Abstract

To commemorate the 80th birthday on 9 December 1980 of Dr Joseph Needham – a Member of our Editorial Board – we are here publishing a somewhat condensed progress report of what has been rightly called ‘the greatest single act of historical synthesis and intercultural communication ever attempted by one man’. After describing its contents, Dr Needham gives a preliminary outline of his methodology, how he has quarried Chinese literature and iconography, how he has immersed himself in China's living tradition to interpret correctly her past and how he has mastered the often century-old technical terminology of Chinese science – only thus could he build his oecumenical university. He concludes here with the hope that this vast study, so felicitously begun, will continue ‘as limitless as is all history’.  相似文献

China's rapidly growing economic engagement with other developing countries has aroused intense debates, but these debates have often generated more heat than light. The Chinese government is clearly pushing its companies to move offshore in greater numbers, and state‐owned firms figure prominently in many of the major investments abroad. Yet relatively little research exists on when, how and why the Chinese government intervenes in the overseas economic activities of its firms. China's state‐sponsored economic diplomacy in other developing countries could play three major strategic roles: strengthening resource security, enhancing political relationships and soft power, and boosting commercial opportunities for national firms. This article examines China's programme to establish overseas special economic zones as one tool of Beijing's economic statecraft. It traces the process by which they were established and implemented, and investigates the characteristics of the 19 zones initially selected in a competitive tender process. The article concludes that even in countries rich in natural resources, the overseas zones were overwhelmingly positioned as commercial projects. Particularly in the Asian zones, China is following in the footsteps of Japan. The zone programme, and the Chinese foreign investment it hoped to foster, represents a clear case of the international projection of China's developmental state. However, in Africa (but not generally elsewhere) discourse surrounding the zones publicly positions them as a transfer of China's own development success, thus potentially enhancing China's political relationships and soft power on the continent.  相似文献

A UK-based geographer and specialist on China's urbanization reviews changes occuring in China during its market transition through the prism of neoliberalism. More specifically, by reviewing the recent literature on neoliberalism, the author searches for parallels between that approach and the political-economic, historical, and social developments associated with market transition in China (e.g., land and housing commodification, rural to urban migration, changes in access to education and health care). The question of to what extent (and in what ways) China's reforms— featuring an expanding role for the market—can be considered neoliberal is conditioned by the continuing importance and involvement of the state in all spheres of activity.  相似文献

This article analyses factors that cause China to have different approaches to different regional multilateral security institutions. Current research not only has little to say about China's motivation to participate, but also little regarding the level of its participation in or support for regional security institutions. To explain why China's post-cold war participation in regional multilateral security institutions varies, this article argues that threat levels help explain China's conditions for participating in multilateral security institutions, and security interests help explain China's behaviour as a member of such institutions. The author stresses that these are useful variables that can explain China's behaviour with respect to regional multilateral security institutions. In the foreseeable future, China's general posture toward regional multilateral security cooperation will be passive participation and strong support. Australia should not only consider strategies which emphasise strengthened bilateral relationships between Canberra and Beijing, but also continue to positively support regional multilateral security institutions.  相似文献

In addressing the question of how China's rapid socioeconomic transformation is changing the nature of its international engagement we need to move beyond a traditional focus on state-centric analysis. Obviously a major stimulus for China's international engagement over the past 25 years of reform and opening has come from non-state economic activity. Growing economic interdependence, accelerated after China's accession into the World Trade Organization, provides the strongest argument in favour of a peaceful rise of China scenario in which both regional and global security are enhanced rather than threatened. Far less attention, however, has been given to the role and influence of Chinese non-governmental organisations (NGOs) and their transnational linkages. I argue in this article that in order to obtain a more comprehensive picture of China's ongoing process of reform and opening to the outside world we need to incorporate a civil society dimension into our analysis. This is of particular relevance to ongoing foreign policy debates over democracy and human rights promotion in China. Indeed, in the absence of a more detailed understanding of current developments taking place at the grassroots, international support for progressive reform runs the risk of undermining positive change from below.  相似文献

Who do urban residents turn to in everyday security incidents? Why do some go to the police in certain locations, others to armed nonstate actors or kinship networks? We explore the ways in which residents and security actors – state and nonstate – negotiate everyday (in)security in contested urban spaces with multiple security actors. We consider how hybrid security assemblages are shaped by physical and social space and how everyday security practices shape space. We use Beirut's Southern Suburbs (Dahiyeh) as a site of theorisation, bringing local vernacular experiences into dialogue with Bourdieu's concepts of capital, habitus, doxa and field to develop a spatially dynamic analytical framework. Using this framework, we map security actors' different types and sizes of capital and how this capital is affected by residents' habitus and doxa within the everyday security field. We introduce the notion of ‘translocal habitus’ to capture the impact of families' origins outside Dahiyeh on everyday security dynamics. The framework we develop contributes to the spatialisation, vernacularisation and pluralisation of everyday security studies, furthers the spatialisation of Bourdieu and adds to the literature on hybrid forms of governance. Our analysis is based on extensive fieldwork, including over 150 interviews and ‘street chats’ with residents and security actors in and around Dahiyeh.  相似文献

China's household registration system is the central element in a policy of rapid industrialization with low urbanization. Figures on the non-agricultural population show that the system was initially successful, but less so during the 1980s. As a result, a number of reforms were introduced, which are described in some detail here. The registration system must be viewed as playing three interrelated roles: it is an instrument of development policy, aimed at keeping urban populations small while fostering industrial development; a social institution which rigidly divides Chinese society into a rural and an urban segment; and an instrument of state control, which the state employs to cultivate client groups. This article further argues that the contradiction between the need to adapt the system to changing realities, dictated by its developmental role, and the tenacity of the vested interests inherent in the social institutional role of the system, form a major obstacle to fundamental reform.  相似文献

China's economic development over the past decade has captured the world's imagination. But this has largely been an urban phenomenon. While the current Chinese government has lifted more people out of poverty than any other in history, there have still been a huge number of losers in the reform processes of the last three decades, many of whom are based in the countryside. Chen and Wu's study of the situation in the central province of Anhui for peasants raises some uncomfortable questions for anyone looking at the long‐term sustainability and stability of China's economic development.  相似文献

Abstract: China's urbanization is undergoing profound neoliberal shifts, within which urban redevelopment has emerged in the forefront of neoliberalization. This study aims to understand China's emerging neoliberal urbanism by examining the association between urban redevelopment and neoliberalism. Rather than a deliberate design, neoliberalization in China is a response to multiple difficulties/crises and the desire for rapid development. The neoliberalization process is full of controversies and inconsistencies, which involve conflicts between neoliberal practices and social resistance, and tensions between central and local states. Nevertheless, China's neoliberal urbanism has a responsive and resilient system to cope with the contradictions and imbalances inherent in neoliberalism. Meanwhile, neoliberal urbanism is more tangible at the sub‐national scale, since the local state can most effectively assist neoliberal experiments and manage crises. This study not only contributes to the understanding of China's neoliberal urbanism, but also has multiple implications for neoliberalism studies in general. First, in examining the interrelationship between the state and market, it is the actual effect of legitimizing and facilitating market operation rather than the presence (or absence) of the state that matters. Second, a new nexus of governance has formed in the neoliberalization process. Not only the nation state but also the local state is of great significance in assisting and managing neoliberal projects. Third, this study further validates the importance and necessity of scrutinizing neoliberal practices, in particular the controversies and inconsistencies within the neoliberalization process.  相似文献

A pair of Hong Kong and U.S. specialists on China examines the dynamic international environment China's new leadership now faces, focusing on East Asia. They first examine the complex balance the leadership seeks to strike between: (1) China's projection of increasing economic, military, and political power internationally; (2) the primary domestic goals of economic growth and stability; and (3) rising public awareness, demand for information access, and (in some quarters) nationalism among the Chinese people. The authors then proceed, in successive sections of the paper, to assess in greater detail China's international and regional security environment, Sino-American relations, China's relations with its East Asian neighbors, and the complex interconnections between the country's domestic and foreign policy. They conclude that Sino-American relations will continue to be pivotal to Beijing's foreign relations in general and its relations with countries in the East Asian region more specifically.  相似文献

There is increasing interest in understanding China's environmental governance through the lens of governmentality. This article contributes to that discussion by using the Foucauldian analytical apparatuses of discipline and security to understand China's governance of farmland. It argues that the Chinese state applies these two apparatuses simultaneously: on the one hand, it disciplines and deters local states from illegal land grabs by utilizing surveillance tools such as remote sensing and national land surveys; on the other hand, it relies on indirect governance through the land quota market to achieve grain security, transforming both local states and peasants into autonomous market players, and reconstructing China's rural landscape by launching mass peasant relocation programmes. The study also reveals the contingent effects of those power tactics: the state's governance is compromised by the local states’ counter‐conduct, such as data fabrication and concealment, and by the peasants’ denial of their new subjectivity as market players. When the tactics are effective, as in the case of local states actively assuming roles of land quota producers and traders, the villages and peasant households suffer from deprivation of land rights.  相似文献

Two China-based geographers test the importance of market conditions and local institutions in determining the locational pattern of foreign direct investment in real estate development (FDIRE), a major component of China's urban growth since the 1980s. Using data from 35 major Chinese cities, they trace the diffusion of FDIRE from a concentration in China's major coastal cities in the late 1990s to a more dispersed pattern including large inland cities in 2008. In addition to investigating the general association between FDIRE, local market opportunities, and liberalized economies/more developed land markets, the authors assess differences in the locational behaviors of developers from Hong Kong-Taiwan-Macao and foreign countries. A concluding section explores the implications of FDIRE activity for the restructuring of China's urban system. After the implementation of China's Reform Policy and the dissolution of the Cold War system, the conditions in Japan for conducting scholarly research on China's modern history changed drastically. We can categorize Japanese research on China's modern history since the 1980s into two components: the relativization of the Chinese Revolution and a rediscovery of the uniqueness of Chinese society. Some historians, however, continue to point out that an alternative vision of history that integrates detailed research results already achieved within individual areas of history has not yet replaced the conventional revolution‐based paradigm. It is indisputable, as they emphasize, that breaking away from the so‐called revolution‐based viewpoint of history in Japan has created diverse visions of history and has contributed to a more substantial body of work pertaining to China's modern history. The question of what kind of new vision we should search for, however, remains unanswered. Recent overviews of modern Chinese history in Japan were expected to answer this question. This paper is intended as a general review of recent trends and expected developments in Japanese research on China's modern history by introducing the most important overviews written by Japanese scholars. Chinese cities have experienced unprecedented growth and restructuring during the reform period. This study by two geographers examines the rapid growth of urban population in the relatively typical large city of Hangzhou (one of China's historical capitals), and investigates underlying factors by highlighting the significance of reforms and globalization in the growth of Chinese cities. The authors also discuss problems that Hangzhou (currently with ca. 4 million inhabitants) faces in coping with rapid urban growth and restructuring. They argue that "control" and "management" approaches to urban growth have limitations in China's transitional cities, and that the gradual process of reform is incompatible with the nature of urban planning in China. A noted American authority on urbanization in China presents a retrospective analysis of China's hukou (household registration) system on the occasion of the 50th anniversary of its promulgation, reviewing the history of that system from a broad socio-political perspective. More specifically, the paper focuses on revealing trends in the development of the system over time and identifying many of its important ramifications for modern Chinese society, as well as on the impact of hukou on the country's industrialization, urbanization, and social and spatial stratification. The author argues that the hukou system now presents a major obstacle to China's quest to become a modern, first-world nation and global leader. This article attempts to shed additional light on one of the most sensitive aspects of China's Cold War legacy – its support for Pol Pot's Democratic Kampuchea (DK) between April 1975 and January 1979. Drawing on field interviews with former Khmer Rouge cadres and official DK records, it examines how the terms of the Sino-DK entente were understood by the parties and affected Chinese influence on the ground. The evidence shows that despite providing important technical guidance, China developed little influence over high-level Khmer Rouge policies, even when such policies put China's own interests at risk. The Sino-DK relationship illustrates the capacity of weak states to exercise considerable autonomy in asymmetric alliances and some of the dangers of relatively unconditional great power assistance.  相似文献

During the past 27 years, China's economy and relationship with the outside world has been transformed. The magnitude of annual economic growth and rapid increase in the volume of output of goods and services raise unsettling questions about potential threats to the sustainability of current growth levels and implications for economic and political stability. This paper examines the sources of economic growth and concludes the strong state system, high rates of saving and investment and demographic structure will sustain growth. Chinese authorities must be aware that a failure to maintain the process of financial and political institutional reform or to address the widening regional income inequalities poses potential domestic threats to sustainable growth. Tensions remain in China's international relationships, forcing China to consider further adjustment and accommodation in its regional security and economic relationships.  相似文献

As China's Belt and Road Initiative (BRI) development projects deepen connections across Eurasia, the Sino-Kazakh border has been rematerialized in a manner that complicates the exercise of Chinese BRI soft power. On the one hand, the border city of Khorgos is being rebuilt as a bridgehead to facilitate trade and development between the countries; new infrastructure and spectacle at Khorgos and beyond works to entice Kazakhs to cross the border in pursuit of economic opportunities. At the same time, recent crackdowns on Muslims in China's Xinjiang Province has led to the detention and harassment of cross-border migrants with differentiated migrant statuses. Chinese security forces' continued anxieties about separatism in its borderlands imperil the developmental horizons the BRI project uses to entice Kazakhs. It also threatens the translocal development that a border conductive to mobility has provided for Kazakhs over the past thirty years. I argue that the BRI in northwest China fuses soft power rhetoric with territorial security practices in a way that is proving to be counter-productive. This is because border hardening can reactivate borders as “difference condensers” that draw from imperial and national legacies to reinscribe the othering of spaces and peoples beyond the border.  相似文献

Land‐centred urbanisation has precipitated shortage of green space in Chinese cities. However, in the Pearl River Delta, an ambitious greenway system has recently managed to flourish. It is intriguing to ask how this has become possible. Informed by the perspective of urban political ecology, this paper finds that the greenway project in the Pearl River Delta represents a set of politically realistic endeavours to alleviate urban green space shortage by adapting to, rather than challenging, powerful landed interests. Three interlocking dimensions about land—municipal land quota, rural land use claims, and real estate development—have influenced why, where and how greenways have been created. Based on these findings, we argue that research on China's politics of urban sustainability necessarily needs to understand the country's land politics.  相似文献

The article explores the role of state-owned enterprises (SOEs) in the globalisation of China's infrastructure capital. Examining how accumulation strategies of Chinese SOEs are driven by a complex set of political and economic, state and private, interests, it foregrounds the inherently hybrid nature of China's state capitalism. We use Kenya's Standard Gauge Railway (SGR) as a case study to analyse how state infrastructure capital traverses borders, and the specific ways that contradictions of accumulation in China are relocated through the improvised hybridity of SOEs. In Kenya, China Road and Bridge Corporation, the main SGR contractor, shifted and adapted its strategies as the pursuit of economic productivity gave way to political priorities in China, simultaneously responding to changing socio-political circumstances in Kenya and across East Africa. Analysing these dynamics, we highlight the contingencies of, and limitations to, structural reorganisation of actually existing forms of state capitalism in China and beyond.  相似文献
