Gurgaon, India's “millennium city”, is today synonymous with India's embrace of global real estate capital and private sector‐led urban development. This paper asserts that Gurgaon's spectacular urbanisation has been fundamentally underpinned by an uneven process of land acquisition, exemption and agrarian transformation. Shifting away from dispossession‐centred analyses of contemporary urbanisation in India, this paper explores Gurgaon's “urban villages” to consider the uneven integration of agrarian classes into emerging urban real estate markets. Through an examination of differential experiences of land acquisition and agrarian social change among Gurgaon's landowning classes, the paper seeks to trace complex and nonlinear processes of agrarian transformation which make possible landscapes of global accumulation.  相似文献

As is still the case in many parts of Iran, the distribution of languages and dialects in Ilam Province, western Iran, is unevenly documented. There have been several studies on specific language varieties spoken throughout the province but, in large part because of conflicting perspectives on the relationship between language and ethnicity, the situation for the region as a whole has until now remained unclear. The present study first of all brings together existing sociolinguistic and demographic data on language distribution and highlight areas of uncertainty. The main part of the study provides an overview of local perceptions of language distribution and language use based on field research and interviews conducted in each of the province's ten regions (shahrestān) and their twenty-five districts (bakhsh). Here, respondents' assessments of the geographic extent of the province's four main languages—Kurdish, Luri, Laki and Arabic—as well as more minor languages spoken by immigrants from elsewhere in Iran are summarized. For Kurdish in particular, which is the major of the four languages, the article shows the perceived geographic distribution of each major dialect and its affiliation within one of two major Kurdish dialect groups: Ilāmi (or “Feyli”) and Kalhōri. This analysis is followed by a brief discussion of multilingualism. The results of the study are brought together in a map of the province's languages.  相似文献

The aim of this article is to present a panoramic view of the Basque Country's capacity and competence for self-government. We have analysed the historical process of industrialization, the effects of the industrial crisis and new possibilities for development of the area's own regional policy based on new institutions (Government and Provincial Councils) that emerged from administrative decentralization in Spain after 1980. In the following section, we analyse the scope of authority in EU regions. Some of the cultural and transport infrastructure projects backed by these Basque institutions are studied. These projects have had a considerable impact on the Bilbao Metropolitan Area. The changes observed in the nation state, specifically in Europe, show contradictory effects. However, they have reduced the State's sovereignty but at the same time have prompted the State to retain powers rather than transfer them to lower institutional levels. This clashes with the desire of some regions or historical nations to access greater shares of self-government, such as the case of the Basque Country.  相似文献

The paper defines the state's apparatus as a site of power and contestation. This view enables contingency in the realm of government to be taken seriously. Accordingly, the paper takes a critical view of the idea of neoliberalism as a general global process. The paper reviews Paul du Gay's history of the state's apparatus, including his nostalgia for bureaucracy and his disdain for entrepreneurship. The paper contrasts du Gay's stylised take with a study of shifts in institutional structures and behaviours in Australia's state apparatus since the mid 1970s leading to the present period of Howard neoliberalism. The paper positions these shifts in the context of Coombs‐led institutional reform in Australia; it examines the potential for institutional resistances and responses; and draws implications for how we view institutions as having agency in the political processes of state apparatus reform.  相似文献

This paper critically examines local reactions and responses to the design and implementation of the buffer zone for a World Heritage property held under customary tenure, Chief Roi Mata's Domain (CRMD) in the Republic of Vanuatu. The primary goal is to consider the apparent contradictions and ambiguities inherent in the highly dynamic and contested process of rendering the globalised theory and praxis of buffering in a local context. Our case study brings to light some of the ways in which this process has enabled the landowning community of CRMD to rethink, and begin to remake, the buffer zone as an entity that incorporates both development and conservation concepts under the terms of the local idiom of bafa zon. Internal and external voices compete for influence in determining the local form and further evolution of the bafa zon at CRMD, and the first phases of this contested process are charted here. By supporting locally valued and accepted buffering measures, it may prove possible to realise simultaneously the objectives of World Heritage conservation and local economic development.  相似文献

The Brontës’ many striking depictions of landowners are rife with ambiguities, particularly as these characters are seldom presented at work in their traditional roles as landlord and magistrate. While the Victorian landed gentleman’s status was partially predicated on not having to work for money, both the new Victorian professional ideal and traditional conceptions of paternalist care affected the ways this class was viewed by middle-class commentators at mid-century. In the Brontës’ novels, traditional paternalist responsibilities are fused with aspects of the professional ideal in depictions of reformed landed gentlemen, but even this new, ideal figure is represented as unsatisfactory. In this article, I consider how landowners were written about in contemporary periodicals and how the Brontës engage with these expectations. The Irish tenant and landlord problem, which was covered extensively in the periodical press, shaped Emily Brontë’s Wuthering Heights in a profound way, as the novel serves as an important, but until now overlooked, reworking of Maria Edgeworth’s representations of landowning masculinity in Castle Rackrent (1800). The Brontës repeatedly depict landowners retreating into the domestic sphere, which I argue forms an implicit narrative challenge to this figure’s social authority. This article opens up new ground for the examination of Victorian discourse on professionalization in relation to the Brontës’ works and a consideration of the ways in which this discourse was applied to landowners both in the periodical press and the Victorian novel.  相似文献

Over the past decade neoliberalism has come to represent the dominant policy discourse and ideology in the majority of western economies. Following the attention given to this phenomenon at a global (and national) scale, there has been a recent rise in interest in its regional implementation and expression and in how these are mediated through the embedded institutional associations of context dependent localities. Using Brenner and Theodore's (2002a) notion of ‘actually existing neoliberalisms’, this paper explores the hybrid nature of the residential property market. Using one of Greater Sydney's fastest growing regions as an example, this paper shows how residential developments are hybrid constructions, framed by institutional and policy resonances constituted by both state and market actants. Key factors here are the processes of partnership (a process of joining the market and the state), master planning (a process of recognising and pursuing the goals of both the market and the state) and negotiation and provision of state infrastructure (a process of direct state construction of the market).  相似文献

The policy of economic liberalization pursued by the Indian government since the 1990s in response to an economic slowdown has led to the creative destruction of institutional space and the built environment. India launched the Smart Cities Mission and the Delhi-Mumbai Industrial Corridor to enhance infrastructure delivery and employment opportunities. Focusing on these cases and using direct observation and in-depth personal interviews, this paper explores the role of emergent neoliberal projects in the country's institutional and spatial restructuring at different scales. The aim is to make a twofold contribution to urban research: first, to contribute to the discourse on neoliberalism by identifying institutional and spatial restructuring in India based on the concept of creative destruction; and second, by validating the significance of strong state and political willingness in distributing neoliberal benefits such as affordable housing and services to the poor. The paper argues for a stronger role of the state in creating equity in the urban development process and infrastructure delivery.  相似文献

This paper begins from the premise that a number of now fashionable institutionally focused accounts of urban and regional political economy often begin at a point that is analytically flawed (or at least partial) in that the institutional ensembles themselves—whether analyzed as an urban `regime', regional `thickness' or a local `regulatory mode'—are automatically assumed to be a pre-given part of the explanation. However, the authors contend that for a deeper analysis of urban and regional political economy to be advanced, these institutions themselves need to be explained. In order to proceed with such an explanation three key factors require more serious consideration. These are: (1) the need to outline one's chosen research object of enquiry, and all that this entails in terms of research methodology, theory selection, and an uncovering of the `constitutive properties' of causation; (2) a greater readiness to analytically interrogate the relational interplay between economic development, political governance and scale; and (3) an obligation to pay due respect to the politics of representation and active processes of state restructuring and political strategizing through and around which economic development is itself constituted. In order to explore these themes, the authors draw, variously, on a methodological (re-) reading of the regulation approach, recent theoretical innovations on the `politics of scale', Jessop's state-theoretical writings and his recently developed neo-Gramscian methodology for analyzing urban economic governance, alongside Jenson's political sociological approach towards the `politics of representation'. Where appropriate, they explore, briefly, ways in which these theoretical themes may be deployed in empirical research, by considering certain restructurings in and of the political economy of Britain during recent decades.  相似文献

Land acquisition in suburban China is not merely the administrative means through which land is transferred from collectively owned rural land to state‐owned urban land; it is also a process of unlawful profit grabbing by rent‐seeking stakeholders. This licentiousness has been the source of intense controversy in recent years, becoming a major source of social unrest in contemporary China. Although standards of compensation are legally governed by strict policies, these standards are rarely followed as prescribed. As a result, we know very little about how revenue from land acquisition is shared in practice. This is because, as a contentious political issue rife with corrupt practices, accurate data are extremely difficult to obtain. This paper aims to address this vast empirical gap by tracing the flow of profit proliferation and distribution in a land acquisition case, using a suburban village in Shandong province, China, as an example. To expedite the drawn‐out acquisition process, the local government permits the corrupt behaviour of the village party secretary, who exploits his position to amass a great personal fortune. In contrast to previous research, which emphasises low compensation standards or excessive profit grabbing by local government, we find that villagers' protests are triggered by the corrupt practices of the village party secretary.  相似文献

This paper analyzes the service distribution patterns of Israeli cities during the late 1970's in an effort to gain a better understanding of the potential effects of institutional arrangements on service distribution. The results of the analysis suggest that a variety of administrative issues which would be confronted in both centralized and decentralized systems significantly constrain the potential for achieving service equilization through institutional reform. Reformers should be aware of the administrative dynamics which accompany service delivery in their design of reform proposals.  相似文献

In this reply to Hospers' “Localization in Europe's Periphery: Tourism Development in Sardinia” by Gert-Jan Hospers (2003), we argue that the author's advocacy of localized economic policies as a viable means to the economic development of Sardinia does not take into account current institutional assets that prevent Sardinia from pursuing localized interests effectively. We first discuss the historical background of these institutional assets, highlighting that a top-down approach to decision-making has characterized relations between Sardinia and the central state for most of the modern era. We then discuss the institutional and economic impediments to Sardinian attempts to pursue localized policies in light of recent institutional conflicts between region and central state. Our conclusion is that the localization of economic strategies necessitates entwined localization of decision-making powers in order to be effective.  相似文献

我国经济特区的设置具有明显的国家尺度重构特征。深圳经济特区在扩容过程中产生了行政区与功能区嵌套的地理空间。采用 TPSN 组合方法对深圳特区扩容不同阶段的社会空间特征进行比较,发现,不同阶段会形成不同类型的嵌套空间,并且 TPSN组合存在明显的差异。嵌套空间生产与重构的直接动因包括资源协同效应、政策协同效应和综合协同效应,以政治动员网络为主的网络维度在嵌套空间生产与重构过程中扮演着关键角色。研究结果表明,对我国嵌套空间的研究深化了国家尺度重构理论,而在行政区划调整的制度供给进一步收紧的背景下,嵌套空间可视为一种新型的行政区划改革与调整手段。  相似文献

Alasdair MacIntyre condemns modern politics, specifically liberalism and the institutions of the liberal state, as irredeemably fallen. His core argument is that the liberal state encourages a disempowering “compartmentalization” of people's everyday roles and activities that undermines the intersubjective conditions of human flourishing. MacIntyre's alternative is an Aristotelian politics centred on the notion of “practice.” Defined by justice and solidarity, this politics can only be realized, he claims, within local communities which oppose and resist the dictates of the administrative state and capitalist market. Here it is argued that MacIntyre's notion of “practice” represents a compelling ethical-political ideal. However, the belief that this ideal is best realized within local communities is rejected. In privileging local community, MacIntyre relies on a reductive view of modern states and overlooks the institutional conditions of a just polity. Against this, it is argued that a politics of human flourishing cannot succeed without an emancipatory transformation of large-scale, trans-communal institutions, in particular the state.  相似文献

Over the past decade, the Lao government has developed the policy of ‘Turning Land into Capital’ (TLIC), a strategy for generating revenue and economic value from ‘state land’. The 450 Year Road Project built along the periphery of the Laotian capital, Vientiane, linking the national highway with the Thai border, was financed using a TLIC model. Additional land to the side of the road was acquired to be resold at rates significantly higher than the compensation provided to landowners. Prior to construction, however, most of the land had already been purchased by external buyers, who impeded the project's development by refusing to concede their newly purchased plots. This article contributes to the literature on political reactions ‘from below’ to land grabbing by arguing that in order to understand the operational success or failure of land development projects, it is imperative to analyse the politics that pervade such investments ‘all the way down’ — the interrelated roles, interests and relations of involved actors and groups in all positions of power within society. The 450 Year Road project stalled due to its failure to take into account the interests and politics of seemingly compliant actors, particularly landowning farm households and speculative land buyers.  相似文献

Though Canada is internationally lauded for the success of its multiculturalism policies, debates about immigrant integration have arisen in recent years. These debates have turned on the extent to which religion should be accommodated in the public sphere. They have also been disproportionately concentrated in the French‐speaking province of Quebec. This paper asks whether this disproportionality is due to the Quebec population being particularly unfavourable to religious accommodation and, if so, whether this disfavour is grounded in racial antipathy toward newcomers or in the province's unique religious history. The findings show that while opposition to religious accommodation is higher in Quebec, and higher among francophones, it is rooted more in the low level of religiosity of the francophone population than in racial animus. These results emphasise the importance of correctly conceptualising distinctions between ethnocentric and culturally based sources of group conflict in multicultural settings such as Canada.  相似文献

This article bridges the fields of Catholic history, Women's history, and American religious history to propose a new perspective for studying the development of the American Catholic Church, termed by me as the consolidation controversies. Previous historians have focused on the development of the local parishes and the dioceses, focusing on the power conflicts between the lay trustees and the local bishops that accompanied this institutional growth. However, an often-forgotten aspect of Catholic history is the simultaneous rise of religious congregations and orders. As these communities developed, their leaders clashed with the local bishops over questions of property and authority over members of the communities. Often at the centre of these power struggles were the women religious. Rather than allowing themselves to be manipulated, women religioudemonstrated their own autonomy, navigating larger institutional politics. Should these women fail, they faced losing their place in the diocese as well as their position and vocation as women religious.  相似文献

Abstract

The family is the fundamental unit of society and was an important focus for identity, affection and sociability amongst landed élites. Historians of landed society have generally been reticent about studying the gentry family in any depth. This has been partly due to a general reliance on published biographical and genealogical sources as well as a focus on the estate rather than the family in archival material. A more fundamental understanding of gentry society will require greater levels and depths of knowledge relating to the structure and relationships of the family. In order to achieve this on a broad and representative scale new sources and methodologies will be required. This article provides an evaluation of the census enumerator's books as a source for studying landed society and suggests a number of avenues for future research.  相似文献

The EU Water Framework Directive (WFD) can be seen as a reform effort that intervenes in the member states' domestic administrative system by obliging “whole of government” measures across sectoral lines of authority and levels of government. This puts pressure on the sectoral authorities to coordinate their activities. In this article we ask the following questions: How do the state executives respond to the WFD? How can we understand their behaviour and action choices in the implementation of EU law? And third: What can our findings tell us about changes to the European administrative system? This article reveals that despite resistance and strong cognitive priors among the state executives, the WFD logic of ecosystem-based management is gaining a foothold as an administrative principle. Thus, in order to explain changes in the administrative system, we need to take the regional level into account. Our findings suggest that attention needs to be paid to the role of complex, multi-level structures, which includes the regional, river basin district level in the development of a European administrative order.  相似文献
