From 2004 to 2012, 37 well-preserved Byzantine shipwrecks were discovered during construction of two underground train stations at Yenikap?, Istanbul. Despite its complexity, archaeology is rarely studied through organisational and management lens. This paper investigates the Yenikap? rescue excavations using two innovative analytical frameworks for archaeology – the Heritage Chain and Structure Conduct Performance analysis – which highlight the crucial but too often overlooked role of practices (or emerging strategies) in public policy, helping identifying strengths and weaknesses of the project. In this sense, two elements of the system seem fundamental: its extreme centralisation and its ongoing process of decentralisation. The research, based on a phenomenon-driven approach to management of archaeological and cultural heritage projects, highlights how Turkey’s uncertain legal environment for rescue archaeology led to emergent, ad hoc management and funding solutions that mixed state and private involvement in novel ways through a multi-level outsourcing. 相似文献

Management of Italy's heritage has been in increasing turmoil since 1993. This paper identifies and reviews significant reform attempts, including outsourcing, devolution, managerialism and privatisation. The authors propose a framework for improved understanding of the various solutions examined – distinguishing between professional and organisational centralisation. It is argued that while decentralised organisational management can have positive effects, effective protection of heritage in Italy over the centuries has depended on a complex set of rules concerning stewardship and protection, relying upon centralised professional control. This still has positive value and needs to be preserved through the reform process. 相似文献

ABSTRACTThe Archaeology Data Service (ADS) is an archive working at a national level in the UK, ensuring that archaeologists have access to high quality and dependable digital resources, including openly licensed legacy data for reuse. The ADS acts as a metadata aggregator for archaeological data held by larger heritage agencies and smaller regional organizations and participates in international aggregation infrastructure projects such as ARIADNE, which allows users to access archaeological resources held in many countries from a single interface. Large-scale infrastructures can facilitate the building of long-term, complex relationships and active collaborations, not just technical solutions. This paper reflects on the roles of stewardship and equity within ARIADNE and the ADS, two large-scale online research infrastructures, and how these types of infrastructures may help to create a more collaborative archaeology, including lessons learned, challenges and opportunities, and thoughts for the future. 相似文献

This paper explores the generative capacity of activist movements defending their community assets from commodification or closure to produce new forms of social infrastructure. We explore this through the case study of activism along the Westway, a motorway in West London. The area has a strong tradition of community activism, particularly in the 1960s and the 2010s. Through a Participatory Action Research approach, we elaborate a historical account of the formation of social infrastructure under the Westway and surrounding spaces. In doing so, we develop a framework—processes, alliances, and capacities—to understand how communities and activist groups contesting the loss of community spaces can generate new forms of social infrastructure—both physical spaces such as play spaces or cultural venues, and social and caring relationships such as friendships or support networks. These informal spaces and alliances can shed light on how to build alternative, bottom-up forms of social infrastructure. 相似文献

Ancient cultures have a wide range of water control management techniques, each associated with a particular purpose, including water for consumption, agriculture, flood control, drought relief, and rituals (Scarborough, 2003). One technique that has received limited archaeological attention is the purposeful creation of water pressure to perform useful work. Perhaps the earliest such example was found on the island of Crete in a Minoan palace and dates as early as 1400 BC. Terracotta pipe segments with graded diameter reductions were used to create fountains (Evans, 1921–1935). Although gravity and the weight of water are the most efficient means of generating water pressure in a closed conduit, natural conditions (climate, geology, topographic slope, etc.) that might lead to the construction of water pressure systems are less clear. Here we show that the Classic Maya (AD 250–600) constructed a water pressure system with the potential to control the flow of water within an urban area. By burying a conduit along a steep ephemeral channel passing through a residential group, upland springs could be diverted to build pressure in the conduit to provide a dry-season supply of water. Up to 6 m of hydraulic head could have been recovered to lift water from the pressurized conduit to a point of use. Water pressure systems were previously thought to have entered the New World with the arrival of the Spanish. Yet, archaeological data, seasonal climate conditions, geomorphic setting, and simple hydraulic theory clearly show that the Maya of Palenque in Chiapas, Mexico had empirical knowledge of closed channel water pressure predating the arrival of Europeans. 相似文献

AbstractThis article aims to analyse the water policy of the French Protectorate in Morocco (1912–1956). After the proclamation of the protectorate, actions on the part of the new rulers affected both the modern and traditional water sectors. The authorities aimed to regulate water resources to help economic growth and favour the settlers living in the occupied areas. On the management side, they tried to adapt traditional institutions and practices to those of metropolitan France, while respecting tradition to some extent. During the first half of the 20th century, these colonial interventions caused profound changes in the established order, which can still be seen at the heart of water management systems used today in this part of the Maghreb. For the purposes of this article, we have adopted evolutionary and institutional theories and applied a methodology based on historical and anthropological analysis, with contributions from the fields of law, economics and geography. 相似文献

This article presents two arguments. The first relates to the relevance of citizen participation vis-à-vis the design and implementation of public policy. More specifically, the article empirically demonstrates how a model of community decentralisation can have a number of practical benefits for crisis-management policy. The second argument relates to a question that has come to characterise studies of citizen participation in public policy. Why is it that there is so much rhetoric in support of participation but so little action in terms of the day-to-day realities of policy implementation? We place this question in a crisis-management context so that we might ask: why is it that crisis-management systems built around the principles of community resilience continue to fail on these very grounds? This paper investigates the critical role of workers to enhance the resilience of water supply services in cities at war through analyzing the case of Madrid and the Madrid water company Canales del Lozoya during the Spanish Civil War (1936–1939). We argue that securing the protection of vital urban flows mediated through infrastructures is a key objective of cities under attack. In doing so we contend that examining how those affected by the interruption of these flows cope with the situation represents a valuable but largely neglected form of water management. We illustrate how quotidian knowledge about the urban geography of water flows may have important repercussions for the war effort itself. In a nutshell, the case of Madrid offers an early account of the critical role of water workers in sustaining “urban ecologies under fire” securing the complex urban metabolism while also contributing to the struggle against invading forces. 相似文献

While improving the “hard” resources of the physical infrastructure is important to facilitating cross-border trade, studies of global supply chain logistics performance suggest that expanding the focus to include “soft” infrastructure resources will be critical for future gains. Border management is increasingly important to North American trade facilitation, yet little is known about what constitutes the soft infrastructure of border crossings or how to design and manage this infrastructure for improved performance. Hence, this study uses an exploratory research design to examine the nature and dimensions of the soft infrastructure of border crossings. ABSTRACT This article considers how local communities in South Queensland make use of the cultural meanings encoded in water to articulate social connections and notions of belonging. Drawing on recent ethnographic research, it compares the activities of a community catchment group in Brisbane, and participants in a water festival in Maroochydore, exploring how each group engages creatively with local water sources to materialise particular beliefs and values about identity and belonging. Their creative efforts range from conventional attempts to strengthen local community ties through inclusion in catchment management, to more subversive visions, which resist inclusion in the mainstream and promulgate ‘alternative’ social and environmental values. 相似文献

The land agent played an important role in community relationships. His position was frequently one of mediator and liaison between landowner and tenant, although his role often extended to settling disputes more generally. These relationships are often hidden in estate correspondence but in the case of William Gould agent to the Duke of Portland are more readily available through his diaries. A noted Hong Kong-based economist addresses the emerging financing problems prompted by debt-laden local governments in China in the aftermath of the global financial crisis. More specifically, using the most recent data available, he traces the root of China's local debt overhang to a protracted debt-financed infrastructure investment boom in which several key institutions (the cadre evaluation system, the land management regime, and the banking sector) have created an environment that draws local governments into a land-infrastructure-leverage trap. The author argues that the resulting high levels of debt may ultimately impede the country's efforts to mitigate structural imbalances in its economy. Recent investigations at the prehistoric Purrón Dam Complex in the Tehuacán Valley of southern Puebla, México applied radiometric dating to more securely date the complex. Ceramic-based dating in the 1960′s placed the Dam's origin to the Formative Period. While Formative Period origins are widely accepted, the chronology lacks resolution and direct dates. Samples from impounded sediments behind the dam and from prehistoric canal fill were dated through Optically Stimulated Luminescence (OSL) as well as both standard 14C and accelerated mass spectrometry (AMS) assays. These samples directly date the functioning of the water management features within the complex. The results confirm the Formative Period origins of the Purrón Dam, and offer new insights into the construction and functioning of the dam and irrigation system. 相似文献

Indigenous community‐based monitoring has been a central feature in many international attempts to improve monitoring of and local adaptation to environmental change. Despite offering much promise, Indigenous community‐based monitoring has been underutilised in natural resource management in Australia, particularly within the remote, semi‐arid rangelands. This paper discusses contextual social and environmental factors that may help to explain this apparent deficiency, before critically analysing key stakeholder perceptions of the roles for, and challenges of monitoring in the Alinytjara Wilur ara Natural Resources Management region in the north‐west of South Australia. The analysis guides a discussion of responses to better integrate monitoring in general, and Indigenous community‐based monitoring in particular, into regional environmental management approaches. We argue that community‐based monitoring offers a range of benefits, including: better coordination between stakeholders; a heightened ability to detect and respond to climatic trends and impacts; the effective utilisation of Indigenous knowledge; employment opportunities for managing and monitoring natural resources; and improved learning and understanding of rangeland socio‐ecological systems. Identified opportunities for spatial and temporal community monitoring designed for the Alinytjara Wilur ara region could be of value to other remote rangeland and Indigenous institutions charged with the difficult task of monitoring, learning from, and responding to environmental change. 相似文献

As social constructions, heritage properties require the participation of all their stakeholders, especially in the case of UNESCO World Heritage Sites. The Atapuerca (Burgos, Spain) World Heritage Site is used as a test case for assessing the fulfilment of the local community’s development expectations, perceptions, and values. This paper is the first formal attempt to ascertain the opinions of residents in the surrounding villages — Ibeas de Juarros and Atapuerca — regarding the initiatives taken by the authorities, and the changes produced, since the site was included in the World Heritage List. The results show that many improvements can be made with the aim of democratizing the decision-making process, ensuring the involvement of the local community and improving their quality of life, in order to fulfil the spirit and recommendations of UNESCO. 相似文献

Historical investigation of arid landscapes and communities in the American West has long focused on the pivotal influence of federal reclamation policy, typically characterizing its implementation as the application of scientific and technological methods to a variety of water resource management issues. This paper departs from traditional views of reclamation by highlighting the highly variable and contingent ways in which new science-based forms of water management were proposed and negotiated in specific local places with particular cultural, legal, and historical geographies. Drawing theoretically from literature on the ‘geography of science,’ the paper probes the ways in which authority for a scientific approach to water management was created, negotiated, and expressed in local and regional contexts in the Territory of New Mexico, where authoritative systems of practical resource use and administration had been in long use before the U.S. government initiated its federal water reclamation program in 1902. Specifically, the paper examines two disputes entered and argued in front of northern New Mexico’s Rio Arriba District Dourt between 1903 and 1905. By departing from the geographical and scalar perspectives typically applied to environmental histories of the West and its reclamation landscapes, this ‘microgeographical’ approach promises a fresh perspective that emphasizes the highly contingent ways in which science-based water policy was implemented in multiple and complex environments. 相似文献
