This article argues that territorialisation and circulation are centrally important to the transition that takes place at the end of a war. It does so with a case study of Trincomalee, a multiethnic region on Sri Lanka's east coast, after the end of the ethno-separatist war in 2009. Post-war territorialisation comprises the consolidation of the government's military victory through the establishment of military zones and sacred sites, the construction of strategic roads and shifts in the ethnic settlement patterns. There are, however, a number of contingent counter-forces that unsettle the common interpretation that this is orchestrated 'Sinhala colonisation'. The angle of circulation directs us to flows and influences that become manifest when the curtailment of war (checkpoints, frontlines, collapsed infrastructure, surveillance) comes to an end. This propels a peace dividend - access, security, mobility - but also incites concerns among all ethnic communities about exposure to the moral decay of a globalised world. While territorialisation and circulation may appear to be opposites, they are in fact a conceptual pair. The two terms expose a field of tension that has much to contribute to the geographical literature on war endings, which has neglected the significance of postwar shifts in circulation thus far. 相似文献

This paper explores the practice and the political context of war rapes in the former Yugoslavia (1992-1995) and in the Greek Civil War (1946-1949). It argues that conceptions about accountability and expected gender roles may lead social actors to commit atrocities that transgress the moral codes of their own society, while condemning their victims to silence. On the other hand, a change in the political context may undermine the impunity enjoyed by the perpetrators and ultimately lead war rape victims to break their silence and bear witness. This argument is illustrated by a detailed analysis of one particular interview, in which a woman raped during the Greek Civil War decided to break her silence fifty years after the event. The interview material offers the opportunity to explore the effects of trauma and the multiple ways in which war rape victims may try to cope with past trauma and give meaning to a shattered life. 相似文献

Abstract: International aid is a dynamic bundle of geographical relationships at the intersection of war, neoliberalism, nature, and fear. The nexus between development and security warrants further conceptualization and empirical grounding beyond the instrumentalist and alarmist discourses that underwrite foreign aid. This article examines two such discourses, that of \"aid effectiveness\" and securitization, that serve to frame an analysis of aid to Sri Lanka. Since 1977, neoliberal policies of international assistance have shaped the country's economy and polity, and, since 1983, government troops and militant rebels have been at war. International aid focuses on economic development and support for peace negotiations, but little attention has been paid to the ways in which these agendas intersect to shape donor behavior and aid delivery. Drawing from research on international aid agencies operating in Sri Lanka, in particular the Canadian International Development Agency, the geopolitics of aid are analyzed. 相似文献

This paper seeks to understand the conditions of possibility of “sanctuary” – the claiming of a “sacred” space of (humanitarian) exception - in the midst of civil war. Sanctuary codifies an exceptional space where sovereign and pastoral registers of power converge into a form of “pastoral sovereignty” that can temporarily “interrupt” the law of violence of sovereign power. In civil war this can enable civilians to be saved and protected from killings and suffering. However, this pastoral sovereignty is precarious as it depends on the belligerents' good will and tacit authorization: this is what we call the predicament of pastoral sovereignty. Using the case study of Church sanctuary in Sri Lanka's civil war, this paper explores how this predicament of pastoral sovereignty comes into effect in moments of acute crisis. Throughout Sri Lanka's brutal civil war, Catholic priests provided “sanctuary” to Tamil civilians in the form of territorial sanctuary (Church compounds), bodily sanctuary (the priests' bodies providing protection), and numerous other humanitarian activities. Our ethnographic material illustrates the force and fragility of the Church's claims to pastoral sovereignty and its sanctuary practices and provides detailed accounts of numerous constellations. The paper thereby raises fundamental questions about the ontology of sovereignty and its operability in moments of humanitarian crisis. 相似文献

This article sets out to explore the strategic creativity that underlies supposedly invariant ritual performance. The ethnographic focus is on a group of Sri Lankan ritual specialists and the way they present the past in terms of mythical, historical and genealogical relationships that give power and legitimacy to their performances of healing rituals in the present. The analysis brings together local notions of “tradition” with ideas of performance and embodiment. The conclusion takes up the idea that, far from being the dead weight of tradition, invariance is a performative illusion of considerable ingenuity and persuasive power. Indeed, it is a fundamental means whereby the authority and power of ritual is maximized in performance. 相似文献

In contemporary Sri Lanka, the commodification of local mask production resulting from cultural tourism has caught the traditional mask artisan in a tight spot between “tradition” and “modernity”. The impacts of tourism are diversely received and interpreted within the local mask artisan community, with tourism simultaneously resulting in what can be called a “cultural discovery” and “cultural decline”. Within this cultural debate, this paper is an attempt to understand how the traditional mask artisan arrives at a balance between “tradition” and “modernity”, and culture and commerce. Qualitative research conducted in southern Sri Lanka shows that tradition and modernity are shifting conceptions. Negotiating a balance between tradition and modernity is, therefore, largely a matter of meaning and interpretation. When cultural commodification occurs, tradition and modernity are continuously redefined and reinvented by both the traditional mask artisan and cultural consumer to fit their own needs and agendas. Cultural commodification contributes to the survival and revival of Sri Lanka's mask tradition, a strategy that is simultaneously welcomed and contested within the local mask artisan community. 相似文献

This paper analyses the role of roadbuilding as a process of state territorialisation in post-war Sri Lanka. In the aftermath of a brutal civil war (1983–2009), and in lieu of a broader peace and reconciliation process between Sinhalese, Tamil and Muslim communities, road infrastructure has been promoted by the state as essential to the region's recovery and nation's sovereignty. Roads were to bring national unity and political integration. We interrogate such claims, drawing on fieldwork conducted in Jaffna and neighbouring areas to cast doubt on the prospects of new roads to ameliorate ethnic tensions. Rather, as militarised security discourses and policies continue to dominate the Sri Lankan public sphere, such schemes can be understood as part of broader Sinhala-Buddhist nationalist project to consolidate territorial control in restive parts of the country. Our research suggests that, rather than facilitating rehabilitation and recovery, road networks mirror pre-existing fault lines and entrench the privileged position of the military in Sri Lankan society. Such shifts do little to avail persistent minority sentiments of political marginalisation, aggravating social fractures and re-constituting the hegemony of Sinhala-Buddhist nationalism. 相似文献

Core-periphery tendencies within Sri Lanka are examined in the light of recent equity versus efficiency issues. Because of its long-term welfare programmes, Sri Lanka is well known for its high quality of life indicators compared to other low income countries, and for its attempts to spread the benefits of socio-economic development throughout the country. Despite IMF-driven economic restructuring since 1977 and suggestions of core-periphery intensification, equity issues have not been totally neglected. Evidence is presented here which demonstrates that the country's quality of life indicators have continued to improve both at the district and national level during the last 20 years. Statistical analysis and mapping of recent district level data on 14 economic and social variables indicate a widespread distribution of welfare benefits across the districts. Moreover, when the variables are aggregated and ranked, simple core-periphery arrangements, with development declining linearly with distance from a south-west core centred on Colombo are not easily discernible. Core-periphery frameworks are modified by a corridor of high development levels from the south-west to the north-east. 相似文献

Models of traditional boats stitched together with thread or cane from different parts of the world are commonly found in museum collections. They are often highly detailed and assembled in a way that is characteristic of a particular region. Through the presentation of a range of sewn‐boat models, particularly focusing on those from Sri Lanka, this paper considers how representative models are of full‐size boats, and if they can tell us about boat types and construction techniques. Locating the proper relationship between material and cultural aspects of human life has been an enduring, discipline-defining, and divisive problem in anthropology. Recent studies of the local effects of globalization have exacerbated the divide. Although case studies seem to have lost their luster for many anthropologists, the renewed ethnography considered in this review demonstrates that local research can clarify international economic processes. When people choose to make foreign commodities part of their lives, the results are neither inevitable nor predetermined. This article focuses on how northern non-governmental organizations (NGOs) and their partners, community-based organizations (CBOs), are ‘working’ gender after a crisis. It explores the relationship between one NGO aiming to mainstream gender and a women's CBO in a village in southern Sri Lanka after the 2004 tsunami. The gender policies of the NGO and how the CBO has co-opted these policies are analysed in terms of discourse, interdependence, power and performance. Structural and individual challenges for working gender in post-crisis situations are analyzed and the constraints for making deep reaching changes that can alter gender relations are identified. Because of differences in the conceptualization and implementation of gender policies and practices, the CBO has manoeuvred to maintain its own interests, while the NGO has experienced disconnections in working gender between organizational levels and locations of implementation. In conclusion, it is argued that for changes to take place, knowledge production on gender needs to be locally situated and sensitive to the structural conditions and power relations with which organizations and communities engage. 相似文献

This article examines the role of women in post-tsunami livelihoods recovery in two tsunami-affected villages in the Hambantota District, South Sri Lanka. It considers four key livelihoods recovery strategies involving women, revealing their immense capacity to overcome socially constructed disaster impacts. Their ability to respond positively is grounded in specific geographic and cultural contexts, making location and ethnicity of profound consequence. Although pre-existing ethnic backgrounds, influenced by religious and patriarchal structures, are critical indicators of the uneven ways in which women engaged in livelihoods recovery, the tsunami generated new patterns of cultural practice. The article adds to research that goes beyond the simplistic representation of women as undifferentiated ‘victims’ in post-tsunami Sri Lanka. It stimulates discussion on the lived experiences of intersectionality in feminist geography, and emphasizes the broader relevance of the study for understanding multiple and transforming positionalities that constitute the post-disaster lives of women in divergent socio-political contexts. 相似文献

This paper adopts infrastructure as a lens through which new understandings of the inter-relationships between territory and sovereignty can be advanced. It argues that inverting the terrestrial assumption of territory can lead to “slippages” of sovereignty in which territorial sovereignty is indirectly claimed through the assertion of governance rights. For the purposes of this paper, I explore these inversions through the reclaiming of land from the ocean, and the removal of land by the ocean. Drawing on ethnographic research exploring the effects of China-backed infrastructure mega-projects in Sri Lanka, these territorial inversions are explored, respectively, through the Port City Colombo project – in which territory is claimed from the ocean through the creation of an island infrastructure – and the Hambantota International Port project – in which territory is removed by the ocean through the creation of a man-made port. Both projects reveal the ways in which infrastructure investments are implicated in the region-building ambitions of the Belt and Road Initiative, and thus provide conduits through which Chinese sovereignty can be asserted. As conduits, they foreground the realisation, but also the reimagination, of what “islandness” can mean in/to post-war Sri Lanka. 相似文献

National censuses collect, classify and tabulate vast quantities of personal data on a regular basis. The resultant numerical tables require analysis and interpretation. It has been the census superintendents, charged with the collection and processing of the data, who made the first comments on their work. Their reports provide guides for users seeking to make sense of the complex numerical tabulations. An examination of the reports on the censuses of Sri Lanka demonstrates the evolution of the census superintendents’ approaches to the collection and presentation of data on ethnicity, religion and language. The classification schemes developed in the early colonial censuses have been retained, with modifications, until the present. Continuity and change are documented in the official commentaries, which have acted as guides to make the results, and the reasoning behind them, more accessible to those who not only filled in the questionnaires, but also used the statistics. 相似文献

The Avondster was a 17th century British ship captured by the Dutch and used by the United Dutch East India Company (VOC) trading with Asia until it was wrecked in Galle Harbour, Sri Lanka in 1659. The shipwreck was found in 1997 to be in very good condition but under threat from development in the harbour. From 2001–2004 an archaeological project was implemented by the Dutch/Sri Lankan Mutual Heritage Centre. The aims were to record and recover important cultural material as well as to build up the capacity of a Sri Lankan Maritime Archaeology Unit for implementing future work.

The scholarship on care for older parents within transnational families focuses mainly on the experience of unskilled migrants and is presented largely from the perspective of caregivers. Few studies consider the case of affluent, skilled migrants, and their wealthy older parents who also cross borders to visit and provide care for their migrant adult–children. Through Baldassar and Merla’s concept of ‘care circulation’ and the lens of emotional transnationalism, the article illustrates that despite affluent transnational family members’ mobility and access to resources that should facilitate successful circulation of care, care is not easily exchanged at an intimate level. Drawing upon 30 transnational family case studies of skilled migrants residing in Australia and their urban, high to middle-income older parents from Sri Lanka, I argue that older parents construct both caring across distance and in proximity as an attentiveness to their emotional care needs, and the time and effort taken to engage in emotion work; a task that is more challenging for migrant sons than daughters. The article reveals the manner in which gendered care practices both enable and inhibit care circulation between transnational migrants and their older parents. 相似文献
