Leadership change formed the backdrop to the 2010 Australian federal election, with the replacement of Kevin Rudd as Prime Minister by Julia Gillard, the country's first female Prime Minister. This article uses the 2010 Australian Election Study to examine patterns of voter defection between the 2007 and 2010 elections. The results show that the predominant influence on defection was how voters rated the leaders. Julia Gillard was popular among female voters and her overall impact on the vote was slightly greater than that of Tony Abbott. Defectors from Labor to the Greens disapproved of Kevin Rudd's dismissal from office. Policy issues were second in importance after leadership, particularly for those moving from the Coalition to Labor, who were concerned about health and unemployment. Overall, the results point to the enduring importance of leaders as the predominant influence on how voters cast their ballot.  相似文献

In March 1969, a group of geographers at the Geographical Society USSR in Leningrad convened a meeting to discuss the volume Priroda i obshchestvo (Moscow, 1968), a collection of articles concerned with the role of geography in investigating the man-nature relationship. Selected articles appeared in Soviet Geography, May 1969. Some of the discussants were critical of certain authors on the ground that they argued in favor of a unified geography to deal with the man-nature relationship as a whole and did not differentiate between socioeconomic systems (capitalism, socialism) in appraising society's attitude toward nature. Various electronic voting channels have been introduced across a range of countries. In some countries these new channels have proved uncontroversial, while in others, they remain contentious and have even been abandoned. Relatively little is known about whether and why voters have confidence in new and old voting channels. Australia provides a useful case for researching these issues, since it is a mature democracy in which election processes and outcomes are widely accepted. The 2013 Australian Election Study results show that in this context, voters have most confidence in paper-based voting and least in voting via smartphones. Positive political attachments, ease of voting and familiarity with technology are all associated with higher levels of confidence in voting channels.  相似文献

The February 2013 Italian general elections were characterized by the highest volatility to date. Although, thanks to the majority bonus, the Partito Democratico (Democratic Party) obtained the absolute majority of seats in the House of Deputies, it could not be considered the winner of the elections. Lacking a majority in the Senate, it was obliged to form a government with Silvio Berlusconi's party and with the rather small number of parliamentarians elected in former Prime Minister Mario Monti's list. In spite of his last-minute surge, Berlusconi was a clear loser, having lost almost six million votes in respect of his 2008 victory. Comedian Beppe Grillo's Movimento Cinque Stelle (Five Stars Movement) received the highest-ever number of votes for a new entry into any post-war European general election. Unwilling to play the coalitional game and made up of inexperienced and incompetent parliamentarians, Grillo's party has remained isolated and ineffective. The present Italian party system consists of three poles, the Movimento Cinque Stelle playing the role of anti-system party. Institutional reforms and especially reform of the electoral system, which has been struck down by the Constitutional Court, are again the focus of debate. Two American geographers and noted specialists on the electoral geography of post-Soviet Russia and Ukraine describe and analyze the three rounds of Ukraine's pivotal and highly contested presidential elections in late 2004. In an effort to shed light on the underlying demographic and socio-economic correlates of the vote (e.g., age, income, urban/rural residence, language/ethnicity), the authors pay special attention to changes among the rounds, providing background to widespread allegations of electoral fraud in round two (first runoff). Finally, they summarize results of bivariate and multivariate regression analyses that reveal which among the various correlates contribute most to explaining differences in the vote. This article offers a new perspective on the typology of minor parties elected to parliament. In particular, the article analyses minor parties elected to the Australian Senate from 1949 to 2010, and accounts for a shift in the type of minor party winning parliamentary representation. It shows that minor parties elected from 1955 to 1983 were created as a result of major-party fragmentation and sought to use their position in the Senate to either frustrate the major parties or act as ‘watchdogs'. Minor parties elected since 1984, however, promoted a specific policy agenda with links to social movements. The article argues that the first minor parties to win Senate representation can be seen as ‘secessionist’ minor parties, while those elected since 1984 can be seen as ‘movement’ minor parties.  相似文献

This article aims to provide a systematic, comparative analysis of two of the main women's mass publications in order to trace continuities and changes in the development of women's role in the public sphere in Italy. The analysis begins with an elaboration of the social and political context, which is crucial for the understanding of media texts in general. It shows how the existence of only limited political spaces in post-war Italian society due to the polarisation of Catholicism and communism delayed both an open political discourse on women's conditions and the gradual development of an autonomous and lay feminist movement. Noi Donne of Union Donne Italiene (UDI) was closely aligned with and financed by the Italian Communist Party (PCI) and lacked any substantial autonomy until the early 1970s, while Cronache of the Catholic women's organisation Centro Italiano Femminile (CIF) was a faithful instrument for the propagation of those Catholic concepts of femininity that were redefined and reinforced by the Vatican in the Catholic publication Civiltà Cattolica.  相似文献

It is often assumed that the problem of electoral participation in Australia has been solved with an entrenched regime of compulsion in enrolment and voting. In recent elections, however, one-fifth of eligible Australians failed to cast a valid vote. This study aims to identify those demographic groups which contribute to this substantial rate of abstention. The authors used Random Forests to model the effects of demographic factors on voter turnout in three Australian state general elections. Results suggest that resource barriers have been generally surmounted, but lower levels of population stability and interaction contribute to a decline in electoral participation. These findings have implications for electoral administration, urban form and compulsion itself.

The rapid expansion in support for the Scottish National Party (SNP) between the 2010 and 2015 general elections substantially changed the country’s electoral geography, as again did its relative decline at the next election in 2017. At that last contest, however, the SNP won many seats with fewer than 40% of the votes cast, a situation very different from that in the rest of Great Britain. That difference – which had a considerable impact on the formation of a government in June 2017 – came about because of the nature of the competition in individual seats.  相似文献

A dysfunctional electoral law and an obsolete bicameral Parliament contributed to the surprising results of the 24–25 February 2013 Italian elections, which have solved none of Italy's institutional and political problems. This article briefly analyses the distribution of votes, stressing especially that the success of the Five Stars Movement derives from the dissatisfaction and the protest of a significant sector of the electorate. Beppe Grillo, like Silvio Berlusconi, is a political entrepreneur, who through patience, hard work and commitment has constructed an organization with a wide geographical following. The presence in Parliament of the Five Stars Movement made the election of the President of the Republic very difficult. President Napolitano was obliged to accept an unprecedented second term and then led the Democratic Party, the People of Freedom and Civic Choice to form an unusual government, almost a sort of Grand Coalition. The government is here briefly assessed. The article ends underlining two critical aspects of the situation. Neither the Italian parties nor the party system have succeeded in reaching a satisfactory level of consolidation and stability. This means that the President of the Republic has been obliged to make good the shortcomings of the political parties. Even malgré soi, the President's behaviour has given rise to a situation in which his own position raises the urgent need for institutional reforms along the lines of the semi-presidential mould of the French Fifth Republic to bring to a close Italy's overlong political transition.  相似文献

This paper analyses how the size and socio-economic diversity of their electorate affect parliamentarians’ legislative behaviour. We study the Australian senate, which wields considerable legislative influence and is marked by large differences in the size and socio-economic makeup of the districts that senators represent. We demonstrate that as the size of their district increases, senators ask more questions and introduce more bills and amendments. By contrast, senators become less active as the diversity of their electoral district increases. The paper thus establishes that size and diversity of electorates have significant effects on legislative behaviour.  相似文献

This paper considers the impact of distance to polling station upon electoral turnout. Using polling station level data from a London borough, it examines three types of election – parliamentary, European and local elections – over a twenty year period. The UK is notable among western liberal democracies for its relatively large turnout gap – the percentage point difference between turnout at elections for the Westminster parliament compared to that for other institutions, including local councils and the supra-national European parliament. This research considers the hypothesis that in high information, high salience elections for the national parliament the costs of voting associated with travelling to a polling station to vote in person are perceived as either low or insignificant but that in low information, low salience elections, those costs are perceived as higher and may act as a deterrent upon voting. A series of multi-level models consider the relationships between the dependent variable, percentage turnout, and a range of independent variables, including socio-economic characteristics, marginality as well as the spatial context. We show that there is indeed a relationship between distance and voter turnout, and other spatial and contextual variables, which are stronger for the lower salience European and local elections than for the higher salience national elections. Hence we conclude that the local geography of the polling station can have a significant impact on voter turnout and that there should be a more strategic approach to the siting of polling stations.  相似文献

The March 2018 Italian general elections can be described as a historic turning point, another watershed moment in the turbulent history of contemporary Italian politics. After a stormy and complex legislative term, characterized by a variety of institutional and political phenomena, Italy has faced one of the most important electoral challenges since the return of democracy in the mid-1940s. After examining the major political events that led to the latest general elections, this introductory article presents and analyses the rules, the actors and the outcomes of the electoral contest that has seen the victory of two anti-establishment parties: the Five Star Movement and the League. In the concluding section, the article discusses the potential tensions that may emerge from the clash between the populist attitude of the new governing parties and the constitutional constraints of a liberal democratic regime.  相似文献

The Liberal–National Coalition success in the 2019 Australian federal election surprised many observers, with the opinion polls consistently predicting a Labor victory. The election was notable for Labor’s proposals for wide-ranging tax changes, a historically unpopular Labor leader, and the fourth change of prime minister outside an election since 2010. Using the 2019 Australian Election Study, we test the influence of two models of voting, the first based on ideology together with an emphasis on policy, and the second on performance. The results show that performance was the dominant explanation for the result, with evaluations of party competence and leader popularity playing a major role in explaining voting behaviour in the election, both of which benefitted the Coalition.  相似文献

Not all general elections can be considered as being equal: some are placed in continuity with the previous political phase and therefore do not change the most relevant features of the party and political system; others, however, tend to represent a watershed between distinct political phases. Without a doubt, the 4 March 2018 Italian general elections belong to the latter category. This article analyses those same elections from three points of view: firstly, it reconstructs and explains electoral turnout, both following a long-term diachronic perspective, as well as comparing the various areas of the country from a territorial point of view. Secondly, similar diachronic and territorial comparisons are conducted with respect to electoral results, so as to clearly identify winners and losers of the 4 of March. Finally, it presents flows of votes in thirty-eight different territorial contexts (cities or electoral constituencies): in this way, it is possible to precisely reconstruct the reasons behind the ‘electoral earthquake’ of 4 March 2018.  相似文献

This article uses data from 28 poll books to explore voter behaviour over time in early 18th-century English parliamentary elections (from 1710 to 1735). Voters in this period exhibited a high degree of partisan loyalty from one election to the next. But voters were also quite likely to drop out of the electorate between elections. As a case study of Sussex elections in 1734 shows, even among voters who made a definite promise to vote for a given candidate or set of candidates, there was a significant proportion who did not vote. While some non-voting can be explained as an attempt to avoid disobliging powerful patrons, this article argues that voters needed to be motivated to appear at the polls. The electoral culture of the early 18th century – treats, balls, public appearances by the candidates, etc. – should be understood as attempts to mobilise rather than to persuade potential voters.  相似文献

Rules governing the conduct of elections have important consequences for democratic politics, and much can be learned from studying changes in electoral rules. Instances of change (or reform) allow us the possibility of examining how (or whether) new rules might create different outcomes. The authors consider the effects of two major changes in electoral rules: the adoption of proportional representation in several settings, and the adoption of legislative term limits in the United States. They examine trends in voting, turnout and public attitudes before and after the adoption of these reforms. They do this to assess whether the reforms lived up to advocates' claims that new election rules might improve efficacy and voter participation. They suggest that reform efforts such as these may have only minimal effects on engaging citizens with politics.  相似文献

Does the economy matter for how Australians vote in federal elections? International studies show an association between economic performance and elections, but research on Australia finds that the impact of the economy on voting is modest. What explains this relative absence of economic voting? How do Australians perceive the economy? And how do economic perceptions inform their decisions at the polls? Our results confirm the lack of an association between economic indicators and incumbent vote shares. Analyses of survey data from 1996 to 2013 show that political factors condition perceptions of economic performance, while preferences for – and perceptions of – the government's unified control over economic policy shape the influence of economic perceptions on voter choice. Overall, responsibility attributions are the key to economic voting in Australia.  相似文献

Governments worldwide are increasingly attempting to use the internet to engage citizens. After an initial focus on delivery of information and services via what technologists call Web 1.0, strategies referred to as ‘Government 2.0’ and e-democracy have turned attention to the use of interactive Web 2.0-based ‘social media’ to engage citizens in consultation and participation to redress a concerning ‘democratic deficit’ and reinvigorate the public sphere. Even in countries with compulsory voting, such as Australia, electoral enrolment, voter turnout and formal voting are declining. Much focus has been given to expedient political use of social media during election campaigns, but an understudied area is how disengaged citizens and youth can be encouraged to engage or re-engage in democratic participation on an ongoing basis. This article reports analysis of initiatives by national, state and territory electoral commissions in Australia and New Zealand to use social media to engage citizens in political participation.  相似文献
