This article uses a representative sample of elections held in 82 countries of the world (1993–2012) for a statistical analysis of factors that explain the number of parties in national legislative elections. The analysis confirms that the proliferation of candidates and/or parties at the district level contributes to the number of national parties, but the other crucial determinant is party system nationalisation. Several factors that are believed to have an impact on party system fragmentation, such as economic wealth, federalism, linguistic fractionalisation and population size, exert their influence on the number of national parties indirectly, by affecting either the number of district parties or party system nationalisation. At the same time, the significance of many other factors, especially those pertaining to electoral systems and the general political–institutional context, can be properly estimated only if the strongest determinants of system-level fragmentation are controlled for.

The translation of votes into seats under first–past–the–post electoral systems with single–member constituencies invariably results in disproportional allocations of seats relative to votes among the main two parties. It also tends to produce biased outcomes, with one party getting a more disproportionate share of the seats with a given share of the votes than does its opponent. In Great Britain, these biases favoured the Conservative party until the 1980s, but now strongly favour Labour. Production of those biases results from a variety of influences involving the interaction of the geography of party support with that of constituency boundaries. Increasingly, that interaction has favoured Labour: without any explicit manipulation of the constituency map to its own ends, it now benefits substantially from the equivalent of the malapportionment and gerrymandering cartographic abuses typical of the United States, because of its ability to manipulate its vote distribution within the constituency system.  相似文献

This paper investigates electoral outcomes produced by the two‐round majority system in ethnically divided societies. Earlier studies, focused mainly on the Southern American states, have revealed that in ethnically mixed environments, competitors with radical positions on ethnic issues perform particularly well. This paper extends this idea to municipal elections in Serbia, showing how radical majority nationalist parties exhibit particularly strong performances in ethnically mixed municipalities. While this effect is also apparent under proportional representation, we argue that it is much stronger when a two‐round majority vote system is employed.  相似文献

By revisiting the work of Blais and Rae, this article develops a new classification of electoral systems focused on input rules. An Unknown Winning Number family is distinguished from a Quota family with known winning numbers for most of the counting process. Branching family trees are developed and used to help explain some Australian experience with accentuated disproportionality in two electoral systems which have been omitted from otherwise path-breaking recent analysis (Taagepera, R. and Shugart, M.S. 1989. Seats and votes: The effects and determinants of electoral systems. New Haven, CT: Yale University Press). These omitted systems are identified as effectively giving electors as many votes as seats available in a district. The input-rule family trees remind us that number of votes is an important component of electoral systems, although elusive and somewhat forgotten in much recent analysis. More conventional groupings of electoral systems are identified as output peer groups.

This article investigates the impact of the 1883–5 electoral reforms on the political culture of elections and electioneering in the constituencies, using the borough of Ipswich as its focus. It argues that historians have underestimated the extent to which the Franchise and Redistribution Acts of 1884–5 transformed political cultures outside the countryside and large cities, and that the Corrupt Practices Act of 1883 had a major impact on the modernisation of party organisation. Principally, however, it challenges the prevailing historical consensus that the basis of post‐reform constituency politics remained, to a large extent, local in nature, by suggesting that electioneering cultures were placed under considerable ‘nationalising’ influences from the early 1880s on. Rather than resisting these influences, the established Ipswich parties largely embraced them. Moreover, a general decline in corruption, and a general increase in the number of speeches reported in local newspapers from ‘carpetbagger’ candidates and national leaders, created a climate in which it was now more difficult for any constituency, however idiosyncratic, to insulate itself from ‘national’ politics.  相似文献

This paper explores the processes behind the neighborhood effect in electoral geography. Studies on neighborhood effect have largely ignored the local institutions and cultural milieu within which people are socialized. By taking into account the spatially differentiated social embedding of individuals, we are able to highlight the impact of local institutions on electoral behavior and restore the temporal dimension that has shaped the political specificities of places. In the case of Belgium, we show that social embedding (which took the very accomplished form of pillars) affects voting behavior through two different channels: a direct effect, coming from the family transmission of pillar values, and a contextual effect captured by a measure of the local embeddedness of the pillar.  相似文献

Does electoral integrity affect turnout? And if so, how? We analysed some variables that are closely related to electoral integrity – government actions, opposition actions, and the context in which the election is held – and find significant impact on turnout. We argue that higher turnout is often found in elections with higher electoral integrity. We tested our claims using data for over 700 elections covering 85 democracies for the 1950–2008 period. Results reveal that both boycott and election-related violence decrease turnout, but the effect of the former is substantially higher. We also find that, contrary to initial expectations, governments’ harassment of the opposition and the occasional banning of parties actually increases turnout.  相似文献

Considerations of the compactness and aesthetics of electoral districts have loomed large in the litigation surrounding the last round of US redistricting. For a variety of reasons, we expect that there will be increasing pressure on Canadian electoral cartographers to provide opportunities for protected minorities to be represented in the country's federal legislature. As a result, we expect that future electoral maps may well embody a tradeoff between compactness and other representational and cartographic desiderata. We look for evidence of this in an exploratory analysis of the last two federal electoral maps (adopted in 1987 and 1996) and in so doing we offer the first country-wide assessment of the compactness of Canadian federal electoral districts (FEDs). The results demonstrate the importance of natural boundaries in the achievement of district compactness. Strong evidence of a decline in the compactness of FEDs between the two maps is not forthcoming, however. Thus there is relatively little sign that Canadian electoral districts will be open to the kind of aesthetically-based legal challenges that American Congressional Districts faced in the 1990s. However, the analyses we report establish an important baseline against which the next electoral map, to be produced following the 2001 census, can be compared.  相似文献

Abstract

This article examines the territorialization of party support in the Republic of Georgia as political parties in Georgia try to territorialize by aligning themselves to existing societal cleavages. The article specifically focuses on the case of the United National Movement (UNM), which from its inception in 2001 was led by Georgia’s former president, Mikheil Saakashvili, and was the country’s governing party from 2004 to 2012. While in power, the UNM enjoyed nationwide support. After being unseated, instead of nationalizing countrywide, the UNM has based its support in national elections on specific areas populated by ethno-linguistic and religious minorities. By analyzing the results of the most recent five national elections and the 2014 national census, the article shows that continuing support for the UNM and the subsequent territorialization of the party is dictated by these existing societal cleavages.  相似文献

There is a substantial body of literature on nation‐building that, from a variety of theoretical approaches, examines the role of symbolic constructs in the process of construction and consolidation of new nation‐states. Among these works, the dramatic and symbolic aspects of election and their function in the nation‐building project have been investigated by political scientists and anthropologists alike. However, analysis of electoral emblems as constitutive elements in the nation‐building process has been largely missing from most studies of nation‐building and official nationalism. A case study of postindependence India suggests how national belonging was also made to hinge upon on competent democratic participation of the masses in the political life of the country. Central to this process of identity work was the establishment of an independent Election Commission and of strict rules for the design, selection and allotment of election emblems. Conventional accounts have argued that these procedures were introduced primarily for the benefit of the uneducated masses who were suddenly invited to participate in India's democratic process. I argue against this simplistic interpretation. Far from being only tools for the simplification of electoral processes, India's election symbols were one of India's institutional mechanisms designed to nurture the development of a correct democratic conduct and therefore ultimately contributing to the Nehruvian national project.  相似文献

Criticism of economic globalization and technological progress has gained support in Italy in the last two decades. However, due to the differentiated exposure of local labor markets to this process, electoral outcomes have varied considerably across the country. By observing the local impact of three global economic phenomena (flows of migrants, foreign competition in international trade, and diffusion of robots) alongside with the patterns of local electoral outcomes potentially associated with discontent, this study analyzes the economic forces driving the evolution of general elections in 2001, 2008, and 2013 in Italy. The analysis reveals that all these global factors had an impact on political outcomes associated with discontent, albeit in different ways and changing over time. All three factors are associated with increases in votes for far‐right parties in the period 2001–2008, but only robotization continues to have such an impact in the following period, while immigration is associated with an increase in votes for the Five‐Star Movement at the expense of far‐right parties. The results and extensions exploiting recent advances in political geography, political economy, and spatial econometrics make it possible to draw some general and methodological conclusions. Global drivers interact with elements pertaining to the political supply that empirical researchers should not be oblivious about. Political spillovers across neighboring areas add to the direct impact of locally mediated economic factors. Finally, the adoption of shift–share instrumental variables to identify the impact of robotization may lack robustness.  相似文献

The February 2013 Italian general elections were characterized by the highest volatility to date. Although, thanks to the majority bonus, the Partito Democratico (Democratic Party) obtained the absolute majority of seats in the House of Deputies, it could not be considered the winner of the elections. Lacking a majority in the Senate, it was obliged to form a government with Silvio Berlusconi's party and with the rather small number of parliamentarians elected in former Prime Minister Mario Monti's list. In spite of his last-minute surge, Berlusconi was a clear loser, having lost almost six million votes in respect of his 2008 victory. Comedian Beppe Grillo's Movimento Cinque Stelle (Five Stars Movement) received the highest-ever number of votes for a new entry into any post-war European general election. Unwilling to play the coalitional game and made up of inexperienced and incompetent parliamentarians, Grillo's party has remained isolated and ineffective. The present Italian party system consists of three poles, the Movimento Cinque Stelle playing the role of anti-system party. Institutional reforms and especially reform of the electoral system, which has been struck down by the Constitutional Court, are again the focus of debate. Restructuring of the Italian political system is yet to come.  相似文献

The degree to which residents of British inner cities and suburbs have diverged in their voting behaviour over the post-war period is analysed in this article. Examining aggregate election results by constituency, it is demonstrated that residents of inner cities and suburbs are indeed polarizing in their electoral choices. OLS regression analysis is conducted using constituency-level data to determine the relevance of intra-urban differences for understanding geographic variation in the vote in relation to those for region, size of conurbation and urban–rural distinctions. Results show that urban place of residence is particularly important for understanding the shifting geography of Conservative support. The implications of this research for electoral change in Britain are discussed.  相似文献

This article examines strategic elements of voter behaviour in parliamentary elections where the voting method is a scoring rule other than plurality: the Borda Count, which is used for the election of ethnic minorities in Slovenia, and the Dowdall rule, which is used in the Pacific island state of Nauru in multi-seat districts. After first examining the general properties of scoring rules, and generating theoretical differences between the two rules, we look at empirical evidence from Nauru and Slovenia. This casts a doubt on predictions based simply on a voting rule's mathematical properties and on the accuracy of assumptions of sincere rank ordering.

A dysfunctional electoral law and an obsolete bicameral Parliament contributed to the surprising results of the 24–25 February 2013 Italian elections, which have solved none of Italy's institutional and political problems. This article briefly analyses the distribution of votes, stressing especially that the success of the Five Stars Movement derives from the dissatisfaction and the protest of a significant sector of the electorate. Beppe Grillo, like Silvio Berlusconi, is a political entrepreneur, who through patience, hard work and commitment has constructed an organization with a wide geographical following. The presence in Parliament of the Five Stars Movement made the election of the President of the Republic very difficult. President Napolitano was obliged to accept an unprecedented second term and then led the Democratic Party, the People of Freedom and Civic Choice to form an unusual government, almost a sort of Grand Coalition. The government is here briefly assessed. The article ends underlining two critical aspects of the situation. Neither the Italian parties nor the party system have succeeded in reaching a satisfactory level of consolidation and stability. This means that the President of the Republic has been obliged to make good the shortcomings of the political parties. Even malgré soi, the President's behaviour has given rise to a situation in which his own position raises the urgent need for institutional reforms along the lines of the semi-presidential mould of the French Fifth Republic to bring to a close Italy's overlong political transition.  相似文献

Abstract

The Vietnamese party-state has been seeking to develop the concept of a socialist law-based state in an effort to provide a legal-rational justification for its rule. One of the key pillars in the construction of a socialist law-based state has been electoral governance. Unlike the popular understanding proliferated by the Western media about the meaning of elections in authoritarian countries, I argue that elections are of significance to the political life of the Vietnamese party-state even without pressure from any political opposition. This is because there is a growing need for the party-state to make the elections work more effectively to bolster its legitimacy. Along with the process of promoting the concept of a Vietnamese socialist law-based state, continuous reforms of the electoral integrity system have been considered and cautiously implemented. An important aspect of the reform is to ensure the values, purposes and duties for which power is entrusted to or held by electoral institutions are honoured. It is argued that the process of building a more integrated national system of rules and values has been set in motion but many setbacks have occurred from time to time, making it a dynamic process.  相似文献

The 2011 British referendum on the electoral system offered voters a change within the majoritarian family from single-member plurality to the alternative vote. The alternative vote is not proportional, but the ‘yes’ campaign in the United Kingdom included small parties and ‘democracy sector’ organisations previously associated with advocating proportional representation. This anomalous behaviour can be explained by applying social movement theory, especially interpretations related to political opportunity structures and frame analysis. The Liberal Democrats, Electoral Reform Society and others had previously criticised the alternative vote, yet decided to campaign in favour of it. This led to an unclear framing of their objectives and, ultimately, their failure.

ABSTRACT

For the eight years prior to the September 2014 election in Fiji, no data were available that could enable observers to gauge the extent of support for the Bainimarama government. During that period, a range of conflicting claims emerged about shifting political loyalties within Fiji, largely based on anecdotal evidence. This paper makes use of the micro-level September 2014 election results to enquire about rural/urban, ethnic, class and provincial bases of support for the major parties. It finds that backing for the main opposition party was concentrated in areas with small populations, high levels of out-migration and relatively low voter turnout. Conversely support for the incumbent government was strongest on the more densely populated main island of Viti Levu, particularly in the fastest growing western part of that island.  相似文献

Nagel and Wlezien's ‘vacant centre’ theory suggests that parties close to the centre tend to do better when a political system is highly polarised, creating an empty space in the political market. Cross-nationally, this does not seem to be true when overall system polarisation is used as the independent variable: indeed, there seems to be a slight negative relationship. The farther apart conservative and social democratic parties are, however, the better that liberal parties tend to do. This parallels Nagel and Wlezien's findings for Great Britain specifically.
