Creative industries are recognised as a key driver of economic growth in both developed and developing nations. In addition to recognising the importance of creative industries, the Australian government has recently renewed a focus on the vast northern tropical area of this island nation as key to future economic and population growth, via the release of a white paper focussed on development options for the north. However, the white paper contains virtually no references to creative industries. In addition, Australia’s most recent national cultural policy, Creative Australia, has after only a few years slipped into obscurity and despite major resources being invested towards its development. Drawing on the almost 100 years of policy documentation relevant to Northern Australia, this paper highlights the limited attention paid to arts, culture and creative industries, and considers this relative policy vacuum in the context of global developments in creative industries.  相似文献

This paper identifies four triggers that underpinned the late 20th century reform of coastal management in Australia. These have operated across federal, state and local levels of government. The triggers are global environmental change, sustainable development, integrated resource management, and community awareness of management issues and participation in decision making. This reform has been driven by international and national forces. A number of inquiries into coastal management in Australia culminated in the production of a national coastal policy in 1995. This has led to fundamental changes in coastal management and to the recognition of the inevitability of changes in coastal systems. Federal policies and programs are being translated into action at the state and local government levels through a variety of funding mechanisms and programs. These involve capacity building, a memorandum of understanding between all levels of government, an enhanced role for state advisory or co‐ordinating bodies, and an increased role for public participation.  相似文献

This article examines the transfer of creative industries as a policy idea to Lithuania. Tracing the stages of the transfer and analysing its consequences in the local cultural policy field, this paper argues for the importance of studying cultural policy process. The findings reveal that the process of the international transfer of creative industries mattered, because it generated wider transformations in cultural policy field by having ambiguous effects on local power relations. The policy idea of creative industries opened the cultural policy field to new actors. As a result, competition for scarce state funding increased, but cultural organisations gained access to the European Union structural funds. In all, creative industries as a policy idea significantly transformed Lithuanian state cultural policy, in that it led to a reassessment of both the practices and identities of cultural organisations.  相似文献

Artists play a major role in the cultural fabric of society. They operate within the creative industries, a sector of activity widely accepted as significant to developed and developing economies. While there is a substantive body of literature relevant to the nature of policy-making as applied to the arts, research that explores the views of practitioners at the grass roots level is limited, and particularly so in regional north-eastern Australia, an area with significant challenges caused by isolation and distance. This article contextualises the issues of relevance in relation to artists’ engagement with policy, after which it presents survey and interview data obtained from those working in the field. The findings reveal the influence of isolation in north-eastern Australia, not only in a geographic sense, but in terms of the number of artists who see themselves as disconnected from policy, arts and cultural strategy.  相似文献

The influence of state architecture on gender policy and politics is an emergent strand of feminist research. This paper contributes to this research by undertaking a detailed case study of one specific gender policy area – domestic violence policy – in old federation Australia. Drawing on the experiences of the past decade, it confirms earlier research findings that demonstrate that under certain conditions, federal structures can influence the development of gender policy in positive ways, such as providing opportunities for ‘venue shopping’ and policy innovation. The paper engages, too, with recent research on Australian federalism and challenges the consensus about the centralised nature of the Australian federal system by demonstrating that in the area of gender policy, states and territories are more than just the implementation arms of the Commonwealth government. Sub-national governments continue to play an important and autonomous role in policy relating to women and therefore remain central sites for advancing gender equality.  相似文献

The existing academic debate on creative industries can be summarised as ‘Trojan horse or Rorschach blot’: creative industries working as a neoliberal discourse or producing different effects depending on local context. Arguing that these are two sides of the same coin, this article looks closely at the discourse’s depoliticising and encompassing forces and their interplay on the discourse’s intersection to the broader new economy narrative. The article’s focus is South Korean variants of creative industries discourse. First, the country’s ‘content industries’ discourse served as a Trojan horse for the depoliticising narrative of knowledge economy while boosting the cultural sector discursively and financially. Second, ‘creative economy’ has very recently emerged as the current conservative government’s master economic narrative. This discourse allows the government’s neoliberal economic policies to be further justified while making cultural policy unable to persuasively claim that creativity belongs in the culture’s domain.  相似文献

No government that is serious about environmental protection will imitate the Mexican model. The undrinkable waters and defiled deserts of Mexico's northern border towns and the poisoned air of its capital city are infamous. But there are noticeable changes in Mexican politicians' and lawmakers' attitudes toward the country's environmental ills, in no small part because of changing public attitudes toward these problems. As Mexico's political system becomes more open and democratic, policy elites are increasingly attentive to environmental problems, as ordinary citizens, and especially urbanites, vent their frustration at the ballot box. Perhaps ironically, Mexico's hydrocarbon industries are potential leaders in the nascent environmental reform process. Inducements for better environmental behavior by the oil and natural gas industries are new, municipal and federal environmental regulations, stepped-up enforcement, and local and cross-border markets for Mexico's gas.  相似文献

The many bodies administering Australian arts activity were incorporated within the Australia Council, established in 1973 by the Whitlam Labor Government to oversee Commonwealth arts policy under the direction of H.C. ‘Nugget’ Coombs. This article takes the establishment of the Australia Council as a starting point in tracing changing attitudes towards the practices and funding of popular music in Australia and accompanying policy discourses. This includes consideration of how funding models reinforce understandings of ‘high’ and ‘low’ art forms, the ‘cultural’/‘creative’ industries debates, and their effects upon local popular music policy. This article discusses the history of local music content debates as a central instrument of popular music policy and examines the implications for cultural nationalism in light of a recent series of media and cultural reports into industries and funding bodies. In documenting a broad shift from cultural to industrial policy narratives, the article examines a central question: What does the ‘national’ now mean in contemporary music and the rapid evolution of digital media technologies?  相似文献

An overview is presented of recent work on the environmental changes impacting on Australia and the policy responses of the State and Commonwealth governments, especially over the last ten years. This period has seen a remarkably stable phase of conservative government administration in Canberra and consistent resistance to a strong environmental policy agenda, both domestically and internationally. Attention is focused particularly on rural and regional Australia, rather than on urban areas. The paper discusses the role of environmental issues in recent elections and also details the results of relevant opinion polls charting changes in environmental attitudes. The problems posed by the federal system of administration are outlined as are recent analyses and counter‐analyses of the state of the Australian environment. A more fundamental problem with liberal democracy and environmental values is also addressed.  相似文献

The issue of bipartisanship in Australian foreign policy is not often substantially addressed. The country’s relations with the world appear to exhibit strong continuity regardless of the political party in government. And yet, when it comes to engagement with African states and issues, the last two decades have seen highly prominent partisan differences in Australian foreign policy. This article utilises the example of Australia’s foreign policy engagement with Africa to argue that there may be two levels of understanding bipartisanship in Australian foreign policy. On the one hand, aimed at relationships and issues perceived to be of primal and significant security and economic well-being for the country, Australian foreign policy does indeed appear to be bipartisan. However, aimed at relationships and issues that have traditionally been perceived as holding minimal security and economic interest and importance for the country, Australian foreign policy does exhibit partisanship.  相似文献

This article seeks to account for the survival of the 1973–1975 Labor government's new Community Health policy during the conservative coalition government (1975–1983) (which had managed to completely abolish Labor's national Medibank health insurance program). Through extensive interviews with 74 people who were directly involved in the policy process at national, state and local levels, as well as from other sources of information, inquiry is made into the issues and circumstances that were taken into account in the decisions that affected the course of policy from 1972–82. The important political and economic forces included party politics, federal‐state relations, the national economy, the direction of other fiscal and health policies, private and governmental interest groups, administrative nets, and the mass media. The not surprising conclusion is that changes in Community Health policy did not depend on its effectiveness but rather on the balance of political, economic and organizational power of interested groups at particular points in time. Mandating of state policies by agencies of the federal government and of local government policies by both state and federal agencies has emerged in recent years as an important policy issue. This conceptualization of mandating behavior offers a typology based upon (1) substantive aspects of the mandate; (2) the method by which a mandate is imposed; and (3) the mode of application. Problems associated with different types of mandates suggest multidimensional effects of intergovernmental relations on state and local policy formulation and Implementation.  相似文献

In contrast to the situation in North America and Europe, producer services research in Australia has largely focused on their international role rather than their domestic one. The growing internationalisation of the Australian economy in the last decade has been closely interrelated with the progressive internationalisation of producer service industries. International banking and finance as well as trade-related services have had significant urban impacts in major cities. Australia's growing linkages with East Asia are having impacts on the geography of service industries. However, little is known about the urban and regional implications of economic restructuring in these industries. There are important urban and regional implications resulting from the externalisation of services from manufacturing, as well as from the shedding of labour on the part of large service industry organisations. Similarly, little attention has been given to urban and regional implications of producer services by policy makers either at a federal or state government level.  相似文献

Passage of the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act of 1990 followed a form familiar to students of policymaking in the American intergovernmental system: the provision of significant federal financing for policy initiatives located primarily at the state and local levels. The successes and failures of the Act, including its 1996 reauthorization, suggest both the strengths and the limitations of that design. This paper examines the structure of the Act as a vehicle for the federal government to fund AIDS service delivery at the state and local levels and the intergovernmental consequences of allocation policies associated with the Act. It concludes that perennial problems of equity and access cannot be resolved by the delegation of responsibility for significant policy or funding decisions to localities; rather, questions about the role of the federal government in overcoming intralocal and interlocal disparities remain to be addressed.  相似文献

The article applies a distinction often used in the study of Canadian federalism—intra‐versus interstate federalism—to the Australian federal system. The intrastate federalism model focuses on the representation of state, regional and local interests directly within central government institutions. On the surface the model appears to have little applicability to Australia. However, the examination of selected Commonwealth institutions and arenas, primarily the cabinet and party system, indicates that intrastate practices may in fact be much more pronounced in Australia than what is generally supposed. There are networks of influence at work outside the confines of standard intergovernmental arenas, networks that at times can be used to advantage by state governments or by state or local interests, at other times by the Commonwealth to enhance centralised control or even to undermine the status of state governments as legitimate actors within the Australian federal system.  相似文献

Landcare is a response to the land degradation crisis facing Australia and is both a community process and a government policy. ‘Landcare’ is a contested term with different meanings being placed on it by individuals and groups from different places with different levels of power and local knowledge. A key concept of Landcare is forming partnerships, which are also seen in very different terms by various Landcare stakeholders. Landcare places great value on local environmental knowledge and senses of place. The achievements of Landcare in facilitating cultural change are assessed and the factors identified that will determine whether Landcare can be ‘scaled up’ to address wider issues of ecological sustainability.  相似文献

Since 2001, state governments have adopted 287(g) cooperative immigration enforcement agreements with the federal government that authorize their law enforcement personnel to assist in detaining violators of civil federal immigration law. Employing a theoretical framework drawn from theories of policy adoption, intergovernmental relations, and immigration research, we test which state‐level political, sociodemographic, geographic, and economic determinants influence states to enter into such a cooperative agreement. In addition to finding that the partisanship of a state's governor, a state's effort on public welfare, and an increase in a state's percentage of Hispanics are related to the adoption of a cooperative immigration enforcement policy, we found evidence of “steam valve federalism” working not at the state level as Spiro (1997) first theorized but at the local level. When a state's localities adopt immigration enforcement agreements with the federal government, the state itself is far less likely to adopt their own. Understanding the reasons states would adopt this type of policy sheds light on current trends in state immigration policy and their effect on future state/federal intergovernmental relations.  相似文献

With tight budgets and hyper‐partisan interactions within and between the states and federal government, attention is being paid to the implementation of federal programs. This is particularly important because, as the recently implemented American Recovery and Reinvestment Act suggests, state administrators are often the implementers of federal policy. This study integrates the fiscal federalism literature with that on implementation and bureaucratic response to examine the effect that within‐state factors have on the degree of performance goal achievement in federally funded, state implemented programs. The findings suggest that, when implementing federal programs, state administrators face conflicting political incentive structures and policy‐specific capacity and capability deficits that influence their motivation and ability to achieve performance goals.  相似文献

Aboriginal and Islander people in Queensland remain unempowered in the policy making process of government. This is achieved by downgrading and under‐resourcing the relevant portfolio, by co‐locating it with welfare, by giving other departments statutory rights in decision making on indigenous issues which are not reciprocal, by relocating key indigenous policy areas into otherwise antagonistic departments, by ghettoising the issues in Cabinet and by failing to elucidate clear policy guidelines on indigenous issues. The Goss government has also ensured that indigenous people remain unempowered outside of government by failing to legislate for regional land councils, Aboriginal majority on national parks boards of management and an Aboriginal‐controlled statutory acquisitions fund and by retaining excessive discretionary power in the administration of the 1991 Land Acts.  相似文献
