationally popular television series Bron/Broen (‘The Bridge’) and its two subsequent adaptations. In my analysis of The Bridge as a global phenomenon, I make a threefold contribution to the literature of popular geopolitics and cultural geography. First, in a normative contribution intended to challenge mainstream assumptions regarding the banality of the medium of television, I situate TV-viewing within the discursive battlefield of global politics as an affective act of world-building, a phenomenon enabled by the emergence of a third phase of television (Television 3.0). Second, via a theoretical contribution, I conceive of Bridge-gazing as a form of quotidian geopolitical interaction, wherein the spectator maps their own emplacement in the world’s various (b)order regimes, while also engaging with the distant politics of the series’ narratives. And, third, in an empirical contribution, I provide a exegetic analysis of the three iterations of The Bridge by interrogating the three series’ geopolitical interventions into pressing issues associated with unfettered globalisation, the purported victory of neoliberalism and the waning of the nation-state.  相似文献

This paper investigates how the Kyoto Protocol has framed political discourse and policy development of greenhouse gas mitigation in Australia. We argue that ‘Kyoto’ has created a veil over the climate issue in Australia in a number of ways. Firstly, its symbolic power has distracted attention from actual environmental outcomes while its accounting rules obscure the real level of carbon emissions and structural trends at the nation-state level. Secondly, a public policy tendency to commit to far off emission targets as a compromise to implementing legislation in the short term has also emerged on the back of Kyoto-style targets. Thirdly, Kyoto’s international flexibility mechanisms can lead to the diversion of mitigation investment away from the nation-state implementing carbon legislation. A final concern of the Kyoto approach is how it has shifted focus away from Australia as the world’s largest coal exporter towards China, its primary customer. While we recognise the crucial role aspirational targets and timetables play in capturing the imagination and coordinating action across nations, our central theme is that ‘Kyoto’ has overshadowed the implementation of other policies in Australia. Understanding how ‘Kyoto’ has framed debate and policy is thus crucial to promoting environmentally effective mitigation measures as nation-states move forward from COP15 in Copenhagen to forge a post-Kyoto international agreement. Recent elections in 2009 in Japan and America and developments at COP15 suggest positive scope for international action on climate change. However, the lesson from the 2007 election and subsequent events in Australia is a caution against elevating the symbolism of ‘Kyoto-style’ targets and timetables above the need for implementation of mitigation policies at the nation-state level.  相似文献

There is a vigorous international debate about lowering the voting age to 16, with some jurisdictions already moving in this direction. The issue of the voting age also intersects with broader normative and empirical approaches to youth political engagement. Using evidence from Australia, this article evaluates empirically the arguments put forward for lowering the voting age. The findings suggest only partial support for lowering the voting age to bring it into line with other government-regulated activities. There is no evidence that lowering the voting age would increase political participation or that young people are more politically mature today than they were in the past. The absence of empirical support for the arguments in favour of lowering of the voting age has implications for how to transform democracy in order to attract greater youth engagement.

ABSTRACT

Australia’s policy on foreign investment aims to achieve both the liberal goal of maximising capital inflows and the statist one of ensuring that those inflows are in ‘the national interest’. This article analyses the tensions between these goals through interviews with policymakers who have direct knowledge of the Foreign Investment Review Board (FIRB), which has functioned as an ‘offstage’, pre-market regulator for capital inflows to Australia. The tensions between these policy goals were manageable because the FIRB exercised its powers rarely, decisively and quietly, and the government believed that foreign investment did not threaten the national interest. The emergence of state-owned enterprises as foreign investors, however, significantly altered this calculus, and the FIRB has been tasked with assessing the national security implications of proposed investments. Instead of working offstage, as in earlier decades, the FIRB has become central to debates about how Australia should respond to the rise of China.  相似文献

After a Coalition electoral victory in 2013, the Australian Office for Women was returned from the periphery to the centre of government. This was contrary to the expectation that women’s policy will be given greater salience under governments of the left rather than of the right. To unpack this puzzle, we examine institutional arrangements and policy directions under successive Labor and Coalition governments in Australia, including the abolition of intergovernmental bodies concerned with gender equality. We find that the influence of neoliberalism has resulted in a blurring of patterns of partisan difference over gender equality policy. There are some continuing partisan differences but also a common pattern of increased emphasis on international and regional rather than domestic policy. The notable exception to this pattern is in the area of gender-based violence.  相似文献

This article offers a comparative ethnographic examination of working-class Latina and middle-class white girls' narratives of aspiration and expressions of self-cultivation in early twenty-first-century Silicon Valley, USA. I argue that such girls' subject-making statements of aspiration and gendered practices of self-cultivation reflect their emotively charged negotiations of race and class differentiated ideals of feminine success, their experience of school and community spaces inscribed by hierarchies of race, class, and gender, and shifting political-economic circumstances. Moreover, I maintain that such statements and practices reveal girls' engagements with an open-ended gendered dynamic of responsibilization.  相似文献

This paper aims to better understand the role of emotions in academia, and their part in producing, and challenging, an increasingly normalised neoliberal academy. It unfolds from two narratives that foreground emotions in and across academic spaces and practices, to critically explore how knowledges and positions are constructed and circulated. It then moves to consider these issues through the lens of care as a political stance towards being and becoming academics in neoliberal times. Our aim is to contribute to the burgeoning literature on emotional geographies, explicitly bringing this work into conversation with resurgent debates surrounding an ethic of care, as part of a politic of critiquing individualism and managerialism in (and beyond) the academy. We consider the ways in which neoliberal university structures circulate particular affects, prompting emotions such as desire and anxiety, and the internalisation of competition and audit as embodied scholars. Our narratives exemplify how attendant emotions and affect can reverberate and be further reproduced through university cultures, and diffuse across personal and professional lives. We argue that emotions in academia matter, mutually co-producing everyday social relations and practices at and across all levels. We are interested in their political implications, and how neoliberal norms can be shifted through practices of caring-with.  相似文献

In this article, I discuss the representation of Buenos Aires in Pizza, birra, faso. Paying attention to some of the film’s salient aspects vis-a-vis its portrayal of urban space, my analysis has as its ultimate goal to reveal the ways in which the film engages in a political critique that might seem absent if studied solely from a narrative point of view. In this sense, Pizza, birra, faso is a paradigmatic example of the ways in which many of the films of New Argentine Cinema engaged with their political context differently to films of the post-dictatorship generation. To unearth this political content, I will argue, it is necessary to study these films as films, and not merely as texts.  相似文献

This paper examines some effects of the pursuit of neoliberalism on regional development policy and practice in Australia, and in particular on the activities and effectiveness of regional development organisations. The paper interprets data from a survey of 505 regional development organisations across Australia through the framework of Jessop's contribution to state theory and his identification of four key trends in economic management under neoliberalism. Regional development policies are seen as a response of governments to electoral pressure from regions, but a response that is constrained by the dominance of neoliberal ideology. The objectives of regional development are predominantly economic, but are often limited to the role of facilitation and the provision of information. Some responsibility for regional development has been shifted downwards to regions, but the effectiveness of the organisations given this responsibility is reduced by the short‐term and competitive nature of much of their funding, the lack of coordination between regional development actors at the local level, the proliferation of agencies and the competition between them. The paper concludes that regional development agencies in Australia are in many ways a product of neoliberalism, since they represent one way in which governments can be seen to be responding to regional pressure for assistance but they can do so without incurring significant costs. Yet regional development bodies are also a victim of neoliberalist thinking, since it denies them the resources and the powers they need to be more successful in their work.  相似文献

We analyze the firm-level labor productivity growth returns of social capital—defined as a synthetic measure of “generalized trust,” “active participation,” and “social norms”—using a large sample of manufacturing firms in France, Germany, Italy, Portugal, and Spain. We find that firms' labor productivity growth is higher in areas with a better social capital endowment. The positive returns of social capital are, nevertheless, unevenly distributed across firms, with smaller, less productive, less capital-endowed, and low-tech firms benefitting the most from operating in strong social capital ecosystems.  相似文献

The political system of Berne during the enlightenment era was dominated by landowning patricians who represented a “republican type of gentry.” These landowners promoted agriculture, traded in grain, wood, wine, invested in cottage industries, and also were involved in foreign military service. In the debates about republican political economy in the 1760s, there was a cleavage within the Bernese aristocracy. On one side, conservatives defended the mercenary service as part of existing political obligations, above all towards France. Against this, the Economic Patriots combated corrupting influences from abroad and censured military service. Socio-moralistic principles, condensed in the term “civic virtue,” ranked higher in the patriots’ eyes than economic or political interests; in a virtuous and frugal republic, there should have been no place for mercenaries. This paper is concerned with understanding the reasons for the apparent success of neoliberalism: why the model of the ‘entrepreneurial, self‐reliant community’ has been adopted so widely and readily across Australia. It does this through an analysis of two events in the restructuring of financial services provision in regional Australia during the 1990s and 2000s: the John Laws/Australian Bankers’ Association ‘cash for comment’ affair, and the rise of ‘alternative’ financial service providers in the wake of the major trading banks’ financial service withdrawal programmes of the 1990s. This analysis is conducted using the conceptual toolkit of the governmentality literature. In this context, the paper explores the notion of translation — how authorities, agencies, etc., exert control over distant entities, whether these entities be branch staff or a far‐flung consumer market. In examining the often fragile character of ‘governing‐at‐a‐distance’ in modern forms of rule, it is argued that some recent advances in the ‘geography of power’ have much to offer in highlighting both the important roles played by space and scale in the execution of power in its various guises and the ways in which resistance to the more regressive features of neoliberal philosophy and policy may best focus.  相似文献

Political contestation within liberal democratic states is an important, albeit limited, guide in defining how these states domestically implement their international human rights obligations. While often ritualistically endorsing human rights standards, political actors allow themselves a limited policy space with their domestic political contest circumscribed by more pervasive influences, often at odds with the state's international commitments. This article examines recent health and housing policy initiatives by Australia's two major political parties and assesses them against its international commitments. Applying a social constructivist approach, this article argues that the dominant neoliberal political discourse and the state's institutional structure set contextual boundaries to the parties’ policy contestation and reveal the limited influence of domestic political contestation in determining Australia's rights implementation.  相似文献
