This article explores how selective application of Japanese divorce laws between 1922 and 1938, which obstructed Korean women from obtaining divorce on the grounds of concubinage, affected the meaning of conjugal relationships in colonial Korea. I argue that in this period affection and companionship emerged as critical components of a legitimate conjugal relationship among Koreans. This legal process, which I call the affectivisation of the female‐spouse, coincided with a popular penchant for romantic love shown in public media and popular novels. Challenging previous scholarship that treated the phenomenon of romantic love as contained in literary discourses, this article shows how literary and legal discourses mutually influenced one another. I further argue that this new ideal of conjugal love had an intricate relationship with overall colonial legal policy: it worked in conjunction (not antithetical) to the family state ideology of the Japanese empire and the family system that the colonial state was trying to implement in Korea. The qualitative transformation of the conjugal relationship contributed to firmer implementation of the family system in Korea and prepared Korean society for the full assimilation of the Korean civil laws in 1940.

This paper examines Koreans’ response to cholera and the introduction of hygienic modernity by the Japanese after the opening of Korea in 1876. As Korea’s first open port, Pusan became a testing ground for Japanese hygienic modernity in Korea with the influx of Japanese settlers who introduced modern medical knowledge to the area. The introduction of modern medical science and technology by the Japanese, through the establishment of modern facilities such as Saisei Iin, the first modern clinic in Pusan, had a significant impact on the local community, which was suffering the horrific consequences of cholera due to ineffectual government management. In the process, the Japanese settlers utilised hygienic modernity as a way of legitimising and increasing their power over indigenous Koreans. While it is necessary to recognise the contributions of the Japanese to disseminating modern medicine and medical knowledge to local Koreans in Pusan, hygienic modernity became a way of legitimising the power of the Japanese settlers over indigenous Koreans in Pusan as a result.

The power tiller was central to the modernization of agricultural practices in East Asia during the latter part of the twentieth century. The small-scale, two-wheeled, walking-type power tiller was adapted from the European garden tractors by Japanese farmer-inventors in the 1920s, and then imported to South Korea in the early 1960s. This article traces the global technology circuit for power tillers, as well as their troublesome entry into the South Korean socioeconomic landscape in the 1960s and 1970s. Once the South Korean manufacturing industry for power tillers established itself, the agricultural machine was embroiled in a controversial political debate over landownership structures, which had profound implications for the very place of agriculture in modern South Korea. In the process of this extended debate, the social meaning of the power tiller itself went through significant change.

This article examines how the colonial past manifests within the present through an analysis of ethnographic and archival fieldwork. Drawing on feminist geographic scholarship for decolonising knowledge production, I argue that geographers have a responsibility to the people they work with and the places where they conduct research to know what came before. Through an analysis of how the colonial past surfaced in everyday and ongoing experiences of negotiating consent during fieldwork, I show how reflecting on the colonial past-present offers insights into the colonial power geometries of knowledge production. Proceeding through the colonial past-present offers useful lessons on being accountable to people and lands, recognising refusal, and making autonomy. While this article is focused on my experiences as a white settler scholar from the USA who did research in a Mixe community in Oaxaca, Mexico, proceeding through colonial past-presents offers lessons to any and all geographers who struggle to unsettle the persistent colonial power geometries of knowledge production.

ABSTRACT. Although alien rule is widely assumed to be illegitimate, nationalist resistance to it varies across time and space. This article explores why there was greater nationalist resistance to Japanese colonial rule in Korea than Taiwan from the turn of the twentieth century to the end of World War II. Resistance to alien rulers requires both a supply of participants in nationalist collective action and a demand for national self‐determination. The article assesses two principal propositions: (1) that the supply of participants increases to the degree that native elites are stripped of their traditional authority and offered few incentives to collaborate; and (2) that the demand for national self‐determination decreases to the degree that alien rule is fair and effective. A comparative analysis of the effects of Japanese alien rule in Taiwan and Korea suggests that nationalist resistance is greater in the earliest phases of occupation, that the greater native elites' opportunities, the weaker the resistance to alien rule; and that the fairer the governance, the weaker the resistance to alien rule.

Research into prison tourism and prison heritage has not taken enough time to understand how historical change has left impacts in urban contexts, which sometimes continues even after the prisons are decommissioned. This paper discusses the punitive state in the context of the historical penal landscape of Taipei through an exploration of how an historical prison was designed, built, partially demolished, preserved and redeveloped under three political regimes. It draws attention to the neglected relationships between punishment, colonial modernity and heritage. Drawing on the literature of dissonant heritage and dark tourism it argues that the way in which the government erased the heritage and evicted squatters without regard for colonial histories and large-scale, post-war migration is yet another way of writing imprisonment into the landscape and ‘othering’ the punished. Furthermore, in tracing the place memories, both within and outside of the high prison walls, it demonstrates the possibilities offered by ethics of heritage, with which we may counter the culture of punishment in the remaking of cities.

This article deconstructs United Nations Security Council (UNSC) Resolution 2094 through the preambulatory statements, objectives, obligations, and implementation and enforcement provisions of UNSC Resolution 2094. The article proceeds in three parts. First, it reviews the academic literature on UNSC sanctions and their application in the North Korean case. Second, it deconstructs UNSC Resolution 2094 according to the common structural components of international legal instruments to assess the level of congruence between the objectives of UNSC Resolution 2094, its enforcement mechanisms and outcomes. Third, it explores the weaknesses of UNSC Resolution 2094, focusing on the gap between the objectives and enforcement mechanisms found in the resolution. The inability of the UNSC sanctions regime to prevent North Korea reaching the cusp of becoming a nuclear weapons power is evidence of the international community's weak leverage over Pyongyang, a situation arising from the vulnerability of South Korea to a North Korean attack and the cross-cutting strategic priorities of China; the absence of economic linkages between the Democratic People's Republic of Korea and the primary sanctions-sender state in the USA; and North Korea's commitment to a nuclear weapons capability as the foundation of its medium-term economic development strategy, its institutional governance structure and associated ideological commitments.

Between the Russo-Japanese War (1904–1905) and the Mukden Incident (1931), Japan’s mounting colonial presence manifested itself in the activities of the South Manchuria Railway Company as well as in the Japanese forces’ skirmishes for control of the region. The poet Kitagawa Fuyuhiko (1900–1990) would draw on his memories of Manchuria, where he lived until attending college in Kyoto, to situate hyperobjects and colonial minutiae in counter-hegemonic anticolonial and antiwar prose poems. His subtractive poetic configurations – not Surrealist but certainly building on Dada precedents – isolate incongruous elements (evental traces) in Alain Badiou’s sense of being faithful to a critique of the ethics of a colonial apparatus. Having grown up within the colonial enterprise himself, and subject to high-minded Japanese media representations and instilled imperial affects, Kitagawa positions himself against the machinic drive for colonial profits and the abuse of labour and prostitutes. This article thus situates aesthetic strategies for displacing imperial affect as projected onto spaces of Japanese expansion so as to document radically anticolonial subject possibilities among Japanese nationals themselves. As postcolonial artefacts, these prose poems suggest the contradictions of European modernity writ in the Japanese rhetoric of cosmopolitan East Asian development and liberation as cultural production that aestheticises colonial extraction of labour and raw materials.

A strange silence has long reigned in the public memory as well as in Italian historical studies regarding possible crimes committed by Italy in its colonial territories. The aim of this article is to reflect on the reasons for this silence through an examination of the major historiographical questions and a review of the few studies available on the subject. The historiographical use of the judicial category of ‘crimes’ or ‘war crimes’ should not be taken for granted, above all in examining the history of the colonial experience. The most important authors have ignored the risk that the sensationalistic use of the category ‘crime’ – in itself an extraordinary and exceptional event – can make one forget the weight of the ordinary running of a colonial power. With these precautions, the article offers a list of the principal episodes historians now unanimously define as crimes. These episodes eliminate any possibility of taking refuge in the self-absolving and vague appeals to stereotypes of Italians as ‘good people’. The article concludes by defining precisely the triple order of silences that together produced the general silence that the author considers an obstacle and a post-colonial stain on the memory of colonial Italy.

Given current global concerns over religion and violence, the anthropology of religion will continue to benefit from discussions of power in colonial and post-colonial states in addition to its discourse on religions as systems of beliefs and practices. This article demonstrates the continuing relevance of religion and religious institutions in the modern world through an examination of religion and power in both local and global contexts. Specifically, I focus on the complex relationships of Hinduism and Buddhism with power through discussions of colonialism, governmentality, modernity, globalization, and cultural representations in Sri Lanka, India, and Thailand.

This article examines the process by which British-born migrants to Australia and South Africa were deported from mental hospitals in the 1920s and 1930s. It shows how men and women who arrived as permanent settlers could be re-classified as immigrants subject to expulsion. Debates over who was responsible for those who through mental illness or alcoholism were deemed ‘undesirable’ were conducted at the levels of both high diplomacy and petty bureaucracy. Tracing the history of deportation as a means of social engineering within the empire, this article highlights the tension between the transnational ideology of white supremacy and its expression in national terms. Using the case files of those deported from two settler colonial mental hospitals, Callan Park in Sydney and Valkenberg in Cape Town, as well as official deportation paperwork, it also traces how such diplomatic decisions were refracted through the process of attempted implementation. These files show firsthand both the social history of deportation and the mechanisms through which the settler colonial state aimed to shape its population by excluding not only those perceived to be racially other, but also those judged to be racially unfit. The process of determining domicile and of deportation itself reveals much about the frequently precarious circumstances and life histories of these migrants and their often far-flung networks, as well as the ways in which migrants and their families were able to negotiate the regulatory mechanisms of both the state and the asylum.

This article examines the construction of a "population problem" among public health officials in India during the inter-war period. British colonial officials came to focus on India's population through their concern with high Indian infant and maternal mortality rates. They raised the problem of population as one way in which to highlight the importance of dealing with public health at an all-India basis, in a context of constitutional devolution of power to Indians where they feared such matters would be relegated to relative local unimportance. While they failed to significantly shape government policy, their arguments in support of India's 'population problem' nevertheless found a receptive audience in the colonial public sphere among Indian intellectuals, economists, eugenicists, women social reformers and birth controllers. The article contributes to the history of population control by situating its pre-history in British colonial public health and development policy and outside the logic of USA's Cold War strategic planning for Asia.

Tsushima’s community festival commemorates Tsushima’s admirable borderland diplomacy in the pre-modern East Asian politics. This indigenous historicization in performance, nevertheless, fails to resonate with ethnographic reality: anthropological fieldwork revealed that local culture differs considerably from postcolonial ritual imaginings and historicity, illuminating a discontinuity between the past performed and the present observed. A rupture exists between borderland imagery as a coherent Japanese state boundary and the ethnographic reality of an uneven liminal frontier between Korea and Japan. In order to make sense of the ethnographic ruptures, this article constructs the border-centric ethnohistory through the lens of and experiences of the border, defying a state-centric past. I de-essentialize border-state relationship, accentuating border spontaneity and contingency between and beyond the power of sovereignty – a paradoxical Janus-faced process of contradiction and negotiation. I argue that it is Tsushima’s historical metamorphosis that stands out in history, not its subjugation to the power of either state.

Building on critical geographical scholarship on racialism and coloniality reiterated through infrastructure systems, this article explores how inherently colonial constructs of ethnicity-as-identity—as sub-genres of humanity and further biopolitical differentiation of Blackness—are reworked through contemporary mega-infrastructures. Focusing on the development of Lamu Port in Kenya, it analyses how infrastructures entrench pre-existing symbolic and material divisions between ostensibly different ethnic groups and how they perceive themselves within Kenya's body politic. Doing this, the article demonstrates how mega-infrastructures actively reproduce the sub-genres of humanity that were set in motion during the colonial period as categories inscribing the racialised, constitutive otherness to Whiteness. The coloniality of power, therefore, endures, reverberating through infrastructures into materialities of the present and the everyday of peoples who continue to rely on colonial grammars of sub-humanisation to maintain a sense of self in the world of not their own making.

Rather than a simple transfer of words or texts from one language to another, on the model of the bilingual dictionary, translation has become understood as a translingual act of transcoding cultural material — a complex act of communication. Much recent work on translation in history grows out of interest in the effects of European colonialism, especially within Asian studies, where interest has been driven by the contrast between the experiences of China and Japan, which were never formally colonized, and the alternative examples of peoples without strong, centralized states — those of the Indian subcontinent and the Tagalog in the Philippines — who were colonized by European powers. This essay reviews several books published in recent years, one group of which share the general interpretation that colonial powers forced their subjects to "translate" their local language, sociality, or culture into the terms of the dominant colonial power: because the colonial power controls representation and forces its subjects to use the colonial language, it is in a position to construct the forms of indigenous and subject identity. The other books under review here are less concerned with power in colonial situations than with the fact of different languages, cultures, or practices and the work of "translating" between the two — particularly the efforts of indigenous agents to introduce European ideas and institutions to their respective peoples.

This article is an examination of the uneasy relationship between religion and witchcraft (the worship of the serpent/obeah) on the British colony of Montserrat in the Eastern Caribbean. It looks at obeah in the 20th century as practised by colonial British subjects and prohibited by British law imposed by British expatriates. Colonial governance is examined first through correspondence at the start of the 20th century, and then through newspaper archives and fieldwork reports and experiences throughout the century. The continued use of anti‐obeah laws by the British is shown to be an irrational but effective colonial technology of control.
